The Development of Gateway System for Power Automation based on TETRA (TETRA 기반 전력자동화 게이트웨이 시스템 개발)

  • TETRA is the standard of Digital Trunked Radio System suggested by the ETSI(European Telecommunications Standards Institut ). It is adopted as Electric Power IT Wireless Backbone Network in Korea. Police station and Fire Station are using TETRA network. Currently, Power Automation Protocols are DNP3.0 in Distribution Automation System, DLMS in Auto Metering Infrastructure, IEC61850 in Substation Automation. These protocols are transmissions using CDMA or WCDMA modem. If Power Automation protocol uses TETRA networks, it can be interoperable with the systems in police or fire stations. And it has outstanding ability to handle problems in a disaster situation. So, This paper propose a gateway system of Power Automation which can transmit the power automation protocol using TETRA.

  • October 31, 2017, a man named Saipov who follows ISIS killed 8 people and injured nearly 20 others by driving his truck to the riverside bicycle path in Manhattan, New York, in an act of terror. June 5, 2017, the Islamic extremist Yacqub Khayre held a woman hostage in a suburb of Melbourne, Australia, before being killed by the police. Various countries around the world including the UK, France, and Germany are in war against terrorism. The terrorists change their target from hard targets such as government officials to vulnerable soft target, intensifying the public's fear, and, unlike in the past when they were organized by governments or organizations, extremists such as ISIS followers are now acting on their own in the act of terrorism. Also, as they use vehicles, pressure cooker, and other objects that can be easily found for terrorism, it is becoming more difficult for the police to prepare against terrorist attacks. Meanwhile, some terrorism researchers argue that conversational techniques (negotiation) used by the police are now of no use, as shown in the cases like 9/11 attacks in 2001 and 2016 Nice attack in France in which the suspects committed terrorist attacks without leaving enough time for the police to take action and that, therefore, tactical suppression techniques need to be developed. Therefore, this study suggested police negotiation techniques are necessary not only for terrorist attacks but also for overall police work, including handling intoxicated people at police station, and proposed ways to activate conversational techniques for police organizations.

A Study on the Effect of Basic Life Support Training on the First Responsive Police Officers

  • The study was conducted to verify the effect of basic life support training on the skill ability of police officers. The subjects of this study were 10 experimental group and 10 comparative group with voluntary consent after explaining the theory and significance of the training experiment at the police station located in K. The education program used in this study consists of theoretical education and practical training, and the theoretical education is 60 minutes and the practical training is 30 minutes. The measurement tool for basic resuscitation performance was measured based on the 'CPR and ECG Guidelines for Cardiopulmonary Resuscitation and Emergency Cardiovascular Care' presented by the American Heart Association. The results are as follows. The experimental group showed higher performance skills than the traditional control group in field confirmation performance skills, primary evaluation performance skills (A, B, C, medical evaluation), and BLS performance skills (heart compression, artificial respiration, medical evaluation) which are the basic resuscitation performance skills. In conclusion, this study confirmed that the theory and practice education program is more effective in improving the clinical performance of police officers than the traditional lectures and practice education, so it is possible to apply this simulation education program to the cardiac arrest patient emergency treatment.

The Effects of Resilience and Family Support on Job Stress of Police Officers (경찰공무원의 회복탄력성 및 가족지지가 직무스트레스에 미치는 영향)

  • The purpose of this study was to examine relationships among resilience and family support on job stress and identity the factors that influence on job stress in police officers. Participants were 152 police officer working in C city, H and C districts. Data were analyzed using descriptive statistics, t-test, one-way ANOVA, Scheffe test, Pearson correlation coefficient, and multiple regression using the SPSS Win. 23.0 program. The result of the multiple regression indicates the family support, gender, positivity, work experience, and work type predict 25.0%(F=10.84, p<.001) in job stress. Therefore, it is necessary to develop program a resilience and family support use specific strategies to decrease job stress.

