서울시 도로포장 상태에 대한 분석 및 구조적 개선방안 (Analysis of Road Pavement Condition and Structural Improvement Plan)

  • 본 연구는 서울시 도로포장의 구조적 개선을 위하여 포장관리시스템을 이용하여 도로파손 발생과 도로포장 상태를 분석하였다. 심층면접조사에서는 플랜트, 시공 및 감리 분야 실무자 의견을 통하여 서울시 도로포장 관리의 문제점을 도출하였으며, 선진 도로포장 관리 사례를 조사하여 서울시 도로포장 관리의 개선방안을 모색하였다. 주요 결론으로는 서울시 중하중과 여름철 집중호우에 대한 도로파손에 대한 대책이 필요하고 생애주기비용 분석을 통하여 획일적인 덧씌우기 공법으로 인한 도로포장의 조기파손의 문제점을 확인하였다. 설문조사결과, 실무자에 대한 교육의 강화와 아스팔트 혼합물 생산 및 시공시 보다 철저한 온도 관리의 필요성이 제기되었다.

  • PURPOSES : This study supports the evidence that it is possible to rehabilitate a damaged pavement with a lane closure specifically based on the Gimcheon~Sunsan project. METHODS : The prediction results from the simulation programs were compared with field monitoring, which focused on traffic management planning, congestion (length, time, and passing speed), bypass, and user cost, among others. RESULTS : The research results showed that lane closure application and pavement repair of the aged pavement in Korea were possible, even though the prediction results were minimally different from the field monitoring. The road agency contributes to service life extension of the rehabilitated pavement using this method. CONCLUSIONS : A marginal effect caused by the lane closure was observed on travelling users or vehicles, and the user cost of pavement repair decreased. Therefore, introducing the repair method or rehabilitation in Korea is possible. Information dissemination through various media was properly done to execute the project well. Moreover, the construction area traffic utilized nearby alternative roads. Therefore, improving the repaired pavemen's service life while ensuring that the pavement management agency can provide a road with comfortable user riding quality was possible.

공공부문 성과관리를 위한 도로포장의 서비스수준과 서비스비용 함수 추정 (Estimation of a Level of Service and Cost of Service Function for Road Pavements for Performance Management in the Public Sector)

  • PURPOSES : This study aimed to evaluate the performance of pavement management works and to develop a function for estimating the level of service (LOS) and cost of service (COS) for the systematic and quantitative management of pavement performance in the public sector. METHODS : The International Roughness Index (IRI) was used as the performance index for pavement management. Long-term pavement performance data for a period of 7 years (2007-2014) collected by the National Highway Pavement Management System and historical maintenance budget data published by the South Korean government were used to develop the LOS-COS function. Based on the function, a model for estimating the appropriate budget as well as the network conditions was suggested. RESULTS : There was high degree of correlation between pavement performance and the investment level (R = - 0.74). The developed LOS-COS function suggested that the unit cost to improve the network IRI to 1 m/km was 32.6 billion KRW. Further, the maintenance costs normalized with respect to the LOS levels were LOS-A = 88.2 billion KRW, LOS-B = 55.6 billion KRW, and LOS-C = 23.0 billion KRW. CONCLUSIONS : This study proposes a simple way of developing a LOS-COS function. It also shows how to develop a network budget demand and condition estimation model using the LOS-COS function. In addition, it is the first attempt to evaluate the road maintenance budget in South Korea. It is expected that these results will help in the negotiations between the road managers and budget makers.

