A Case Study of Disaster Accidents at Construction Site Based on PDCA Theory

  • This study is significant in determining the reduction of safety accidents by applying PDCA's theory by subdividing it into a case analysis technique for construction sites by PDCA's theory. For this study, accidents accounted for the largest proportion of each type of disaster in the construction site were considered, and safety accidents were reduced through the PDCA theory through prior research. The analysis method of this study derived improvement plans by applying PDCA techniques to plan, implement, confirm, review, and improve disaster accidents at construction sites. The conclusions of this study are as follows. In the plan, first of all, measures shall be taken to prepare a safety management plan, to verify the implementation of the plan, and to verify the degree of implementation by the field manager. In the implementation, first of all, it is necessary to introduce a safety education history system to strengthen the safety education curriculum to suit the site, as long-term work is impossible for field workers depending on field conditions. First of all, it is necessary to strengthen the installation of safety facilities, including "work scaffolding" and "conducting prevention facilities" at construction sites. In management review and improvement, the risk assessment system for construction sites needs to be expanded first°.

  • 본 연구의 목적은 교육과정 질 관리에 대한 문헌 고찰과 전문대학 유아교육과 교육과정 질 관리에 대한 사례 분석을 토대로 시사점 도출 및 전문대학 직업교육에 적합한 평가 모형을 설계하고, 평가 모형을 적용한 유아교육과의 체계적인 교육과정 질 관리 방안을 모색하는 것이다. 연구 핵심내용으로 학과 차원에서 교육과정 질 관리를 체계적으로 접근하기 위한 방안으로 학사행정적인 절차로서 PDCA의 절차를 활용하고, PDCA 평가(C) 단계에서 국내 뿐 아니라 국외에서도 교육과정 평가를 위해 다수 활용되고 있는 프로그램 평가 모형인 CIPP 모형을 활용한 전문대학 유아교육과 교육과정 질 관리 모형을 제시하며, 구성원들의 역할 및 질 문화를 제안하였다. 이러한 연구결과는 향후 전문대학 유아교육과에서 다양한 기관 및 정책적 지원을 위한 사업에서 요구하는 교육과정 질 관리를 위한 기초자료로 활용되기를 기대된다.

Developing Improvement Plans for National Defense Safety Directive to Align with the Serious Accident Punishment Act

  • To ensure a systematic and integrated approach to defense safety management, individual safety management regulations have been consolidated into the National Defense Safety Directive. However, despite being enacted after the enforcement of the Severe Accident Punishment Act, the National Defense Safety Directive does not incorporate the contents of the Serious Accident Punishment Act. This omission is likely to cause confusion in safety management. In this paper, a PDCA analysis of the Severe Accident Punishment Act and the National Defense Safety Directive was conducted to identify area for improvement and supplementation in the Directive. Chapter 3 proposes amendments to clearly define the scope and responsibilities of safety management, implement serious accident prevention measures and inspections, and establish the penalties for those involved. These amendments aim to ensure faithful compliance with the Severe Accident Punishment Act. Chapter 4 emphasizes the implementation and inspection of risk assessments to enhance the effectiveness of safety accident prevention and preparation, thereby ensuring the completeness of the PDCA cycle.

향토산업육성사업의 성과관리를 위한 PDCA Cycle의 적용 (A Study on the Application of PDCA Cycle for Performance Management of Promotion Project for Local Industry)

  • This study verified for the necessity for the comprehensive analysis of outcomes resulting from the local industry promotion project in many respects. To analyze the operation planning for performance management of local industry promotion project, this study redesigns the so-called PDCA(Plan${\rightarrow}$Do${\rightarrow}$Check${\rightarrow}$Act) model which is also known as Deming Cycle and verifies some hypotheses. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0. The findings are as follows: First, there was a positive relationship between the planing phase and the implementation phase. Second, there was also a positive relationship between the implementation phase and completion of the project phase. Third, there was a positive relationship between the planing phase and completion of the project phase. Finally, the implementation phase was a partial mediator on the relationship between the planing phase and completion of the project phase. Based on these findings, the implications and the limitations of the research findings were discussed, and recommendations for future research were provided.

해군 안전사고 분류 코드 개발에 관한 연구 (A Study on the Development of a Classification Code for Naval Safety Accidents)

  • 안전은 해군과 같은 위험성이 높은 환경에서 활동하는 조직에게 필수적이다. 효과적인 안전관리는 지속적인 개선과 보완을 통해 유지되어야 하며, PDCA cycle을 활용하는 것이 일반적이다. 하지만 해군에서는 안전 규정 강화와 교육 확대에도 불구하고 안전사고가 지속적으로 발생하고 있다. 이는 안전사고 분석 및 분류 시스템 개선의 필요성을 보여준다. 본 연구에서는 해군 안전사고 분류체계를 분석하고 문제점을 파악하여 효과적인 분류체계를 구축하는데 중점을 두었다. 이를 통해 안전사고 결과를 데이터화하고, 사고의 근본 원인을 파악하며, 중장기적인 안전관리 정책 수립에 기여할 수 있도록 12자리의 해군 안전사고 분류 코드를 제안하였다.

