This article's aim is to review the jurisprudence which has emerged pursuant to the international dispute settlement provisions and to provide a provisional expectation as to the future of international dispute settlement under "UNCLOS". Globally, marine fisheries play an important role in ocean biodiversity and the food security of millions of people, providing a vital source of high-quality dietary protein and supporting individuals' livelihoods and income. In the 1982 Convention, the establishment of co-operative mechanisms for effective monitoring, control, surveillance and enforcement, decision-making procedures facilitating the adoption of such measures of conservation and management, and the promotion of the peaceful settlement of disputes are called for. In this study, 'Northeast Asian Sea' means that the Yellow/East China Sea, the East Sea, the Ohotsk Sea, the Kamchaka Sea, the Alaska Sea, and the Bering Sea surrounded by Korea, China, Japan, Russia, U.S.A. and Canada including their EEZs. There are several bilateral fisheries agreements existing in Northeast Asian area, the Fisheries Agreement between Republic Korea and Japan, between Republic of Korea and China, between China and Japan, between Republic Korea and U.S.A., between Republic Korea and Russia, between Russia and Japan, And there are several regional fisheries organizations existing in Northeast Asian area, for example NPAFC(Convention for the Conservation of Anadromous Stocks in the North Pacific Ocean), CBSPC (Convention on the Central Bering Sea Pollack Conservation), PICES(North Pacific Marine Science Organization), NPFC(North Pacific Fishery Commi-ssion) etc. It analyzed the proliferation of bilateral treaties and multilateral treaties due to the adoption of the EEZ in Northeast Asia reviewed the strengthening of management rights on the high seas marine living resources and marine environment preservation of regional fisheries organizations. In view of the changes in the international fisheries mechanism this paper suggested the future direction of the country in overseas fisheries. We concluded as follows. We shall apply bilateral treaties first, regional fisheries organizations' treaties secondly, and provisions under "UNCLOS" for dispute settlement last.

Cloud services is recognized the essential IT infrastructure in the optimal smart society which is changing rapidly as a low-cost and high-efficiency. This service of starting from prominent overseas companies such as Google, Amazon, had influenced on the introduction of the service for the various policies of foreign governments, including the United States and the United Kingdom. Such countries adopt to the cloud computing and make transform to the cloud service of existing public service for the effective management of information resources. In this study, we propose a model for adoption of appropriate cloud-based public services in Korea through analyzing the foreign government case of adoption of cloud services.

Demand for stone products used as building materials is increasing. The construction industry, the value of the stone industry is sufficient, but the domestic stone industry is very lag regarding IT utilization. However, the overseas stone industry produces high-quality products using IT. In this study, we want to offer an IT application technology priority fit for the stone industries. We identify the current status and production process of the stone industries, then set the priority of various IT, so that obtain competitiveness in the domestic stone industries, and minimize the gap between the overseas stone industries. Therefore, we used AHP method; stone industry production processes were selected as the Enterprise Operation Management, Quarrying, Manufacturing, Construction and Maintenance of first-tier. The second-tier ones are consisted of 30 factors out of IT elements. Focus group interviews were conducted to confirm the validity of each factor. As a result, most important factors of first-tier was selected as the order of Manufacturing, Quarrying, Enterprise Operation Management, and Construction & Maintenance. The top 5 of 30 factors in the second-tier were selected Smart Sensor, Mobile Device, Robot of manufacturing, GIS of quarrying, and SCM of enterprise operation management. And the factor that relatively less important was GPS of construction and maintenance. If properly applied an IT application technology for stone industry, we expect to provide efficient production lines and increase customer satisfaction, which will ultimately expand the promotion for the industry and thus act as positive factor in promoting the stone industry.

Current domestic and overseas BIM practice and research efforts show very few examples that design and construction BIM data could be successfully used for efficient operation and maintenance (O&M) of infrastructure in particular. This study takes public wastewater treatment plant requiring an enhancement of operation and maintenance capability into account to develop a prototype BIM-based maintenance management system. The system is designed and implemented following a typical system development procedure and validated by the system outputs per four scenarios being considered to be main maintenance activities: The research results are expected to contribute to the upgrade of current wastewater treatment plant maintenance level, which is more demanded as water-related regulation and policy direction changes to region-based large scale O&M and asset management adoption, and overseas market participation.

