우리나라 전력계통의 물리적 및 운영 측면에서의 공급 여유력 평가 (Physical and Operational Supply Margin Evaluation of KOREA Power System)

  • Successful operation of power system under regulated as well as deregulated electricity markets is very important. This paper presents marginal power flow evaluation of KEPCO system in view point of physical and operation mode by using Physical and Operational Margins (POM Ver.2.2), which is developed by V&R Energy System Research. This paper introduces feature and operation mode of POM Ver.2.2 and then evaluates scenarios of 6 lines contingencies of 765kv of KEPCO system at peak load time on summer in 2006 you. The case study for actual 2006 year KEPCO system shows that this POM program is applicable sufficiently to KEPCO system. Futhermore, it demonstrates that it is helpful for operator's operating the system successfully by evaluating physical and operational margins quickly for various contingencies occurred in KEPCO system. Eventually, it will assist operators to operate more reliably the KEPCO system in future.

우편 물류 정보화 목표 시스템 설계에 관한 연구 (A Study on a To-Be System Design for the Operational Information System of Postal Service)

  • As facing the challenges from many competitors, the Office of Korea Postal Service has issued the fundamental plan of business renovation which includes the master plan of the information systems. In this paper we discuss the design of a to-be information system for postal service, which will be provided for the completion of the master plan. After briefly discussing the issues on developing information system and the current situation, we provide the design concept and the framework of the to-be system based on the bench marking and gap analysis with advanced systems. The to-be system consists of eight subsystems which can be grouped into three categories; intelligent systems, operational systems, and platforms. We develop detailed specification of each subsystem and provide an operational scenario. We also explain how the to-be system compatibly fits into an integrated information system, which will include the postal, banking, and management functions, to perform its ultimate role for the efficient postal service.

  • The purpose of this study is to present an evaluation model to measure the clarification level of stakeholder requirements of public sector software projects in the Republic of Korea. We tried to grasp the quality of proposal request through evaluation model. It also examines the impact of the level of stakeholder requirements on the level of system requirements. To do this, we analyzed existing research models and related standards related to business requirements and stakeholder requirements, and constructed evaluation models for the system operation concept documents in the ISO/IEC/IEEE 29148. The system operation concept document is a document prepared by organizing the requirements of stakeholders in the organization and sharing the intention of the organization. The evaluation model proposed in this study focuses on evaluating whether the contents related to the system operation concept are faithfully written in the request for proposal. The evaluation items consisted of three items: 'organization status', 'desired changes', and 'operational constraints'. The sample extracted 217 RFPs in the national procurement system. As a result of the analysis, the evaluation model proved to be valid and the internal consistency was maintained. The level of system operation concept was very low, and it was also found to affect the quality of system requirements. It is more important to clearly write stakeholders' requirements than the functional requirements. we propose a news classification methods for sentiment analysis that is effective for bankruptcy prediction model.

무기체계 운용가용도 산정 모델에 관한 연구 (A Study on an Operational Availability Computation Model for Weapon Systems)

  • 본 연구에서는 무기체계 소요기획 단계에서 목표운용가용도를 산정할 때 활용할 수 있는 운용가용도 계산 모델을 제안한다. 운용가용도 계산 모델은 체계의 운용가용도 계산에 필요한 시간요소 정의와 시간 값 추정 방법으로 구성된다. 운용가용도 계산 시간요소는 총시간과 총비가동시간 요소로 구성된다. 시간요소는 운용형태종합 및 임무유형(OMS/MP : Operational Mode Summary/Mission Profile) 요소를 기초로 정의하였다. 총시간은 전시 작전기간 혹은 평시 365일이며, 총비가동시간은 총예방정비시간, 총고장정비시간, 총행정/군수지연시간으로 구성된다. 그리고 이러한 시간요소에 대하여 무기체계 유형별 시간 값 추정 방법을 제시하였다.

