A Study on the Regime of Island and Dokdo on the UNCLOS (해양법상 섬제도와 독도)

  • Article 121 of the UNCLOS stipulates the regime of islands and grants different jurisdictions to islands and rocks. Especially, paragraph 3 gives different definitions and distinguishes the legal status of between islands and rocks. That is, rocks, which cannot sustain human habitation or economic life cannot have their own EEZ, continental shelf or the great-sphere maritime jurisdiction. In this paper various theories and state practicess on islands and rocks are examined with reference to Article 121 of UNCLOS. Also, the status of Dokdo as a rock or an island is examined in accordance with the interpretation of Article 121 of UNCLOS. National legislations, practices, and many scientific opinions are often contradictory and controversial with respect to the interpretation of Article 121 of the UNCLOS. However, it is believed that Article 121 of UNCLOS, particularly paragraph 3 has to be interpreted more strictly. That is because the highly developed modem scientific technology can be meaningless when the criteria of Article 121 of UNCLOS are to be inappropriately applied. Insular figures like ${\ulcorner}rocks{\lrcorner}$ could bring the inequitable effects disadvantageous toward the other party when the maritime delimitation is applied. Claiming and Intentionally extending maritime zone of a coastal states by assigning EEZ for small insular figures like ${\ulcorner}rocks{\lrcorner}$ is over-zealous nationalism which is illegal, and such practices must be recognized as actions bringing great harm to the neighboring nations and demise of the sprit of all mankind.

  • Structures of stories, paragraphs, and sentences and inferences applied to indexing and searching were studied to construct the full-text and sentence retrieval system for storytelling. The system designed the database of stories, paragraphs, and sentences and the knowledge-base of inference rules to aid to write the story. The Knowledge-base comprised the files of story frames, paragraph scripts, and sentence logics made by mark-up languages like SWRL etc. able to operate in semantic web. It is necessary to establish more precise indexing language represented the sentences and to create a mark-up languages able to construct more accurate inference rules.

Korean Summarization System using Automatic Paragraphing (단락 자동 구분을 이용한 문서 요약 시스템)

  • In this paper, we describes a system that extracts important sentences from Korean newspaper articles using automatic paragraphing. First, we detect repeated words between sentences. Through observation of the repeated words, this system compute Closeness Degree between Sentences(CDS ) from the degree of morphological agreement and the change of grammatical role. And then, it automatically divides a document into meaningful paragraphs using the number of paragraph defined by the user´s need. Finally. it selects one representative sentence from each paragraph and it generates summary using representative sentences. Though our system doesn´t utilize some features such as title, sentence position, rhetorical structure, etc., it is able to extract meaningful sentences to be included in the summary.

  • Traditional document analysis systems used word-based analysis using a morphological analyzer or TF-IDF technique. These systems have the advantage of being able to derive key keywords by calculating the weights of the keywords. On the other hand, it is not appropriate to analyze the contents of documents due to the structural limitations. To solve this problem, the proposed algorithm calculates the weights of the documents in the document and divides the paragraphs into areas. And we calculate the importance of the divided regions and let the user know the area with the most important paragraphs in the document. So, it is expected that the user will be provided with a service suitable for analyzing documents rather than using existing document analysis systems.

  • Recently, creation and sharing of information make progress actively through the SNS(Social Network Service) such as twitter, facebook and so on. It is necessary to extract the knowledge from aggregated information and data mining is one of the knowledge based approach. Especially, emotion analysis is a recent subdiscipline of text classification, which is concerned with massive collective intelligence from an opinion, policy, propensity and sentiment. In this paper, We propose the emotion prediction method, which extracts the significant key words and related key words from SNS paragraph, then predicts the emotion using these extracted emotion features.

Comparison of Voice Characteristics Before and After High-Caffeine Intake (고카페인 섭취 전·후 음성 특성 비교)

  • This study was conducted to identify the differences in voice characteristic variables before and after taking a certain amount of high-caffeine. Linear PCM-M10 Recorder (SONY) was used for the recorder and basic frequency of the voice (Fo), frequency fluctuation rate (jitter), amplitude fluctuation rate (shimmer) and Signal-to-Noise Ratio (SNR) were measured using TF-32(University of Wisconsin-Madison, USA). First, prolonged phonation analysis results of /ah/ by male subjects showed the shimmer values after taking high-caffeine increased statistically significantly(p<.05) compared with before the intake and SNR values significantly decreased. (p<.05). On the other hand, female subjects didn't show any statistically significant differences in all variables. Second, male subjects showed statistically significant increased shimmer values after the intake compared with before the intake at /ah/ of syllable 'na' and /ah/ in 'ra' in 'autumn' paragraph (p<.05), and jitter values significantly increased at /ah/ in 'ah' (p<.05). However, female subjects didn't show any statistically significant differences in all variables. Results of this study showed that high-caffeine intake more affects male subjects than female subjects. In male subjects, shimmer and SNR changed at vowel prolonged phonation, /ah/, and study results showed that shimmer and SNR in 'Autumn' paragraph /na/, /ra/ and jitter in /ah/ could be identified as the variables to show the voice change.

  • The Issuance of false medical certificates on Criminal Law or the Medical Service Act are frequently applied to the insurance fraud cases related with the medical certificate, prescriptions. The meaning of medical certificate is not defined on the crime of Issuance of false medical certificates, but considering the rule of Paragraph 1 of Article 17 of the Medical Service Act, which punishes drawing up the medical certificate by anyone except the doctor who has directly examined, and the principle of legality, the medical certificate applied with the crime of Issuance of false medical certificates should (1) include the judgment after current medical ex-amination, (2) be written for the purpose of verifying the health status and (3) have a style that can be recognizable as medical document usually written by doctors. In addition, since there have been many argues on the range of application of the Paragraph 1 of Article 17 of the Medical Service Act, which generally regulates various kinds of documents such as medical certificates, prescriptions and others, which have different purpose and characters, the range of application of the clause above is needed to be interpreted strictly.

  • Sarang is a man's living space or quarter for the heir and his eldest son who would succeed and a hosting place for male vistor. The purpose of this study is to extract the Sarang space terminology described in the 17 Korean novels and find its meaning by comprehending whole paragraph. The major findings were summerized as follows; 1. Among the Sarang space terminology, Sarang meant either 'Sarangchae' or 'Sarangbang'. Its exact meaning could be understood by comprehending whole paragraph. 2. Regarding to the size of Sarang space terminology, there were two kinds. One was clearly quantified terminology such as 'two kans Sarangbang' and 'One and half kans Sarang'. The other was vaguely quantified teminology such as 'large Sarang' and 'small Sarang'. 3. Regarding to the location of Sarang space terminology, 'upper Sarang and lower Sarang'. 'inner Sarang and outer Sarang', 'fore Sarang and back Sarang' were found to be used. 4. Regarding to the user of Sarang space terminology, it was for male mainly. However since 1930, some of female were also described as a user in the Korean novels.

Keyword Weight based Paragraph Extraction Algorithm (키워드 가중치 기반 문단 추출 알고리즘)

  • Existing morpheme analyzers classify the words used in writing documents. A system for extracting sentences and paragraphs based on a morpheme analyzer is being developed. However, there are very few systems that compress documents and extract important paragraphs. The algorithm proposed in this paper calculates the weights of the keyword written in the document and extracts the paragraphs containing the keyword. Users can reduce the time to understand the document by reading the paragraphs containing the keyword without reading the entire document. In addition, since the number of extracted paragraphs differs according to the number of keyword used in the search, the user can search various patterns compared to the existing system.
