The purpose of this study is to explore the improvement method of the emergency safety system as a social protection scheme for the elderly living alone with severe disabilities. The study was conducted by randomly choosing three regions in the metropolitan area (Jongno-gu, Seoul), the small-medium city (Yongin-si, Gyeonggi-do) and the rural area (Geochang-gun, Gyeongsangnam-do) among 17 cities and counties nationwide. The study method is based on the interview form of the structured questionnaires with city officials, county officials, and center operators. According to the results of the interview analysis, it was recognized that there was a need for an emergency safety system for the elderly living alone with severe disabilities. In spite of this necessity, there were problems about publicity for the discovery of victims of the blind spot in welfare, about inconvenience due to frequent malfunctions of the emergency equipment, about insufficient awareness of the security of the emergency officials and about supply and demand of manpower for 24-hour monitoring service. In order to improve the effective operation of the emergency safety system, it was the most urgent issue to formulate the legislation for responding to the crisis management of the vulnerable. A suggestion of this study is to build a safety system in which one-stop service is provided for the realization of compact welfare through the establishment of a MOU for linkage with community organizations, the full inspection of emergency equipment to solve safety equipment malfunction problems and the manpower supplement for 24-hour monitoring.
Credit Guarantee scheme is one of the most effective tools for the small business policy. The performance analysis on domestic institution level is relevant in terms of various factors of assisting tools factor. This study measured comparative global efficiency by DEA model and Super-efficiency model among 70 credit guarantee institutions in Japan, Taiwan, and Korea who are operating the schemes. At the result of the analysis, Korean credit guarantee institutions are comparatively efficient than Japanese institutions, and the DMU shows moderate in operation efficiency. The Super-efficiency ranked by Hiroshima, Taiwan SMEG, Pusan, Chiba, Shizuoka, Ulsan, and KOTEC. Most of the Credit Guarantee Institutions showed increasing returns to scale, and it indicates increasing input strategy. The statistical difference of efficiency level in Japan and Korea shows very meaning numbers. This research suggest that (1)Periodical Analysis are needed on Japanese Schemes, (2)The analysis on the impact of credit guarantee scale to the national economy and SME policy, (3) Analysis on the conclusive factors of the efficiency, (4)The policy direction has to be made by inefficient factor analysis, (5) The measurement tools of efficiency of the schemes in various aspects.
Since the Ming Castle located in Nanjing was designated by the Government of China as a cultural property in 1988, the Nanjing city government has been conserving the castle according to its plan and thus restoring the historical and cultural values of Nanjing. The project is still in progress, and in this regard, a series of logistics have formulated and a lot of discussions have taken place. Likewise, Korea has been carrying out multidirectional policies to conserve and utilize castles lying throughout the country, appreciating the historical and cultural resources of castles lying throughout the country, and at the same time gets down to designation as the World Heritage. This study focused on how Nanjing, not only a castle city but also a historical city, had established a principle and legal foundation regarding the protection of the Ming Castle, especially on how the problems, which might continually arise in a process where a scheme reached a working stage, had been solved. The problem-solving process is expected to have great implications for Korea in a similar situation. Hereat, this study analyzed the project plans formulated seasonally and gathered data on practical operation by conducting interviews with hands-on workers. The results showed that Nanjing had carried out policies to utilize the castles as tourism resources by harmonizing cityscape and ecological environment, but that it well conserved castles without damaging cultural assets. The stereoscopic protection system for the Ming Castle, based on the consideration of historical and cultural environments, may provide practical and useful data for Korea's administration mapping out for a castle conservation policy and designation as the UNESCO World Heritage.
