A Study on the Extension of Archival Information Service Based on Linked Open Data in the Presidential Archives (Linked Open Data기반 대통령기록관 기록정보 서비스 확장에 관한 연구)

  • The Presidential Archives preserve and manage the president's records and archives, which accounts for the social and governmental operations during the president's term of office. However, search systems and online contents provided by the Presidential Archives are difficult to use. This study proposed an LOD-based archival information service for the comfort of users. The proposed service has a better extension of archival information service contents from President Roh's term. The provision of details is divided into three steps: first step sets up the establishment methods, second step creates ontological design, and third step converts it to RDF and connects to other institutions. Through the process, this study suggests an extension of archival information service in the Presidential Archives.

  • In 2012, the International Council on Archives(ICA) distributed AtoM public release, an archival description software based on web, for free to support small archival institutions. The purpose of AtoM project was to let a single or multiple repositories describe archival materials based on ICA descriptive standards and access via a web browser. The value of AtoM project is to promote actual business experience by sharing technical expertise and form active community between users and developers. Recently, there is a growing interest in open source software in the field of domestic record management. This interest is to not only reduce cost, but to escape technology dependencies and to address requirements on the field. The critical mind of this study lies in the fact that there is no practical methodology to establish AtoM system. Even when using AtoM itself, basic tasks such as the migration of the existing data or the improvement of user interface are required. That is why this study suggests the process and methodologies to establish and customize archival information system based on AtoM software.

Study on Efficient Digital Archive Workflow and Metadata Representation for Image Data Management (이미지 자료의 관리를 위한 효율적인 디지털 아카이브 워크플로우와 메타데이터 표현에 관한 연구)

  • As the amount of information increases explosively with the development of society, the need for a digital archive has emerged in order to maintain information efficiently. There is a current standard of digital archive is OAIS(Open Archival Information System) reference model. OAIS reference model is mainly interested in long-term preservation and concerned about comprehensive content. This paper propose digital archive workflow that is used not only for long-term preservation but also for the efficient utilization with the image data. The OAIS reference model and the metadata standard should be added surge information to build a digital archive. Therefore we propose metadata model should be managed based on multi-level classes not only for effective digital image archive but also for utilization.

A Disk-based Archival Storage System Using the EOS Erasure Coding Implementation for the ALICE Experiment at the CERN LHC

  • Korea Institute of Science and Technology Information (KISTI) is a Worldwide LHC Computing Grid (WLCG) Tier-1 center mandated to preserve raw data produced from A Large Ion Collider Experiment (ALICE) experiment using the world's largest particle accelerator, the Large Hadron Collider (LHC) at European Organization for Nuclear Research (CERN). Physical medium used widely for long-term data preservation is tape, thanks to its reliability and least price per capacity compared to other media such as optical disk, hard disk, and solid-state disk. However, decreasing numbers of manufacturers for both tape drives and cartridges, and patent disputes among them escalated risk of market. As alternative to tape-based data preservation strategy, we proposed disk-only erasure-coded archival storage system, Custodial Disk Storage (CDS), powered by Exascale Open Storage (EOS), an open-source storage management software developed by CERN. CDS system consists of 18 high density Just-Bunch-Of-Disks (JBOD) enclosures attached to 9 servers through 12 Gbps Serial Attached SCSI (SAS) Host Bus Adapter (HBA) interfaces via multiple paths for redundancy and multiplexing. For data protection, we introduced Reed-Solomon (RS) (16, 4) Erasure Coding (EC) layout, where the number of data and parity blocks are 12 and 4 respectively, which gives the annual data loss probability equivalent to 5×10-14. In this paper, we discuss CDS system design based on JBOD products, performance limitations, and data protection strategy accommodating EOS EC implementation. We present CDS operations for ALICE experiment and long-term power consumption measurement.

  • Russian State Historical Archive (Rossiiskii gosudarstvennyi istoricheskii arkhiv - RGIA) received its present name in June 1992, and before 1961 was known as TsGIA. RGIA holds the major records of high-level and central state and administrative institutions and agencies of tsarist Russia from the eighteenth century to 1910s (except the records of the Army, Navy, and the Ministry of Foreign Affairs), as well as fonds of social organizations, institutions, and individuals of prerevolutionary Russia. The main goal of this article is to assist understanding russian principle on arrangement and classification archives with its historical development focusing on one of the biggest historical archive in Russia. The primary set of historical records in RGIA remain arranged in 3-steps classification system: fond (collection) -- opis' (inventory) -- delo (file). In this general survey of RGIA author offers detailed information on the collection of archives and the system for classification of its huge amounts of primary sources in connection with influence upon historical studies. Despite the general economic crisis Russian archives are struggling to keep their doors open for public research and are exerting their energies in present electronic information to scholars and other researchers from throughout the world. The result, however, is not rewarded enough, considering the effort involved.

