  • The purpose of this paper is to seek out the problems influencing on the operation of Institution Evaluation(IE) in Korea and suggest a better way for the evaluation based on the findings, expecially focusing on Government Research Institute(GRIs) in the field of Science and Technology. Unlike previous studies on IE of GRIs, this research is more oriented toward actual practices than design and theories of IE. Three categories are 1) purely system aspect, 2) system-operation aspect, and 3) environmental aspect. These three categories are classified into eight sub-categories: 1) the legal support and the legally enforceable provision, 2) the target area of evaluation, 3) the means and process of evaluation, 4) the criteria and indices for evaluation, 5) the expertise of evaluators, 6) the use of evaluation findings, 7) GRIs' support for IE, and 8) public support for IE. Summing up the findings of this study, the main factors that hamper the successful operation of the existing IE of GRIs in the field of Science and Technology was illuminated and the better way for the operation of IE was suggested.

  • Recently, the long-term operation of a nuclear power plant beyond its licensed term has become a worldwide trend as long as the safety of the plant is maintained in the extended period. Kori Unit 1, the oldest PWR in Korea, is the foremost example of this type of long-term operation in Korea. Comprehensive technical evaluation of the long-term operation of this plant was completed to confirm the overall safety of the plant. The technical evaluation included a review of PSR results, an assessment on aging management programs and time limited aging analyses, and a statement of radiological impact on the environment. Based on all of the results of the technical evaluation activities, Kori Unit 1 was approved to operate for an additional 10 years beyond its original design life of 30 years.

  • This study attempts to develop indices in order to make an objective and effective evaluation of achievements in the first stage of operation of the Rural Village Development Project(RVDP) (the first 3 years of its operation). The results are as follows 1. Evaluation purposes are expansion of income-generating bases, improvement of living environments, strengthening of village's competence and establishment of an effective project's management system. 2. Evaluation items for the first three evaluation purposes, which are income-generating bases, improvement of living environments and strengthening of village's competence, are record of performance and substantiality in project's operation, results from operation, and capability in managing the project. Those for establishment of an effective project's management system are participation of habitants and the projects's management system. 3. As this study aims to develop the indices which can evaluate the state of operation in the interim of the project's operation and outcomes generated by then, the evaluation indices are selected by considering those criterions of representativeness, accessibility, usefulness and reliability. 4. As the indices developed in this study efficiency evaluate the process of project's operation and thus evaluate basically the project's operation on the basis of its efficiency. But, considering the purposes of the RVDP, it is included for the overall project's management system and plans for managing activities of the project to be evaluated on the basis of effectiveness.

  • Special subject archives in different fields have been established and the related studies have been constantly made so far, but no evaluation index reflecting the characteristics of the archives has yet been developed. Thus, this study intends to develop a draft of the special subject archive operation evaluation index through literature research and propose the special subject archive operation evaluation index through a Delphi survey. A Delphi survey was conducted thrice, with 10 persons in charge of archiving thematic archives in 5 fields. Finally, a special subject archive operation evaluation index consisting of 4 evaluation categories, 10 evaluation items, and 28 detailed items was proposed. This study is significant because it was the first in Korea to develop and propose an operation evaluation index for special subject archives.

  • Objectives: The purpose of this study was to develop operation management evaluation standards for efficient operation of practical courses conducted on campus and to verify validity and reliability. Methods: The draft evaluation criteria of this study were derived based on the CIPP program evaluation model, in order to verify the validity of the content, the Delphi survey was conducted targeting 30 dental hygiene professors and clinical field dental hygienists who had been in charge of practical education for more than 5 years. Main survey was conducted with 252 professors and clinical field dental hygienists in charge of practical education. Results: Through exploratory factor analysis, a total of 36 questions were confirmed with 7 factors. As a result of verifying the internal consistency of the final evaluation criteria, the degree of internal fit of the items in the entire domain was 0.914. Conclusions: According to the above results, the validity and reliability of the evaluation criteria for evaluating the operation and management of in-school clinical practice were verified to be appropriate, and it is thought that it can be used in follow-up studies related to the operation and management of the practice course in the future.

  • The purpose of this study is to present an evaluation model to measure the clarification level of stakeholder requirements of public sector software projects in the Republic of Korea. We tried to grasp the quality of proposal request through evaluation model. It also examines the impact of the level of stakeholder requirements on the level of system requirements. To do this, we analyzed existing research models and related standards related to business requirements and stakeholder requirements, and constructed evaluation models for the system operation concept documents in the ISO/IEC/IEEE 29148. The system operation concept document is a document prepared by organizing the requirements of stakeholders in the organization and sharing the intention of the organization. The evaluation model proposed in this study focuses on evaluating whether the contents related to the system operation concept are faithfully written in the request for proposal. The evaluation items consisted of three items: 'organization status', 'desired changes', and 'operational constraints'. The sample extracted 217 RFPs in the national procurement system. As a result of the analysis, the evaluation model proved to be valid and the internal consistency was maintained. The level of system operation concept was very low, and it was also found to affect the quality of system requirements. It is more important to clearly write stakeholders' requirements than the functional requirements. we propose a news classification methods for sentiment analysis that is effective for bankruptcy prediction model.

  • The purposes of this study were to develop the standard indicators to evaluate the food and nutrition systems in hospitals and to test the validity of those items scientifically. The results were as follows: First, the conceptual validity was examined with recognition degrees of importance from the hospital nutrition department managers. All of the hospital nutrition department's operation evaluation standards and the indicators' conceptual validity tested were in the range of 3.71~4.93 out of 5.0, and the mean score was 4.36. Therefore, the conceptual validity was verified. Second, to verify the factor validity of the items of the standards and indicators for the hospital nutrition department's operation evaluation, the standards and indicators were analyzed as key-factors. Key-factor analysis after vertical rotation showed that four factors appeared and were composed of (a) facilities management, (b) sanitation management, (c) operation & foodservice management, and (d) nutrition management. Third, the reliability of the standards and indicators for the hospital nutrition department's operation evaluation was analyzed and resulted in a score of 0.98, which showed good internal consistency. Fourth, the discriminative power of each item of the standards for the hospital nutrition department's operation evaluation was tested by checking the differences between groups with first quartile and forth quartile of total evaluation scores. The indicators having low distinction power were modified into obligatory items or eliminated for better differentiation.

  • The foodservice industry is changing more and more from on-site foodservice management to contract foodservice management. However there are differences according to the level of management and operation of contract foodservice management company (CFMC). The necessity of certification on CFMC is increasing to enable fair discrimination of CFMC among most clients that want to contract with CFMC. This study was performed to identify the foodservice operation evaluation model's criteria items for certifying CFMC. The analysis research methods included literature review, content analysis, individual interview, Delphi technique, and brain storming. First, the following infrastructure items were prepared in the contractor's viewpoint: procurement, transparency of operation, menu development and operation system, nutrition service system, professional employee education, sanitation andsafety management system, customer satisfaction system, facility system, management information system (MIS), business and economics. Second, the evaluation criteria required by the contractor on the client's view point was similar to school foodservice, hospitalfoodservice, and business andindustry foodservice except extraordinary items of field. Third, evaluation criteria and detail categories and items were identified such as financial focus, customer focus, process focus, human focus, and renewal and development by grafting on intellectual capital evaluation methodology for CFMC.
