The Facility Modernization Policy for Improvement of Fruits Quality was implemented to improve the competitiveness of the domestic fruit tree sector, and as a result of analyzing samples of participating and non-participating farmers, it is judged to have contributed to the improvement of high-quality fruit production. As a result of analysis using the propensity score matching method, it was found that the Facility Modernization Policy for apple farms contributed to the improvement of fruit quality such as sweetness and high-quality product ratio. In addition, the fruit tree high-quality facility modernization project was found to reduce working hours by about 30 hours per 10a. In the case of grapes, it contributed to quality improvement, including increased sugar content, and reduced working hours by about 15.5 hours per 10a. This study has a limitation in that the number of samples subject to the survey is not large enough, and because of this, it appears that no statistically significant differences in performance variables such as production per unit area and management costs per unit area were found between participating and non-participating farms.
The purpose of this study is to investigate how software policy shows the moderating effects between organizational capability maturity and organizational performance. The software policy includes the proportions of development personnel and development budget that can affect organizational performance. It is important to empirically identify whether the ratios of budget and personnel, which are some of the main policy indexes of the organization can promote the causal relationship between organizational maturity and organizational performance. These personnel and budget may be assumed to affect the causal relationship between organizational capability maturity and organizational performance. The results of this study shows that the moderating effects of software policy are partially proved. The two policy indexes, personnel ratio and budget ratio, showed a moderating effect between process implementation and organizational performance, but did not show any moderating effect between quantitative management and organizational performance. This is because the companies participating in the survey are still in the early stages of quantitative process management and quantitative management does not show the differentiated results among the participating organizations. The significance of this study is as follows. In the academic aspect, the causal relationship between organizational maturity and organizational performance was examined empirically, and it was analyzed whether the two adopted policy indicators have a moderating effect between organizational maturity and organizational performance. On the practical side, the analysis suggested that the ratios of budget and personnel emphasized by the government or organization played a role of facilitating the organizational maturity and organizational performance.
Background: The purpose of this study was to identify the association between participation in social activities and mortality rates for those aged 45 aged and older in Korea. Methods: In this study, the 1st to 6th Korea Longitude Study of Aging was used to analyze 10,217 people excluding missing values among middle and old age groups aged 45 or older. The scope of social activities was classified into "religious gatherings," "religious gatherings," "leisure/cultural/sports-related organizations," and "clubs/hometowns/religious associations," and analyzed using a chi-square test and Cox proportional risk model. Results: In the case of non-participating groups in religious activities, the mortality rate was 1.24 times higher (hazard ratio [HR], 1.24; p=0.000) than those of the participating group. The non-participating group of social gatherings had a 1.27 times higher mortality rate (HR, 1.27; p<0.0001) than the participating group. In addition, the mortality rate of non-participating groups related to leisure/cultural/sports was 1.79 times higher (HR, 1.79; p=0.000). The mortality rate of the group that did not participate in the alumni association/festival/folklore society was 1.51 times higher than that of the participating group (HR, 1.51; p<0.0001). As a result of correcting the control variable to analyze the relationship between the number of participants in social activities and the mortality rate, the mortality rate of the group participating in one or less social activities was 2.26 times higher (HR, 2.26; p<0.0001) compared to the four or more social activity participating groups, and the mortality rate of the 1-3 social activities was 1.64 times higher (HR, 1.64; p<0.0001). Conclusion: As a result of the study, it was found that participation in social activities of the middle-aged and elderly groups was effective in reducing mortality, and in particular, it was found that there was a strong relationship with mortality in less than one social activity group. Therefore, it is intended to provide an academic basis for lowering the mortality rate of the group in line with the continuous improvement of domestic social activity participation conditions, and through this, this study can be expected to serve as a policy and institutional basis for lowering the mortality rate of the group.

It is safe to say in order to raise the degree of satisfaction and vitalize the job creation project for the elderly, more realistic job creation project which reflects the characteristics of each type and various demands of the elderly would be essential.
This paper closely examines the relation between ‘how the local residents' involvement in a tourist industry and their perception of tourist development have an influence on tourism' and also 'how the understanding of a tourist effect has an influence on the local residents' participating intention in the tourist policy'. The local residents' involvement in the tourist industry was influenced by economical and socio-cultural factors among the influencing perceptions on local festivals, but, statistically, was not influenced by an environmental factor. The local residents' perception of tourist development has influenced on each local festival, and for the rate of influence, the environmental factor was the highest, and in the next order, the residents' intention to participate in tourist policy, the socio-cultural factor, and the economical factor followed. In the relation between local residents' perception of tourist influence and their participating intention, only the factor of socio-culture had a plus(+) influence on the participating intention in the tourist policy. It is expected that this result will be different from the tourist influence of tourist development. Therefore, a study of the perception on the influence of tourist development will be required in the future.
This paper empirically studies the effect of public procurement on small and medium-sized enterprises (SMEs) in the Republic of Korea using firm-level data. Public procurement, the purchase of goods and services from private firms by the public sector, is regarded as an important policy measure for providing support to firms, particularly SMEs. This study uses establishment-level panel data of the mining and manufacturing sectors from the Korean National Bureau of Statistics (Statistics Korea) and procurement history from the Korean Public Procurement Service to empirically estimate the effects of public procurement on firms' productivity (total factor productivity) and survivability. Using a propensity score matching estimation method, we find that participating firms showed higher productivity than non-participating ones in the control group only for the year of participation, that is, 2009. After two years, in 2011, they exhibited significantly lower productivity. In contrast, establishments that participated in public procurement for SMEs in 2009 were more likely to survive than those that did not do so in 2011. These results can be interpreted as the negative consequences of government intervention. The market's efficiency enhancement is hindered if underserving companies survive owing to government intervention but fail to improve efficiency.

