The purpose of this paper is twofold; 1) to evaluate the efforts of participatory government in regulatory reform, 2) to propose the strategies and tasks for future regulatory reform in Korea. An ex-post evaluation model for regulatory performance is applied to process, output, and outcome of the regulatory reform. The results of the evaluation show that there is still room for improvement in many aspects of regulatory reform. While there has been substantial advance in regulatory quality and management, carefully planned strategies are essential for Korean regulatory reform to move to the next stage of regulatory reform. Thus, based on the evaluation, future strategies and tasks for regulatory reform are presented as short-term tasks, mid to long range tasks, and continuous tasks.

본 논문은 우리사회의 성매매문제를 다루고 있는 한국 독립다큐멘터리 <언니>에 초점을 맞추고 있다. <언니>를 둘러싸고 이루어질 수 있는 다양한 담론 중 '영화의 정치성', '투쟁의 도구로서 한국 독립다큐멘터리', '영화의 사회적 영향력', '성매매문제와 성매매여성인권', '반성매매와 성노동 진영의 논쟁', '<언니>의 반성매매를 위한 내러티브 구성' 등을 중심으로 살펴본다. 그리고 마지막으로 대학생 202명을 대상으로 설문조사를 실시하여 <언니>를 통한 '관객의 인식변화'와 '참여적인 관객성'의 가능성에 관해 진단한다.

The purpose of this study is to introduce issues on agricultural policy of participatory government and to suggest some implications for national consensus. According to the finance and investment plan, 119 trillion won in total will be invested in the farming industry for improving the welfare system and development of the sector over the next 10 years. It is very important that this plan will make Korean farmers competitive and income per capita increased more and more. By the way, the plan has been argued by farmer’s organization(NGO) and some people of academic circles because there is a fair question as to how effective these investment aids will be. Therefore, the finance and investment plan must be established on the basis of effective execution system as well as additional discussion for national agreement. In addition, the 'Special Plan Committee for agriculture-fishery and farming-fishing communities' will work out an ideal framework for succeeding this plan.

Work-related musculoskeletal hazards in a paper-making industry were examined to explore ergonomic interventions in a participatory approach for mitigating the hazards. Manual tasks occurred in this paper-making industry were quite different with ordinary assembly industry where individual workers perform certain specified tasks repetitively. Workers used to perform varieties of team-based irregular manual tasks to interact with the facilities. Among 96 manual jobs investigated, 44 potential hazardous jobs were screened during basic investigation phase and finally 16 hazardous jobs were identified by the detailed analysis phase. The major hazardous factors were awkward postures and excessive weights. Possible ways of intervention were developed, reviewed and proposed by an ergonomics team comprised of staffs and engineers from various departments and ergonomics specialist from outside the company. The proposed intervention ideas were evaluated and modified by the workers and union representatives in terms of usability and comfort. Implemented interventions including mechanization, automation, and improvement of tools and equipments provided fairly promising results.

For years, businesses have realized that story can persuade customers, familiarize people with the brand or the product, inspire team members and also mean big economic value. Storytelling, however, is regarded as such area depending only on the story director or writer's creativity and thus minimum efforts have been given to information technology development for supporting business storytelling process. This study aims to review existing information technologies for both traditional and relatively new storytelling genres, and regards their implications when applied to business storytelling. As the result of the qualitative study, three kinds of business storytelling supporting system architectures-brainstorming, writing manin story, participatory storytelling-are suggested and discussions on further works are briefly mentioned.

Objectives: This study aims to explain the process of photovoice, to review relevant research cases, and to discuss the issues in photovoice applications for community health promotion. Methods: Literature review is performed on photovoice manuals, systematic review literature on international photovoice research, and Korean photovoice studies. The review was based on 8 research papers and 6 practice manuals. Results: Photovoice so far has specified its orientation to participatory research. Its implementation includes photovoice training, photo taking and sharing, interviews and discussions, photo exhibit, and social action planning for policy change. SHOWeD questions and the like guide photovoice discussions while they face some challenges in application. Social action planning for policy change part of the photovoice needs attention in implementation and evaluation. Conclusions: Adherence to the participatory principles and action research orientation in photovoice requires persistent efforts. Process and impact evaluation with development of photovoice research infrastructure will enhance photovoice application.

This study investigated the use of participatory design kit as a tool for the design of individual units within an apartment tools through the literatures. Simulation was the method used for conducting the study. The results show that: 1) In general, design tools must be composed of a package of techniques, demand flexibility in its framework which adapts to a variety of situation, and the approach for project work must be comprehensive and systematic. 2) Design kits that are created to involve future residents in making decisions about the layout of their apartments, Improve the ability of those people to make various design. 3) Specifically, design kits that are developed as a means for making the user participation easy in an apartment housing complex, show the tool useful to an nonexpert.

A townscape has both aspects of seeing and living. However, the main streams of townscape making have been mostly focused on the former perspective so far. Such trends are apt to lack the realities of urban living. In this view, a prerequisite to complement the existing formalistic view with this realistic one is needed in order to accomplish the holistic characteristics of a townscape. Many city governments of Korea are currently trying to improve the quality of living quarters by providing diverse kinds of open spaces such as vest-pocket parks, pedestrian-friendly streets, and supporting the residents participatory village making. In this context, this paper will review the possibilities of the realistic approaches in townscape making by examining some current cases being tried in Korea cities. In conclusion some main issues to be solved in future can be listed as the conflict between general citizen′s view and the residents′ view", the conflict between social aspects and aesthetical aspects" and the conflict between the tradition and the vernacular reality in design".

Effective and sustainable prevention of work-related musculoskeletal disorders (WR-MSDs) remains a challenge for preventers and policy makers. Coordination of stakeholders involved in the prevention of WR-MSDs is a key factor that requires greater reflection on common knowledge and shared representation of workers' activities among stakeholders. Information on workers' strategies and operational leeway should be the core of common representations, because it places workers at the center of the "work situation system" considered by the intervention models. Participatory ergonomics permitting debates among stakeholders about workers' activity and strategies to cope with the work constraints in practice could help them to share representations of the "work situation system" and cooperate. Sharing representation therefore represents a useful tool for prevention, and preventers should provide sufficient space and time for dialogue and discussion of workers' activities among stakeholders during the conception, implementation, and management of integrated prevention programs.

참여정부 대통령기록은 기록 생산 방식 혁신의 결과로 남겨졌다. 그 기록은 의사결정 전 과정을 증거하고 있으며, 투명성과 설명책임성을 제고하는 수단으로 작용하였다. 본고는 기록의 존재형태를 분석하여 기록 재조직의 필요성을 주장하였다. 기록 재조직 방향으로 기록 분류체계 재설계, 기록의 논리적 재편철, 기록 건 상세정보의 기술 등을 제안하였다. 대통령기록의 이용을 활성화하기 위해서는 대통령기록관이 조속히 이러한 작업을 진행해야 한다.
