A Study on the Method for the Estimate of Construction Management in the Program Management (종합건설사업관리 사업관리비용산정을 위한 방법연구 - 기획단계에서 실시설계 입찰까지 -)

  • With the scale of program management getting larger and complexity, More accurate and precise method for management cost estimate is demanded. However, most of project management cost estimates are based on similar cases and hence can not reflect distinct features of each project. Cost estimate precision is also not up to the standards, and also troublesome to policy-making and budget allocation. Therefore, project typical model for cost estimate of Comprehensive Project Management is developed, and makes it easier to manage level of effort and allocate cost by applying characteristic factor of each project. This study categorized the project package by phase; planning, detailed design, and bid procurement, to develop typical model. And by designating specific level of effort required for each field and rank, the study aims to improve the method for calculating the detailed and objective program cost. Outcome of this study will prevent conflicts between client and contractor, accurately calculate program management contract cost for the client, and become a reference for the contractor to receive rational and practical payments for their work.

An Analysis on Expanding Construction Insurance and Estimating Necessary Budget (건설공사보험 확대 당위성 및 예산소요 분석 연구)

  • This study analyzes necessity of expanding construction insurance and estimates required budget. Construction insurance is obliged by National Contract Law and Local Contract Law to protect projet owners and contractors from any unexpected construction risk such as financial losses in construction process. Currently the contracts of design-build and alternate-bid projects as well as PQ project, which are greater than 20 billion won, require the contractors to provide construction insurances in Korea. Insurance premiums are borne by the public project owner. Those contractors whose contract volume is less than 20 billion won burden all risks of projects at their cost. This causes equity problem. Because small-and-medium contractors are discriminated against large contractors since insurance-obliged projects are performed by large contractors and insurance premiums are borne by the public project owner. On the other hands, in all engineering projects, regardless of volume, insurance premiums are borne by the project owner. Therefore current regulation has to be improved, by expanding to all public projects. The average ratio of unobliged projects is 46%, in recent 3 years, prime cost of insurance companies is estimated 0.2%. Moreover considering risks of each construction type, prime cost of unobliged works is estimated as 0.13%. Hence additional necessary budget is estimated to be 2.09 billion won if total volume of public work is 3.5 trillion won. And 2.39 billion won is derived if total volume of public projects is 4 trillion won.

Relationships among Self-Esteem, AMPQ and Life Satisfaction, Oral Health Knowledge and Practice in Some High School Students (일부 고등학교 학생의 자아존중감, AMPQ, 삶의 만족도에 따른 구강건강지식 및 실천의 연관성)

  • The purpose of this study was to survey the relationship of the self-esteem of high school students, their oral health knowledge and practice, AMPQ and life satisfaction in a bid to provide some information on how to lead high school students to get into the right oral health habits. The subjects in this study were the students who were in all the seven senior classes in a high school that was selected by convenience sampling from a city in Gyeonggi province. After a survey was conducted in November, 2010, the following findings were given: There were no significant gaps among the students in every regard according to whether they received academic or vocational education. But the students who received academic education had a better oral health knowledge than the others, though the intergroup gap was not significant. As a result of checking the influence of the variables affecting the oral health practice of the adolescents, AMPQ was identified as the most influential variable, and oral health knowledge and subjective health status also had an impact on oral health practice. There were statistically significant differences according to those variables (p<0.001).

Estimation of Relative Economic Weights of Hanwoo Carcass Traits Based on Carcass Market Price

  • The objective of this study was to estimate economic weights of Hanwoo carcass traits that can be used to build economic selection indexes for selection of seedstocks. Data from carcass measures for determining beef yield and quality grades were collected and provided by the Korean Institute for Animal Products Quality Evaluation (KAPE). Out of 1,556,971 records, 476,430 records collected from 13 abattoirs from 2008 to 2010 after deletion of outlying observations were used to estimate relative economic weights of bid price per kg carcass weight on cold carcass weight (CW), eye muscle area (EMA), backfat thickness (BF) and marbling score (MS) and the phenotypic relationships among component traits. Price of carcass tended to increase linearly as yield grades or quality grades, in marginal or in combination, increased. Partial regression coefficients for MS, EMA, BF, and for CW in original scales were +948.5 won/score, +27.3 $won/cm^2$, -95.2 won/mm and +7.3 won/kg when all three sex categories were taken into account. Among four grade determining traits, relative economic weight of MS was the greatest. Variations in partial regression coefficients by sex categories were great but the trends in relative weights for each carcass measures were similar. Relative economic weights of four traits in integer values when standardized measures were fit into covariance model were +4:+1:-1:+1 for MS:EMA:BF:CW. Further research is required to account for the cost of production per unit carcass weight or per unit production under different economic situations.

