일본의 민관협력에 의한 공공건축 조성방식 사례 연구 (A Case Study on Public Building Construction Method by Public-Private Partnership in Japan)

  • The purpose of this study is to draw implications for revitalizing public-private partnership system that can reduce the financial burden of the government and utilize the creative know-how of the private sector by analyzing the cases of public building construction projects by public-private partnership method in Japan. In this study, first of all, I looked at the current state of public-private partnership policy in Japan and then selected 8 representative projects as an analysis target. Next, in order to grasp the specific situation that is aimed at securing publicity and revitalizing private participation, I analyzed the role sharing between public and private sectors in the maintenance and management of public buildings, and examined the conditions for private revenue facilities. As a result of the analysis, the following implications were drawn. First, the methods of public building construction by public-private partnership in Japan are largely divided into BTO method based on the PFI method, and the method of installing public facilities and private revenue facilities based on the term leasehold rights system. Second, measures were taken to mitigate the burden of the state and local governments in establishing public facilities. Third, the public has delegated to the private sector actively about the role that the private sector can play, expanding the role of private sector widely from design to operation in the public building construction projects. Fourth, in order to actively participate in private sectors and promote regional revitalization, private profit-making projects are widely accepted, but consideration has been given to guarantee a certain level of publicity.

임상시험 대상자 모집 광고에 대한 정부의 규제 효과 (The Effect of Regulation on Recruitment Advertising for Clinical Trial Subjects in Korea)

  • Background: Recently clinical trials have expanded extensively in Korea; thus, ensuring the rights of subjects participating in clinical trials is imperative. Accordingly, national regulations on subject recruitment advertisement were enforced from October 25, 2018. In this study, the effect of this regulation was evaluated by analyzing the difference in the provision of information before and after enforcement of the regulation. Methods: Recruitment advertisements for clinical trial subjects 3 years before and after enforcement of the regulation were collated by the significance sampling approach. Print-based (newspapers, buses, and subways) and web-based (clinical trial center websites and online platforms) materials for recruitment in clinical trials of phase 1 to 4 for investigational drugs, medical devices, and oriental medicine were considered. Chi-square tests were conducted for inter-group comparisons. SPSS version 26 was employed for statistical analyses. Results: A total of 137 advertisements were collected comprising 60 pre- and 77 post-regulation enforcement. The overall rate of delivery of critical information in advertisements increased significantly from 47.5% before regulation to 93.2% after regulation enforcement. Particularly, details on expected adverse events augmented significantly (p<0.001). Benefits from participation in clinical trial reduced significantly from 88.3% to 70.1% (p<0.05). As the information provision amplified, the inclusion of professional terms increased. Conclusions: Enforcement of regulations has led to a surge in the amount of information and challenging terms contained in advertisements for recruiting subjects. Therefore, additional efforts are required by subjects to completely understand the information provided in the advertisements.

인도네시아의 국가철학과 이에 대한 시대적 해석: 국민윤리 교육을 중심으로 (Indonesia's State Ideology and Its Interpretations across Orders: Based on the Analysis of Citizenship Education)

  • 본 논문은 인도네시아 공화국 성립 이후부터 현재에 이르기까지의 국민윤리교육의 목표 및 정치문화 변동을 알아보기 위해 작성되었다. 수카르노와 수하르토 정권은 국가철학인 빤짜실라(Pancasila)를 교육의 철학적 기반으로 삼아 자유주의를 거부하고 공동체주의적 시민관을 강조하였다. 빤짜실라의 담론을 통한 국민윤리교육은 강도 높게 대중을 억압하기 위한 목적의 정치교육이라 할 수 있다. 이후 자유민주주의 시대에 본격적으로 민주국민윤리교육이 실시되기 시작하였는데, 이 교육에서는 대폭 확대된 시민의 권리, 활발한 대중의 정치 참여, 민주시민 및 세계 시민으로서의 역할과 의무에 대해 다루고 있다. 그러나 여전히 빤짜실라는 자유민주주의와 더불어 국민윤리교육을 지지하는 주요한 교육의 철학적 기반의 하나로 기능하고 있는데, 이것은 세계화와 지방분권화 추세 속에서 빤짜실라의 담론을 통하여 공동체주의를 함양하여 지나친 자유주의로 인해 발생할 수 있는 로칼 권력과 세계경제의 무책임하고 비민주적 행태를 조정하기 위한 목적으로 분석된다.

