In advanced country, private investigation system is made up of private security and in domestic, there is growing need constantly to introduce private investigation but it is not passed until now in assembly so a messenger office which is run illegally is growing because of demand by subdividing business areas. That is a proof that both the police and private security don't meet demand of public peace to the public. that's why the police has own businesses like a investigation, traffic, intelligence, crime prevention and private security's business areas are limited like a facilities security, escort security, protection of a person, machine security, special security as the Private Security Act. This study attempts to know structural difference between private security system and private investigation system in case private investigation system becomes one of the private security. on some question, respondents reply like that private security and private investigation is very different(71.2%), different(22.4%), average(6.3%), similar(0.0%), very similar(0.0%). the result seems like respondents recognize private security and private investigation as different businesses. In the result of non-quantity analysis, the differences seem like a business character, expense, business scope, public power, scale of organization, object of threat, legislation. In domestic, effort to legislate private investigation system has undergone difficulty since congressman Ha Soon Bong's motion in 1999 and today, congressman Yoon Jae Ok's All Amendments Private Security Act and congressman Song Young Geun's Private Inveswtigation Act are pending in assembly. This study's result is intended for examining difference in exploration between private security and private investigation and then there is going to propose to the policy in case private investigation system is passed in assembly by amending Private Security Act like congressman Yoon Jea Ok's All Amendment Private Security Act.

Domestic tourists can report their complaints themselves through the Tourist Complaint Center of Korea Tourist Service, Inc. or Korea Consumer Agency, or to the police through the 112 Crime Report. In contrast, there are a lot of cases in which foreign tourists cannot receive compensation as it is not easy for them to report due to the differences in language, culture and the criminal justice system though they have suffered illegal acts or inconveniences. This, consequently, has an adverse effect that would disturb the tourism in South Korea as the tourists may spread its bad images to people around them after they return to their home countries with discomfort, so it is urgently necessary to establish a foreign tourist-centered tourist police system.

In recent years, the high growth of the Korean society has led to the development of large and small incidents and accidents, while safety regulations, such as the firefighting sector, have been strengthened with the expectation of people desiring safety. This study surveyed the problems and improvement plan of the current operation centered on the fire service public officers in Gyeonggi-do and Gangwon. As a result of the main research, it is necessary to arrange and carry out excellent investigative manpower, such as lawyers and professional career veterans in the fire department, metropolitan city and provincial firefighting headquarters, and frontline fire departments. In particular, it was suggested that a special task force should be established and set up in the above agency, and the planning investigation and enforcement work should be solved through subdivision of the fire special enforcement officer tasks, and the judicial cases that are difficult to be handled by the local fire station. In future research, it will be necessary to study the field of fire - fighting specialists' needs for more specialized education and various disaster field experiences.
Purpose: The purpose of this study is to examine the changes in the pattern of crimes caused by the spread and slowdown of coronavirus infections and to devise preventive and countermeasures against various crimes in the future. Method: In order to find out the characteristics of each crime in the non-face-to-face and face-to-face environment, the results of previous prior research and data officially released by the National Police Agency and the prosecution office were compared and analyzed. Result: In the early epidemic of infectious diseases, overall crime has decreased, and civil life-related crimes and crimes targeting the socially disadvantaged are increasing. In the second half of the infectious disease, unlike the first half, the prolonged corona caused the economic recession and unemployment, deepening the damage from illegal private finance and significantly increasing illegal gambling game crimes. Since the Promotion Committee was established on March 25, 2021, urging the enactment of the Detective Business Act, many opinions and attention from all walks of life have been gathered. The Detective Business system, which is also one of the presidential pledges of the current 19th President Moon Jae In, is expected to be significant in that it can promote the development of a welfare state as well as efficient parts such as meeting the demand for security reinforcement services, improving the judicial system, and enhancing internationalization. In accordance with the consensus of the nine judges of the Constitutional Court that the lower part of Article 40 of the "Act on the Use and Protection of Credit Information" which prohibits the use of similar names such as investigating the general life of certain people does not violate the Constitution, detective work became possible regardless of the general life investigation. In particular, the detective job officially appeared on August 5, 2020, and it will be able to provide effective work services to the public by competing with prosecutors, police, and lawyers who have occupied exclusive positions in the field of a criminal investigations. However, although the role of detectives is gradually expanding and society is rapidly changing, illegal activities are prevalent throughout society, and more than 1,600 companies are currently operating suspiciously using the only name of "detectives", but the police are virtually letting go of the situation saying that they are "unauthorized.", and the damage is only going to the people, so at this point, the most worrisome thing is the absence of the law. Meanwhile, amid concerns over institutions overseeing illegal activities caused by the emergence of the detective industry, private security and detectives are similar to each other as in the United States, and it is expected to be able to gain public trust by entrusting the police in charge of managing and supervising private security companies. Therefore, at this time when most OECD countries except Korea legislate the Detective Business Act, prematurely allowing only the detective industry without enacting industry-related laws and systems can further fuel social confusion and hinder the detective industry along with the new fourth industry.