Diagnosis and Management of Lymphoplasmacytic Rhinitis in a Cat (림포형질세포성 비염에 이환된 고양이의 진단과 치료)

  • A 7-year-old castrated, domestic shorthair cat was presented with a 2-year history of chronic nasal discharge and sneezing. Upon presentation, bilateral mucopurulent nasal discharge and stertorous respiration were marked. Physical examination revealed a tachypnea. Oral examination was unremarkable and chest radiology was normal. Findings of nasal cytology and skull radiology were not specific and further imaging technique, endoscopic examination and histopathology was performed for a definite diagnosis. Fluid, and/or soft tissue opacity was found in bilateral nasal cavity, nasopharyngeal regions and right side tympanic bulla through the CT scan. No evidence of neoplasia was revealed. A rigid rhinoscopy, flexible bronchoscopy and otoscopy was used for the visualization of the lesions and tissue biopsy biopsy was performed for histopathology. On histopathological examination, the nasal mass consisted mainly of large numbers of plasma cells and lymphocytes. And the final diagnosis was lymphoplasmacytic rhinitis based on histopathologic examination. Long term management with oral cyclosporine (5 mg/kg, BID) was safe and successful in this cat. This is the first case report described clinical and diagnostic characteristic features of feline lymphoplasmacytic rhinitis and its clinical outcome using oral cyclosporine in Korea.

Inhibition of Cell Cycle Progression and Induction of Apoptosis in HeLa Cells by HY558-1, a Novel CDK Inhibitor Isolated from Penicillium minioluteum F558

  • In the course of screening for a novel inhibitor of CDC2, HY558-1 was isolated from a culture broth of Penicillium minioluteum F558. Moreover, it was found that HY558-1 had an effect on both the cell cycle regulation and apoptosis of human cervical adenocarcinoma HeLa cells. A flow cytometric analysis of HeLa cells revealed appreciable cell cycle arrest at the G1 and G2/M phases following treatment with HY558-1. Furthermore, DNA fragmentation due to apoptosis was observed in HeLa cells treated with HY558-1. To obtain further information on the cell cycle arrest and apoptotic induction induced by HY558-1, the expression of certain cell cycle and apoptosis-associated proteins was examined using a Western blot analysis. The results revealed that HY558-1 inhibited the phosphorylation of pRb and decreased the expression levels of CDK2, CDC2, and cyclin A in the cell cycle progression. It was also shown that the level of $p21^{WAF1/CIP1}$ was increased in HeLa cells treated with 0.52 mM of HY558-1. Accordingly, HY558-1 was found to inhibit the proliferation of HeLa cells through the induction of G1 phase arrest by inhibiting pRb phosphorylation via an upregulation of $p21^{WAF1/CIP1}$, and G2/M phase arrest by directly inhibiting CDC2 and cyclin A. Moreover, HeLa cells treated with 0.52 mM of HY558-1 exhibited apoptotic induction associated with the cleavage of Bid and release of cytochrome c from mitochondria into the cytosol. Subsequent investigation of the activation of caspase-3 and cleavage of poly (ADP-ribose) polymerase (PARP) suggested that the mitochondrial pathway was primarily involved in the HY558-1-induced apoptosis in HeLa cells.

Effect of Bcl-2 Inhibitor Treatment on Embryo Developmental Competence, Apoptosis and ER-stress in Pigs (Bcl-2의 저해제 처리에 따른 돼지 수정란의 배발달 능력, 세포 사멸 및 소포체 스트레스 양상)

  • The key regulators of apoptosis are the interacting protein of the Bcl-2 family. Bcl-2, an important member of this family, blocks cytochrome C release by sequestering pro-apoptotic BH3-only proteins such as Bid, Bad, Bax and Bim. The pro-survival family members (Bcl-2, Bcl-XL, Bcl-W) are critical for cell survival, since loss of any of them causes cell death in certain cell type. However, its role during early porcine embryonic development is not sufficient. In this study, we traced the effects of Bcl-2 inhibitor, ABT-737, on early porcine embryonic development. We also investigated several indicators of developmental potential, including gene expression (apoptosis-related genes) and apoptosis, which are affected by ABT-737. Porcine embryos were cultured in the PZM-3 medium with or without ABT-737 for 6 days. In result, significant differences in developmental potential were detected between the embryos that were cultured with or without ABT-737 ($14.7{\pm}3.0$ vs $30.3{\pm}4.8%$, p<0.05). TUNEL assay showed that the number of containing fragmented DNA at the blastocyst stage increased in the ABT-737 treated group compared with control (4.7 vs 3.7, p<0.05). The mRNA expression of the pro-apoptotic gene Bax increased in ABT-737 treated group (p<0.05), whereas expressions of the anti-apoptotic Bcl-2 family members (Bcl-2, Bcl-XL, Bcl-W) decreased (p<0.05). Also, expressions of the ER stress indicator genes (GRP78, XBP-1 and sXBP-1) increased in ABT-737 treated group (p<0.05). In conclusion, Bcl-2 is closely associated with of apoptosis- and ER stress-related genes expressions and developmental potential in pig embryos.