빅데이터 분석에 기반한 평화교육과 통일교육의 토픽 모델링 및 네트워크 분석 (Topic Modeling and Network Analysis of Peace Education and Unification Education Based on Big Data Analysis)

  • 본 연구에서는 빅데이터 분석에 기반한 평화교육과 통일교육의 주제적 특징을 도출하여 정책과 담론, 교육방향과 내용, 사회적 쟁점 등의 동향을 총체적으로 점검하는데 그 목적이 있다. 본 연구의 결과를 요약해 보면, 첫째, 평화교육과 통일교육에서 '평화', '통일', '교육', '연구', '학생', '학교', '교사', '대상', '한반도' 등은 공통적으로 중요한 키워드로 나타났다. 둘째, 평화교육의 상위토픽은 '평화교육과 시민교육', 통일교육의 상위토픽은 '통일교육의 공감과 참여'로 나타났다. 셋째, 평화교육에서 정부별로 상승추세를 나타내는 토픽으로는 '세계평화와 인권', '평화교육의 대상과 방향', 통일교육에서 정부별로 상승추세를 나타내는 토픽으로는 '통일교육의 주체'로 나타났다. 넷째, 평화교육에서 '평화', '교육', '학생', '학교', '평화교육' 등의 중심성이 높았고, 통일교육에서는 '통일교육, '통일', '교육', '통일부', '학교', '교사'의 중심성이 높았다. 본 연구를 통해 평화교육과 통일교육에 대한 이해의 지평을 확장할 수 있었고, 관련 정책 수립 및 후속 연구 수행에 의미 있는 시사점을 제공하였다.

장애인의 사회적 배제 경험에 관한 질적 연구 - 포커스 집단면접 활용을 중심으로 - (A Qualitative Study on the Experience of Social Exclusion against the Disabled - Focused on Focus Group Interview -)

  • 본 연구의 목적은 한국의 장애인들이 경험하는 사회적 배제 현상을 실제적으로 이해하고 규명하는데 있다. 이를 위해 장애유형, 성별, 연령, 학력, 직업유무 등을 고려하여 선정된 31명 장애인들에 대한 포커스 집단면접 8회 차가 실시되었다. 그 결과, 우선 참여자들은 경제적 분배의 불평등함으로 인해 물질적 결핍, 장애차별주의 사회구조에 의해 삶의 다차원적인 영역에서 권리박탈 경험이 발견된다. 또한 사회적 차원의 배제로 인해 사회적 활동참여에서의 배제와 관계로부터 단절과 소외를 경험하는 것으로 나타난다. 특히 이들 참여자들의 경험분석으로부터 장애인들의 생물학적 손상에 가해지는 편협하고 이중적인 문화적 규범과 가치 등 비가시적인 배제형태가 발견된다. 이렇게 도출된 연구결과는 장애인의 사회적 배제 개념화를 위한 이론적 토대구축에 기여할 뿐만 아니라 장애인의 사회적 포함을 위한 정책적 실천적 방안마련에 기초자료로 활용됨에 그 함의가 있다.

펫푸드(반려동물 식품)분야 국내 특허 동향 분석 (Current Patent Status of Pet Food in Korea)

  • 전 세계적으로 반려동물 문화와 관련 산업이 함께 확장되고 있다. 반려동물 산업 중 펫푸드(반려동물 식품)는 반려동물 산업에서 상당히 많은 지분을 차지하는 분야이다. 현재 국내 펫푸드 시장은 수입 제품의 의존도가 높은 상황이며, 관련 산업의 경쟁력 확보 및 기술개발을 위해서 지적재산권 확보는 매우 중요한 역할을 한다. 따라서, 우리는 국내 펫푸드 특허의 현황과 전망을 파악하기 위해 구체적으로 시계열 및 출원인별 통계분석, IPC 기술분석을 실시하여 기술 발전 단계, 기업의 기술개발 및 혁신력, 특허출원 분포와 주요 기업 및 연구기관의 기술을 분석하였다. 연구결과, 펫푸드 관련 국내 연구 활동은 현재 성숙기로 접어든 것으로 나타났으며, 국내 펫푸드에 대한 특허출원 동향은 국내기업 외 다국적 기업의 참여도 높은 것으로 나타났다. 또한, 특허출원의 대다수는 사료 및 식품 쪽으로 집중되었다. 향후, 국내 펫푸드 산업의 성장을 위해 국내외 소비자들의 수요와 일치되는 기술개발과 펫푸드로 파생되는 IT 및 첨담기술을 접목하여 특허 기술을 발전시킬 필요가 있다. 이러한 연구와 개발을 통해 우리는 국내 펫푸드 산업이 지속적인 성장을 이루어낼 수 있을 것으로 기대한다.