  • Cost-Benefit Analysis (CBA) is a systematic optimization process that allows users to compare different alternatives and to determine if a project is a solid investment. Many state DOTs have included CBA in their pavement management systems (PMSs) to help allocate state funds for maintenance, rehabilitation, resurfacing, and reconstruction of pavements. In a typical CBA, each pavement type has an assigned weight factor which represents the level of importance of this pavement type. To conduct an accurate CBA, it is essential to select appropriate weight factors. Arbitrarily assigning weights factors to pavements can lead to biased and inaccurate funding allocation decisions. The purpose for this paper is to outline a method to develop an ideal set of weight factors that can be utilized to conduct more accurate CBA. To this end, a matrix of all possible weight factors sets was developed. CBA was conducted for each set of weight factors to obtain a population of possible optimization solutions. Then a regression analysis was performed to establish the relationship between benefit and weight factors. Finally, a multi-objective genetic algorithm was applied to select the optimal set of weight factors. The findings from this study can be used by state DOTs to strategically manage their roadway systems in a cost effective manner.

A Study on LCC Analysis by Floor Finishing Material to Reduce NOX in Urban Areas - Focusing on the photocatalytic pavement and cement pavement -

  • In South Korea, NOX emissions are a major concern, leading to acid rain and smog, harming both the atmosphere and human health, particularly in urban areas. This study seeks to determine the most advantageous pavement material for NOX reduction in urban areas and assess whether photocatalytic pavement blocks, proven to reduce NOX emissions, can serve as a viable alternative to conventional cement pavement blocks. To achieve this, a comparative life cycle cost (LCC) analysis was conducted between photocatalytic pavement blocks and conventional cement pavement blocks installed for their NOX reduction capabilities. The cost-saving benefits of NOX reduction were monetized for photocatalytic pavement blocks. The analysis period was based on the least common multiple of the replacement cycles of both pavement materials: 30 years. The results revealed that while photocatalytic pavement blocks initially produce higher installation costs than cement pavement blocks, they offer greater cost savings in terms of total cost and net present value due to their NOX reduction effect over the life cycle. Additionally, the cost-saving effects of photocatalytic pavement blocks are even more pronounced because their replacement period is 5 years longer than that of cement pavement blocks. This study holds significance in performing an LCC analysis of the previously unanalyzed photocatalytic pavement blocks while also demonstrating their potential as substitutes for cement pavement blocks.

QUALITY ASSURANCE IN ROADWAY PAVEMENT CONSTRUCTION

  • In the current pavement construction practice, the state agencies traditionally determine the quality of the as-constructed pavement mix based on individual mixture material parameters (e.g., air voids, cement or asphalt content, aggregate gradation, etc.) and consider these parameters as key variables to influence payment schedule to the contractors and the present and future quality of the as-constructed mixture. A set of empirically pre-determined pay adjustment schedule for each parameter that was differently developed and being used by the individual agencies is then applied to a given project, in order to judge whether each parameter conforms to the designated specifications and consequently the contractor may either be rewarded or penalized in accordance with the payment schedule. With an improved quality assurance system, the Performance Related Specification, the individual parameters are not utilized as a direct judgment factor; rather, they become independent variables within a performance prediction function which is directly used to predict the performance. The quantified performance based on the prediction model is then applied to evaluate the pavement quality. This paper presents the brief history of the quality assurance in asphalt pavement construction including the Performance Related Specifications, statistical performance models in terms of fatigue and rutting distresses, as an example of the performance prediction models, and envisions the possibilities as to how this Performance Related Specification could be utilized in other infrastructures construction quality assurance.

아스팔트포장 도로의 유지관리체계 개선에 관한 연구 (The Study on PMS System Development for Effective Asphalt Pavement Maintenance & Rehabilitation)

  • 본 연구에서는 과거의 비과학적인 포장관리의 한계를 극복하기 위해, 포장 상태를 정확하게 판단하고. 분석하여 적절한 유지보수 방법을 제시할 수 있는 경제적이고 효율적인 포장도로 유지관리 시스템(PMS)을 개발하였다. 우선 PMS에 관한 국내 외 자료와 서울시 포장 조사 데이터를 이용해서 포장 조사에서 분석 평가, 의사 결정 등의 일련의 과정에 대한 논리적 알고리즘을 구성하고, 국내 외 연구사례와 상세육안조사 결과를 통해서 이러한 알고리즘의 적합성을 평가하였다. 또한 개발된 알고리즘을 바탕으로 도로 관리자가 쉽게 사용할 수 있도록 통합 시스템으로서 PMS 프로그램과 GIS 프로그램을 개발하였다.

