Welfare State and Development of the Welfare Policy for the Disabled - Inclusion of Home-based Rehabilitation Services in the Long Term Care Insurance - (복지국가와 장애인 복지정책의 발전 - 노인장기요양보험제도를 통한 방문재활서비스 도입방안 -)

  • Objective : he aim of this study is to describe on the definition of the welfare state and scope of the social welfare and to analyze the development of the social welfare policy for the disabled in South Korea. Methods : We described on the definition of the welfare state and scope of the social welfare and analyzed the social welfare policy and welfare policy for the disabled among Korean Government through literature review. Finally, We also analyzed the welfare policy for the disabled in the Roh Moo-hyun Administration. Results : Welfare policy or welfare policy for the disabled was developed as economic growth from 'selective welfare' to 'universal welfare'. Scope of the social welfare was expanded from 'minimum guarantee' of the Lee seong-man administration to 'participatory welfare' of the Roh moo-hyun administration and that was similar to the welfare policy of administration for the disabled. Conclusion : We suggest that occupational therapist based community should find unmet health need and provide home-based rehabilitation services to the disabled and the elderly.

A Study on the Cooperative Organization Model among Family Farms for the Value Enhancement of Crop-Livestock Cycling Organic Agriculture - Case of Crop-Livestock Cycling Organic Pig Farm - (경종-축산 순환 유기농업의 가치 증진을 위한 농가 간 협동조직화 모델 연구 - 경종-축산 순환 양돈 농가를 사례로 -)

  • The significance of this study was to analyze the quality value of organic livestock pork for the first time based on the results of managing and testing the cycling organic farming of black pork and vegetables within farm for two years. The results of analysis could be summarized as follows. First, the pork of experimental group with crop-livestock cycling farming showed the excellent quality and high consumer preference compared to the control group of general pork or pork from non-crop-livestock cycling organic farming. In the content ratio of Omega-3 as a representative essential fatty acid, it was 1.46 that was about 2.8 times more than general pork (0.52). In case of Omega-6, it had about 2.5 times more than general pork. Especially, the U/S ratio value which was the content ratio of Unsaturated Fatty Acid (UFA, U) of Saturated Fatty Acid (SFA, S), was largely shown in pork (2.93) from cycling organic farming. Second, it would be necessary to maintain the economies of scope shown in crop-livestock cycling organic farming, and the high quality value of livestock products. For this, there should be a value chain model that could realize the economies of scope and economies of scale at the same time based on scaling and diversification through cooperative organization between farmers. Through this, it would be possible to establish a cycling model called 'community cooperative agriculture' by forming local internal markets through cooperation of production-processing and integration of distribution-sale-consumption. For the managerial activation of this cooperative organization, the government should promote/support the small crop-livestock cycling organic farming cooperative organization in local unit. For securing the reliability of crop-livestock cycling organic agricultural products and crop-livestock cycling organic livestock products, it would be necessary to review the introduction of Participatory Guarantee System (PGS).

Internet Effects on Generational, Socioeconomic, and Demographic Representativeness in Political Activity (정치 참여자의 세대적·사회경제학적·인구배경학적 대표성에 대한 인터넷의 영향)

  • This article assesses and examines democratic potentials of the Internet for U.S. citizens' political participation. The empirical analysis on the data from Pew Research Center's questionnaire survey focuses on four different political activities in both online and offline modes: casual political talk, contact with a government official, petition, and political contribution. The study answers two research inquiries: 1) How does the Internet influence the established patterns of political participation?; and 2) How does the Internet influence the demographic distribution of participatory inequality? Firstly, the Internet, by providing existing participants with additional tools for participation, reinforces conventional participation, rather than mobilizing new participation in politics. Secondly, the online patterns of the participation divide with respect to demographic characteristics imitate the traditional patterns of inequality and disproportionate representativeness in political participation. The Internet is still not a predominant medium for political activities. Citizens' utilization of its transformative and mobilizing potentials remains limited.