미술의 공공성과 키스 해링(Keith Haring)의 사회적 개입에 관한 연구 (A Study on Art's Public Features and Social Intervention by Keith Haring)

  • This thesis started from the attempt to make it clear that 80's American artist Keith Haring(1958-1990) had conducted social intervention of criticism, resistance, and participation through his works, and so pursued public value. Haring of graffiti fame left popular and familiar cartoon style pictures on the street wall, the billboards, the posters and so on. Popular and playful works was explained as his unique characteristics, but Haring's creative way at the field has more value than just being grasped as artist's personal characteristics. Haring's work pieces became everyday art by joining with people's life, and are working as a social speaking place. So I think that these Haring's art works possess characteristics of 'the public sphere'. 'The Public Sphere' means that is independent and free from the government or partisan economic forces, so that is not connected with the interested relations, and that is the sphere of rational argumentation without 'disguise' or 'fabrication', and that is the sphere where general public can participate in and is inspected by them. The public sphere between the sphere of public authority such a nation and a market and the private sphere of free individual, it is mutually connected with them and works as the space forming public opinion. Private individuals communicate with this public sphere and perform a role of direct and indirect check, balance, and social criticism way off from power. Openness that should include the voice of not only leading power but also the socially weak such as citizens, women, homosexuals, minority races, and so on, and alienated class, is an index of the public characteristics. The public sphere is not working just with speech and mass media. Many artists as well as Haring open their mouth and act through an art at the center of society, and create another public sphere by an art. I understood that the real participatory and practical characteristics on the Haring's work is a phenomenon and current of a part of the art world including Haring. Such current started from 1960s is the in-depth effort to be connected with the life more closely, to communicate with people, and to improve problems of life. And it has pursued public value on the different way from the nation or public power. Artists have intervened in the society with strategic and positive ways in order to raise pushed-out value and sinked rights as the public agenda, and labored to accept the value of variety and difference at the society. The aspect of such social intervention is the notable features, findable on the Haring's works and process. Haring's works include art historical meanings and are expressed with familiar and plastic language, so they were able to communicate with various classes. And he secured various customers at the field and the street. This communicative and public approach factor raised the possibility much for his works to work as the public sphere. Haring presented critical and resistant speech toward society with his works based on this factor. He asserted his position and justice of gender identity as a sexual minority. And his such work continued to movement for alienated class and social week over his own rights. His speech and message on the wall painting, poster, T-shirts, billboard of the subway, and so on worked as a spectacle and pressed concern with social issues and consciousness shift. And he's been trying to protect and care people who is injured by HIV and drug and to realize social justice through social week protection. Haring's works planned to meet many people as much as possible performed its role of intervening in society through criticism, resistance, speech, and participation, and controlling and checking social issues. These things considered, Haring's works show his consciousness about public attributes of art, and obviously include public value seeking. And also we can find the meaning of such his work as that an art is working as the public sphere and shows the possibility to discuss and practice public issues.

한국 이주 노동자의 '사이버 공동체'에 관한 연구 (The Study on The Cyber Communities of Migrant Workers in Korea)

  • 본 연구의 목적은 한국 이주 노동자의 근접성 없는 공동체 중 사이버 공동체의 특성과 공동체에서 형성되고 재생산되는 사회적 자본과 한국 사회에서의 문화적응과 관련성에 대한 고찰이다. 연구 결과 이주 노동자 사이버 공동체 참여 특성에 의하면 민족 단위의 사이버 공동체와 비 민족 공동체 간에는 응집의 강도, 공간 제한성, 외부 사회와의 연결성 등에서 차이가 나타났다. 민족단위의 공동체는 '국지화된 공동체' 유형의 특징을 보이고 있으며 주된 참여 동기는 협업과 공유 보다는 구성원 간의 '소통과 친목, 교류' 등이며 이를 위해 소통 관계형 매체를 주로 이용하는 것으로 나타났다. 이에 비해 비 민족 단위의 공동체는 '통합형' 유형의 특징을 지니고 있으며 '필요한 정보를 획득하기 위해서' 참여하는 비율이 비교적 높으며 가입 절차의 까다로움이나 한국어로 정보가 제공되는 점 등이 참여의 어려움으로 부각되고 있다. 사이버 공동체 내부에서 이주 노동자 속성에 따른 사회자본의 유의미한 추의는 보이지 않았으나 사회자본 요소인 신뢰, 규범, 네트워크, 정치 참여의 네 범주는 서로 유의한 관련성을 보이고 있다. 사이버 공동체 사회 자본이 한국 사회에서의 통합형 문화적응에 정비례적인 영향력을 가지는 것으로 나타나고 있으며 특히 이주 노동자의 사이버 공동체에서 형성되는 정치 이슈 토론, 개인(인권) 문제 토로, 시민운동 참여 등이 다문화사회에서의 문화적응과 밀접한 관련성이 있음을 보여주고 있다. 이와 같은 연구의 결과로 한국 이주노동자의 사이버 공동체가 한국의 원 문화와 이주 문화가 소통하고 통합되는 부분에서 중요한 매개로 작동되고 있음을 알 수 있으며 향후 긍정적인 사회 문화적 호명의 대상이 될 필요성이 있음을 확인할 수 있다.