  • 모든 개발 무기체계는 원활한 작전운용을 위해 임의의 시간에 정상상태로 운용될 수 있는 확률을 높이는 것이 중요하다. 종합군수지원(Integrated Logistics Support, ILS)에서는 이 확률을 운용 가용도라고 하며, 개발 과정에서 해당 수치를 정량화하여 제시한다. 무기체계의 성공적인 개발을 위해 운용 가용도를 향상시킬 수 있는 방안은 여러 가지가 있다. 그 중 하나의 방안은 자동화시험장비(ATE)를 통해 수행하는 고장정비시간을 줄이는 것이다. 최근 방산시장에서의 고객은 이러한 점을 인식하고 무기체계 운용 가용도 향상을 위한 방안을 요구하고 있다. 그러므로 이 논문에서는 자동화시험장비 운용방식을 변경하여 무기체계의 운용 가용도를 향상시킬 수 있는 방안을 제시한다. 그 구체적인 방안은 야전정비요원이 야전정비지원을 부대에서 수행할 수 있도록 하는 것이다. 이는 대상품 시험을 위한 야전정비요원의 이동시간을 줄임으로써 무기체계 총 고장정비시간(Total Corrective Maintenance Time, TCM)을 감소시킬 수 있는 효과적인 방안이다. 제안된 자동화시험장비는 기존 대비 뛰어난 정비도 및 운용 가용도를 달성할 수 있음을 입증하였다.

현업용 기상위성에 대한 주도권 다툼: 1960년 TIROS 발사 이후 (Competing for the Responsibility of the Operational Meteorological Satellite Program: After the Launch of TIROS in 1960)

  • Currently, Korea is developing a Cheollian follow-on satellite program, named as Geostationary Korea Multipurpose Satellite 2 (GK-2), which consists of two satellites. One satellite (GK-2A) is dedicated to the meterological mission, while the second one (GK-2B) hosts two main payloads for the ocean and environmental application. As GK-2A is dedicated to the meteorological mission unlike Cheollian, there have been discussions on the possibility of transferring the responsibilities of the GK-2A program to the Korea Meteorological Administration. To help resolve any consumptive disputes or to find an efficient way for the GK-2A program, the events happened after the successful launch of the first meteorological satellite TIROS-1 in the U.S. in April 1960 are investigated. With the successful demonstration of usefulness of TIROS-1 for the meteorological applications, organizations such as the Weather Bureau and the Department of Defense, responsible for the real time application of the TIROS 1 data, strongly requested for an operational meteorological satellite program which resulted in the plan for the National Operational Meteorological Satellite System (NOMSS). The plan was strongly supported by Kennedy Adminstration and was put forwarded for the new program under the responsibility of Weather Bureau to the Congress. However, the responsible Committee on Science and Aeronautics sided with NASA and requested major revision of the responsibility. Due to many unfavorable conditions, Weather Bureau accepted the requests and signed with NASA on the agreement for the operational meteorological satellite. However, with the delay of Nimbus satellite which is planned to be used for the prototype of the operational satellite and changes of the unfavorable situations, the Weather Bureau could draw a second agreement with NASA. The new agreement reflected most propositions requested by the Weather Bureau for the NOMSS plan. Until now the second agreement is regarded as the basic principles for the operational meteorological satellite program in the U.S. This study investigates the backgrounds and processes of the second agreement and its implications for the GK-2 program.

수리품목 보유수준을 고려한 ALDT 최적화 설정방안 연구 (Study on ALDT Optimal Setting Considering Retention Level of Repair Items)