  • 디지털화의 눈부신 발전으로 인해 대부분의 기록물들은 종이 위주의 생산방식에서 전자문서방식으로 패러다임이 변하고 있다. 이에 따라 정부적인 차원에서 이러한 전자문서에 대한 장기보존에 대한 연구가 요구되고 있으며, 이미 많은 국가에서 표준을 정의하여 기록물에 대한 장기보존 기법에 대한 연구가 활발하게 진행되고 있다. 이들 시스템의 대부분은 IS014721 표준으로 지정된 디지털 객체의 장기보존을 위한 참조모델인 OAIS(Open Archival Information System) 정보패키지 개념으로 사용한다. 이 정보패키지 방법은 보존하고자 하는 콘텐츠에 메타데이터를 두어 콘텐츠와 함께 인캡슐레이션을 함으로써 보존 및 활용을 가능하게 해준다. 그러나 기존에 연구는 장기보존에 관한 시스템 설계가 대부분이었고, 실제로 패키지를 구성하고 저장하는 방법에 대한 연구는 미진한 실정이었다. 따라서 본 논문에서는 멀티미디어 기록물을 위한 장기 보존 패키지를 설계 및 적용 하고자 한다. 이를 위하여 OAIS 참조모델을 기반으로 장기 보존을 위한 대용량 비디오 관리 시스템의 보존 정보 패키지의 구조를 제안 하였다. 장기보존 패키지는 기록물 그 자체와 기록물을 보존하기 위한 정보, 기록물을 설명하기 위한 정보를 저장한다. 또한, 추후 활용과 배포를 위하여 기록물 패키지의 정보를 저장하는 Meta-AIP와 실제로 기록물을 저장하는 Real-AIP로 구성되어 있다. 또한, METS를 이용한 실제 패키지의 예를 보임으로써 비디오 기록물 관리시스템에 적용 가능 함을 보였다.

A research on the Construction and Sharing of Authority Record-focusing on the Case of Social Networks and Archival Context Project (전거레코드 구축 및 공유에 관한 연구 SNAC 프로젝트 사례를 중심으로)

  • This study suggests the necessity and domestic application plan a national authority database that promotes an integrated access, richer search, and understanding of historical information sources and archival resources distributed among cultural heritage institutions through the "Social Networks and Archive Context" project case. As the SNAC project was transformed into an international cooperative organization led by NARA, it was possible to secure a sustainable operating system and realize cooperative authority control. In addition, SNAC authority records have the characteristics of providing richer contextual information about life and history and social and intellectual network information compared to libraries. Through case analysis, First, like SNAC, a cooperative body led by the National Archives and having joint ownership of the National Library of Korea should lead the development and expand the scope of participating institutions. Second, in the cooperative method, take a structure in which divisions are made for each field with special strengths, but the main decision-making is made through the administrative team in which the two organizations participate. Third, development of scalable open source software that can collect technical information in various formats when constructing authority data, designing with the structure and elements of archival authority records, designing functions to control the quality of authority records, and building user-friendly interfaces and the need for a platform design reflecting content elements.

A Study on 50 states' Open Meeting Act in the United States (미국 50개 주 회의공개법 연구)

  • This study aims to elucidate the implications for 20 years of the establishment of the information disclosure law by analyzing contents of the public regulations of 50 states of the United States. For the purpose, it looks at the general outline of the open meetings law of the 50 states, including the requirements and procedure of the advance notification of the meeting, and the protest procedure and penalties for the violation of the law. As a result of analysis, under the law, public meetings should announce their schedule and agenda in advance, and minutes of meetings and recording of meetings should be accessible to citizens. Furthermore, a person who violates the law for opening meetings could be fined or imprisoned. The implications for the establishment of the Open Meetings Act in Korea are as follows: First, the open meeting system starts with the appropriate period and method of advance notice of meeting holding. Second, the substantive contents of the advance notification guarantee the effectiveness of the meeting disclosure system. Third, the method and subject of advance notification should be as wide and diverse as possible. Fourth, all decisions of the meeting that violate the law are null and void. Fifth, a system should be set up so that any citizen could easily raise objections to the violation of the law. Sixth, the person who violates the law should be held responsible. Lastly, citizen access to minutes, recordings as well as comprehensive meeting minutes writing including attendees, agendas, and ballots should be guaranteed.

A Study on Using Open Source Software for Building a Digital Archive System (디지털 아카이브 시스템 구축을 위한 공개 소프트웨어 활용방안 연구)

  • Recently, National Archives of Korea has planned to develop the Standard Archive Management System, to make it economical and efficient in accordance with the local archives establishments by Seoul Metropolitan City. Also, the institution signed the MOU with National Information Society Agency to set up a digital archive system and foster professional archival manpower. These movements are rooted on the current domestic demands for digital archive systems. Keeping pace with it, the purpose of this study is suggesting feasible ways to establish the sustainable and efficient archive systems. To this end, a status study on the existing digital archive systems at both domestic and overseas bases was carried out, with the many of open source software analysis. Based on the primary implications of this study, to implement the digital archive system, functional module deducting methods and an open source software application process on each module were designed. Financial, operational and technical considerations such as the links between modules are also considered.

Interrelationship between Records and Information (기록과 정보의 상관관계)

  • When the record management faces to the information environment, the practices based on self-judgment needs more open and considerate policies. New viewpoint that treat records as information and treat information as records will produce new mutual-conscious behavior that create records based on the value of information usage and maintain information data based on the reliability as an record. As the internal aspect how to create records well, how to transfer them well, and how to archives them well used to be the focus of record management, existing legislation, guidelines, and training seem to be mainly related to this front steps. We should also address issues according to the succeeding information services, including opening to the relevant, sharing, duplicating, information security, privacy protection, and constructing collections with continual supplement. This paper observe the confusion of the viewpoints in the recent reports, explain the need of fusion viewpoint, and suggest interconnecting feedback cycle between record management system and general information system.
