Effectiveness analysis about Readjustment of Fishery Permit (어업허가 일제정비제도 도입에 따른 효과분석)

  • The coastal and offshore fishery to manage from a fishery permit system in our country at present seems to be a sign of lots problem, which are illegal fishing, a permit rent, non fishing vessel the purpose of vessel reduction, fishery compensation, tax exemption oil, the excessive occurrence of administrative cost due to differences during a period of a fishery permit. All the readjustment system for the permit has suggested an effective solution for a fishery permit management, the maintenance of a fishery order(the prevention of illegal fishery), the prevention of unused fishery, the entrance of new vessel in coastal fishery and it's system has prevent this problems in ahead. This paper has estimated an prevention convenience for an illegal spill of the tax exemption oil, actual effects of vessel reduction, the conservation of fishery resource for the future value and carried out an economic analysis to estimate compliance cost for the system introduction. Also, this study have analyzed throughly the coastal fishery situation and catched lots of issues on the management for the permit system. Especially, the problems improving the readjustment introduction for the permit have estimated the social and economic effects quantitatively and qualitatively with a calculated technique to classify various scenarios. This paper has judged correctly the term of validity for the permit to shorten as a result of the estimation and it will be to take the net convenience cost 1,655thousand million won. The results of this study have expect to provide a basic data to introduce the readjustment system for the permit.

  • The integrated environmental permit system is currently in operation online. It carries out various functions of postmanagement such as the submission of annual reports containing operations management data onto integrated management workplaces, the operation and management of emission facilities and prevention facilities, and the disclosure of information on the integrated permission. On the other hand, the integrated environmental permit system needs to perform various roles in order to stably manage and smoothly perform the permitting work. It is necessary to utilize this system to establish policies by using diverse operations management data onto integrated management workplaces collected in the integrated environmental permit system. This system can also play a role in improving the post-management system and user convenience after the permission review and approval processes. The integrated environmental permit system can be effectively used to set up the BAT-AEL because it collects all of the cross-media data and identifies the overall status of the workplace. In order to establish a post management system after the approval, it is necessary to provide performance management and performance evaluation functions as conditions of the permit after approval. In addition, a variety of support functions should be provided to enable the permission authority and the environmental expert examination agency to facilitate the review of permits. It will be necessary to provide an evaluation system and a proactive diagnostic function to determine whether permission conditions and permit emission standards will change in the future. Also, it is important to adopt an information exchange platform that can be used to collect the status data onto the workplaces; the platform can also be used as an information exchange site for technical working groups (TWG), and for collecting field experts' opinions.

  • Around the world, BIM application has been mandated. In Korea, an announcement was made in 2016 that BIM application will be required for all public constructions ordered by the Public Procurement Service. However, BIM cannot be used for building permits as Seumter, a building permit system, doesn't support BIM, even if it was used for building design. To utilize BIM for permit application, this study introduces a method of management for BIM-used permit application information. It was done by analyzing the data entered for new building permit application in Seumter. For the analysis, the permit application information is classified as internal BIM information and external BIM information and the required information is defined. To easily create and utilize the data types at the design stage, this study introduces a method of creating and utilizing a permit template. Also, this study developed a tool for combining the area information to add up all the related information such as gross floor area and floor area ratio. This study is significant in that it analyzes the required information for new building permit application among all the permit application types in Korea.

  • The permit system is the most typical regulation system in Korean fishery. Even now, it has caused resource management failure, it has also invited economic inefficiency and inequity. Accordingly, the Korean government has recently introduced the fishing boats market, it would be improve entry barrier for new capital and labor in fishing industry. This study aims to survey and to analyze the status of coastal fishing boat market using the executive documents on permit system in Gyongnam province. And also, this study put focus on improve fishing permit trade take advantage of the fishing boat trading. The survey results indicated that the number of fishing boats trading is estimated about 5,000 per year, however, fishing boat market is very narrow. An analysis on fishing permit trading showed that policy support is essential to reduce transaction cost. Therefore, it is necessary to explore corresponding policy tasks, this will be reduce transaction costs and sunk cost.

  • The Ministry of Construction & Transportation(MOCT) in Korea handles electronically 38 kinds of approval and permit operations under the Construction Civil Affairs Administration System(CCAS) so that applicants may apply for construction permits with ease and concerned public offices may process effectively civil applications. In particular, road occupation permit operations have several problems to be improved. This study is aimed to improve the CCAS in terms of simplification of application receipt, issuance of online permit, auto calculation of road occupation fee, and auto issuance of payment notice.

