Digital twins are digital replicas of objects and systems in the real world. These digital replicas in a virtual environment can be connected with smart sensors and a variety of analyses, and simulations of real-time data from these sensors enable effective the operation, rapid feedback, and future predictions of real world phenomena. Until now, digital twins have been adopted and used mainly in the field of manufacturing, especially for smart factories. As digital twins are expected to be useful not only for productivity improvement but also for social problem solving, it is predicted that they will be extended to other fields such as those of transportation and cities. Digital twins will especially help realize smart cities through real-time monitoring, operation, and predictions using virtual digital twin cities. This paper summarizes the trends in digital twins for smart cities, the concept of digital twins, their application to smart cities, the strategies of various countries, and the development status of companies.

세계의 도시들은 빅데이터, 사물인터넷 등 정보통신기술을 이용해 도시의 많은 문제들을 해결하므로 지속가능한 행복도시를 만들고자 스마트시티 개발을 서두르고 있다. 하지만 국내 스마트시티와 스마트도시인증제도에서는 플랫폼 위주의 하드웨어 인프라에 초점을 두고 정보보안 측면을 우선적으로 고려하여 구축·인증하고 있다. 스마트시티 운영을 위한 개인정보보호 측면의 정책연구를 통하여 개인정보가 포함된 빅데이터의 유출 위험에 대한 대응 체계가 필요한 상황인 것이다. 본 논문에서는 스마트시티 속 개인정보의 종류와 스마트시티 구축 및 운영에 따른 문제점 및 현행 스마트도시법과 개인정보보호 관리체계의 한계점을 분석한다. 해결방안으로 스마트시티 분야 개인정보보호 관리체계 모델을 제시하고, 이를 통한 개인정보보호 강화방안에 대하여 제안해 보고자 한다. 본 논문의 관리체계 모델을 국가 스마트시티 시범도시와 실증도시, CCTV 통합 관제센터에 적용·운영하므로 시민들의 개인정보를 안전하게 관리할 수 있을 것으로 기대한다.

Smart pole is one of mega trend in smart city development. It has multi-function to get as much as data from the street to better city management. And smart street lighting of smart pole as core part of smart city development is being implemented by many cities in globally. Refer to the latest edition of Navigant Research's Smart City Tracker includes smart city projects in 221 cities, a quarter of which are deploying smart street lighting ranging from initial pilots to citywide and regional deployments that span tens and even hundreds of thousands of lights. The most important feature of smart street lighting solution is "Connectivity" through the IoT technology. In order to implement the smart city, we should have so-called intelligent watchdog and mesh networked post for keeping the various smart city technology development progress and operation properly. Smart street lighting solution could be main infrastructure as an enabler for a range of smart city applications. We can talk about the expected role of smart street lighting for the smart city development on this paper.

본 연구는 72개 지자체의 74개 스마트시티 조례를 대상으로, 지자체 스마트시티 조례의 방향성을 확인하고자 토픽모델링을 활용하여 조례의 주요 키워드를 확인하고, 조례의 키워드에 따른 주제분류를 진행하였다. 분석결과 주요 키워드는 스마트도시위원회의 구성 및 운영에 관한 키워드가 조례 내에서 높은 빈도를 보였다. 조례에 대한 토픽모델링 Latent Dirichlet Allocation(LDA) 분석결과 관련 키워드에 따라 총 8개의 주제로 분류할 수 있었다. 구체적으로 주제-1(스마트시티 추진사항 보안), 주제-2(스마트시티 산업진흥), 주제-3(스마트시티 주민협의체 구성), 주제-4(스마트시티 추진체계 지원), 주제-5(개인정보 관리), 주제-6(스마트시티 데이터 활용), 주제-7(지능정보화 행정구현), 주제-8(스마트시티 홍보) 등으로, 주제의 비중은 주제-6, 주제-4, 주제-1 등의 순으로 나타났다. 권역별 주제분류는 수도권은 주제-5, 주제-6, 주제-8 의 비중이 높았고, 지방권은 주제-2, 주제-3, 주제-4의 비중이 높아 수도권은 스마트시티의 실질 운영 관련 주제가 높았고, 지방권은 스마트시티 추진을 위한 준비단계 관련 주제 비중이 높았다.

Smart City operates with the purpose of solving urban problems. The important thing in smart city operation is that spatial information must be managed at a high level. In addition, it has the characteristics of being managed by one platform. This study presented the core value dimension of smart city based on analysis of various domestic and overseas smart city operation cases. Smart cities are basically operated based on spatial information, and the higher the level of spatial information, the more smart city services can be connected and managed in an integrated manner. The performance dimension of smart city core values presented in the study includes prosperity, personalization, convenience, accuracy, sustainability, safety, environment, integration, etc., and there is a connectivity dimension, a concept that can be managed in an integrated manner. This study will be useful for empirical research on smart city performance dimension design and surveys based on case studies. It will also help field managers who develop, operate, and manage smart cities when quantifying performance dimensions.

The concept of smart city is understood as an indispensable component of urban regeneration projects in small cities in terms of providing a better urban environment and efficient living systems with a limited budget. Recently, the Korean government revised the law that related to the construction of the smart city and started to implement the smart city concept not only to new-large urban development but also to small-existed regeneration projects. However, it is difficult for small and medium-sized cities that are suffering from the insufficient professional workforce; knowledge supports for high-tech and lack of professional networks to proceed smart city planning and project that containing regional characteristics. This paper aims to examine the effective way of urban regeneration for small and medium-sized cities through smart city planning and strategy. As an important case, this paper looks at the 'Smart City Challenge' competition that was hosted by the US Department of Transportation in 2015. It examines the background and operation process of the smart city challenge competition, and then analyses each city's strategy and characteristics of seven finalists. This paper highlights the several key lessons to Korean cities: 1) the importance of national government's support in financial and professional resources; 2) the cooperation with local governments and IT corporations which provides realistic and detailed technical solutions; 3) the holistic and integrated approach to urban regeneration starting from transportation issues; 4) the necessity of the government's clear visions and guidelines toward the smart city.

