This study is designed to examine the current status of the performance warranty systems for asphalt pavements implemented in Europe, USA, and Japan, and to review the feasibility and possibility of introducing this system into the Korean environment. For such objectives, the concept and necessity of performance warranty and the status of Korean contracting systems and overseas performance warranty systems were evaluated. In particular, the bidding systems, performance guarantee systems, and maintenance work inclusion status in the projects and warranty specifications of Europe, USA and Japan were comparatively evaluated. And methods of introducing the performance warranty system by utilizing defects liability system and design-build contracts of Korea were suggested.

In this paper, the present condition for localization of process pumps and the enhancement method of the localization ratio of process pumps for refinery and chemical plant market were studied. The market of plant industry in the world has grown rapidly since 2000. However, the profit of domestic plant EPC compaies cound not have been increased as much as the market scale because they procured most of equipment from overseas. To make remarkable profit of plant EPC companies in the petrochemical industry, localization of equipments is required. Suitable equipment for localization is process pump applied API 610 standard. An purchased amount of pumps from overseas by domestic plant EPC companies in the last two years were 230 billion won. If process pumps are localized then an profit of plant EPC project will increase.

In these days, international construction market including construction companies has much grown due to globalization and economic boom in the mid 2000's. The size of international construction market, measured with overseas revenue of 225 construction firms, has expanded 2.7 times from 2003 to 2008 according to the ENR. However, after the global financial crisis of 2008 it has faced condition of low growth. In this research, major changes of international construction market and top contractors have been studied. In this study, changes of international construction market have been analyzed in the aspect of region and product including general buildings, transportation, petroleum, etc. Then, in order to find the changes of top contractors which obtained good accomplishment, business performance of companies have been examined by the compound annual growth rate, profit margin and international revenue by comparing the data before 2008 and after. The purpose of the study is to understand major changes of international construction market. Also, strategy changes of top contractors against market stagnation, profit depreciation, high competition have been inferred through the study. The result of the study would contribute to analyzing the strategies of construction companies in international market.

우리나라의 2012년 해외건설 수주 금액은 649억 달러를 달성하였으며, 2000년대 중반 이후 해외건설 수주 금액은 증가세를 지속하고 있다. 하지만 양적인 성장과 더불어 최근에는 수익성 중심의 질적 성장에 대한 중요성도 증가하고 있다. 본 연구는 해외건설의 질적 성장을 도모할 수 있는 방안의 하나로 원가관리와 밀접한 관계가 있는 해외 플랜트 사업의 하도급 공정 관리 부문에 대한 분석을 시행하였다. 문헌조사와 FGI 기법을 통해 해외 플랜트 사업의 주요 하도급 공정 14개를 선정한 뒤에 사업 수행 경험이 있는 국내 건설기업 실무자를 대상으로 설문조사를 실시하고 그 결과를 BSA 모델을 통해 분석 및 요약하였다. 분석 결과 중요관리 요인 영역에 7개의 하도급 공정이 위치하였으며, 유지 및 관리 요인 영역에 6개의 하도급 공정이 위치하였다. 중요관리 요인 영역에 위치한 하도급 공정에 대해서는 우선적인 관리 역량 확보가 필요할 것으로 판단되며, 유지 및 관리 요인 영역에 포함된 하도급 공정은 현재의 성과도 유지를 위한 지속가능한 하도급 업체 관리 시스템이 요구된다. 본 연구에서 제시하는 하도급 공정의 관리 중요성을 바탕으로 향후 연구에서는 국내 EPC업체의 해외 플랜트 사업 수행과정에서 관리되어야 할 주요 하도급 공정을 제시하고자 한다.

최근 해외 건설시장 플랜트 분야의 수주 증대에 따라 오일 ${\cdot}$ 가스 분야의 프로젝트가 증가하고 있다. 따라서 국내 건설 산업 업체들의 해외 플랜트 사업의 경쟁력을 확보하기 위해서는 기술 경쟁력 확보, 생산성 향상, 전략적 정영 추진 등 적극적인 대처 방안 수립이 요구되고 있다. 그 중에서도 해외 플랜트 사업의 오일 ${\cdot}$ 가스 분야는 산업 경쟁력 향상을 위하여 프로젝트 수행과 관련한 EPC(Engineering Procurement Construction : 이하 EPC) 유통 정보의 활용이 더욱 요구되지만, EPC 단계별 다양한 업무에서 발생하는 유동정보 콘텐츠를 효율적으로 관리하기 위한 콘텐츠 분류체계가 제시되고 있지 못하고 있다. 그로 인하여 설계도면의 변경, 중복업무의 발생, 업무주체간의 정보 누락 등의 문제점이 발생하고, 그러한 문제점으로 인하여 생산성 저하 현상이 나타나고 있다. 따라서 본 연구는 오일 ${\cdot}$ 가스 분야의 콘텐츠 관리체계의 실무적 활용의 증대와 건설산업 정보관리의 효용성을 향상시키기 위하여 콘텐츠 관리 체계를 확립하기 위한 BPM(Business Process Management) 기반의 콘텐츠 분류 체계를 제시하고자 한다. Business Process별 요구되는 지식의 유형을 체계화하고, 콘텐츠 정보를 분석하여 산업설비 유동정보의 체계화를 정립하고자 한다.

