  • Objectives : The purpose of this study was to develop the qualification system for training of Quality improvement professionals who work for improving patients' safety and healthcare quality. Methods : Based on the various laws and regulations, and the operational status of other professionals' qualification systems, a basic plan of professional qualification system of QI was drawn. And through meetings with QI experts, the final scheme of the concrete qualification system was developed. Results : For management of professionals's certification or qualification, fairness and reliability are important. To do this, setting the official standard, providing a standardized training program and having appropriate qualification test are required. In order to operate the qualification system strategically, 1) the introduction step, 2) dissemination and expansion step, and 3) fusing step should be considered. As a governing body for QI specialists' qualification, 'QI professionals' qualification Center (tentative)' must have the committee to assure fairness, professionalism, and reliability. In addition, 'QI Experts Certification Department (tentative)" to develop standards for the qualification tests and conduct the tests program,' QI experts Education Department (tentative name)" must be able to operate and maintain the QI training for professional qualifications. QI professional qualification exam must be taken by everyone regardless of age, gender, race, occupation, education, and work experience. The examination should include management, leadership, strategic planning and design, quality management, health care information, patient safety culture. Practical training courses can have three step programs; beginning, intermediate and special level. Conclusion : The QI qualification system need strategic approaches for the experts working for healthcare quality improvement and patient safety. It should include the program of standardized contents and test, and operating protocol of the qualificaton system.

  • Qualification includes all activities to demonstrate that a product meets and exceeds the reliability goals. Manufacturers need to spend time and resources for the qualification processes under the pressure of reducing time to market, as well as offering a competitive price. Failure to qualify a product could result in economic loss such as warranty and recall claims and the manufacturer could lose the reputation in the market. In order to provide valid and reliable qualification results, manufacturers are required to make extra effort based on the operational and environmental characteristics of the product. This paper discusses optimal interval censoring design for reliability prediction of electronic packages under limited time and resources. This design should provide more accurate assessment of package capability and thus deliver better reliability prediction.

  • Validation specifies and coordinates all relevant activities to ensure compliance with good laboratory practices (GLP) according to suitable international standards. This includes validation activities of past, present and future for the best possible actions to ensure the integrity of non-clinical laboratory data. Recently, validation has become increasingly important, not only in good manufacturing practice (GMP) institutions but also in GLP facilities. In accordance with the guideline for GLP regulations, all equipments used to generate, measure, or assess data should undergo validation to ensure that this equipment is of appropriate design and capacity and that it will consistently function as intended. Therefore, the implantation of validation processes is considered to be an essential step in a global institution. This review describes the procedures and documentations required for validation of GLP. It introduces basic elements such as the validation master plan, risk assessment, gap analysis, design qualification, installation qualification, operational qualification, performance qualification, calibration, traceability, and revalidation.

  • Flight simulators are crucial devices for aircraft piloting training and simulation, requiring regular inspections to maintain performance and operational quality. This study explores the development of an automated inspection system for flight simulators to automate quality inspections of control loading systems (CLS). While quality inspection of the control loading system (CLS) is essential for flight simulators, manual inspections are common practice. To address this, we developed an Auto Qualification Test Guide (Auto QTG) using artificial control logic and sensor data and applied it to the militarily simulator. Experimental results demonstrate that Auto QTG successfully automates quality inspections of CLS, enhancing accuracy and efficiency. This automated inspection system is expected to contribute to improving the operation and maintenance of flight simulators.

  • Due to developments in information technology and ensuing changes in the concept of time and space, the significance of national boundaries has been weakened, bringing to attention the heightened competition among nations. In order to respond to these transformations, the Korean government is increasing its efforts to raise the authenticity of the National Technology Qualification System(NTQS) by closely linking NTQS testing method and procedure to practical knowledge and skills in the industry field. This initiative is based on the recognition that the human resources development is a crucial factor in determining a nation's competitiveness. This study aimed, first of all, to diagnose the problems directly and indirectly affecting the testing method in the current NTQS. And then, differentiated solutions according to grade and improvements in the testing infrastructure were suggested. The ultimate purpose was to provide a blueprint for enhancing national competitiveness through increased authenticity and efficiency of the NTQS. Research methods applied during this study include: the collection and review of qualification-related literature; a series of conferences with leading experts; interviews with vocational educators and researchers from qualification-related institutes; a survey of national qualification holders from a variety of professions and industries; and participatory observation at qualification exam centers. This research suggested policy recommendations as follows; First, measures to improve for testing method of professional engineer Second, measures to improve for testing method of Master craftsman Third, measures to improve for testing method of Engineer, Industrial Engineer, Craftsman Fourth, plans for the establishment of operation system for a computerized testing Fifth, institutional perspective on establishing qualification infrastructure Sixth, operational perspective on establishing qualification infrastructure

