Offshore wind power is one of the largest-scale solutions for a nuclear- and pollution-free electricity supply in the future. Recently, the research for offshore wind power has started in Korea. However, there has been little effort specifically made for the exploration and evaluation of mechanical characteristics for offshore underwater soil deposits. In offshore wind power system, this is important as consistent and safe maintenance of structural functionality of the system is key for the wind power system to be successfully implemented. In this study, case examples from foreign offshore wind power sites are selected and analyzed. And design methods and factors of offshore wind power system foundation are investigated.

An offshore wind power plant (WPP) is very expensive and different from an onshore wind power system in many ways. There has been a continuous increase in the capacity of the offshore WPPs. Therefore it is essential to analyze the feasibility and reliability of the offshore wind power to optimize their redundancy. Besides, it is very important to study a planning for grid interconnection of adjacent offshore WPPs. This paper proposes a economic evaluation method to interconnect with adjacent offshore substations in offshore wind power grid. Also, we suggest the probabilistic reliability method to calculate a probabilistic power output of the wind turbine and a cost of the expected energy not supplied that is used as the reliability index of the power system.
As for the present wind power industry, most of the computerization for monitoring and control is based on the traditional development methodology, but it is necessary to improve SCADA system since it has a phenomenon of backlog accumulation in the applicable aspect of back-data as well as in the operational aspect in the future. Especially for a system like offshore wind power where a superintendent cannot reside, it is desirable to operate a remote control system. Therefore, it is essential to establish a monitoring system with appropriate control and monitoring inevitably premised on the integrity and independence of data. As a result, a study was carried out on the modeling of offshore wind power data-centered database. In this paper, a logical data modeling method was proposed and designed to establish the database of offshore wind power. In order for designing the logical data modeling of an offshore wind power system, this study carried out an analysis of design elements for the database of offshore wind power and described considerations and problems as well. Through a comparative analysis of the final database of the newly-designed off-shore wind power system against the existing SCADA System, this study proposed a new direction to bring about progress toward a smart wind power system, showing a possibility of a service-oriented smart wind power system, such as future prediction, hindrance-cause examination and fault analyses, through the database integrating various control signals, geographical information and data about surrounding environments.
As the offshore wind farms increase, interest in the efficient power system configuration of submarine cables is increasing. Currently, transmission system of the offshore wind farm uses almost AC system. High temperature superconducting (HTS) power cable of the high capacity has long been considered as an enabling technology for power transmission. The HTS cable is a feasible way to increase the transmission capacity of electric power and to provide a substantial reduction in transmission losses and a resultant effect of low CO2 emission. The HTS cable reduces its size and laying sectional area in comparison with a conventional XLPE or OF cable. This is an advantage to reduce its construction cost. In this paper, we discuss the economic feasibility of the 22.9 kV HTS power cable and the conventional AC power cables for an offshore wind farm connections. The 22.9 kV HTS power cable cost for the offshore wind farm connections was calculated based on the capital expenditure and operating expense. The economic feasibility of the HTS power cable and the AC power cables were compared for the offshore wind farm connections. In the case of the offshore wind farm with a capacity of 100 MW and a distance of 3 km to the coast, cost of the 22.9 kV HTS power cable for the offshore wind farm connections was higher than 22.9 kV AC power cable and lower than 70 kV AC power transmission cable.
In 2019, the Korean government announced the 3rd Basic Plan for Energy, which included expanding the rate of renewable energy generation by 30-40% by 2040. Hence, offshore wind power generation, which is relatively easy to construct in large areas, should be considered. The East Sea coast of Korea is a sea area where the depth reaches 50 m, which is deeper than the west coast, even though it is only 2.5 km away from the coastline. Therefore, for offshore wind power projects on the East Sea coast, a floating offshore wind power should be considered instead of a fixed one. In this study, a response analysis was performed by applying the analytical conditions of IEC61400-3-2 for the design of floating offshore wind power generation systems. In the newly revised IEC61400-3-2 international standard, design load cases to be considered in floating offshore wind power systems are specified. The upper structure applied to the numerical analysis was a 5-MW-class wind generator developed by the National Renewable Energy Laboratory (NREL), and the marine environment conditions required for the analysis were based on the Ulsan Meteorological Buoy data from the Korea Meteorological Administration. The FAST v8 developed by NREL was used in the coupled analysis. From the simulation, the maximum response of the six degrees-of-freedom motion and the maximum load response of the joint part were compared. Additionally, redundancy was verified under abnormal conditions. The results indicate that the platform has a maximum displacement radius of approximately 40 m under an extreme sea state, and when one mooring line is broken, this distance increased to approximately 565 m. In conclusion, redundancy should be verified to determine the design of floating offshore wind farms or the arrangement of mooring systems.