Korea takes part in overseas business by use of accumulated advanced technology through construction of the worlds first 765kV double circuit transmission system designed with pure local technology. 'Development Study on the Power System Network Analysis in Myanmar' was received in the year 2001 and was completed in the year 2002. The following project,'Feasibility Study and Basic Designs for the 500kV Transmission System in Myanmar' has been in progress since January, 2004. With regards to this project the master plan for the Myanmar long term power system was submitted in January 2005, and now the basic designs for the 500kV transmission system construction are in progress. Technical data for the design of the transmission line is calculated using a very complex numerical formula that is almost impossible to be completed by hand. So the transmission technical calculation system was developed to calculate and support Myanmar technical data for the design of transmission line with respect to factors such as wind prossure load, tower design data conductor design data and insulator design data on the basis of weather conditions for the Myamar transmission line design area of the Myanmar 500kV trans- mission line construction basic design.

과거 중동 지역에 집중되어 있던 국내 건설사들의 해외수주가 아시아, 중남미 등 신시장으로 확대되면서 다양한 환경에 대응해야 하는 상황이 되었다. 토목, 건축 등 시공 프로젝트에서 설계, 구매, 시공, 시운전까지 일괄도급하는 EPC 플랜트 프로젝트로 그 범위 또한 넓어졌다. 이러한 상황으로 인해 이전 프로젝트에서 발생한 성공/실패사례를 수집하고 시스템화하여 새로운 프로젝트를 진행할 때 다양한 환경 변화에 대한 대응이 가능하도록 활용도를 극대화하는 것이 중요해졌다. 그러나 많은 근무자들은 자발적으로 기술과 경험을 공유하지 않는다. 이를 위해 경험이나 기술을 공유하는 문화를 만들고 체계화하는 작업이 필요하다. 이러한 문제를 개선하기에 앞서 현재 상황을 파악하고 분석하기 위해 EPC 플랜트 프로젝트를 수행하고 있는 건설사의 EPC 프로젝트 관련 부서를 대상으로 설문조사를 실시하였다. 분석 결과 설문조사 참가자 중 약 74%가 성공/실패사례의 수집 및 활용이 도움이 된다고 답하였다. 실제 사례를 수집하여 등록한 경험이 있는 인원의 비율은 약 53%, 사례를 활용하여 문제를 예방한 경험이 있는 인원의 비율은 약 39%로 성공/실패사례 시스템에 대한 근무자들의 인식 및 활용도를 파악하였다. 세부적으로 분석을 진행하였을 때 근무지, 직무, 직급, 현장 경력 등에 따라 차이가 나타났다. 본 연구를 통해 EPC 플랜트 프로젝트를 수행중인 건설사의 성공/실패사례 수집 및 활용도의 현황을 파악하였고, 이를 토대로 성공/실패사례의 수집 및 활용도 개선에 관한 연구가 진행 중이다.

국내 건설엔지니어링 시장의 침체 및 저조한 해외수주실적 등의 어려움을 타개하기 위하여 최근 고부가가치 엔지니어링 사업인 PMC 분야의 진출이 대두되고 있다. 하지만 국내 엔지니어링 업계의 미흡한 PMC 사업 경험 및 경쟁력으로 인하여 해외 PMC 시장 진입은 어려운 상황이다. 이를 극복하기 위해 본 연구에서는 국내 엔지니어링 기업관점에서 해외 PMC 시장의 경쟁력을 확보하기 위한 방안으로 국내와 해외선진기업 간의 PMC 경쟁력에 대한 인식과 역량차이를 분석하였다. 먼저 마이클 포터의 더블다이아몬드 이론을 기반으로 PMC 맞춤형 경쟁력요인을 도출하였으며, 이를 바탕으로 국내와 해외 엔지니어링 업체의 PMC 사업 전문가를 대상으로 설문조사를 실시하였다. 또한, t검정과 IPA Matrix 분석을 통하여 해외 선진업체와의 통계적 차이점과 국내 엔지니어링 산업에서 가장 우선적으로 보아야 하는 경쟁력요인을 도출하였다. 그 결과 국내 엔지니어링 기업의 PMC 경쟁력은 해외 업체와 비교하였을 때 60% 수준인 것으로 분석되었으며, PMC 실적보유조건과 발주자 대응능력 요인이 최우선적으로 보완되어야 할 것으로 나타났다. 추후 본 연구를 기반으로 국내 엔지니어링 업체들이 해외 PMC 시장을 위한 진출 전략을 수립한다면, 좀 더 효율적인 경쟁력 제고가 가능할 것으로 기대된다.

In this study, there should be a debation on the methods, such as considerations on the CM organization of skyscraper project for the client's side, process and impact factors need to be taken, and suggesting the evaluation and selection criteria, which may lead strategic decision-making by the client. Owner of the CM organizational decision to establish a variety of alternatives, the range of CM performance characteristics of the project, considering the weight and also by evaluating the effectiveness of appropriate alternative is selected. Domestic skyscraper project, decisions about the CM organization for 'S Tower' prior to the proposed decision and the criteria was applied. As a result, domestic CM/PM companies and overseas CM/PM companies were doing business as J/V, Supervision of the integration work order types showed the highest performance levels. when they ordered CM services. The project cost reduced and organizational improvements, the results of applying alternative way, improve on-site construction plans, sharing key technologies, process improvement plan could benefit from such expectations.
