참여기구와 참여수준에 따른 주민참여예산제도의 유형과 시사점 (Participatory Budgeting's Types and Policy Implications by Participatory Institutions and Participatory Levels)

  • 본 연구는 2011년에 개정된 "지방재정법"에 의해 모든 지방자치단체에서 다양한 형태로 시행하고 있는 주민참여예산제도를 참여기구와 참여수준을 중심으로 유형을 분류하는 것을 목적으로 하고 있다. 이를 위하여 243개 지방자치단체의 "주민참여예산제도 운영조례"와 운영계획 및 운영체계를 분석하여 주민참여예산제도를 다섯 가지 유형으로 제시하였다. 첫째, 의견제시형 주민참여예산제도는 참여기구 없이 운영되는 형태로 100개의 지방자치단체가 이 유형에 속하는 것으로 나타났다. 둘째, 위원회형 주민참여예산제도는 주민참여예산위원회만 운영하는 형태로 85개의 지방자치단체가 이 유형에 속하는 것으로 나타났다. 셋째, 지역회의형 주민참여예산제도는 주민참여예산위원회와 지역회의를 운영하고 있거나 지역위원회만을 운영하고 있는 형태로 21개의 지방자치단체가 이 유형에 속하는 것으로 나타났다. 넷째, 민관협의형 주민참여예산제도는 민관협의회를 운영하고 있는 형태로 30개의 지방자치단체가 이 유형에 속하는 것으로 나타났다. 다섯째, 권한위임형 주민참여예산제도는 사업박람회 또는 모바일 참여를 운영하거나 양자를 모두 운영하고 있는 형태로 7개의 지방자치단체가 이 유형에 속하는 것으로 나타났다. 우리나라는 의견제시형과 위원회형이 전체의 76.5%를 차지하고 있어서 제도화 수준이 높지 않은 점은 아쉬움으로 남는다. 주민참여예산제도의 발전을 위하여 더 많은 지방자치단체들이 주민참여예산제도의 참여기구로서 민관협의회, 사업박람회 및 모바일 참여 등을 운영하는 것이 필요하다.

어린이박물관에서의 아동과 어머니의 전시참여형태와 아동과 어머니 간의 상호작용에 관한 연구 (Exhibit Participation and Interaction of Child and Mother in the Children's Museum)

  • The present study conducted in the Children's Museum investigated patterns of participation by type of exhibit and interaction with 150 5-to 12-year-old children and 50 mothers. A timing and tracking observation checklist was used to document time spent at each type of exhibit and the interaction of children and mothers. All children chose and spent more time interacting with participatory than non-participatory exhibits and they chose more participatory exhibits than mothers. Mothers chose more non-participatory than participatory exhibits and spent more time with non-participatory exhibits than the preschool group. The preschool age group interacted with mothethan other interactions.

소셜네트워크서비스(SNS)를 활용한 학교건축의 사용자 참여디자인 방법론 연구 (A Study on the User Participatory Design Methodology using Social Network Service for School Facilities)

  • The purpose of user participatory design is to project the images and demands of all the users of a school in person through their direct and active participation. Also, user participatory design is supposed to reduce the role of professionals who have led design to date and to expand the role of users and participants; thereby improving design quality in school construction. The study propose design realization methods using design camp courses and SNS based user participatory workshops. And The study propose on-offline based method and tool which are able to reflect diverse situations and purposes. Finally, the study proposed an application scenario for applying the above proposed methods efficiently in user participatory design. For the application scenario, the study proposed an SNS-based user participatory design method as the most appropriate for Korea.

학교건축 사용자 참여디자인의 효율적 운영 방법 연구 (A Study on the Efficient Operation Methodology of User Participatory Design for School Facilities)

  • The user participatory design process collects users' opinions efficiently through a feedback process such as various user workshops and conferences. When users who actually participated in a design process use the facility in which they were a participant, their satisfaction with the design quality of the facility they use may be enhanced; therefore, user participatory design methods in school construction are deemed to enlarge consistently the interest in a school of students, parents, teachers, and local residents. This paper selected the most appropriate user participatory design methods through an analysis of actually applied cases, and applied them to the empirical exploration process. Also, problems incurred through the empirical exploration process were solved by various user participatory design methods based on actually experienced cases and the results of workshops performed. As such, this paper deduced problems by applying user participatory design methods in practice, and solved problems by executing the empirical exploration process again. Through this, the paper proposed a variety of user participatory design methods for improving school design and raising user satisfaction.

