구급출동지령서 개선을 통한 구급대원 현장 도착시간 단축방안 (Improvement Strategies of Arriving Time to the Scene by Enhancing EMTs' Recognition of Triage)

  • The purpose of this investigation is to enhance the survival rate of patients by transporting them to the hospital within the golden hour through the operational improvement of emergency dispatch instruction. To this end, problems and improvements of current operating system were derived by carrying out a survey against paramedics of Incheon city in 2012 and analyzing the current emergency dispatch instruction. This study analyzed the emergency activity daily reports for one year from January 1 through December 31, 2012 and researched the consciousness of 119 emergency medical technician. According to the analysis of the survey, there were no meaningful differences in the on-site arrival times per triage. Therefore, the item of 'Emergency Classification' specified in the emergency dispatch instruction needs to be integrated in the scheme of "triage". Also, the feedbacks of the emergency action log and the emergency dispatch instruction are necessary for 'duty for operation' to review the adequacy to the severity after the end of emergency operation. Finally, the improvement of the system for the continuous communication between the paramedics and the command staff is necessary. This improvements as stated above are expected to contribute to raise survival rate of patients.

  • Current methods for construction site modeling employ large, expensive laser range scanners that produce dense range point clouds of a scene from different perspectives. Days of skilled interpretation and of automatic segmentation may be required to convert the clouds to a finished CAD model. The dynamic nature of the construction environment requires that a real-time local area modeling system be capable of handling a rapidly changing and uncertain work environment. However, in practice, large, simple, and reasonably accurate embodying volumes are adequate feedback to an operator who, for instance, is attempting to place materials in the midst of obstacles with an occluded view. For real-time obstacle avoidance and automated equipment control functions, such volumes also facilitate computational tractability. In this research, a human operator's ability to quickly evaluate and associate objects in a scene is exploited. The operator directs a laser range finder mounted on a pan and tilt unit to collect range points on objects throughout the workspace. These groups of points form sparse range point clouds. These sparse clouds are then used to create geometric primitives for visualization and modeling purposes. Experimental results indicate that these models can be created rapidly and with sufficient accuracy for automated obstacle avoidance and equipment control functions.

  • Now AIS (Automatic Identification System) has been under full operation for ocean-going vessels, and it is expected not only to identify target ships but also to take collision avoidance using AIS information with Radar and ARFA information in restricted waters. AIS information is very useful not only for target identifications but also for taking collision avoidance, but OOW (Officer OF Watch-keeping) should take care of systematic observation of AIS because of miss-operation or malfunction of AIS. In this paper, we propose the application of Onboard Ship Handling Simulator with visual system displayed 3D scene added AIS performance such as blind areas of Island, microwave propagation, ok. and maneuvering simulation using TK models, applied real time AIS information and research the effectiveness of this system for ship handling in restricted waters, and discus the principal issues through the on board experiments. Conclusion will be expected that; 1) systematic observation of ASS information using visual scene simulator with AIS information will be effectively done, 2) observation compared with Radar and ARPA information will be also useful to make a systematic observation, 3) using the recording and replay function of simulation will be useful not only for systematic observation but also to measure and to encourage officers' skill.

  • HDTV의 경우 기존의 DTV에 비해 약 4∼6 배의 많은 화소수를 처리해야 하므로 HDTV의 한 프레임을 몇개의 분할화면으로 나누어서 각각의 분할화면을 병렬처리하는 방식을 많이 이용하고 있다. 본 논문에서는 HDTV한 프레임을 4개의 분할화면으로 나누어서 처리하는 시스템 구조를 채택하고, 국부분산을 이용한 새로운 장면전환 검출 방식을 제안하였으며 또한 장면전환 검출시 계산된 각각의 분할화면 영상의 활동도를 이용하여 적응적으로 비트를 할당하는 새로운 적응적 다중채널 율제어 방식을 제안하였다 시뮬레이션 결과 제안된 장면전환 검출방식은 HDTV동영상의 장면전환을 정확히 검출하였으며, 제안된 적응적 다중채널 율제어 방식은 각 밴드별로 일정하게 비트할당을 한 것과 비교하였을 때 우수한 성능을 보여주었다.