The development of IT expanded the scale of e-commerce, and grew large Internet shopping malls. As having raised the consumers' interest in overseas direct purchase(ODP) recently, the number and purchasing amount of ODP are constantly increasing. However, consumers need to pay attention to the potential problems which might happen by consumer's damage and conflict, as increasing the consumption through ODP. Because consumer's damages on utilizing ODP happen to the reason such as the trust problem between business and consumer due to the way which traded non face to face, non-compliance of goods delivery, returns, and refunds, and information asymmetry of items, a large number of consumer's damages in a wide range are much more likely to occur nowadays. The purpose of this study is to analyze the current state of ODP, and propose consumer damage's reduction and policy of the government through pre or post scheme for consumer damage's relief and consumer protection. As the compensation for consumer damages is actually inadequate, this study proposed a feasible alternative to the adoption of e-commerce insurance for both aggressive compensation and protection for consumer's damages and risk transfer and sustainable development of e-commerce.

This study deals with an important but ignored topic in previous IS research, so called trustee issue. The purpose of this study is to compare the influencing strengths of trust types on the customers' intention to adopt IT services. The research results showed that the influences of the customers' self-trust and the trust in mobile channel on the customers' intention to adopt mobile banking are statistically significant. However, unlike the results of previous research, it was revealed that the customers' trust in vendors is statistically insignificant in mobile banking services.

Even though there have been a surge in demand for Internet addresses, but the existing IPv4 addresses are virtually depleted. Therefore, the conversion of IPv6 is being made consistently and the need for systematic situation grasp for IPv6 adoption through the measurement index of the IPv6 is on the rise. This study investigated domestic and overseas IPv6 usage measurement techniques and cases. Through evaluating existing measurement indices, this study derives the improved indices of measuring IPv6 usage and proposes the implementation methods of them.

The study explores the evolving landscape of overseas expansion strategies by Korean corporations, focusing on recent geopolitical tensions, the COVID-19 pandemic, and disruptions in global supply chains. It emphasizes the challenges faced by industries producing high-value products and delves into the concept of "Friend-Shoring" policies in the United States, leading major Korean companies to invest in local semiconductor, battery, and automotive factories. Recognizing the potential fragmentation of Korea's manufacturing sector, the paper introduces the "Mother Factory" strategy as a policy initiative, inspired by Japan's model, to establish core production facilities domestically. The discussion unfolds by examining the cases of major companies in Japan and the United States, highlighting the need for Korea to adopt a mother factory strategy to mitigate risks associated with friend-shoring policies. Inspired by Intel's "Copy Exactly" approach, the paper proposes a Korean mother factory model integrating smart factory technology and digital twin systems. This strategic shift aims to enhance responsiveness to geopolitical challenges and fortify the competitiveness of Korean high-tech industries. Finally, the paper proposes a Korean Mother Factory based on smart factory concepts. The suggested model integrates smart factory technology and digital twin frameworks to enhance responsiveness and fortify competitiveness. In conclusion, the paper advocates for the adoption of a comprehensive Korean Mother Factory model to address contemporary challenges, foster advanced manufacturing, and ensure the sustainability and competitiveness of Korean high-tech industries in the global landscape. The proposed strategy aligns with the evolving dynamics of the manufacturing sector and emphasizes technological advancements, collaboration, and strategic realignment.

This study analyzed factors that should be considered in the process of export diversification strategy formulation and priorities of strategies. We reviewed the extant literature and interviewed six experts. Cross-sectional analysis of a literature review and interview results were used to determine the influencing factors of export. The data for this study were collected from a survey of 68 export experts in Automotive Parts enterprises. Data were analyzed using AHP. As a result of the analysis, the order of importance appeared in the order of internal capacity, correlation buyer effect, entry barriers, technology response, and competition environment. The regions with a high overseas level were product differentiation, centralization, and low cost, whereas those with a low level were in the order of low cost, product differentiation, and concentration. It is meaningful to review the alternatives for adoption of the export diversification strategy and establish a strategy appropriate to the situation. It is necessary to establish a customized strategy considering the characteristics of the global region, and not only internal competence but also mutual relationship with local buyers are important.