Phenomenological Study of Skin Scuba Participants in Busan Region (부산지역 스킨스쿠버 참여자의 현상학적 연구)

  • This study has studied the phenomenon exclusive to the activity of skin scuba among marine sports in Busan region, and such empirical studies are for the development of skin scuba, and even of the entire marine sports, and in order to achieve such objective, the study method centered around qualitative study method of in-depth interview, participatory observation, and documentation study, the results of which are as follows. First is the advantage of the local environment as an open-water location. This study area has beaches of pebbles, and the underwater is also comprised of pebbles up to a certain distance, securing a superior underwater visibility compared to the sand of other Busan regions, and such local environment is thought to be an advantage of skin scuba activity. Second is the satisfaction of accessibility. This study area had an advantage in participant accessibility, which is thought to act as a good strength for the marine sports development of this area in the future. Third is the satisfaction of education. The club instructors of this study area had various marine sports-related licenses such as skin scuba, along with marine lifeguard trainer qualifications to prepare against safety accidents, which are also thought to have positive influences on the education satisfaction for beginners. Fourth is the inconvenient subsidiary facility. This study area has great natural environment for open waters, but the subsidiary facilities of the club for skin scuba activity was found to be very inconvenient by this study, and for the future development of skin scuba, the improvement of subsidiary facilities should be considered. Fifth is the inconvenient parking facilities. The participants in this study area agreed upon the inconvenience of the parking issue alongside the subsidiary facilities. There are always parking issues near the coasts of Busan region, and in order to resolve such issues, active assistance from the City of Busan and each local government, and if such methods are well proposed, the conflict between the marine sports participants and local residents shall be resolved, it would play a great role in the development of marine sports.

Barriers to Health Service Utilization Among Iranian Female Sex Workers: A Qualitative Study

  • Objectives: In most countries around the world, sex work is an illegal activity. Female sex workers (FSWs) in Iran hide their identities, and they are known to be a hard-to-reach population. Despite free access to HIV testing, fewer than half of FSWs receive HIV testing. The purpose of this study was to characterize the reasons for which FSWs do not seek testing at drop-in centers (DICs) and voluntary counseling and testing (VCT) centers in Iran. Methods: A qualitative study was conducted in 2016. The participants were 24 FSWs who received services at VCT centers and DICs for vulnerable females in the north of Iran and 9 males who were the clients of FSWs. In this study, we made use of purposive sampling and carried out a thematic analysis. Results: We found 4 major and 6 minor themes. The major themes were: fear of being infected (with HIV), stigma, indifference, and knowledge. Conclusions: Despite the significant efforts made by the government of Iran to establish and expand DICs for vulnerable females, the number of FSWs receiving services at these centers has not been very considerable. Consequently, by introducing and implementing training programs for peer groups, it may be possible to take steps toward establishing strategic programs for the control and prevention of HIV/AIDS.

  • With the movement for complete liquidation of the part history began during participatory government, a special law for the liquidation of the past history was enacted and committees related to the past history have been established. Works related to the past history has relatively smoothly progressed even if there have been many obstacles, but as the duration for the special law reached its final point, committees related the past history came to the fork of a road. This study reflects on this reality and focuses on measures for application of the records collected by committees related to the past history and in this way, establish and selected the record information contents was established and selected. The users of the information was classified into professors, students, and history researchers and Committee for the Inspection of Damages by Compulsory Mobilization under Japanese Imperialism, Committee for the Inspection of Japan Collaborators, and Truth and Reconciliation Commission were selected for the committees related to the past history to establish the contents.

Improvement Study abroad School Safety Analysis (국내외 학교안전 실태분석을 통한 개선방안 연구)

  • In hosting outdoor activities and school trips, safety issues are gaining serious attention lately. In addition to Sewol ferry tragedy and an incident at Kyungjoo Mauna Resort, there have been grown problems related to this crucial factor. This research analyzes negligent accidents occurred from domestic and foreign schools and aims to provide effective safety education and policy through comparative analysis between domestic and foreign cases. We mainly relied on documents such as newspapers, internet articles and legal papers to investigate cases and cooperated with relevant government departments for collecting references and setting agenda for safety supervision. The analysis on both domestic and foreign cases revealed that students abroad receive opportunities for first-hand experience regarding safety and systematic education, as safety maintenance is prioritized. Based on this culture, safety education should be habituated domestically, while participatory safety programs that students can actively involve must also be devised. Moreover, through preparation of entertaining contents such as SNS game programs, skits and activities employing multiple facilities and vehicles at school safety education, we must induce students to actively participate in the program with interests.