Staged Improvement in Awareness of Disease for Elderly Cancer Patients in Southern China

  • Background: In mainland China, awareness of disease of elderly cancer patients largely relies on the patients' families. We developed a staged procedure to improve their awareness of disease. Materials and Methods: Participants were 224 elderly cancer patients from 9 leading hospitals across Southern China. A questionnaire was given to the oncologists in charge of each patient to evaluate the interaction between family and patients, patient awareness of their disease and participation in medical decision-making. After first cycles of treatment, increased information of disease was given to patients with cooperation of the family. Then patient awareness of their disease and participation in medical decision-making was documented. Results: Among the 224 cancer elderly patients, 26 (11.6%) made decisions by themselves and 125 (55.8%) delegated their rights of decision-making to their family. Subordinate family members tended to play a passive role in decision-making significantly. Patients participating more in medical decision-making tended to know more about their disease. However, in contrast to the awareness of disease, patient awareness of violation of medical recommendations was reversely associated with their participation in medical decision-making. Improvement in awareness of diagnosis, stages and prognosis was achieved in about 20% elderly cancer patients. About 5% participated more actively in medical decision-making. Conclusions: Chinese elderly cancer patient awareness of disease and participation in medical decision-making is limited and relies on their family status. The staged procedure we developed to improve patient awareness of disease proved effective.

韓國加入亞太空間合作組織的可能性 : 基于法律与政策的分析 (The possibility of South Korea to become a member state of APSCO: an analysis from Legal and political perspectives)

  • Asia-Pacific Space Cooperation Organization (APSCO) is the only intergovernmental space cooperation organization in Asia. Since its establishment to date, eight countries have signed the convention and become member states. South Korea participated actively in the preparatory phase of creating the organization, and one conference organized by AP-MCSTA which is the predecessor of APSCO was held in South Korea. However, after the APSCO Convention was opened for signature in 2005 to date, South Korea does not ratify the Convention and become a member. The rapid development of space commercialization and privatization, as well as the fastest growing commercial space market in Asia, provides opportunities for Asian countries to cooperate with each other in relevant space fields. And to participate in the existing cooperation framework (e.g., the APSCO) by the Asian space countries (e.g., South Korea) could be a proper choice. Even if the essential cooperation in particular space fields is challenging, joint space programs among different Asian countries for dealing with the common events can be initiated at the first steps. Since APSCO has learned the successful legal arrangements from ESA, the legal measures established by its Convention are believed to be qualified to ensure the achievement of benefits of different member states. For example, the regulation of the "fair return" principle confirms that the return of interests from the relevant programs is in proportion to the member's investment in the programs. Moreover, the distinguish of basic and optional activities intends to authorize the freedom of the members to choose programs to participate. And for the voting procedure, the acceptance of the "consensus" by the Council is in favor of protecting the member's interest when making decisions. However, political factors that are potential to block the participation of South Korea in APSCO are difficult to be ignored. A recent event is an announcement of deploying THAAD by South Korea, which causes tension between South Korea and China. The cooperation between these two states in space activities will be influenced. A long-standing barrier is that China acts as a non-member of the main international export control mechanism, i.e., the MTCR. The U.S takes this fact as the main reason to prevent South Korea to cooperate with China in developing space programs. Although the political factors that will block the participation of South Korea in APSCO are not easy to removed shortly, legal measures can be taken to reduce the political influence. More specifically, APSCO is recommended to ensure the achievement of commercial interests of different cooperation programs by regulating precisely the implementation of the "fair return" principle. Furthermore, APSCO is also suggested to contribute to managing the common regional events by sharing satellite data. And it is anticipated that these measures can effectively response the requirements of the rapid development of space commercialization and the increasing common needs of Asia, thereby to provide a platform for the further cooperation. In addition, in order to directly reduce the political influence, two legal measures are necessary to be taken: Firstly, to clarify the rights and responsibilities of the host state (i.e., China) as providing assistance, coordination and services to the management of the Organization to release the worries of the other member states that the host state will control the Organization's activities. And secondly, to illustrate that the cooperation in APSCO is for the non-military purpose (a narrow sense of "peaceful purpose") to reduce the political concerns. Regional cooperation in Asia regarding space affairs is considered to be a general trend in the future, so if the participation of South Korea in APSCO can be finally proved to be feasible, there will be an opportunity to discuss the creation of a comprehensive institutionalized framework for space cooperation in Asia.