  • This paper presents a study on the development of a web-based system for the road occupation permit information management. For the development of this system, the survey of information system related to a road occupation permit, an analysis of road occupation business process, the definition of the road occupation permit data, the development of the system, and the application of the system to the work-related to road occupation permit were conducted consecutively. In an analysis of the road occupation business process, the statutes, such as the road act were investigated, work examples of the road management agent were reviewed, and a survey targeting staff and citizens was carried out. The information classification code to represent the attributes of the data was developed to manage the information in each road occupation permit process, and the metadata was defined considering the hierarchy relationship of the information. The road occupation and access system was developed based on the information classification code and metadata to reflect the user requirements. The System was applied to the Regional Construction and Management Administration and Branch Office belonging to the Ministry of Land, Infrastructure and Transport Affairs. By replacing the business process based on paper documents to the business process based on the information system, it is expected that the service of the civil petition be upgraded and the business process of the road occupation permit be reformed.

  • The number of domestic foreign worker increased rapidly In the 90s, and Domestic foreigner worker occupied important position in the various manufacturing industries or 3D types of business. In these situation, Government had kept policy that import foreigner worker through system for industrial technology trainee. Distinction and outrage about foreign worker who have ambiguous social position made many place of business seceders. At August,2004 a new introduced employment permit system has great significance that has fundamentally and drastically changed current foreign immigrant policy from the basis. Introduction of Employment permit system is expected to affect much effects to construction industry as well as manufacturing industry and service industry. In this research, with foreign worker and information of employment permit system investigated personnel expenses, work quality and attitude, labor power supply and demand, communication to affect in construction field at employment permit system through questionnaire with field administrators. This research will remove a side effect in construction industry through administrators' awareness and wish to present confrontation way.

Development of Permit Vehicle Classification System for Bridge Evaluation in Korea (허가차량 통행에 대한 교량의 안전성 평가를 위한 허가차량 분류 체계 개발)

  • This study proposes a bridge evaluation system for indivisible permit vehicles such as hydraulic cranes. The permit loads for the bridge evaluation are divided into three categories: routine permit loads, special permit 1 loads, and special permit 2 loads. Routine permit and special permit 1 vehicles are allowed to cross a bridge with normal traffic. For these two permits, the standard lane model in the Korean Highway Bridge Design Code was adopted to consider normal traffic in the same lane. Special permit 2 vehicles are assumed to cross a bridge without other traffic. Structural analyses of two prestressed-beam bridges and two steel box girder bridges were conducted for the proposed permit loads. The rating factors of the four bridges for all permit loads were calculated as sufficiently large values for the moment and shear force so that crossing the bridges can be permitted. A reliability assessment of the bridges was performed to identify the reliability levels for the permit vehicles. It was confirmed that the reliability level of the minimum required strength obtained by the load-resistance factors yields the target reliability index of the design code for the permit vehicles.

A Study on Efficient Work Force Supply-Demand According to the Employment Permit System for Foreigners (외국인 고용허가제 도입에 따른 효율적 노동인력 수급에 관한 연구)

  • The employment permit system for foreigners, which stresses introduction of foreign work force in a legal manner rather than in the position of being trainees, is anticipated to efficiently improve introduction and the overall management system of foreign work force and related difficulties such as illegal alien problems, absurdity on sending laborers overseas. In this paper, a prospective model of supply and demand of work force has been developed basing on various categories of industries and patterns about nationally practical foreign employees to look over efficient supply and demand of work force suiting employment of foreigner among foreign work force policies. To propose the prospective model, we have derived industry- and pattern-related matrixes of foreign laborers basing on Inter-Industry Analysis Method put forth by Professor Leontiyef in 1930, and through the derived matrix assessed repercussions concerning overall domestic industries and foreigner types and decided yearly weight; the capacity of supply and demand of foreign laborers can be compared through proposed statistical estimation and government estimation by combining the determined weight with yearly incomes of foreign laborers. This paper has thoroughly considered the particularity of our employment permit system for foreigners and applied the Weibull distribution and incorporated the dependence of foreign laborers during the limited period of 3 years to the industry relation analysis, ultimately proposing an efficient supply and demand method about domestic foreign work force.

A Survey on the Employment of Foreign Workers in Farm Households (농가의 외국인 근로자 고용에 대한 인식조사)

  • This study examined the perception of farmers who employ foreign workers. A survey was conducted on 110 farms, and the main research results are as follows. First, as many farmers hire foreign workers in informal ways other than the employment permit system or seasonal worker programs, it is important to increase the number of registered foreign workers through the employment permit system or seasonal worker programs. Second, it is important to improve farmers' perception of compliance with the minimum wage, as some farmers pay wages below the legal minimum wage. Third, the subjective productivity evaluation results of farmers showed that the difference in labor productivity between foreigners and foreigners was not significant. This means that hiring foreign workers is due to other factors such as ease of management and cost rather than productivity. Fourth, many farmers were willing to hire existing foreign workers even if they paid extra wages after the expiration of the employment permit system. Finally, promotion and improvement of the additional system for foreign workers' workplaces are needed to solve problems caused by foreign employment during off-farming season.