Where is a better place to live? In the coming era, this should be more than simply a livable place. It should be an adaptable place that has a flexible system adaptable to any new situation in terms of diversity. Customization and real-time operation are needed in order to realize this technologically. We expect a smart city to have a flexible system that applies technologies of self-monitoring and self-response, thereby being a promising city model towards being a better place to live. Energy demand and supply is a crucial issue concerning our expectations for the flexible system of a smart city because it is indispensable to comfortable living, especially city living. Although it may seem that energy diversification, such as the energy mix of a country, is a matter of overriding concern, the central point is the scale of place to build grids for realizing sustainable urban energy systems. A traditional hard energy path supported by huge centralized energy systems based on fossil and nuclear fuels on a national scale has already faced difficult problems, particularly in terms of energy flexibility/resilience. On the other hand, an alternative soft energy path consisting of small diversified energy systems based on renewable energy sources on a local scale has limitations regarding stability, variability, and supply potential despite the relatively light economic/technological burden that must be assumed to realize it. As another alternative, we can adopt a holonic path incorporating an alternative soft energy path with a traditional hard energy path complimentarily based on load management. This has a high affinity with the flexible system of a smart city. At a system level, the purpose of all of the paths mentioned above is not energy itself but the service it provides. If the expected energy service is fixed, the conclusive factor in choosing a more appropriate system is accessibility to the energy service. Accessibility refers to reliability and affordability; the former encompasses the level of energy self-sufficiency, and the latter encompasses the extent of energy saving. From this point of view, it seems that the small diversified energy systems of a soft energy path have a clear advantage over the huge centralized energy systems of a hard energy path. However, some insuperable limitations still remain, so it is reasonable to consider both energy systems continuing to coexist in a multiplexing energy system employing a holonic path to create and maintain reliable and affordable access to energy services that cover households'/enterprises' basic energy needs. If this is embodied in a smart city concept, this is nothing else but smart energy inclusion. In Japan, following the Fukushima nuclear accident in 2011, a trend towards small diversified energy systems of a soft energy path intensified in order to realize a nuclear-free society. As a result, the Government of Japan proclaimed in its Fifth Strategic Energy Plan that renewable energy must be the main source of power in Japan by 2050. Accordingly, Sony vowed that all the energy it uses would come from renewable sources by 2040. In this situation, it is expected that smart energy inclusion will be achieved by the Japanese version of a smart grid based on the concept of a minimum cost scheme and demand response.

In a methodological approach to improve the processing performance of modulo exponentiation which is the primary arithmetic in RSA crypto algorithm, we present a new RSA hardware architecture based on high-radix modulo multiplication and CRT(Chinese Remainder Theorem). By implementing the modulo multiplier using radix-16 arithmetic, we reduced the number of PE(Processing Element)s by quarter comparing to the binary arithmetic scheme. This leads to having the number of clock cycles and the delay of pipelining flip-flops be reduced by quarter respectively. Because the receiver knows p and q, factors of N, it is possible to apply the CRT to the decryption process. To use CRT, we made two s/2-bit multipliers operating in parallel at decryption, which accomplished 4 times faster performance than when not using the CRT. In encryption phase, the two s/2-bit multipliers can be connected to make a s-bit linear multiplier for the s-bit arithmetic operation. We limited the encryption exponent size up to 17-bit to maintain high speed, We implemented a linear array modulo multiplier by projecting horizontally the DG of Montgomery algorithm. The H/W proposed here performs encryption with 15Mbps bit-rate and decryption with 1.22Mbps, when estimated with reference to Samsung 0.5um CMOS Standard Cell Library, which is the fastest among the publications at present.
For measuring the performance of passive sonars, we usually consider the maximum Detection Range (DR) under the environment and system parameters in operation. In shallow water, where sound waves inevitably interacts with sea surface or bottom, detection generally maintains up to the maximum range. In deep water, however, sound waves may not interact with sea surface or/and bottom, and thus there may exist shadow zones where sound waves can hardly reach. In this situation, DR alone may not completely define the performance of each sonar. For complete description of sonar performance, we employ the concept 'Robustness Of Detection (ROD)'. In the coastal region of the East Sea, the spatial variations of water masses have close relations with DR and ROD, where the two parameters show reverse spatial variations in general. The spatial and temporal analysis of the temperature by employing the Empirical Orthogonal Function (EOF) shows that the 1-st mode represents typical pattern of seasonal variation and the 2-nd mode represents strength variations of mixed layers and currents. The two modes are estimated to explain about 92 % of the variations. Assuming two types of targets located at the depths of 5 m (shallow) and 100 m (deep), the passive sonar performance (DR) gives high negative correlations (about -0.9) with the first two modes. Most of temporal variations of temperature occur from the surface up to 200 m in the water column so that when we assume a target at 100 m, we can expect detection performance of little seasonal variations with passive sonars below 100 m.