Issues in Applying CV Methods to the Preliminary Feasibility Test (예비타당성조사 적용 CVM의 분석체계와 개선과제)

  • This study investigates the issues and suggests reform measures in applying CV methods to the Korea Development Institute's (KDI's) Preliminary Feasibility Test (PFT) of public projects. Most public projects on culture, science and environment evaluated under the PFT system belong to the category of "nonstandard" projects whose outputs are non-marketed, and CV is currently the main tool used for their benefit estimation. A careful discussion and investigation is recommended for the selection of target population, payment vehicle, and number of payment times. Operating expert reviews, focus group interviews, and pre-tests is highly recommended to reduce the potential bias involved in the CV studies. A single or double bounded dichotomous choice format is the most popular design of questionnaire, but we identify several undissolved issues in designing and implementing the format. Some other forms of inducing WTPs may still deserve our consideration. Various specifications of the WTP function need to be tried and tested based on their stability, in particular. Employing a nonparametric approach is also recommended. Treatments of 0 or negative WTPs and protest bids are shown to be the most serious issues that affect the estimation results significantly. We review diverse measures of handling those issues and summarize their advantages and shortcomings.

Empirical Analysis on the Disparity between Willingness to Pay and Willingness to Accept for Drinking Water Risks : Using Experimental Market Method (비시장재에 대한 WTP와 WTA 격차에 대한 실증분석 : 실험시장접근법을 이용한 음용수 건강위험을 사례로)

  • This paper reports the empirical results of comparing the willingness to pay(WTP) for health risk reductions and the willingness to accept(WTA) for risk increases using experimental market methods in the first time in Korea. Health risks were defined as probabilities of premature death from exposure to one of As, Pb, and THM in tap water. A total of six experimental markets with 15 participants in each experiments were held using 20 repetitive Vickrey second-price sealed-bid auctions. To compare the effects of market experiences, trading a marketed good, candy bar, was introduced before the trading the non-marketed good, drinking water risks. Moreover, an objective risk information was provided after the first 10 trials to incorporate learning processes. Regardless of marketed or non-marketed goods, the mean of WTA exceeded the mean of WTP at the first auction trial. As experimental trials proceeded, the disparity between WTA and WTP for marketed goods disappeared. However results for non-marketed goods were rather mixed to the extent that WTA for health risks from As (relatively high risk leves) were significantly larger than WTP, while there were no significant difference between WTA and WTP for health risks fro Pb and THM (relatively low risk levels). On the other hand, participants seemed to respond in a 'rational' manner to the objective risk information provided, with positive learning effects of market-like experience(especially in the WTA experiments).

A Study on Improvement Direction for Construction Environment of Small Houses -Focused on Expert Group- (소형주택의 건설 프로세스 개선방향에 관한 연구 -전문가 집단을 중심으로-)

  • Small houses are continuously supplied after the alleviated housing act enacted in 2009. This study aimed to conduct a survey among an expert group associated with small house construction, propose problems by discovering difficulties and vulnerable points small and medium-sized construction companies experience while launching construction works as well as factors that impede the safety and housing environment of small houses. Furthermore, it ultimately intends to propose improvements. First, low-priced order is a major cause of unreasonable contract. Most companies were found to have low-priced orders in order to manage order performance. Low bidding and low-priced order are implemented to maintain construction businesses, ultimately threatening the safety environment of buildings. In addition, it is assumed that moderate bid periods and construction periods should be guaranteed. Second, work standardization for small and medium-sized companies is needed due to numerous cases that failed to meet order process. Additionally, regular instruction is required as many employees are not fully aware of relevant contents. Third, the most urgent policy direction turned out avoidance of low-priced bidding and removing insolvent enterprises from the market. Small and medium-sized construction companies that primarily build small houses undergo poor work condition. Therefore, the safety environment of small houses should be enhanced through work standardization and avoiding low-priced order.