프랑스 스트라스부르그(Strasbourg) 지역의 참여주택 프로젝트 과정 연구 - 에코로지스(Ecologis)의 초기 개발 단계를 중심으로 - (A Study on the Participatory Housing Project Process in Strasbourg, France - Focusing on the Early Development Process of Ecologis -)

  • In France, the popularization of social rental housing development for regional balanced growth has encountered difficulties due to the increasing costs of housing development in the regions. As a new solution, since 2010, efforts have been made to promote participatory housing in the regions. As of 2023, Strasbourg has 284 households participating in the participatory housing projects. The Strasbourg area has many abandoned houses, and the land is owned by local governments. The local authorities are providing such lands for participatory housing and have established the "Eco-quartier" support association to efficiently support the project and assist in resident-led participatory housing development. This study analyzes the development characteristics of 26 completed participatory housing projects in the Strasbourg area and examines the initial development stages of the representative case, the "Ecologis" project. The success factors of the "Ecologis" project were the active administrative support of the local government, promotion for member recruitment, and the role of "Eco-quartier" in providing expert support teams. In the initial development stage, it identifies the distinctions from a similar concept in Korea, "community housing," and presents implications for the revitalization of participatory housing.

슬로시티 상주의 운영방안과 주민참여 (Participatory Planning for Operating Slowcity Sangju)

  • The purpose of this study is to suggest better ways for operating Slowcity Sangju based on the literature reviews about Participatory planning and empirical investigation. As a form of participatory planning, survey was conducted and examined the perception of residents toward importance of different sub-plans in operating Slowcity. The results show that the residents in Sangju have high level of preference on the economy related plans such as adding values to local products by applying the name of Slowcity to their resources. In addition, the more expectation and understanding to slowcity they have, the more interested in the participatory process and slowcity planning the residents become. Consequently, this research suggests that it is required for successful participatory planning of Slowcity to building an association for operating Slowcity with local peoples.

A Study of Learner-Centered Participatory Activities and Learner Satisfaction Using a 4-Cut Cartoon Creation in College Liberal Arts English Classes

  • This study proposes learner participatory activities for learner-centered college liberal arts classes. In addition, it analyzes learners' perceptions of and satisfaction with learner-centered classes and identifies the issues that must be considered when planning learner-centered activities for college liberal arts classes. The study used a learner-centered participatory activity in which participants created a 4-cut cartoon addressing a specific theme. An open-ended questionnaire was administered to identify learners' attitudes about and satisfaction with the learner-centered classes. It showed that most learners (87.5%) were highly satisfied with the 4-cut cartoon creation activities in the learner-centered participatory class. Learners identified the burden- free nature of the class activities, the fact that they improved their understanding of class content, and that they were fun (not boring) as the main reasons they found the class activities satisfying. In liberal arts English classes, more diverse participatory class activities should be developed to arouse interest and motivation of learners and encourage learners' participation.

컨셉도출 툴킷을 활용한 참여적 디자인 프로세스 - 백화점 유모차 및 대여 시스템의 디자인 사례연구 - (Participatory Design Process with Concept Generation Toolkits - A Case Study of Designing the Stroller and Its Renting System for Department Stores -)

  • 본 연구는 제품 개발 단계에서 참여적 디자인 프로세스의 타당성을 검증하고, 이 과정에서 사용자의 적극적인 참여를 유도하기 위해 개발된 컨셉도출 툴킷과 참여적 디자인 워크숍의 효용성에 대해 재고해보는 데 목적이 있다. 이를 위해 유모차 디자인 사례를 선택하여, 컨셉도출 툴킷 (접착포 모형 유모차, 대여 코너를 위한 블록 배치 놀이)을 개발하고 세 차례의 워크샵을 통해서 디자인 개발을 하였다. 사례 연구를 통해서 참여적 디자인은 사용자의 적극적인 참여를 통해 사용 환경에 대한 보다 나은 이해를 제공하고, 디자이너의 선입견을 배제할 수 있도록 도와주며 디자인 팀의 간과할 수 있는 문제를 파악하게 해줄 수 있다는 점을 발견하였다. 또한 참여적 디자인 방법은 디자인 문제에 적합한 툴킷의 개발과 기획에 바탕을 두어야 한다는 점과 사용자들이 제시한 컨셉을 종합ㆍ분석해서 디자인에 적용하는 방법에 대한 필요성을 파악할 수 있었다.

금정초등학교 계획을 위한 방법론 탐색 (A Design Method for Keum jeong Elementary School)

  • This research is intended to establish the design method for Keum Jeong Elementary School. Establishing the design method is based on the participatory method of Davidson Elementary School designed by Sanoff. Due to the limitation of space and time given to the task which is to design the open school for Keum Jeong Elementary School, the design method is proposed not as the direct participatory method but as the indirect one. The indirect participatory design for Keum Jeong Elementary School is performed by various fields' specialists consisted of practical architect, architectural theorist, and the one who is professionally interested in pedagogy, etc.

Differentiated impacts of SNSs on Participatory Social Capital in Korea

  • This study investigates whether different SNS with different characteristics have different impacts on participatory social capital in Korea. At least in Korea, SNS are categorized into five types (community, blog, micro-blog, profile-based service and instant message service), and participatory social capital is specified by three types (off-line political participation, on-line political participation, on-line civic engagement). Using Nielsen KoreanClick's web-based survey data, our regression analysis shows that SNS which are more open and focused on information sharing contribute more to participatory social capital.