  • 무기체계를 지원하는 요소들 중에 있어서 RAM 업무는 개발 초기단계에 수행되며, 무기체계의 작전요구성능과 함께 설계 관점에서 무기체계가 달성해야 할 기준으로 제시된다. RAM 업무 중 운용가용도는 전투준비태세를 보장하고 전쟁에서 승리하기 위한 군의 핵심요소로서, 무기체계 개발 단계에서 개발기준으로 사용되고 있다. 이러한 운용가용도의 요소에는 평균 고장간 시간, 평균 수리시간, 행정 및 군수 지연시간(ALDT: Administrative and Logistic Delay Time, 이하 ALDT) 등이 있으며, ALDT는 무기체계의 노후화, 정비정책 및 지리적인 특수상항에 달라지는 요소로 군의 전투준비태세를 위해 유지해야 하는 운용가용도의 핵심요소라고 할 수 있다. 개발 간 군은 운용가용도의 요소 중 ALDT, 운용 및 대기 시간 등을 제공하며, 제공시 ALDT가 단순 가정으로 제시되어 개발단계에서 설정되어 산출되는 운용가용도는 실제 운용단계에서 분석한 운용가용도와 상이하다. 따라서, 본 논문에서는 초기 전력화 기간 동안 획득한 고장정비 데이터를 의사결정계보기법을 적용하여 ALDT를 산출하였으며, 본 연구를 통해 전력화 운용기간 동안 개발시 설정한 운용가용도를 달성하기 위한 최적의 ALDT 설정 방안을 제시한다.

항공교통관리 궤적기반운용 연구 개발 동향 및 요소기술 (Research/Development Trend and Technical Enablers of Trajectory-based Operations in Air Traffic Management)

  • 본 논문은 미래 항공교통관리(Air Traffic Management, ATM)의 핵심개념으로 받아들여지고 있는 궤적기반운용(Trajectory-based Operations, TBO)에 대한 기술동향을 담고 있다. ICAO(International Civil Aviation Organization)가 발표한 ASBU(Aviation System Block Upgrade)에 기술된 TBO 운용개념을 살펴보고, 미국과 유럽에서 각각 진행 되어온 궤적기반운용에 대한 운용개념 수립과 관련 연구개발 사례들을 통해 근 미래에 실현 가능한 운용개념 및 절차를 구체화하였다. 운용개념 정리를 통해 파악된 요소기술들(technical enablers)을 간단히 소개하며, 관련된 연구개발 진행 현황을 정리하였다.

  • The need and interest for a successful operation of Information System in the defense industry have increased due to a rapid development in ICT. However, research on adderssing such increased demand has been minimal. This paper introduces a Success Model for IS in the defense field based on literature reviews, and proves the performance of the proposed model. The verification results show that the quality factors of IS have positive influence on perceived usefulness and user satisfaction. The results, as well, imply that perceived usefulness and user satisfaction improves the operational performance of IS. Therefore, this study proves that quality factors of IS increase the operational performance through perceived usefulness and user satisfaction. Through this research, the patterns of information utilization in the defense IS is understood, and the directions for improving the operational performance of IS is presented.

Development of Tunnel Asset Management (TAM) Program

  • Typical highway infrastructure systems include roadway pavement, drainage systems, tunneling, and other hardware components such as guardrails, traffic signs, and lighting. Tunnels in a highway system have provided significant advantages to overcoming various natural challenges including crossing underneath bodies of water or through mountainous areas. While only a few tunnel failure cases have been reported, the failure rate is likely to increase as these assets age and because agencies have not emphasized tunneling asset management. A tunnel system undergoes a deterioration life cycle pattern that is similar to other infrastructure systems. There are very few agencies in the United States implementing comprehensive tunnel asset management programs. While current tunnel asset management programs focus on inspection, maintenance, and operation safety, there is an increasing need for the development of a comprehensive life cycle tunnel asset management program. This paper describes a conceptual framework for a comprehensive tunnel asset management program. The framework consists of three basic phases including a strategic plan, a tactical plan, and an operational plan to provide better information to the decision makers. The strategic plan is a basic long term approach of tunnel asset management. The tactical plan determines specific objectives and the operational plan actually applies asset management objectives in practice. The information includes operational condition, structural condition, efficiency of the system, emergency response, and life cycle cost analysis for tunnel capital improvement project planning.
