2006년 6월말 현재 국내 휴대폰 가입자는 3,938만명을 넘어서 휴대폰 보급률이 81.7%에 이르렀다. 이처럼 휴대폰 보급이 급증하면서 휴대폰은 휴대폰 단말기 및 콘텐츠 사용과 관련된 범죄의 만연과 대응방안의 미비로 인해 신종범죄의 온상이 되고 있다. 그러나 현재 국내에서는 휴대폰 관련 범죄에 대한 학문적 연구가 거의 전무한 실정이다. 이에 이 연구에서는 휴대폰 범죄의 개념 및 유형, 특성, 관련 법규, 그리고 실태를 간략하게 살펴보고, 휴대폰 범죄에 대한 효율적 대응방안을 모색하여 보기로 한다.

현대 사회에서 휴대전화는 우리생활에 없어서는 안 될 필수품이 되었다. 휴대전화를 통해 시간공간을 초월하여 많은 정보교환이 이루어지고 있을 뿐 아니라 동영상 촬영 등 다양한 기능을 포함하고 있어 점점 우리일상생활에 많은 영향을 끼치고 있다. 그 가운데 SMS기능은 최근 들어 직접 하는 통화보다도 더 많은 사용을 하고 있다. 본 논문에서는 SMS를 통한 정보의 신속성, 정확성을 최대로 끌어 올리며 생활경제에 새로운 이익을 창출하고자 새로운 SMS전송 시스템을 제안한다. 여기서 제안하는 SMS 기능은 상대방과 통화 중 문의한 전화번호나 정보를 문자와 숫자로 조합하여 최신 발신 목록으로 저장할 수 있다. 제안한 연구결과를 통하여 휴대전화 정보의 신속성과 정확성의 극대화를 기대할 수 있다.

A study on what kind of problems young consumers experience in buying and using mobile phone services with a comprehensive and consumers oriented perspective is needed. Through this acknowledgement, we investigated (i) the degree of consumer problems that young consumers experience in purchasing and using mobile phone services, and (ii) the related variables that affect experiences of this consumer problem. The parents of the teenagers were also included in the survey because they experience the same problems young consumers' experience in buying and using mobile phone services. Data were gathered through an internet survey (www.embrain.com) and a total of 699 samples from 350 parents and 349 youths using mobile phone services were analysed. The results are as follows. First, the teenagers and parents' experience level of young consumers' problems were generally high experiencing similar kinds of problems. Second, parents experienced more young consumers' problems than the teenagers in buying and using mobile phone services, especially in misuse and abuse of the phones. Third, among the teenagers, the monthly usage fee music or game usage, the number of changes in mobile phone service operators, the number of replacement mobile phones and the gender had a significant effect on consumers' problems of mobile phone services. Among the parents, the monthly usage fee, music or game usage, confirmation of the bill, and the gender of their child were significant consumer problems. Based on results of our survey the direction of consumer policy and education was suggested for teenagers and their parents.

보이스피싱 범죄 접근 단계에서 미끼로 활용되는 광고 문자 및 음성에 이용되는 전화번호가 대량 불법대출 스팸 발송에 이용되고 있어 이를 신속하게 차단하는 것이 필요하다. 이에, 본 고에서는 불법대출 스팸 및 보이스피싱을 자행하는 음성스팸 전화번호에 대해서 신속한 이용제한을 함과 동시에 해당 전화번호로 전화 통화 연결이 원활하지 않게 지속적인 콜을 보냄으로서 해당 전화번호를 이용하여 불법을 자행하지 못하게 하는 음성스팸 역공격 시스템을 제안한다. 제안하는 시스템은 불법스팸신고처리기관과 수사기관간 대표적인 협업 모델로서 각각 역할을 정립하여 본 시스템을 개발한 후 실제 적용해 본 결과, 불법대출 음성스팸과 문자스팸 신고건수가 각각 1/3 수준으로 감소하는 것을 확인하여 본 시스템의 효과성을 입증할 수 있었다

The purpose of the present study was to test the impact of depression on mobile phone dependency among elementary school students, to test the mediating effect of self-esteem between depression and mobile phone dependency, and to draw out theoretical and practical implications in terms of preventing or reducing mobile phone dependency. Based on previous studies, a longitudinal research model between the aforementioned three variables has been identified. The present study analyzed the 4th, 5th, and 6th wave data from Korea Children and Youth Panel Study 2010 (KCYPS 2010). The major results were as follows. First, depression could have a significant negative effect on self-esteem. Second, self-esteem could have a significant negative effect on mobile phone dependency. Third, the influence of depression on mobile phone dependency was not significant. Fourth, gender could be a significant moderating variable between depression and self-esteem. Finally, a number of implications of these findings were also discussed.

