For low power motor control, there are increasing demands for compactness, cost effective and built in many functions. Hence Intelligent Power Module(IPM) is considered as an important technology in inverter-driven motor applications. Regarding BID-IPM(Built In DC/DC converter, Intelligent Power Module) newly developed to integrate NPT-IGBT, HVIC and Flyback converter in a compact package, this paper discussed design of BID-IPM and presented the experimental results by using signal source board and equivalent load test board.

The unit price contracting is the standard contracting method for highway projects in the U.S. As a result, state highway agencies have collected a large amount of historical bid data that they can use to determine engineer's estimates for future projects. The estimator must carefully consider various characteristics of a new project such as its location to determine an engineer's estimate as accurate as possible before bid letting. Higher cost estimates can result in the loss of the available budget and lower cost estimates may lead to deferral and delay of projects. The study uses the historical bid data obtained from Iowa Department of Transportation and develops a Geographic Information System (GIS) tool to visually show the variation of unit prices over the map using a spatial interpolation technique. The interpolation map can be used to estimate the unit price of the item at any location across Iowa. This noble method allows the estimator to effectively and fully utilize the historical bid data in a very time efficient manner and determine more accurate cost estimation.

부동산 경매는 최근 새로운 부동산 투자방법 가운데 하나로 자리잡고있다. 이는 부동산 시장의 성장과 더불어 부동산 경매 시장 또한 증가하고 있는 추세에 기인한다 할 수 있다. 본 연구는 부동산 경매에 참여하는 사람 및 기관들에게 가장 중요한 지표라 할 수 있는 낙찰률의 변화를 설명하고 예측하는 모형을 구축하고자 하였다. 월별 평균 낙찰률을 예측하기 위하여 단순한 지역별, 기간별 평균값을 보완하고 의사결정나무 분석을 이용하여 예측오차를 보정하는 방법을 제안하였고 선형회귀모형을 이용하여 개별 경매 물건별 낙찰률을 예측하기 위한 모형을 구축하였다. 구축된 모형은 전국 아파트 경매 물건에 적용하여 예측 모형을 구현하였으며 그 응용방법으로 예측결과에 대한 등급화를 함께 수행하였다.

2010년부터 턴키심의위원 풀 제도를 폐지하고, 상설심의위원 제도를 도입하여 현재까지 턴키입찰공사는 설계적합최적가방식, 종합평가방식으로서는 입찰가격, 설계점수조정, 가중치기준, 확정금액최상설계방식의 5가지 낙찰자 결정방식으로 선정하고 있다. 또한 낙찰자 결정방식으로서 설계심의분과위원회를 크게 중앙 지방 특별 설계자문위원회의 분과위원으로 구성하여 운영하고 있으나, 아직 로비 부담에 대해서 개선되지 못한 것은 심의위원 풀제에서 상설심의위원으로 심의 주체만 변경되었을 뿐, 턴키입찰에서 설계심의가 가지는 비중과 설계심의방식도 과거와 유사하기 때문이다. 그러므로 가격경쟁을 부분적으로 강화하여 설계점수가 낙찰을 좌우하는 풍토를 개선하고, 기술경쟁은 영업력보다 실질적인 기술력이 경쟁력을 가질 수 있도록 설계심의제도를 개선하는 것이 필요하다. 이에 이 연구는 낙찰자 결정방식의 설계심의 운영제도와 문제점 그리고 개선된 설계심의방안을 제시하였다.

최근 들어 인터넷이 급격히 발전하면서 다양한 정보와 자료들이 실생활에 유용하게 쓰이고 있다. 그러나, 정보의 양이 급증하면서 사용자들이 필요로 하는 정보를 찾는데 걸리는 시간 또한 만만치 않게 소비되고 있다. 이를 해결하기 위해 지능형 검색 엔진, 에이전트 시스템 등의 개발로 정보 검색의 신속성과 정착성을 제공하게 되었다. 본 논문에서는 사용자들의 만족을 극대화하기 위한 목적으로 전문성을 필요로 하는 건설 입찰 정보의 분석을 통해 최상의 투찰가를 얻어내는 방법을 제시하고자 한다. 물론 미래에 대한 결과는 모두 일치시킬 수 없는 가정하에서 최상의 낙찰 성공률을 높이기 위한 부분에 논문의 목표를 두었다. 따라서, 본 논문에서는 사용자들에게 보다 신뢰성 있는 투찰가를 제공하기 위해 낙찰자료를 빈도분석 방법으로 접근하여 통계분석 결과 값으로 입찰자료와 비교, 분석하여 낙찰에 대한 투찰가를 산출하는 기법을 제시하고 이를 통해 최적의 투찰가 산출하는 웹 기반의 시스템을 구현하고자 한다.