As technologies develop, the digital health sector is gradually expanding. Internationally, the global summit for Digital Health named Global Digital Health Partnership (GDHP) was launched in 2018. Many countries are participating in GDHP and share their policy experiences on digital health and find the ways to cooperate with participating countries (13 countries, including South Korea, and Hong Kong). This article reviewed the international trends in digital health policy environment and evidence assessment focusing on GDHP activities, and derived implications for health technology assessment of digital health. Consequently, to assess the intervention effects of digital health is very complex and the assessment should be considered multidimensional aspects (social, clinical, and technical). In addition the patient experience should be assessed qualitatively. Health technology assessment (HTA) should assess the effect of digital health policies to changes in health care systems resulting from the application of advanced technologies related to the 4th Industrial Revolution. Digital health is also related to new HTA, HTA of existing technologies, and R&D on the promising health technology. Therefore, it is necessary to review the trends of the technology's management policy consistently through the HTA of digital health.
The Korean government's support towards the establishment of leading research hubs at universities began with the initiation of the Science/ Engineering Research Center in 1990. Such efforts to provide support to research organizations have continued for some twenty years in various forms, which implies that building research hubs was critical in acquiring global leadership in research. However, the effect of such research hub nurturing policies has never been properly evaluated, apart from an assessment of their validity. Therefore, this paper analyzes how major programs to form research groups by providing assistance to joint research by researchers at universities are operated, and the characteristics of such programs through comparative analysis with other programs. There are two major focal points in the analysis: the first is the evaluation of the level of differentiation between Research Organization Support Programs (ROP) and other R&D Programs from an efficiency perspective, and the second is an examination of the extent of systematization of research organizations that exist at universities and impact of Research Organization Support Programs on the activities of participating professors from an effectiveness perspective. The result showed that the ROP were no longer only relevant for the formation and maintenance of research groups. Other R&D Programs are growing increasingly larger in scale and conducted over longer periods of time. Thus, the ROP can no longer be differentiated from other programs in research period and size of funding. An analysis on the effect of ROP demonstrated that all activities by participating professors in organizations that were the beneficiaries of group research assistance were more active compared to their counterparts in organizations that received other research support, but there was little difference in the elements of systematization. This implies that the joint research conducted at universities is not systematized and that it is still research based on individual themes but conducted jointly. In addition, it also means that the ROP is failing to effectively lead the systematization of research. In other words, today, university research organizations are not operated as independent, long-term bodies, but are more relevant as a combination of research units of individual professors.

The state adopts the policies based on the goals pursued by the state and provides a basic policy for administrative activities related to early childhood education. Therefore, early childhood education policy should be established organically in consultant with the social consent in advance. In most countries will bear the costs of child care and early childhood education can reduce the financial burden of parents and early childhood education consumers are able to understand the will of the government to support the child care services, which they need in a variety of way. The conflict is deepening - among policy officials, front-line institutions participating in policy implementation, and parents - surrounding the infant and early childhood education. And the conflict has caused the difference between this policy and claims that cannot find hardly a solution. In this study, we argue how the policy differences between groups involved in the policy to analyze the influence, to find the policy conflict resolution strategies.
Background: Due to the asymmetry of information and knowledge and the power of bureaucrats and medical professionals, it is not easy for citizens to participate in health care policy making. This study analyzes the case of the insured organization participating in the Health Insurance Policy Committee (HIPC) and provides a basis for discussing methods and conditions for better public participation. Methods: Qualitative analysis was conducted using the in-depth interviews with the participants and document data such as materials for HIPC meetings. Semi-structured interviews were conducted with purposively sampled six participants from organizations representing the insured in HIPC. The meanings related to the factors affecting participation were found and categorized into major categories. Results: The main factors affecting participating in the decision making process were trust and cooperation among the participants, structure and procedure of governance, representation and expertise of participants, and contents of issues. Due to limited cooperation, participants lacked influence in important decisions. There was an imbalance in power due to unreasonable procedures and criteria for governance. As the materials for meetings were provided inappropriate manner, it was difficult for participants to understand the contents and comments on the meeting. Due to weak accountability structure, opinions from external stakeholders have not been well received. The participation was made depending on the expertise of individual members. The degree of influence was different depending on the contents of the issues. Conclusion: In order to meet the values of democracy and realize the participation that the insured can demonstrate influence, it is necessary to have a fair and reasonable procedure and a sufficient learning environment. More deliberative structure which reflects citizen's public perspective is required, rather than current negotiating structure of HIPC.