An Analysis of Effects of Emergency Fine Dust Reduction Measures and National Petition Using Regression Analysis and Text Mining (회귀분석과 텍스트마이닝을 활용한 미세먼지 비상저감조치의 실효성 및 국민청원 분석)

  • Recently, the Seoul government implemented 'Free Public Transportation' policy and 'Citizen Participatory Alternative-Day-No-Driving' system as 'Emergency Fine Dust Reduction Measures'. In this paper, after identifying the effectiveness of the two traffic policies, suggestions for direction of future fine dust policy were made. The effect of traffic on the fine dust was analyzed by regression analysis and the responses to the two traffic policies and petitions were analyzed using text mining. Our experimental results show that the responses to the policy were mostly negative, and the influence of the domestic factors was considerable unlike expectation of citizens. Moreover, the result made us possible to know people's specific needs on fine dust reduction policy. Finally, based on the result, the suggestions for fine dust reduction policy direction were provided.

A Study on the Structure and Characteristics of Presidential Records (대통령기록의 구조와 특징에 관한 연구 e지원시스템 생산기록(기록관리비서관실)을 중심으로)

  • The purpose of this study is to propose a record service based on the characteristics and production context of presidential records. To this end, we first looked at the design direction and characteristics of the e-jiwon system and then analyzed the structure and characteristics of records produced by the e-jiwon system. There are six types of records to be analyzed: e-jiwon document card, memo, schedule, diary, instruction card, and individual business system_speech DB. Next, through analysis of the Presidential Records Portal's records service, it was pointed out that the current records service does not fully reveal the production context and characteristics of records. Accordingly, as a service strategy based on the characteristics and context of presidential records, a service centered on each record card (e-jiwon document card, etc.) and a service that focuses on structural understanding of records and linkage between records were proposed.

Significance and Limitations of the Public Participatory National R&D Project: A Case Study on X-Project (국민참여형 국가연구개발사업의 의미와 한계: X-프로젝트 사례를 중심으로)

  • The paper investigates X-project, in which the public was invited to participate in a national R&D project, examines how X-project attracted the public's attention and involved them in a national R&D project, and discusses the significance and limitations of X-project. X-project was executed by a 12 citizen-led committee, financially supported by the Ministry of Science, ICT, and Future Planning, and backed by the Science and Technology Policy Institute. People raised 6,212 questions that reflected the severe needs they experienced in their daily lives through the online and offline platforms of X-project. In addition, the committee members, scholars, experts, government officials, and citizens gathered together to select the fifty most provocative and novel of the questions raised by the public, and invited public participation to answer the questions in innovative ways. 310 research teams including professional researchers from universities and institutes, high-school students, lay persons, and corporate workers applied for X-project, and 54 of these teams were finally selected to receive funding from the government. Through planning and conducting X-project, as well as interviewing and surveying the participants in X-project and non-participants, we found that there was an enormous social consensus on the necessity of public participatory national R&D projects. People asserted that science and technology should put a greater focus on solving social problems and satisfying public needs. We also confirmed that the public could take part in national R&D projects. Most of all, we found that the questions raised by the public were very challenging, novel, and complex, and thus researchers need break-through approaches to address them. It can be also argued that through experiencing the X-project citizens can regard themselves as ones who are not only recipients of the benefits of the development of science and technology, but also contributors of the development of them. We finally argue that there are some limitations to X-project in terms of how to provide diverse incentives that attract more participation, how to develop the process in which people got involved in the project in more easy ways, and how to create new ways for lay persons and professional researchers to cooperate in solving social problems.