  • All citizens over 17 year old living in Korea have to be fingerprinted to obtain a certificate of resident registration. For this reason, human identification through fingerprints has been used actively in crime scene investigation. The fingerprint is so unique that it is one of the most certain ways to identify oneself and it can differentiate between genetically identical twins. Fingerprints gained in crime scene indicate a direction of criminal investigation in conjecturing a suspect. Fingerprints help a reunion of family got scattered for a long time and make it possible to get a personal identification for missing person who met with natural calamity. We developed a new fingerprinting method using safranine O, so as to develop fingerprints on the adhesive tapes and non-porous papers in various physical environments. Results were compared to the preexisting fingerprinting method, the minutiae numbers of fingerprints were greatly increased in our newly developed safranine O fingerprinting method. This newly developed safranine O method showed a quantity and quality comparable to the preexisting fingerprinting method routinely used in these days. In our hands, the safranine O fingerprinting method is another easy and obvious choice when the forensic case sample is available for fingerprints on the adhesive tapes and non-porous papers.

  • The reform necessity of medicolegal death investigation system is continuously issued. The problems from the current death investigation system are discussed, specially on the professionalism of the involved personnel such as policemen, doctors, prosecutors. Death investigation exists not only to prosecute the criminals but also primarily to protect the general public's health, safety, and welfare. The reform proposals of death investigation system are followed as below. Statutes require that the prosecutor be notified of certain deaths. All deaths that may reasonably result from anything other than natural disease should be investigated. A death certificate is a legal document which authenticate a death, therefore it is issued by the doctor. The postmortem examination must be rearranged on the university base and performed by the qualified doctors who are trained at least in pathology. The police officer specified in death investigation and forensic identification should be encouraged to keep doing their special work in many ways.

  • Teshima has been a quiet and beautiful island, but started to be imaged as an "island of wastes" because of the 600,000 tons of industrial wastes thrown there illegally. Now it symbolizes the problem of industrial wastes in Japan. Teshima development company, an industrial waste disposer, started to dispose industrial wastes illegally in the west side of the island, since the late 1970s. Hyogo Police Station exposed this illegal act, and arrested 6 persons of the company, including its president, in charge of having violated the Waste Disposal and Public Cleansing Law in 1991. This illegal disposition has continued for 13years until it was exposed by the police. Teshima case of industrial wastes are introduced in this paper.

Effects of Job Stress on the Depression of Elderly Police Officers and Moderating Effects of Organizational Health (고령 경찰공무원의 직무스트레스가 우울에 미치는 영향 및 조직건강의 조절효과)

  • This study aims to examine the influence of job stress on the depression conducted with 360 police officers working at police station branch and police box in Chungbuk area, and they were divided into two sub-groups based on the age of 50 in order to analyze the buffering effect of organizational health in the relationship between job stress and depression. The main results of this study are as follows. First, the level of depression in the group older than 50 and younger than 50 were 3.22 and 2.90 respectively showing that in the group older than 50 were significantly higher. Second, the factors that influence the depression were shown to be similar for each group, but significantly different for their influence of each group. The factors that influence the depression in the group older than 50 were shown in the order of organizational structure, job stress, readership. The factors that influence the depression in the group younger than 50 were shown in the order of job stress, police officers ability, readership. Third, in the relationship between job stress and depression, buffering effects of organizational health were identified to be different in each group. Based on these results, several ways were suggested to prevent or ease the job stress and depression of police officers.

  • Fingerprinting is a frontier technique that is the most frequently applied for human identification throughout the world. All citizens over 17 year old living in the Republic of Korea must be fingerprinted to obtain a certificate of resident registration. In Korea, for this reason, human identification through fingerprints has been far better developed and used efficiently both in crime scene investigation and in confirmation of an unidentified body. Scientific approaches have been made to accurately extract the metamorphosed fingerprints in various environments. Because most of the studies on fingerprinting have been accomplished with biometric techniques, researches on restoration of human dermal tissue and taking custody data after collecting fingerprints have been comparatively undermined. In this study, a newly innovative method for fingerprint extraction was developed using the polyester film with print powders and the high temperature-moisturizing method. Compared to the conventional fingerprinting method of paper with ink, minutiae numbers of fingerprints were greatly increased in polyester film with print powders after restoration of fingertips by high temperature-moisturization. This newly developed procedure would be an efficient fingerprinting technique which could be utilized in scientific investigation and in personal identification in the future. Furthermore, the new method for restoration and extraction of fingerprints are easy and inexpensive to practice for a number of human identification.