This paper proposes a message transfer application using smartphone with NFC(Near Field Communication) and GCM(Goolge Cloud Messaging) technology for prevention of personal information leakage. In implementing for the proposed system, we design a NFC-based vehicle status alerts service which make it possible to communicate with smartpone message without phone-number between a car driver and an unspecified person. The application provides message communication mechanism without exposing the real phone number, using the NFC tag written with the driver's smartphone device ID and GCM push messages. Through the evaluation result of the actual implemented application, the proposed system can be efficient technology in protection for leakage of personal information such as personal phone- number in daily life.

This study aims to forecast of the number of smart phone addicted youths and to evaluate the effect of rehabilitation programs. A system dynamics model is developed to describe the processes of addiction and transits between phases as well as the diffusion of smart phones. The youths are grouped into non users, general users, potential risky users, and high risky users. The model utilizes the population distributions over ages for the next 30 years forecasted by Korean Government. The number of youths decreases for the next decade or so, and the number of youths who owns smart phone will reach maximum at 2017. As for the rehabilitation programs, the model includes the preventive education for general users, counseling for potential risky users, and professional therapy for high risky users. The preventive education restricts the transit from general users to potential risky users. Counseling increases the transit from potential risky users to general users while it decreases the transit to high risky users. Professional therapy improves transit to potential risky users and to general users. Although the model cannot be validated the accuracy owing to the lack of data, it describes these transit within the reasonable ranges and can be used to study the allocation of the limited resources to maximize the outcome.

우리나라는 1995년 이동전화 가입자수가 백만명, 1998년 천만명을 돌파한 이래 비약적으로 증가하여 현재 우리나라는 인구대비 이동통신단말기의 보급률이 110%를 넘어섰다. 현재는 어린이나 학생 등 비경제 활동 인구들까지 이동통신 단말기를 사용하고 있다. 명백히 필수재가 된 이동통신 단말기는 그 보급대수가 냉장고, 세탁기, 진공청소기 및 승용차를 추월하고 있다. 그런데 이동통신의 생활화로 이동통신단말기와 서비스는 아주 중요한 필수재로 자리매김하였으나 단말기 대금과 서비스요금 을 비롯한 통신관련 비용은 가계의 큰 부담이 되고 있다. 그런데 공정한 경쟁을 통하여 소비자 후생 나아가 사회적 후생을 최대화 할 수 있도록 시장의 실패를 방지해야할 정부는 적시에 적절한 역할을 하지 못하고 있는 것으로 보인다. 이동통신전화가 상용화된 1990년대 초부터 현재까지의 이동통신정책중 이동통신망 공동이용, 번호이동, 단말기 유통과 이통서비스의 분리, 망중립성 확보는 주인-대리인문제(principal agent problem) 등 공공선택과 관련한 문제점들을 노정하고 있다.

본 연구에서는 이동통신 자료를 활용하여 존재인구를 산정하기 위한 방안을 제시하였다. 존재인구란 특정 시간 및 공간 단위에 거주하거나 활동하는 인구로 정의하였다. 이를 위하여 SKT에서 제공하는 이동통신 자료를 활용하였으며, 통신확률 개념을 적용하여 이동통신 자료의 전수화를 통한 존재인구 산정 방안을 제시하였다. 서울시 개별 구를 대상으로 시간대별 존재인구를 산정한 후, 이를 활용하여 일간 존재인구 및 존재인구지수를 도출하였으며, 통계청에서 제공하고 있는 주간인구 및 주간인구지수와의 비교분석을 통해 두 값 사이에 강한 양의 상관관계가 있음을 제시하였다. 이처럼 시간대별, 일간 존재인구 산정에 이동통신 자료를 활용할 경우 기존의 조사 방법에 비해 비용 효율적이며, 합리적이고 일관성 있는 결과를 도출할 수 있을 것으로 판단되며, 본 연구에서 제시된 시간대별, 요일별 패턴 분석 등을 통해 보다 합리적인 정책 수립과 행정력 배분이 가능할 것으로 사료된다.