A new SRAM circuit with row-by-row activation and low-swing write schemes is proposed to reduce switching power of active cells as well as leakage one of sleep cells in this paper. By driving source line of sleep cells by $V_{SSH}$ which is higher than $V_{SS}$, the leakage current can be reduced to 1/100 due to the cooperation of the reverse body-bias. Drain Induced Barrier Lowering (DIBL), and negative $V_{GS}$ effects. Moreover, the bit line leakage which may introduce a fault during the read operation can be eliminated in this new SRAM. Swing voltage on highly capacitive bit lines is reduced to $V_{DD}-to-V_{SSH}$ from the conventional $V_{DD}-to-V_{SS}$ during the write operation, greatly saving the bit line switching power. Combining the row-by-row activation scheme with the low-swing write does not require the additional area penalty. By the SPICE simulation with the Berkeley Predictive Technology Modes, 93% of leakage power and 43% of switching one are estimated to be saved in future leakage-dominant 70-un process. A test chip has been fabricated using $0.35-{\mu}m$ CMOS process to verify the effectiveness and feasibility of the new SRAM, where the switching power is measured to be 30% less than the conventional SRAM when the I/O bit width is only 8. The stored data is confirmed to be retained without loss until the retention voltage is reduced to 1.1V which is mainly due to the metal shield. The switching power will be expected to be more significant with increasing the I/O bit width.

The purpose of this research is to share the experience of reflective practice of a Home Economics teacher professional learning community(PLC) operator and to share better suggestions through reflection on PLC operation. All conversation in the 18 sessions of the PLC totally from May 31st 2013 to May 19th 2014 was recorded and transcribed. All materials of PLC activity were qualitatively analysed. Its themes were grounded on its coding and categorization scheme. Findings and conclusions of this study are as followings. The experience of learning the PLC for a year has found that it is the power to keep the PLC alive: courage and anxiety to face anxiety and anxiety about new challenges, the importance of theme selection, a teacher with a reckless challenge, shares of becoming a leader. Through reflection, I learned that concerns require attention to other teachers and the need for a 'New Round' for ongoing meetings. I, as a operator, did not fully consider participant's different interest as well as a program for a new round due to the lack of management experience. It led to the low participations in latter sessions of PLC. Suggestions are put as solutions to improve these problems; (1) grouping participants by school levels when collecting participants, (2) setting operation period and program applying participants' opinions, and (3) operating short-term PLC with certain themes to immerse reaching goal and satisfaction in short time.
Local autonomy of Korea's lower-level local council has been reinstated following elections last March for the first time in thirty years. Last June, we had elections for the upper-level local council. Mayors, governors, and administrative chiefs of cities, provinces and other local government bodies are slated for elections in the first half of next year. The impacts of local autonomy are taking effect in not only the political sphere, but also the administrative and economic spheres. In fact, it seems that some modification of all economic policy making and administration is inevitable. Since the initiation of local autonomy, in order to make the economy work more efficiently, it has become quite important to examine the impact of local autonomy on the national economy. The areas of local autonomy include independent legislative power, administrative power, organizational power, and most important of all, the independent public financial power of the local governments. The purpose of this paper is to examine the effects of local autonomy on the national economy and ways of enhancing the role of local public finance to facilitate settlement and development of the local autonomy system. Local autonomy will contribute to the continuous growth of our economy, allow balanced development, and generate greater efficiency. However, local autonomy can also incur economic costs causing at times short-term price instability, inefficient resource allocation, through tax competition and tax exporting, and insolvency of local government due to abusive fiscal operation. To reduce these side effects, different alternatives must be considered. Local autonomy systems generally provide more efficient resource allocation than centralization. But in the model used in Chapter 3 of this paper, the relative efficiencies of both local autonomy and centralization are determined by comparing the elasticity of substitution between national public goods and local public goods. If the elasticity of substitution is bigger than one, centralization provides a more efficient resource allocation. The development of local autonomy could be attained through democratization of the local public finance system including the following three propositions. I) The independence of public financial power of local governments should be established over central government. Furthermore, a democratically operated scheme of intergovernmental fiscal coordination is especially necessary. 2) In the operation of local finance, direct democracy is needed to induce the voluntary participation of local residents. The residents can take part in planning both the local budget and the development of the community. To attain this goal, all the results of local finance operations should be made public. 3) Among economic ill-effects of the local autonomy system, the most serious one is the possibility of insolvency of local governments. Therefore, measures to limit abusive spending by the local governments should be introduced, such as the fiscal restraints system adopted in the United States.
