Ground Security Activities for Prevention of Aviation Terrorism -Centered on San Francisco International Airport of the U.S.A.- (항공테러방지를 위한 지상 보안활동 -미국 샌프란시스코국제공항을 중심으로-)

  • With the growth of airline management, as well as computer and IT security, the international trade in this modern society has been rapidly increasing, Along with the advancing, airplanes have become a universal means of communication. However, the complications associated with airplane safety have also been brought up as a result, the most concerning of which is terrorism. One of the main counterplans for preventing terrorism is Ground security activities the core of Ground security activities is absolute safety for passengers in both passenger terminal and freight terminal. Subastral security refers to physical protection, proximity control and 100% security search and freight guarding of the passengers' possessions, and the personnel's duties to perform such jobs are be! coming more crucial. On the other hand, Airport security check has bee n gradually developing since the 1960's, when hijacking began to take place. Although the airports have been providing more safe and comfortable services to their customers, terrorism is still happening today. When Ground security activities is minute, the users feel displeasure and discomfort, yet considering solely their convenience can brings problems in achieving safety. Since the 9.11 terror in 2001, the idea of improving and strengthening airport security was reinforced and a considerable amount of estate is being spent today for invention and application of new technology. Various nations, including the United States, have been improving their systems of security through public services; public police department is actively carrying out their duties in airports as well. In San Francisco International Airport, private police department is in charge of collection of data, national events, VIP protection, law enforcement, cooperation within facilities, daily-based patrol and traffic control. Under guidance and supervision of national organizations, such as TSA, general police department interprets X-Rays, operates metal detectors, checks passports or IDs and observes reactions to explosives. Under these circumstances, studies about advancement of cooperation and duties of general police department and private police department necessitated: especially about private police department and their training for searching equipments, decrease in number of turn over rate, invention of technology and prior settlement in estate for security. The privacy of the public, who make up the major population of airport passengers, must also be minimized. In the following research, the activities of police departments in San Francisco International Airport will be analyzed in order to understand recent actions of the United States on airport security.

A Study on the Effective Utilization of Public Service Drones - Focused on Search and Rescue Drones - (공공임무용 드론의 효과적 활용방안에 관한 연구 - 실종자 수색용 드론을 중심으로 -)

  • Drones, which were originally developed for military purpose, have expanded rapidly not only in hobbies, leisure, but also in broadcasting, filming, and public sectors, and search and rescue drones have been used to find four Korean teachers who went to Nepal for volunteer work but went missing in the avalanche. The government is encouraging the use of drones in the public sector as a policy to foster the drone industry, and the market is expected to expand in the future. This study presents improvement measures and specific directions for use of drones by public agencies at a time when the use of drones is expanding in the public sector. To that end, this research reviewed the interviews of relevant experts, analysis of drone operation regulations by public agencies, and the cases of operation of drones for searching missing persons by police. First of all, it will have to secure skilled personnel before the introduction of the drones and then determine the specifications of the drones through sufficient review, and then be put into the mission after careful examination of the drones. Next, it is necessary to draw up a base rule for drone operation and draw up a manual accordingly. Finally, drone flight has the risk of a crash, and it is essential to secure dedicated personnel for drone operation, especially since drones in the public sector are specialized in large scale compared to hobby drones to achieve their purpose. This research only conducted a detailed analysis of the National Police Agency's drones for searching for missing persons, and there are limitations to the number of people interviewed. Subsequent studies will require analysis of various public institutions, and in addition to interviews, surveys will require analysis of various data and statistics.

A Cluster of Health Symptoms After a Law Enforcement Operation: A Case Study

  • Law enforcement officers (LEOs) often encounter rapidly changing and uncontrolled situations that expose them to various hazards. A law enforcement agency requested an evaluation by the National Institute for Occupational Safety and Health (NIOSH) when multiple LEOs reported illness after executing a search warrant and taking a suspect into custody. NIOSH investigators interviewed LEOs and reviewed medical records, forensic laboratory results for collected evidence, and environmental testing results of samples taken after the operation. Two-thirds (25 of 38) of LEOs who participated in the operation reported ≥1 symptom. Eleven LEOs met a case definition for influenza-like illness (ILI). Members of one unit were more likely to have ILI than non-members (prevalence ratio (PR), 4.1; 95% confidence interval (CI): 1.3-13.0; p = 0.01). Influenza vaccination was associated with a lower prevalence of ILI (PR, 0.2; 95% CI, 0.1-0.9; p = 0.02). Preventing employees from working while ill and annual influenza vaccination might prevent similar occurrences.

