Analysis on the Status of the Pilot Project to Spread Hands-on Robots in Elementary After-School (초등 방과후학교 교구로봇 시범사업 현황 분석)

  • To support the expansion of diversity for schooling and make a plan for systematic robot education Ministry of Knowledge Economy did Pilot Project of Hands-on Robot at 68 Elementary Schools after building up the supporting system for teachers to practically use robots such as training course with Hands-on Robot. According to this, this paper will be shown about the analysis results of preliminary data about next expansion project of Hands-on Robot through analyzing the current status of Pilot Project of Hands-on Robot at Elementary After-School. For this, status of offered lesson and usage of teaching aids and materials, the number of regular/part-time teachers, students' satisfaction and so on at schools which are listed for the Pilot Project. The results show that at most of elementary schools students' creativity and interests about robots was increased and they tried to take the classes actively with high concentration. In spite of these positives, improvement needs for textbooks were also ascertained, therefore proper textbooks for student and teaching aids to bring on variable activities of students shall be based on additionally for the success.

  • The discovery of GW150914, black hole - black hole merger via gravitational waves (GWs) opened a new window to observe the Universe. GW frequencies from heavenly bodies and early Universe are expected to span between sub-nHz up to kHz. At present, GW detectors on Earth (LIGO, Virgo, KAGRA, LIGO-India) aims frequency ranges between 10-2000 Hz. The space-borne GW detector and Pulsar Timing Array targets mHz and nHz sources. Starting in March 2017, the KKN (KASI-KISTI-NIMS) collaboration launched a pilot study of SLGT (Superconducting Low-frequency Gravitational-wave Telescope). This project is funded by NST (Korea Institute of Science and Technology). The main detection bands expected for SLGT ranges between 0.1-10Hz, which is complementary of LIGO-type detectors and LISA for multi-band GW observation. We will present an overview of the SLGT project and report the status of the NST pilot study. We will also present prospective of GW astronomy with SLGT.

Review of Rural Housing Policies for Rural Revitalization Based on the Analysis of Rural Newtown Projects (농어촌 뉴타운조성사업을 토대로 본 농촌 활성화를 위한 주거환경 정책 방향)

  • This study aims to identify limitations and pending problems after reviewing the overall policies and status of rural Newtown projects, and to seek solutions to its problems. This study targeted the villages of 5 districts, which were developed as rural new-towns after 2009 and included the basic status and progress of the pilot districts. This study conducted a literature review to examine the basic status and progress of the pilot districts, and based on this, analyzed the demand prediction, site selection, project implementation, and housing and amenity facilities of the pilot districts. The study methods included literature reviews, on-site surveys, interviews with village representatives, and consultations with experts. According to the analysis results, a low occupancy rate of the Newtown project districts is because the prediction of occupancy demand was incorrectly completed before implementing the projects. Also, the eligibility for occupancy, such as age restriction and mandatory farming was too strict. Other problems included an absence of income generation support policies for rural returnees, a housing supply policy in disregard of agricultural characteristics, and a lack of understanding of maintenance of communal space, etc.

Institutionalization of a Patient-Sitter Program in Acute Care Hospitals (보호자 없는 병원 제도화 방안)

  • In an effort to resolve the burden of patients hiring patient sitters, this study sought to review the Ministry-of-Health-and-Welfare-initiated pilot program of running hospitals without patient-sitter to identify its background, operation method, performance results, and limitations. Based on the review, the study derived the necessity of introducing a hospital system without patient-sitter as well as its operation and systemization methods. The ministry-initiated pilot programs were conducted twice: in 2007, and in 2010. A review of the 2007 pilot program revealed that the patients and families' satisfaction score with nursing services was 9.1 points (on a 10-point scale), their intention to reuse the service was 97.8%, and their intention to recommend the service was 98.0%, all high scores. Appropriate nursing manpower, derived from the 2007 pilot project, indicated 2.3 patients per nurse and 4.0 patients per nurse aid. The 2010 pilot project results indicated that the patients and families' satisfaction was high at 8.0-9.1 points (on a 10-point scale), and that the intention to reuse and recommend the service was also high. Compared with the 2007 pilot project, however, the types of medical institutions and the nurse to patient ratios were diverse, offering limitations. In conclusion, to systemize hospitals without patient-sitter, it is necessary to develop policies designed to establish criteria for the appropriate nurse to patient ratio and skill-mix, to standardize the work, to prepare finances for securing nursing staff, to evaluate the nursing demands, and to monitor the quality management.

