Recently, domestic construction companies have been moving towards overseas markets due to decreasing orders and an increase in competitiveness within the domestic market. However, there is a higher risk involved in the overseas construction Industry than in the domestic construction industry. Especially, because domestic construction companies lack development's experience, such a companies have a weakness of hidden risk factors. For Overseas New Town development project's success of domestic construction companies, preferentially, It Is necessary to deduce and analysis of risk factors in real estate development phases. This study would possibly be able to provide the preliminary data for Overseas New Town development projects in the future.

The purpose of this study is to derive construction-phase risk factors in SMEs' advance into overseas plant construction projects. For this, construction-phase risk factors were investigated on the basis of the analysis of Korean construction companies, overseas plant industry-related research institutes, and overseas data. In addition, major risk factors were derived from the investigated construction-phase risk factors, and quantitative risk factors and qualitative risk factors were analyzed and derived from these major risk factors, by the use of three rounds of the Delphi analysis.

국내 건설업체의 해외건설 진출은 최근 10년간 급성장 하였지만 단순도급형 사업과 EPC사업에 주력한 결과 매출액 대비 순이익률은 2007년 6.4%를 기점으로 줄어들어 2012년에는 불과 0.5%만을 기록하였다. 이에 국내건설 업체는 선진 업체가 독점하고 있는 고부가가치 사업인 PMC(Project Management Consultant)분야로 방향 전환을 시도하였으며 몇 년 동안 경험 및 시장 경쟁력을 높이고자 국내 건설업체는 16개의 건축 토목 PMC 관련 사업(용역)을 진행하였다. 하지만 대부분이 토목분야로 진출을 하고 있어 해외 건축사업 PMC분야 진출을 위해 단계별 세부업무 역량의 중요도 및 현재 역량수준을 알아보고 IPA를 이용하여 분석하였다. 계획단계에서의 중요도 대비 현재역량 수준 Gap값이 가장 크고, 다음으로 Gap값이 크게 나타난 건설이후 단계로 나타났다. 특히 계획단계에의 세부업무역량수준을 우선적으로 강화해야 될 것으로 판단된다. 본 연구에서 도출된 분석결과를 통해 해외건축사업 고부가가치 영역인 PMC분야 업무에 향후 국내 건설업체의 진출을 위해 강화해야할 업무역량에 대한 업무항목 및 역량수준파악을 위한 기초 자료로 활용 될 것으로 기대된다.

This study have derived the big issue of overseas construction through big data analysis. For identification of big issues on overseas construction, domestic online articles, 30 daily newspapers like the JoongAng Ilbo, 7 construction related articles including construction economy and 1,759 local newspapers and small media companies were analyzed from October 1st, 2015 to September 30th, 2016. 13,884 cases in total were used for big data analyses and big issue candidates were identified. The analysis result is as shown below. First, looking into major issues on overseas construction for a year, construction orders in the Middle East decreased because of the drop in oil prices. Accordingly, there were discussions on concerns and crises we may face as profitabilities worsened in overseas construction. Second, analyzing main concern based on 8 key words on overseas construction among construction issues for the last one year, it was found as following: Region (29.4%), Business environment (21.4%), Group (15.8%), Profitability (14.5%), Policy and Institution (7.8%), Market environment (4.2%), Business (project) (4.15%), and Education (3.2%). Third, among 30 issues on 8 key words, 10 key issues that are likely to spread and continue were identified. Then, a semantic network map among key words and centrality were analyzed.

Recently, Korea has achieved accumulated total value of orders of six hundred billion dollars in international construction market, and it is facing a new turning point by entering the overseas construction market. However, according to the statistics on the current internal construction market, the accumulated value of orders has been mainly obtained by plant projects in the Middle-East area. To improve international competitiveness of Korean construction industry, it is required to expand and diversify the target areas and construction business sectors. To expand markets, each construction firm should establish the expansion strategy and assess the capability which includes the strength and weakness of their firm. Therefore, this research aims to evaluate the capability of the Korean construction firms for overseas expansion. Through the research, Korean construction industry is expected to strengthen competitiveness toward the overseas markets. Furthermore, this research contributes to expanding and diversifying markets for domestic construction firms.

세계 시장에 먼저 뛰어든 건설업계에 이어 국내 설계분야 또한 최근 해외 진출이 활발해 지고 있으며, 그의 대부분은 디자인빌드(Design-Build)계약을 통해 동남아, 중동지역을 중심으로 점차 확대되고 있다. 그러나 계약단계에서 다수의 이해관계자가 존재하는 해외건설의 특수성으로 인한 업무상 많은 시행착오와 그로 인한 실패 사례도 증가하고 있는 실정이다. 이에 본 연구에서는 건설 분야의 해외진출 현황 통계 및 사례들을 통해 문제점을 제시하고, 전문가 인터뷰와 설문조사를 실시하여 건축설계분야 해외건설 계약단계의 효율성 저해요인을 분석하였다. 분설 결과를 바탕으로 마스터아키텍트제도 도입 및 내부 평가조직 구성을 통한 문제점 개선방안을 제시하였고, 이는 해외건설시장의 신규 진출 기업에게 실무적 자료로 활용 될 것으로 기대한다.