  • The government sees drones as a key future growth engine, prepares plans to foster the nation-led drone industry, conducts pilot projects in various fields, such as transporting goods, forest protection, monitoring, facility safety diagnosis, and is actively in the use of drones. In particular, the police are attempting to use drones to search for missing people. However, existing drones have a short operating time due to the limitation of battery time. The effectiveness of the existing drones is insufficient because it has no choice but to search by aerial photography on the mountain tops in hillside or dense forest. In this study, we propose an FPV drone that utilizes virtual reality as a drone that can overcome the limitations of searching for missing people.

  • 형사소송법 제106조에서 '범위를 정하여 출력 또는 복제하는 방법이 불가능하거나 압수의 목적을 달성하기에 현저히 곤란하다고 인정되는 때에는 정보저장매체 등을 압수할 수 있다'의 규정과 제122조에서 '급속을 요하는 때'의 예외 규정을 근거로 스마트폰 압수·수색과정에서 범죄혐의와 관련성에 대한 구분 없이 정보가 무분별하게 탐색 복제되는 등 기본권을 침해하고 있으며, 영장주의 원칙에 반하는 위법한 집행이 되고 있는 실정이다. 이에 본 연구에서는 긴급압수 후 사후영장 발부 전에 별건의 범죄혐의를 확인하거나 증거로 활용한다면 위법한 압수에 해당할 수 있는 디지털증거 압수·수색 원칙의 문제, 디지털정보의 검색과 추출과정에서 참여권 보장의 문제, 스마트폰 정보에 대한 무결성 확보 등을 문제점으로 도출하였다. 이러한 문제점을 개선하기 위해 사전영장 없는 범죄사실과 관련성이 없는 정보의 탐색이나 추출 금지, 정보검색이나 추출과정에서 피압수자의 참여권 보장 및 디지털증거 분야 전문가로부터 조력을 받을 권리 보장, 무결성 확보를 위한 절차적·실체적 적법절차 준수 등 개선방안을 제시하였다.

A Study on the Optimal Allocation Model of the Korean Maritime SAR Fleet (우리나라 해상 수색ㆍ구조선의 최적배치에 관한 연구)

  • The Korea Maritime Police Agency(KMPA) is the national maritime Search and Rescuee (SAR) authority with the responsibility to promote an efficient organization of SAR services and to coordinate the conduct of SAR operations within the Korean Search and Rescue Region(SRR). The maritime SAR operations shall provide an adequate and effective search and rescue services to minimize the loss by rendering aid to persons in distress and property in the marine environment. The essence of a successful search and rescue operation is the speed with which it is planned and carried out because survivors who need assistance and whose chances of survival diminish rapidly with time. This paper aims to propose an optimal allocation model of maritime SAR fleet in view of minimizing the search and rescue time. When maritime accidents occur, rescue units have to reach to the distress scene within the specified time. For this, SAR units must be redeployed to an advanced base so that Rescue Units(RU) can reach to the scene of distress in the shortest possible time. The Korean maritime SRR is divided into 180 sub-areas in consideration of an operational and technical ability of SAR units. The suggested model is verified through an empirical application to the Korean maritime SRR. And also the Rescue Vessels(RV) required is estimated for each Rescue Co-ordination Center(RCC).

  • We can define as retaliatory crime avenge crime for crime statement, testimony, state of victimized, witness etc. of crimers related. In case of Republic of Korea, damages of retaliatory crimes are every year increasing and increasing ratio is high, Nevertheless, opposition for retaliatory is incomplete realities. This study is going to search for the opposition method with scrutinize of regulation for retaliary crimes.

  • The identification of human remains can be performed visually through families and next-of-kin, but it is not advisable to rely only on visual recognition; instead, it is preferable to conduct a forensic comparison of antemortem and postmortem data for primary identifiers (fingerprints, DNA, and dental data). A dental autopsy is particularly valuable in the identification process of skeletonized, carbonized, saponified, and fragmented human remains. The principal challenge in the identification process is the search and collection of antemortem data. To this end, all dental information held on a missing person can represent a precious source of individualizing information that families should share with the police or investigating agencies after reporting a disappearance.

  • Along with the development of the fourth industry, the public sector has increasingly paid more attention to search using drones and real-time monitoring, for various goals. The drones are used and researched to complete a variety of searching and monitoring missions, including search for missing persons, security, coastal patrol and monitoring, speed enforcement, highway and urban traffic monitoring, fire and wildfire monitoring, monitoring of illegal fishing in reservoirs and protest rally monitoring. Police stations, fire departments and military authorities, however, concentrate on the hardware part, so there are little research on efficient communication systems for the real-time monitoring of data collected from high-performance resolution and infrared thermal imagining cameras, and analysis programs suitable for special missions. In order to increase the efficiency of drones with the searching mission, this paper, therefore, attempts to propose an image analysis technique to increase the precision of search by producing image data suitable for searching missions, based on images obtained from drones and provide the foundation for improving relevant policies and establishing proper platforms, based on actual field cases and experiments.