  • The Construction Workers Mutual Aid Association is carrying out a number of strategic tasks with the goal of "contributing to improving employment and stabilizing the return of workers to construction workers through employment welfare and retirement deduction services." One of them is the retirement deduction system. The retirement allowance system is a system for the retirement income and livelihood security of construction workers who are not adequately protected by the Labor Standards Act, such as retirement allowances due to the nature of day labor. The Construction Workers Mutual Aid Association has promoted the introduction of electronic manpower management. For the efficient management of the pilot sites and the plans for the future, comprehensive evaluation of the pilot sites as well as the evaluation of the status and operation results of each pilot project site are needed. Therefore, in this study, we will develop performance indicators to evaluate the current state of electronic manpower pilot projects and analyze the actual situation of pilot project sites through actual application, and try to derive future implementation strategies.

  • Color indexes and effective temperatures for 25 standard stars have been determined as a pilot project which show a relationship between color index and effective temperature in ultraviolet region. The effective temperature was determined by comparing energy distribution curves derived from the IUE low dispersion spectra with Kurucz atmosphere model. The UV color index was deduced by integrating fluxes in $300{\AA}$ interval of the IUE low disperion spectra. The relation between color index and effective temperature in ultraviolet is similar with that of optical region.

  • Construction automation and robotics are being taken notice as an alternative to improve productivity and quality. Reflecting on these purpose, automation system, called RCA(Robotic-crane based Construction Automation) system, is developed and have been verified through a pilot project recently in Korea. To apply the RCA system in high-rise building effectively, each management factors of element technologies in the system is derived and assessed critical factor. The purpose of this study, management factors of element techniques, consisted of RCA system, is classified through questionnaires/interviews targeting system developers and construction managers in pilot project site, and critical factors is selected using AHP.

  • This paper presents the greenhouse gas emission trading scheme which is under progress as a pilot project at the power sector in preparation for UNFCCC. By referring UK's, Emission Trading is introduced incentive auction to maximize the reduction of greenhouse gas emission. At the 1st step, from year 2006 to 2008, only CO2 is regarded as an objective target to decrease but emission credit is excluded with an assumption and only 5 Generation company take part in as participants. The market operating procedure is composed of participants' registration, baseline verification, incentive auction, the registration of initial and yearly allocation, emission trading, yearly emission verification & approval, yearly obligation conformity, carry forward & incentive grant. It can be serve a guideline the whole aspects of emission trading which will start in 2006 including operation, verification and profit sharing.

  • This paper stems from information accumulated from extensive literature review, a pilot study and a formal interview for an ongoing research on housing privatization implemented by the government-linked companies in Malaysia. Through extensive literature review, issues pertaining to housing privatisation were identified. Expectations of public sector, outcome of housing privatisation and factors influencing such outcome have also been tentatively confirmed through pilot study and an ongoing postal survey. A formal interview with a project director of independent Public-private partnerships (PPP) organization in UK has also inspired some useful lessons for the local housing industry. Different modalities of PPP from various countries show that while housing privatization pose several problems, mitigating them is possible through appropriate strategies.

Improving water use efficiency in the Upper Central Irrigation Area in Thailand via soil moisture system and local water user training

  • Water loss is one of the typical but challenging problems in water management. To reduced water loss or increase water efficiency, the pilot projects were implemented in the TTD's irrigation area. Modern soil moisture technology and local level water user training were conducted together as a mean to achieve improved water efficiency. In terms of technology, soil moisture sensors and monitoring system were used to estimate crop water requirement to reduce unnecessary irrigation. This was found to save 16.47% of irrigated water and 25.20% of irrigation supply. Further improvement of water efficiency was gained by means of local level water user training in which stakeholders were engaged in the network of communications and co-planning. The lessons learnt from the TTD pilot project was translated into good water management practices at local level.
