An Empirical Study on User Acceptance of Micro e-Payment Systems : System Features, Transaction Cost, and Provider (소액 전자결제시스템 수용의지에 관한 실증연구 : 시스템 특성, 거래비용과 제공업체를 중심으로)

  • This paper analyzes the main factors affecting user selection of a small-sum electronic payment system using survey data of 396 users. Several findings emerge. First, users consider three pillars and eight factors in adopting a new system : system features(stability, security, and flexibility), transaction cost(payment commission and settlement period), and financial capability of provider(stability of financial structure, risk management capability, and funding capability). Second, the stability of the financial structure of the system provider is the most important factor to user acceptance of a new e-payment system. Users tend to consider uncertainty risk more seriously than transaction cost. This reflects the reality that electronic payment system service industry has not fully fledged yet. Third, some moderating effects exist according to payment methods and business usages. As for payment methods, speedy settlement cycle for wired/wireless phone payment, system stability for credit card and account transfer payment, and security for advance payment means are crucial factors. As for business usages, the stability of financial structure for online game content, system stability for music and video content, proxy payment commission for e-learning content, flexibility of the payment system for digital adult content, and security for public services are decisive ones.

A Study on the Cost State of the Stow Net Fisheries. (연안안강망어업의 원가실태에 관한 연구)

  • The results analyzed of the actual state of the stow net fisheries based on the cost expended in 1975 areas follows; The total cost of this fisheries will be 1, 672, 238 won; the production cost, 1, 588, 060 won (95%) ; the material cost in proportion to total cost (100%)408, 480won (24.4%);the labour cost, 1, 006, 480 won (60.2%) ; the expenses, 173, 100won(10.4%)and the commission and the interest payment, 84, 178won(5%). As above the commission and the interest payment doesn't need to be paid much, but only production cost should be paid in case of small scale inshore fisheries. The cost per unit of caches (per Kg) becomes 12 won, the ratio cost of sales (83.4%), the ratio of profit, 16.%. According to the adove, in case of the powered vessel; it shows a tendency of spending too much expenses owing to excessive payment of oil. And in case of nonpowered vessels, it shows a tendency of spending less expenses but still get much gains, due to the fact that the commission and the interest payment are less, and none is paid for fuel procurement.

Reexamination of Patient's Cost-sharing System for Oriental Medical Services in the Korean National Health Insurance (한방의료의 건강보험 적정 본인부담률 추계)

  • This study is designed to estimate an appropriate level of patient's cost-sharing for oriental medical services in the Korean National Health Insurance. The findings of this study can be summarized as follows: 1) The current co-payment system for oriental medical services does not reflect its cost structure in clinical practice due to inconsistency of cost-sharing plan in the NHI. 2) Both oriental medical institutions and their patients, as a result, are at a relative disadvantage in financial burden, compared with other services. 3) The substantial proportion of patients' cost-sharing depends on the amount of co-payment and the range of medical cost that a flat rate is applied to. 4) The extension of the range doesn't make any substantial decrease in patient's cost-sharing. 5) The fixed amount of co-payment is more sensitive than a range to total variations of patient's cost-sharing. Based on the above, the budget impacts of a new co-payment system were estimated for each co-insurance rate, according to given scenarios. The results range from -59 billion Won (-8.5%) to 16 billion Won(2.3%).

Study on optimal treatment payment by cost accounting in the artificiality kidney center in medical institutions (의료기관 인공신장실의 원가계산에 의한 적정수가에 관한 연구)

  • This study is to research cost accounting practice and to analyze propriety of patients' medical payment in artificiality kidney center. The researched cost datum of the year 2012 are as follows. - Hemodialysis medical treatment was reimbursed as much as 158,001 won in case of health insured patients, but payed-off as much as 135,810 won. - The average figure of the total hospitals and clinic center is 1,603,303 won, and one time cost of hemodialysis treatment is 154,487 won. Optimal treatment pay are suggested as follows. First, Regardless of the notified classification from MOHW(Ministry of Health and Welfare), 136,000 won of fixed price payment classification needs to be reclassified by patients, severity and tobe rearranged by fixed price payment system of hospitals. Second, Fixed payment code notified by the Ministry of Health and Welfare is recommended to be simplifies and to reflect according to contents of the medical treatment rendered to patients. Third, Establishment of artificial kidney center has to be risk managed because of its huge investment. Fourth, Cost analysis model has to be maintained as basis together with appropriate application of conversion index model mixed with SGR model.

