This article was trying to suggest an agenda and alternatives of home health care policy for the future home care growth and development and examine the significance of new health care law and regulations. In addition. It was to analyze and drive the home care system problems. of which was made an announcement on the 11th of April. that home health care project must be centered from the nationwide general hospital. As we have learned from the developed countries, the home health care have been closely related health care policy among the field of nursing area. Therefore. we need to understand our national health care policy and need to predict the future direction and goal of our home health care policy in order to enhance the growth and activation of health care system. Additionally. we also need to have a vision and ability to develop under our own health care policy with systematic and rational home care business escaping from past perspective and standpoint. We must create a master plan of home care system to fulfill one part of system of the function and an important role in order to pursue an advanced health care plan under our system. For instance. in the 21th century as we establish a master plan for the growth of our country home care plan with improving plan systematically and also we need to produce many highly qualified researching and good personal who can develop and maintain the system efficiently. Specially. based on the unique characteristics of our health care system and the direction of development of plan, we need to find and correct the problems which we have faced the present time, so that we can provide and reach the goal of advanced health care system which our government want to pursue. Finally. we have to strive our best effort to make our home health care system can be positioned and stand the right direction to have the benefit for every individual citizen in our country.

Advances in information technology, communication and network technology are radically facilitating digital convergences as the integration of human, equipment, and space in the current industry 4.0 era. In industry 4.0 environment, the vast amount of information with networked computing technology can be simultaneously accessible even in limited physical space. Two main benefit points out of these information are the convenience and efficiency in their online transactions either buying things online or selling online. Even though there exist so many benefits that information technology can create for the people doing business over the internet there is a critical problem to be answered. In spite of many such advantages, however, online transactions have many dysfunctions such as personal information leakage, account hacking, and cybercrime. Without preparing the appropriate protection methods or schema people reluctantly use the transaction or would find some other partners with enhanced information security environment. In this paper we suggested a novel selection criteria that can be used to evaluate the reliable means of authentication against the expected risks under on-going IoT based environment. Our selection criteria consists of 4 steps. The first step is services and risk identification step. The second step is evaluation of risk occurrence step. The third step includes the evaluation of the extent of damage. And the final step is the assessment of the level of risk. With the help of the above 4 step-approach people can systematically identify potential risks hiding in the online transactions and effectively avoid by taking appropriate counter actions.
The main objective of this research aims at analyzing efficiency of government financial transfers(GFTs) to the Korean fisheries sector, using the Linear Structural Relations model(i.e., LISERL model) and the field survey data. Most policies of GFTs tend to be implemented to protect industries with weak competitive advantages such as infant and/or primary industries. Specific policy instruments include income transfers, government loans with lower interest rates, taxes and the like. Fishing activities are made at a highly changeable natural environment of the ocean with a great amount of risk and uncertainty. Fishing households make their livelihood under the small-scale fisheries. Such fisheries and fishing households have also a relatively weak market power. Because of these fisheries characteristics most coastal states have adopted a variety of government support programs. However, despite such a huge government support, during the past several decades the world fishing communities have seen a tendency of continuous fishereis resource overexploitation. For this resason there have been hot debates over the government support policies for fisheries through OECD, FAO, WTO, and UNEP. In general, policy evaluations tend to be made on the basis of benefit-cost(B/C) analysis. However, the B/C analysis may produce results quite different from real ones primarily due to many unmeasurable effects. Thus, the authors composed simple questionaires and let fishermen, government officials and academic people answer the questions. The survery was made in several ways such as post-mail and personal/group interviews. In recent years, for analysis of policy performances and effectiveness, the LISREL model has often been used, which consists of structural and measurement eqquations. This model has a good advantage of transforming unobservable variables to observable ones so that it helps construct endogenous cause and effect relationships among relevant variables. The evaluation was done from the two aspects: policy results and policy effectiveness. The policy result evaluation showed that there is a need for improvement for policy problem perception and decision-making process, while the policy effect evaluation suggested that the policy goals were successfully achieved and social justice was improved from the perspective of the entire society as well. However, the research results showed that the GFT policies rendered little contrubtion to narrowing down the gap between GFT beneficiaries and non-beneficiaries incomes.
Supporting communications among users, Social Network has encouraged various information flows through relationships among them. This paper studies on mentality or attitude of Social Network Services (SNS for short) users, on the basis of Technology Acceptance Model (TAM for short) and then proposes so-called TAMS, Technology Acceptance Model for Social Network Services. SNS users make full use of SNS as channels in order to create, expand, and obtain some information related to personal concerns. We will research on how the benefits that users get by using SNS exert influence on user-perceived usability. The SNS-using benefits focus on relationship benefits that are formed by interactions among users. Provided that perceived usability affects mental or informational benefits according to involvement of SNS users, we will check how perceived usability or ease of use is connected to brand attitude.