In the 21st century knowledge and information society, Electronic Contracts made with the intention of electronic computer information networks are emerging as a new legal problem which can not be solved in the conventional legal system governing contracts. In other words, the indicator's decision determines the effect and formation of the contracts in the face-to-face or written contracts but electronic decision through computer information network is established the working process of electronic signals-electronic contracts are not only difficult to separate the decision-making process but questioned to be solved by the theory of the general legal action. Ministry of Transportation is scheduled to introduce real estate sales and lease contract using a variety of electronic devices such as computer, tablet PC, smart phones and so on without a paper contract. This system is conducted to global expansion of Seoul in demonstration zone on May 8, 2016 and will be implemented nationwide in the second half of 2017. Electronics contract Real estate has some benefits because made by linking electronic contract system and the electronic registration system - the economic effects discounts on various kinds of fees, the prevention from real estate fraud beforehand and the solution to the complexity of the process the seller and the buyer visits The Real estate agency. However, it has some problem- the disorder in the real estate contract market, the occurrence of the real estate agency accident and the author of the electronic real estate contracts have limited only to realtor. In this paper, I suggest the activation plan to search for establishment and effect of electronic contracts and declaration of intention in electronic depending on the Electronic Contract Real Estate system.

According to the National Security Service of the National Police Agency, intrusion into empty houses increased form 2013 to 2016. Consequentially this statistics seemed that house intrusion, burglary is increasing. Also according to the statistics of Public Prosecutors'Office, a total 203,573 theft crimes occurered in 2016, of which 18.9% were theft after intruding. By reson of this is most frequent case of intrusion and theft, we have been studing the RodSecurityRobot model to enhance security in many factories to manage. In order to care for security to the high place, we have propsed a road guard robot model which controls the ground in cooperation with the robot that manages the ground by using the drones. The robot and the drone move together to autonomy to avoid objects. And they check time interval. they also goes to the charger to charge when there is no battery.

According to data from the National Police Agency, 75.5 percent of dead traffic accidents in Korea are truck accidents. About 1,000 people die in cargo truck accidents in Korea every year, and two to three people die in cargo truck accidents every day. In the survey, Korean cargo workers answer poor working conditions as an important cause of constant truck accidents. COVID 19 is increasing demand for non-face-to-face logistics. The inefficiency of the Korean transportation system is leading to excessive work burden for small logistics The inefficiency of the Korean transportation system is causing excessive work burden for small individual carriers. The inefficiency of the Korean transportation system is also evidenced by the number of deaths from logistics industry disasters that have risen sharply since 2020. Small and medium-sized Korean Enterprises located in CIPs (Connected Industrial Parks) often do not have smart access certification systems. And as a result, a lot of transportation time is wasted at the final destination stage. In the logistics industry, time is the cost and time is the revenue. The logistics industry is the representative industry in which time becomes money. The smart access authentication system architecture proposed in this paper allows small logistics private carriers to improve legal stability, and SMEs (Small and Medium-sized Enterprises) in CIPs to reduce logistics transit time. The CIPs smart access system proposed in this paper utilizes the currently active Mobile OTP (One Time Password), which can significantly reduce system design costs, significantly reduce the data capacity burden on individual cell phone terminals, and improve the response speed of individual cell phone terminals. It is also compatible with the OTP system, which was previously used in various ways, and the system reliability through the long period of use of the OTP system is also high. User customers can understand OTP access systems more easily than other smart access systems.

In September and October 2020, combined acoustic and trawl surveys were conducted in the northwestern sea of Jeju Island. In the survey area, a region, so called Jeju region, was designated to esimate the biomass of chub mackerel and jack mackerel using a trawl survey method and frequency difference method. In the September survey, the weight ratios of jack mackerel and chub mackerel to the total catch were 24.6% and 2.8%, respectively, and in the October survey, those ratios were 24.9% and 20.7%, which were used to calculate their biomass (trawl survey). Using the frequency difference range (-8 to -3dB) corresponding to two species in 120 and 200 kHz, their biomass was estimated (frequency difference method). As a result, the biomass of two species from the trawl method was 3252.3 tons in September and 5777.0 tons in October. The estimated biomass by the frequency difference method was 4926.6 tons in September and 7521.5 tons in October. It was the first trial to estimate the biomass of two species using the trawl and frequency differencing methods in South Korea although there were some differences between two methods. In addition, horizontal distributions of acoustic backscattering strength over the entire survey area were mapped.