This paper introduces two on-going projects for DC high temperature superconducting (HTS) cable systems in South Korea. This study proposes the application of DC HTS cable systems to enhance power transfer limits of a grid-connected offshore wind farm. In order to develop the superconducting DC transmission system model based on HTS power cables, the maximum transfer limits from offshore wind farm are estimated and the system marginal price (SMP) calculated through a Two-Step Power Transfer (TSPT) model based on PV analysis and DC-optimal power flow. The proposed TSPT model will be applied to 2022 KEPCO systems with offshore wind farms.
This study has analyzed the scale, location, resource potential and feasibility of offshore wind farm scientifically and systematically based on the national wind map and GIS (Geographic Information System). For long-term wind power development, this study pursues siting strategy building, selection of target area and deciding development priority as well as the presenting a basis for assessment that are necessary for policy decision making by making theme layers under GIS environment. According to the analysis after organizing technological development by stages, even if only the most suitable sites are developed among the area of offshore wind farm candidates that can be developed under the current technological standard, it has been evaluated as being able to develop about 3 times of the wind power dissemination target until 2012. It is expected that about 5% of territorial water area can be developed in a short-term future while the southern offshore area possessing relatively favorable wind resource than the western offshore has been identified as the most feasible site. While about 23% of territorial water area has been classified as potential area for offshore wind farm development in a long-term future, even Jeju Island and offshore of Ulsan possessing excellent wind resource have been analyzed as feasible sites. The feasibility assessment of offshore wind farm development established by this study is expected to assist national strategy building for accomplishing the wind power dissemination target.
This study is to propose ways to improve the system for rational procedures for offshore wind power generation projects. The results of this study are summarized as follows. In order to quickly distribute and develop offshore wind power projects, the permitting period should be shortened through special laws, the government actively intervenes to support the formation and operation of privat-public councils to ensure residents' acceptance. In this way, it can be competitive in the future energy market. Above all, a special law (proposal) related to offshore wind power currently pending in the National Assembly should be passed as soon as possible. Finally, the government and local governments that manage public waters should provide active administrative support based on system improvement measures in consideration of these permits, and the project's main body should minimize damage to the marine environment and ecosystem. Through these subject-specific roles, offshore wind power generation will be able to reduce carbon emissions and help establish a sustainable energy production system.

Recently, the development of offshore wind farms based on past technical experiences from onshore wind turbine installations has become a worldwide issue. This study investigated the technical issues related to offshore wind farms and large-diameter monopiles from an economic perspective. In particular, the monopile foundation system (MFS), which is the most important part of the proposed fast construction system, is applied for the first time in Korea, and structural verification is essential because it supports large-diameter monopiles and is in charge of excavation. Therefore, in this study, a rapid construction system for large offshore wind power generators was introduced, and stability verification was performed through the structural analysis of the MFS.

In this paper, it is the result of analysis of the stability by power system analysis about the influence on the power system when the southwest - offshore wind power demonstration complex is constructed to 60MW and it is linked with the onshore power system. Considering the position of the wind turbine actually installed and the length of the cooperating line, we modeled the wind generators, offshore substation and the turbine step-up transformer. Changes of voltage when internal and external faults occurred is analyzed and the reactive power demand according to the amount of electricity generation is derived. And also phase angle stability and frequency is observed through a transient analysis. This paper clarify that there is no problem in the system when only offshore wind power is linked with the grid and try to present the reactive power amount necessary for maintaining the voltage of the point of cooperation appropriately.