  • Mixed acid is very reactive and highly corrosive. it has been causing many accidents in a electronic industry, a steel industry, and a chemical industry. Therefore, it is required that the high safety level for the acid storage facilities. In this study, we investigated the accident causes for resent leak accidents with Root Cause Analysis (RCA). The root causes analysed by RCA were categorized as nine divisions by the their characteristics. Furthermore, each nine divisions causes was applied to the PDCA model which are using at OHSAS 18001. It is suggested that the nine division with the root causes can be the essential items for the development of the safety management manual. It is helpful to the safety improvement of the acid storage facility.

Case Analysis for the Development of Smart Factory ISP Indicators

  • The purpose of this study is to create and present a formalized module of ISP (Information Strategy Plan), a smart factory consulting method that is helpful to companies or consultants who will build smart factories. Order of study is First, the theoretical research direction is established through the investigation of related papers. Second, ISP policy research practices are compared to derive practical implementation methods. Third, in order to derive a standardized module method related to the final smart factory ISP, related cases of the government and individuals are compared. As a result of previous research, ISP (Information Strategy Planning), a consulting methodology, is similar to Deming's PDCA, and is regarded as Plan (environment and current status analysis), Do (establishment of future model goals), Check (establishment of implementation plan), and Act (follow-up management). As a result of the study, we obtained the following results. The first step is to analyze the current status and identify the purpose of introduction and problems in plant operation. In the second step, establish a consulting plan and derive a proposal description, strategic task, and master plan. Step 3 establishes detailed action plans, evaluates consulting outputs and consulting, and reports performance. Step 4 is established as follow-up management consulting. The limitation of the study is that although related data were compared to develop the consulting methodology into a standardized module, FGI analysis through experts or Delphi survey were not conducted, so there is a limit to the reliability of the mapping results.

Knowledge Management Assessment Using PDCA based in Global and Local Standards: in the Case of Technics and Informatics Studies

  • This research aims to contribute to the discipline of knowledge management (KM) in Higher Education (HE), and is conducted using the case of the study programme (SP) for Integrated Academic Studies (IAS) of Technics and Informatics (TI). A deduction-induction methodology is applied, using a Plan-Do-Check-Act (PDCA) approach to design a suitable KM concept for making improvements to the SP IAS TI on the standardisation platform. Based on the application of the International Classification of Standards (ICS), the research analyses the correlations and competences acquired during the courses within the accredited TI study programme of two-course studies. On the basis of the results of a comparative analysis of the developmental learning process and educational goals, it is shown that knowledge management in correlation with standardisation leads to the improvement of study programmes in the upcoming accreditation cycle on the standardisation platform. Frequent innovations within standardised thematic fields (daily, weekly, monthly, etc.) indicate the need for appropriate changes to the SP. The contribution to KM is through an original analysis of annual samples of more than 90,000 standardised sources in correlation with the TI study programme. Expert System (ES) modelling and the original results enable an analogous contribution to the future KM of other SPs.

  • 21세기 일본의 학교안전은 학교교육 정책의 변화에 따라 직접적인 영향을 받았다. 일본 학교교육의 목적은 "살아가는 힘(zest for life)"을 증진시킴으로써 자립 협동 창조적인 인간으로 육성하는데 있다. 이를 반영하여 학교안전의 목적도 어떠한 재난 상황에서도 학생 스스로 극복할 수 있는 생존 역량을 강화하는데 두고 있다. 일본 학교안전의 주요특징은 다음과 같다: 1) 스스로 살아남을 수 있는 역량 강조 2) 가정 및 지역사회의 학교안전 역할 중시 3) 학교안전과 학교교육의 균형 4) 체험학습 및 능동적 학습(active learning)을 통한 안전교육 강조 5) 안전한 학교시설 추구 6) 학교안전 개선을 위한 PDCA(Plan-Do-Check-Act) 적용 7) UN 안전학교 모델 도입 및 확산. 일본 학교안전에 대한 논의는 최근 제도적 변화가 급격히 이루어지고 있는 우리 나라 학교안전에 의미 있는 시사를 줄 것이다.

품질분임조와 6시그마 결합을 통한 공정개선 - 제조업 사례를 중심으로 - (A Study on Process Improvement by Incorporating the Concept of Six-Sigma into Quality Circle Activity)

  • 최근 새롭게 6시그마를 도입한 기업과 이미 장기간 품질분임조 활동을 진행해 왔던 제조업체를 중심으로 기존의 분임조 활동을 어떻게 6시그마와 연계시킬 것인지에 대한 논의가 활발한 상황이다. 본 연구는 품질분임조 활동과 6시그마를 결합한 절차를 실제 생산 공정 문제에 적용하고 그 효과를 입증하는 것을 목적으로 한다. 즉, 품질개선 활동의 단계적 절차를 수행함에 있어, 문제정의(Define), 측정(Measure), 분석(Analyze) 등의 초기 단계에서는 6시그마의 절차를, 개선(Improve)과 관리(Control)에 해당하는 후반부에서는 PDCA사이클을 중심으로 한 품질분임조 기법을 활용하였다. 특히 개선대상 과제(테마)를 선정함에 있어 계층의사결정(AHP)을 활용함으로써 보다 합리적인 의사결정을 추구하였으며, 실험계획법을 통해 공정 개선을 위한 최적의 대안을 선정하기도 하였다. 제안된 절차의 적용결과 불량률이 현저히 감소하고 상당한 비용절감의 효과가 있음을 확인할 수 있었다.