국도유지관리를 위한 포장관리시스템 개발에 관한 연구 (Development of Pavement Management System for Highway Maintenance)

  • 본 연구에서는 효율적인 포장관리를 위해 경제성을 고려하여 생애주기비용(LCC)이 최소가 되는 시점에서 필요한 유지보수공법을 적용할 수 있는 포장관리시스템(PMS)을 개발하여 실제 포장관련 자료를 기반으로 한 유지관리방안을 제시하였다. 나아가 예산제약이 없는 경우를 대상으로 일정한 수준의 도로 서비스수준을 유지하기 위해 필요한 예산은 매년 차이가 있음도 확인하였다. Visual Basic 프로그램으로 개발하여 시스템의 응용성과 실효성의 검증을 위해 22개의 국도포장단면을 대상으로 현장조사를 시행하여 얻은 자료를 바탕으로 포장단면의 장기공용성 추정과 예산범위를 고려한 효율적인 유지관리 방안을 제시하였다.

Micro PAVER의 국내 적용을 위한 적정화에 대한 연구 (The Study On Customization for Domestic Application of Micro PAVER)

  • 현재 공항포장은 기존 포장관련정보의 관리에 대한 어려움이 있고, 장기공용으로 인해 유지보수비용이 증가하고 있어 예산의 효율적 활용과 공항포장의 체계적 유지관리가 필요하다. 이를 위해서 포장관리시스템을 도입할 필요성이 있다. 본 연구에서는 외국의 여러 포장관리시스템 중 세계적으로 널리 활용되고 있는 Micro PAVER를 국내에 도입하기 위한 방안을 연구하였다. 외국의 시스템을 국내에 적용하기 위해서는 환경차이, 포장관리수준 차이 등으로 인해 발생하는 오류를 최소화하기 위해 국내에 맞도록 적정화(customization)하는 연구가 필요하다. 따라서 본 연구에서는 Micro PAVER를 국내에 도입하기 위해 필요한 적정화 연구를 수행하였다 Micro PAVER의 논리 및 구조를 분석하여 Micro PAVER 운영에 주요하게 작용하는 부분을 기존 포장평가자료와 포장 전문가의 설문조사 방법을 이용하여 적정화하였다. 주요 적정화 부분은 포장파손예측모형, critical PCI, PCI에 따른 유지보수비용, 유지보수공법 및 단가, PCI 등급이다.

Mean Profile Depth를 이용한 콘크리트 포장의 타이어-노면소음 산정 (Estimation of Tire-Pavement Noise for Concrete Pavement by using Mean Profile Depth)

  • PURPOSES: There is a need to develop a method to incorporate tire-pavement noise in the pavement management system. Tire-pavement noise highly depends on the characteristics of pavement texture. Therefore, estimation of texture characteristics may give useful information to predict tire-pavement noise. This study aimed to find the relationship between tire-pavement noise and MPD(Mean Profile Depth) for concrete pavement. METHODS: MPD and tire-pavement noise were collected on the number of expressway sections including Central Inland Test Road in Korea. Statistical analysis was performed to find the correlationship between MPD and tire-pavement noise. In addition, multiple regression analysis to find the tire-pavement noise based on MPD and type of concrete pavement texture. RESULTS: Linear relationship between MPD and tire-pavement noise is observed for concrete pavement. Furthermore, a forensic equation to estimate tire-pavement noise based on MPD and texture types of concrete pavement is suggested. CONCLUSIONS: Tire-pavement noise on concrete pavement can be predicted based on the consideration of texture type and MPD estimation.