GS건설은 당사에서 수행하는 모든 Project에 종합건설사업관리시스템인 TPMS (Total Project Management System)를 적용하고 있다. 국내 현장(現場)은 물론 해외에서 수행하는 모든 Project에도 TPMS를 적용하여 공사를 수행하고 있는데, 특히 해외 현장에서는 당사만이 아닌 협력업체부터 자재업체는 물론 발주처까지 함께 TPMS를 사용하여 성공적으로 사업을 수행하고 있다. 이렇게 적용된 당사의 TPMS는 단순 문서 공유 범위를 넘어 각 이해관계자가 원하는 정보를 실시간으로 얻을 수 있고, 모든 정보를 별도의 가공 없이 Project 내 말단 엔지니어의 입력한 결과가 최종적인 현황으로 집결되어 보여지므로, 실무자에게는 업무 효율성의 증대를 가져오고 있으며, 이해 관계자들에게는 당사의 투명한 업무 수행 결과 공유를 통한 신뢰를 구축하는 성과를 거두고 있다. 본 논문에서는 이러한 성공 사례를 문서관리를 중심으로 공유하고 당사의 향후 추진 방향에 대해 설명하고자 한다.

건설산업에 있어 입찰 경쟁력은 기업의 가장 기본적이며 중요한 역량이다. 입찰 경쟁력은 기업이 보유한 경쟁우위에 기인한 것이나, 입찰 경쟁력을 확보하기 위한 기업의 전략은 결국 프로젝트의 특성에 따라 달라질 수 있다. 특히 해외건설은 건설업의 고유성과 해외사업이라는 특수성이 공존하는 분야로, 본 연구는 국내기업들이 도급형 방식으로 실시한 12,952건의 해외 프로젝트 입찰 사례를 수집하여 프로젝트 특성에 따른 입찰 성공률을 분석하고 그 차이를 확인하여 상황별 입찰 난이도를 진단하였다. 분석 결과, 지역별로는 중동 지역에서, 공종별로는 토목 부문이 입찰 성공률이 낮아 입찰활동에 대한 난이도가 높음을 파악할 수 있었다. 또한 프로젝트 규모나 기간이 작은 그룹이 상대적으로 입찰 성공률이 높음을 확인하였고, 입찰방식에 따라서는 수의시담 방식이, 발주자 형태별로는 민간부문 발주 프로젝트의 입찰 성공률이 높은 것으로 분석됐다. 반면 계약방식이나 시대구분의 경우 Kruskal-Wallis test 결과, 그룹 간 기업별 입찰 성공률이 통계적으로 유의미한 차이가 없음을 확인하였다. 본 연구는 산업차원에서 해외건설 프로젝트 특성요인에 따른 입찰 성공률을 다각적으로 분석했을 뿐 아니라 해외건설 실무자에게 상황별 수주활동 난이도 진단 및 효과적인 입찰전략 수립을 위한 기초자료를 제공한다는 점에서 의의가 있다.

In proportion to continuing growth of overseas plant market and the trend of its mega scale of the project, the importance of management is significantly emphasized for the successful execution of the project. And it is recognized that progress control is the most important management item amongst the others in the management. Progress control is importance of progress measurement for performance measurement and process control of project, but it is hardly obtainable securing the objectivity in the progress measurement since the progress measurement are being applied differently in accordance with the project conditions and the experience level of the person in charge for the progress control. This study has conducted as following to propose a standard method for progress measurement in a petrochemical plant protect. Domestic and overseas plant projects are investigated variously with the applied method of progress measurement, and the deduced problem of progress measurement. And then standard method for progress measurement of engineering, procurement, construction and commissioning has been proposed according to comparison and analysis of practices in domestic & overseas plant project, procedures for progress control in the globally reputed petrochemical client, company rules and recommendation of the expert in progress control.

This research aims to investigate into Official Development Assistance (ODA), which may be regarded as assistance or aid to increase competitiveness in the overseas construction field through presenting, in the initial step of construction projects, schemes to secure financial resources to those who place orders. In this research, the present author analyzes ODA of advanced countries and S.Korea and distributes and collects questionnaires to experts in related fields in order to investigate into the current state and problems of overseas construction and ODA.