With the growing competitive pressure from market participants, utilities, consumer and government, analyses of existing competitive electricity market become more important. The presence of congestion in the transmission system can significantly increase the potential of exercising market power. Since the congestion in the network depends on the several factors, the market power cannot be simply analyzed through the existing indices. This paper presents a systematic analysis on local market power under uniform pricing scheme and provides determining approach of the level of price cap as mitigation measure of the strategic market power.

Since the advance of WWW, internet related fields have been growing very rapidly. Especially, the development of electronic commerce ares have changed even or life style. This paper is about the design and implementation of an internet auction system, which is considered as on of the most attractive internet services. An internet auction system has more complex processes compared with other electronic commerce systems. In auction systems, bids and a successful bid are required in trading all goods. In this paper, I designed and implemented all processes of an internet auction system, in which a bid tracing systems is included for the first time. The bid tracing system is implemented using only HTTP in maintain compatibility in WWW environment. I also used th JAVA blocking concept to simulate two-way communication. The proposed system is implemented on Windows NT environment using JAVA, ASP, and the Oracle database.

주파수와 같이 매우 희소한 경제적 자원을 배분하는 경우 경매는 배분적 외부성으로 인하여 비효율적 결과를 낳을 수 있다. 경매수입이 아닌 사회후생을 기준으로 하면, 경매를 통한 배분은 경매참여자가 2인일 때에도 비효율적일 수 있다. 이는 2위 기업이 주파수를 더 효율적으로 활용할 수 있다 하더라도 이를 통해 얻는 이익은 크지 않은 반면에 선도기업이 시장을 잠식당함으로써 입는 손실이 클 때 발생한다. 2-경기자 호텔링 모형을 사용하여 분석한 결과, 2위 기업의 입찰가에 어떠한 승수를 곱함으로써 2위 기업을 경매에서 유리하게 만들 경우 경매를 통한 배분 결과가 파레토 개선된다. 승수는 시장점유율을 바탕으로 구할 수 있으며 시장점유율 격차가 클수록 높다.

본 연구는 건설업체의 입찰실무자를 대상으로 한 설문 조사를 통해 입찰담합의 원인과 개선방안을 조사했다. 연구는 경영환경, 건설환경, 입찰환경 등 다양한 측면에서 발생할 수 있는 문제점을 식별하고, 조달시스템 및 입찰시스템의 개선방안을 제시했다. 연구결과에 따르면, 투명성, 공정성, 다양성 강화가 중요한 요소로 나타났다. 이러한 요소들은 특히 입찰제도의 확대, 공정성 기준 재설정, 참가업체 다양화 등을 통해 실현될 수 있다. 또한, 불공정한 하도급 규제와 같은 문제에 대해서도 주의가 필요하다. 종합건설 집단과 전문건설 집단 간에는 입찰담합 원인에 대한 인식 차이가 있었지만, 조달시스템에서는 두 그룹 간의 개선방안 인식 차이가 없어 일관된 개선책 제시가 가능함을 보여주었다. 특히, 전문건설 집단은 입찰시스템 내 불공정한 하도급 규제에 대한 우려가 크게 나타났다. 이러한 결과를 바탕으로 해당 연구는 건설산업 내에서 발생하는 담합 문제의 해결과 예방에 기여할 것으로 기대된다.

Bidding systems in the domestic public construction work have been amended many times since the lowest-bidding system was implemented in 1951. However, this hasn't had much success. Competition in technical development among companies has declined as the contracts for buildings are given to company which submits the lowest price without considering traits of projects. In addition, as the construction market turns to the limitless competition system due to FTA(Free Trade Agreement), advanced techniques are needed to promote the national competitive power. Considering the needs of the times, Korean government announced that "Best Value Contract (Design-Bid-Build)" and "Bridging Contracts (Design-Build)" are included to 4 existing bidding systems in October 2007. Thus this study aims to suggest devised the evaluation criteria including major items for evaluating bidders, in order to establish and revitalize the best-value bid system successfully.