The purpose of this study was to suggest policy implications for bridging digital divide of the students of multicultural background. Specifically, through maximizing equity of Information technology, the current study suggested the need for greater intervention and comprehensive strategies in the interests of a socially inclusive information society, of benefit to the IT disadvantaged. To achieve the research goal, I reviewed a variety of policy reports and previous studies related to the issue of digital divide and multicultural education, and draw useful implications for the policy change. The major research results were as the following: a policy change in a support of personal computer toward public place rather than individual home, widening use of e-learning service as a tool for bridging the digital divide, and the training for teachers and parents to provide an effective education to reduce the digital divide.
Objectives: The purpose of this study was to identify the factors which affect risk perception and attitude on government risk management over medications containing asbestos among parents of elementary school students. Methods: This research design was cross-sectional study using self-administered questionnaire. The survey subjects were parents of elementary school students in Seoul, total of 1,051 subjects. The survey period was from June through July of 2011. The collected data were analyzed using the SPSS 20.0. Results: The subjects perceived high risk regarding medications containing asbestos. About 83.6% of the subjects perceived that the result taking of medications containing asbestos was fatal, 82.8% felt that medications containing asbestos was a very serious social problem, 79.5% agreed that medications containing asbestos was a new type of threat. The risk perception for medications containing asbestos was related to political affiliation, attitudes of dealing medicines, main use of media, and personal communication credibility. Those who did not believe that the current government policy was correct and the government was working toward the public's benefit and not its own had the higher level of negative attitudes towards the government's risk management over the case of medications containing asbestos. Conclusion: In implementing government policy, all information should be efficiently and accurately communicated through a transparent implementation process. Also, the government must have plans for countermeasures in case of an emergency and respond efficiently in order to maintain their credibility. Moreover, this highlights the need for health authorities to exert more effort in increasing public education/awareness, especially those concerning drug and dug-taking behavior, in order to harness positive attitude and trust towards the government's policy. For a more effective risk communication, the media, health experts, government representatives, and related industries should work together.

A large number of service providers in countries all over the world have established GNSS reference station networks in the last years and are using network software today to provide a correction stream to the user as a routine service. In current GNSS network processing, all the geometric related information such as ionospheric free carrier phase ambiguities from all stations and satellites, tropospheric effects, orbit errors, receiver and satellite clock errors are estimated in one centralized Kalman filter. Although this approach provides an optimal solution to the estimation problem, however, the processing time increases cubically with the number of reference stations in the network. Until now one single Personal Computer with Pentium 3.06 GHz CPU can only process data from a network consisting of no more than 50 stations in real time. In order to process data for larger networks in real time and to lower the computational load, a federated filter approach can be considered. The main benefit of this approach is that each local filter runs with reduced number of states and the computation time for the whole system increases only linearly with the number of local sensors, thus significantly reduces the computational load compared to the centralized filter approach. This paper presents the technical aspect and performance analysis of the federated filter approach. Test results show that for a network of 100 reference stations, with the centralized approach, the network processing including ionospheric modeling and network ambiguity fixing needs approximately 60 hours to process 24 hours network data in a 3.06 GHz computer, which means it is impossible to run this network in real time. With the federated filter approach, only less than 1 hour is needed, 66 times faster than the centralized filter approach. The availability and reliability of network processing remain at the same high level.
Health care is one of the most popular reasons for accessing the Internet. Of concern is the amount of information from disreputable sources available on the Internet. A review of websites offering nutrition consulting services suggests sites are controlled by both registered dietitians and non-dietitian professionals marketing themselves as nutrition consultants. The purpose of this study was to investigate structure and content of websites controlled by registered dietitians and nondietitians professionals marketing themselves as nutritionists or nutrition consultants. Internet search queries of 'dietitian', 'dietitian consultant', and 'nutrition consultant' were completed for website selection. Thirty websites controlled by registered dietitians and 10 websites controlled by nutrition consultants were reviewed using an 18-item website evaluation instrument developed for this study. Five evaluators were recruited from the dietetics program at the University of Kentucky. Overall, websites controlled by registered dietitians ranked higher than websites controlled by nutrition consultants in a majority of categories. Sites controlled by registered dietitians ranked statistically higher for the following categories: 'accuracy of information'(p<.0001), 'inclusion of professional resume of owner or primary manager' (p<.05), and 'explanation of the affiliation to externallinks'(p<.05). A majority of sites controlled by both dietitians and nutrition consultants achieved a poor ranking in regards to provision of a legal disclaimer and inclusion of a privacy policy. Prior studies suggest personal privacy is the most important concern for consumers accessing health information on the Internet. Findings from this project will benefit dietitians to assist in development of reputable nutrition related websites.

Recently, the network Infrastructure grows rapidly and the digital image compression technique has made remarkable progress. Therefore, the demand of the real-time image surveillance system which uses a network camera server has been increasing. Network Camera Server has emerged as an attractive alternative to the CCTV for the wireless video surveillance. In this article, the model of JPEG Streamer for collecting and delivering JPEG image is designed and realized as a key module for the wireless video surveillance system. The thread pool and shared memory have been used to improve the stability and efficiency of the JPEG Streamer. In addition, the concept of double buffering is of much benefit to improve the quality of real-time image. In this article, the wireless video surveillance system by using JPEG Streamer is suggested to send the real-time image through the wireless internet with the personal digital assistance (PDA).

Background: Linkage of public healthcare data is useful in stroke research because patients may visit different sectors of the health system before, during, and after stroke. Therefore, we aimed to establish high-quality big data on stroke in Korea by linking acute stroke registry and national health claim databases. Methods: Acute stroke patients (n = 65,311) with claim data suitable for linkage were included in the Clinical Research Center for Stroke (CRCS) registry during 2006-2014. We linked the CRCS registry with national health claim databases in the Health Insurance Review and Assessment Service (HIRA). Linkage was performed using 6 common variables: birth date, gender, provider identification, receiving year and number, and statement serial number in the benefit claim statement. For matched records, linkage accuracy was evaluated using differences between hospital visiting date in the CRCS registry and the commencement date for health insurance care in HIRA. Results: Of 65,311 CRCS cases, 64,634 were matched to HIRA cases (match rate, 99.0%). The proportion of true matches was 94.4% (n = 61,017) in the matched data. Among true matches (mean age 66.4 years; men 58.4%), the median National Institutes of Health Stroke Scale score was 3 (interquartile range 1-7). When comparing baseline characteristics between true matches and false matches, no substantial difference was observed for any variable. Conclusion: We could establish big data on stroke by linking CRCS registry and HIRA records, using claims data without personal identifiers. We plan to conduct national stroke research and improve stroke care using the linked big database.