스마트 시티는 정보통신기술의 혁신과 도시 생활의 질 향상을 추구하는 현대 도시 계획의 산물이다. 스마트 시티의 효율적인 운영을 위해서는 실시간 수집되고 저장 및 처리되는 데이터가 핵심자원이다. 따라서 다양한 분야에서 수집되는 스마트 시티의 데이터는 안전하게 관리되어야 하며, 개인정보보호가 무엇보다 중요하다. 본 연구에서는 스마트 시티의 데이터를 안전하게 관리하기 위하여 블록체인 기술을 이용한 스마트 시티 데이터 보안 모델을 제안하였다. 제안 모델은 블록체인 네트워크에 IPFS를 통합하여 데이터를 분산 저장함으로써 데이터의 기밀성과 무결성을 확보하고, CP-ABE를 이용하여 데이터를 암호화하여 사용자로부터 데이터의 접근제어가 효율적으로 수행되도록 하였다. 또한 데이터 접근 제어 정책과 동형 암호를 사용함으로써 데이터의 활용성을 강화하면서 프라이버시를 보장하도록 하였다.

Stage-Gate 프로세스는 신제품을 아이디어에서 출시로 옮기기 위한 개념 및 운영 모델로, 다양한 신제품 개발 및 연구개발사업에 적용되고 있다. Stage-Gate는 신제품을 시장에 출시하는 것을 목표로 하는 시장 지향적 모델이므로, 대구광역시와 시흥시를 대상으로 실증사업을 진행 중인 스마트시티 혁신성장동력 프로젝트의 운영·관리에 적절히 도입 및 응용 가능하다. 또한 스마트시티는 다양한 혁신 기술 간 융·복합적 특성을 갖는데, Stage-Gate 도입 시, 이를 세분화하여 연구 기관별 성과물 중심의 성과 관리가 가능해진다. 따라서 스마트시티 혁신성장동력 프로젝트(NSSCP: National Strategic Smart City Program)는 국가연구개발사업 최초로 투자 효율성 제고와 연구 성과의 품질 향상, 성공적인 실증 및 사업화를 위하여 Stage-Gate를 적용하였다. 본 논문은 State-Gate 도입 1~2차년도 운영 결과를 검토하고 전문 기관, 연구 기관, 관문심사위원의 의견을 분석하여 향후 차년도 평가체계 운영과 타 연구과제에 적용을 위한 보완 및 개선사항을 제시하였다. Stage-Gate 방법론에 과도하게 몰입되어 경직된 운영에 따른 비효율을 경계하고 해당 사업의 실정에 최적화하여 운영한다면, 스마트시티의 융복합·다학제적 특성에 맞게 성과물 유형에 따른 유연한 평가가 가능할 것으로 기대된다.

In this paper, we introduce a smart city-cyber-security-grid-matrix methodology, as a result of research on overall cyber security of smart cities. The identified cyber security risks that threaten smart cities and smart-city-cyber-security-threat list are presented. The smart-city-cyber-security-requirements necessary to secure the smart city cyber security with the developed smart city-cyber-security-grid-matrix are given in this paper. We show how the developed smart city-cyber-security-grid-matrix methodology can be applied to real world. For it, we interlocked the developed smart city-cyber-security-grid-matrix methodology with the cyber-security-framework of the National Institute of Standards and Technology, and developed a framework-based smart city-cyber-security-grid-matrix. Using it, it is easy and comfortable to check the level of cyber security of the target smart ciy at a glace, and the construction and operation of the smart city security system is systematized.

제4차 산업혁명시대의 거주와 삶의 공간이 될 스마트 도시의 구현을 위해서는 거주민의 생활 정보, 건축물 및 시설물 정보 등 구체적이고 민감한 정보가 실시간으로 수집 처리 될 수밖에 없다. 발전하는 도시 기능과 개인 삶의 편의성이 높아지는 반면 개인정보의 노출 및 유출의 위협성도 동시에 높아 질 수밖에 없는 상황이다. 따라서 스마트 도시의 설계단계, 지능정보 기계설비의 기술개발 및 운용 기획단계에서부터 사전적 개인정보보호 설계 개념이 반영 되어야 한다. 이러한 측면에서 본 연구는 '개인정보보호 적용설계(Privacy by design)'개념의 정책화와 적용을 위한 연구를 수행 하였다. 연구 분석 결과를 보면 제도적인 측면, 산업적 측면 그리고 기술적 측면에서 이미 개인정보보호 적용설계(PbD)의 개념을 도입할 수밖에 없는 상황에 이르렀다. 실제로 이러한 현상은 유럽과 미국 등의 사례를 통해 확인할 수 있었다. 이에 우리나라 역시 스마트 도시의 경쟁력을 강화하기 위해서 스마트 도시의 핵심전략인 데이터 기반 경제를 확보하기 위한 전략으로 개인정보보호 적용설계(PbD)를 적극도입 해야함을 본 연구는 강조하였다. 이에 본 연구는 개인정보보호 적용설계(PbD)의 기본 속성이 반영된 법제 개선과 기술개발지원이 필요함을 정책제안으로 제시하였다.