  • 다중 비디오 프레임들에서 컬러 특징의 효과적이고 효율적인 표현은 시각적 정보관리 시스템에서 매우 중요하다. 본 논문에서는 웹 상에서 실시간 사용자 인터페이스에 의해 비디오 내용검색과 비디오 브라우징을 모두 수행하는 비디오 브라우징 서비스(VBS)를 제시한다. 비디오 시퀀스의 장면전환과 키 프레임 추출을 위하여 RGB 컬러 히스토그램과 X2 (카이 스퀘어) 히스토그램을 합성한 효율적인 장면전환검출 기법을 제시한다. 장면전환검출에 의해 생성된 키 프레임들은 물리적 그리고 논리적으로 색인화 된다. 본 시스템은 VCR의 비디오 편집과 검색 기능을 포함한다. 비디오 브라우징을 위해서 날자, 분야, 그리고 주제의 세 가지 요소가 이용된다. 비디오 브라우징 서비스는 Apache 웹 서버에서 MySQL, PHP. JMF로 구현되었다.

사전정보를 이용한 차량번호판 영역의 분리 (Isolating vehicle license plate area using the known information)

  • Two different methods to extract the license plate area of a vehicle have been used for automatic recognition purposes. One method is with a color vision system and the other is with an edge detecting operator. The system with color vision has some problems if the colors of license plate and vehicle's body are similar. The various plate colors in Korea also drops the system performance. The edge detecting operator also has a problem for a real time processing since it performs on all pixels of the scene. In this paper a possible method using gray level vision system and available pre-known information of license plates is suggested. The suggested procedure searches the lower boundary of the plate by counting high contrast points between one and near pixel from the bottom line of the scene. It finds the upper boundary from the bottom line by adding number plate height after finding the lower boundary. The left and right boundaries are found by similar processes.

  • This paper presents a Fuzzy Neural Network (FNN) system to decide whether or not the right information of lanes can be extracted from gray-level images of road scene. The decision of noisy level of input images has been required because much noises usually deteriorates the performance of feature detection based on image processing and lead to erroneous results. As input parameters to FNN, eight noisiness indexes are constructed from a cumulative distribution function (CDF) and proved the indexes being classifiers of images as the good and the bad corrupted by sources of noise by correlation analysis between input images and the indexes. Considering real-time processing and discrimination efficiency, the proposed FNN is structured by eight input parameters, three fuzzy variables and single output. We conduct much experiments and show that our system has comparable performance in terms of false-positive rates.

  • Immersive virtual reality (VR) for the manufacturing planning helps to shorten the planning times as well as to improve the quality of planning results. However, VR equipment is expensive, both in terms of development efforts and device. Engineers also spend time to manually repair erroneous 3-D shape because of imperfect translation between 3-D engineering CAD model and VR system format. In this paper a method is proposed to link 3-D engineering CAD model to a multichannel visualization system with PC clusters. The multichannel visualization module enables distributed computing for PC clusters, which can reduce the cost of VR experience while offering high performance. Each PC in a cluster renders a particular viewpoint of a scene. Scenes are synchronized by reading parameters from the master scene control module and passing them to client scenes.

An Offloading Strategy for Multi-User Energy Consumption Optimization in Multi-MEC Scene

  • Mobile edge computing (MEC) is capable of providing services to smart devices nearby through radio access networks and thus improving service experience of users. In this paper, an offloading strategy for the joint optimization of computing and communication resources in multi-user and multi-MEC overlapping scene was proposed. In addition, under the condition that wireless transmission resources and MEC computing resources were limited and task completion delay was within the maximum tolerance time, the optimization problem of minimizing energy consumption of all users was created, which was then further divided into two subproblems, i.e. offloading strategy and resource allocation. These two subproblems were then solved by the game theory and Lagrangian function to obtain the optimal task offloading strategy and resource allocation plan, and the Nash equilibrium of user offloading strategy games and convex optimization of resource allocation were proved. The simulation results showed that the proposed algorithm could effectively reduce the energy consumption of users.

뉴스 비디오에서의 효율적인 장면 전환과 앵커 화면 검출 (Efficient Detection of Scene Change and Anchorperson Frame in News Video)

  • 본 논문에서는 방대한 양의 방송 데이타를 처리하기 위하여 MPEG(Motion Picture Expert Group) 스트림 비디오에서 빠르고 효과적으로 비디오를 분할하는 기법을 제안한다. 이를 위해, MPEG 압축 도메인에서 최소 디코딩을 수행하여 I-프레임의 DC 이미지를 추출함으로써 통해 실행 시간을 단축하고, 밝기 정보와 색상 정보를 함께 고려한 변형된 히스토그램 비교법을 도입하여 장면전환을 빠르고 정확하게 검출하였다. 그리고 추출된 장면전환에 대해 앵커 프레임과 비앵커 프레임을 구별하기 위해 신경망 기법을 도입하였다.