Implications of Price Setting Strategies for New Health Technologies from Five Countries (신의료기술에 대한 진료비 지불: 외국사례와 시사점)

  • This study aims to compare the experience of selected countries in operating separate payment system for new healthcare technology and to find implications for price setting in Korea. We analyzed the related reports, papers, laws, regulations, and related agencies' online materials from five selected countries including the United States, Japan, Taiwan, Germany, and France. Each country has its own additional payment system for new technologies: transitional pass-through payment and new technology ambulatory payment classification for outpatient care and new technology add-on payment for inpatient care (USA), an extra payment for materials with new functions or new treatment (C1, C2; Japan), an additional payment system for new special treatment materials (Taiwan), a short-term extra funding for new diagnosis and treatment (NUB; Germany), and list of additional payments for new medical devices (France). The technology should be proven safe and effective in order to get approval for an additional payment. The price is determined by considering the actual cost of providing the technology and the cost of existing similar technologies listed in the benefits package. The revision cycle of the additional payment is 1 to 4 years. The cost or usage is monitored during that period and then integrated into the existing fee schedule or removed from the list. We conclude that it is important to set the explicit criteria to select services eligible for additional payment, to collect and analyze data to assess eligibility and to set the payment, to monitor the usage or cost, and to make follow-up measures in price setting for new health technologies in Korea.

Cost Sharing System of Oriental Medical Services in the National Health Insurance (한방의료의 건강보험 본인부담 실태분석)

  • The purpose of this paper is to investigate the structure of cost-sharing for oriental medical services in the national health insurance. Out-of-pocket payment in ambulatory oriental medical care is a co-payment of KRW3,000 up to total expenses of KRW15,000, and co-insurance rate of 30% thereafetr. The empirical analysis based on medial claims data shows that the frequency of medical claims for outpatient care are mostly concentrated just below a total expenses of KRW15,000, and it decreases beyond a total expense of KRW15,000, while it rebounds between KRW17,000${\sim}$20,000. This means the current co-payment(KRW3,000) in oriental medical services should be applied up to a total payment of KRW17,000${\sim}$20,000, or the level of co-payment should be adjusted upward to KRW45,000 in order to be consistent in cost-sharing, between co-payment and co-insurance.

  • Now it is increasing the necessity for micropayment system according to activation for trade on internet. Because of the reason, it is requesting safety for personal information as well as for payment cost. But current micropayment systems cannot support anonymity or have heavy overheads in payment process. This paper suggests a micropayment system to keep anonymity of users and also to keep payment cost safe. The proposed system is to use blind signature anonymous ID which is combined nonce with an encryption of personal information. It also keeps payment cost of users by reconfirmation payment cost and product from certification and increases the computational efficiency by using secret key and session key instead of public key.

Factors Influencing the Reuse of Mobile Payment Services in Retail

  • Purpose: This study tests the suitability of a new technology acceptance model for a mobile payment system by checking how statistically significant the change is from the UTAUT (Unified Theory of Acceptance and Use of Technology) and UTAUT 2 models. Research, Data, and Methodology: We surveyed 250 students at Incheon University who are using the mobile payment system. The analysis was conducted on 243 valid questionnaires. The survey was conducted for one month in October 2018. The collected data were analyzed using SPSS and hierarchical regression analysis was applied. Results: Using hierarchical regression analysis, this study confirmed whether the newly added hedonic motivation, switching cost, and perceived risk variables in the UTAUT2 model are good explanatory variables. Mobile payment usage experience was found to have a moderating effect on mobile payment reuse intention. According to the analysis, the UTAUT2 model brought about more influential change than the variables of the UTAUT model. Conclusions: This study found that consumers' psychological factors added in the UTAUT2 model greatly influenced the reuse intention for mobile payment. As an implication of this study, mobile payment providers need to develop strategies that could meet hedonic motivation, switching cost and perceived risk for their customers.

  • The purpose of this paper is to evaluate optimum rate of payment and to [md the new advanced direction for the program for rural landscape conservation. We used direct evaluation method for income and production costs. According to the survey, we had done from 41 complexes(farmers) joined this program, the average production cost of landscape crops of type1 is calculated at 178,582 won per 10a and 111,517 won as type2. If the classification of crop type is adjusted, the problem formulated is improved to make possible support at the current payment rate.

  • Recently, the use of mobile payment, called "Pay" payment, is increasing such as 'KakaoPay' and 'SamsungPay'. In Korea, various mobile payment services are running and emerging. The purpose of this study is to examine the intention to switch from using existing credit cards or check card to mobile payment service based on the two-factor theory. We empirically examined the effect of the two factors, the factors that enable switching and the factors that inhibit switching. Therefore, the study use switching cost and switching benefit as parameters to confirm the effect on the switching intention. In addition, this study intends to analyze the differences between two subgroups by the degree of personal innovativeness. We survey smartphone users and credit card or check card users, and analyzed the Smart PLS 3.0 using structural equation model to verify the significance of the research hypothesis.