  • Objectives: The purpose of this study is to provide comprehensive information of qualification systems of developed countries needed to establish our national system for QI(Quality improvement) specialists. Methods: All articles related to any applicable domestic or foreign countries' laws, operational status, and detailed programs for professional qualification system of QI were reviewed. Result: In the United States, a non-profit organization, Healthcare Quality Certification Commission (HQCC) has set the policies, procedures and standards in the field of health care quality. And qualification system of CPHQ (certified professional in healthcare quality) has been operated in order to authenticate the qualifications in the field of quality management. IBQH(international Board for quality in healthcare), a qualification system of experts in the United Kingdom, was designed to assist the qualification of professionals to improve the quality of healthcare. In addition, Health Research Center of Feinberg School of Medicine in Northwestern University has been operating Master's and doctoral degree programs in the field of the quality of care and patient safety and IHI (institute for healthcare improvement) open school was operating a professional training course related to the quality of care and patient safety. Conclusion: Quantity and complexity of information of the quality of care and patient safety have been increased. For reform of the health care system, a special training course of the expertise and leadership are needed. So far, there is no national professional certification courses in our nation. Therefore essential job skill should be acquired individually. For systematic and effective quality improvement activities, the educational and certification system with professional development model are needed.

Subjects and Operational Modules of Young Children School's teacher qualification training for kindergarten teachers and child care teachers (유치원교사와 보육교사에 대한 영유아학교 교사 자격 연수의 과목과 운영 모듈)

  • After the integration of early childhood education and child care, young children school's teacher qualification conversion training for in-service teachers is necessary. In this study, the subjects and operation modules of teacher qualification training were examined. As a result of the study, it was found that kindergarten teachers without child care teacher qualifications needed 4 subjects and 12 credits, and teachers with only child care teacher qualifications needed 14 subjects and 30 credits. As qualification training institutions, the Department of Early Childhood Education at a 4-year University, the Department of Early Childhood Education at a junior College, and the Korea National Open University were proposed. In the case of kindergarten teachers who do not have a child care teacher, it was found that they could change their qualifications through job training.

  • The National Competency Standards(NCS) has been developed a good curriculum to reflect the demand in the industry. NCS is defined as systemizing the knowledge, skill, and attitude required to perform a task in the industry. It is an effort to reduce the gap between educational requirements and occupational requirements. However, when NCS is applied, the task level is changed to the title of qualification according to the policy outcomes for the government project. And, the NCS has been emphasizing the purpose of license acquisition, rather than using the standard for tasks in the industry. It means that the misuse of NSC hinders utilizing it as the original purpose of standardizing a task. It requires the customer to study the required competency unit with a no-choice option. Moreover, it makes it hard for companies or industry autonomically run the NCS. Therefore, we define the operational range in terms of the education field, the qualification field, and the career field to diffuse and apply NCS, and suggest the effective utilization method.

  • Unconventional computer vision and image processing techniques offer significant advantages for experimental applications to shaking table testing, as they allow the overcoming of most typical problems of traditional sensors, such as encumbrance, limitations in the number of devices, range restrictions and risk of damage of the instruments in case of specimen failure. In this study, a 3D motion optical system was applied to analyze shake table tests carried out, up to failure, on a natural-scale masonry structure retrofitted with steel reinforced grout (SRG). The system makes use of wireless passive spherical retro-reflecting markers positioned on several points of the specimen, whose spatial displacements are recorded by near-infrared digital cameras. Analyses in the time domain allowed the monitoring of the deformations of the wall and of crack development through a displacement data processing (DDP) procedure implemented ad hoc. Fundamental frequencies and modal shapes were calculated in the frequency domain through an integrated methodology of experimental/operational modal analysis (EMA/OMA) techniques with 3D finite element analysis (FEA). Meaningful information on the structural response (e.g., displacements, damage development, and dynamic properties) were obtained, profitably integrating the results from conventional measurements. Furthermore, the comparison between 3D motion system and traditional instruments (i.e., displacement transducers and accelerometers) permitted a mutual validation of both experimental data and measurement methods.
