Dynamic development of the Information Communications and Technology is changing countries around the world to establish the e-government to enhance their national administrative system efficiently. This paper proposes the method to implement the e-government efficiently in the developing countries. To reach the goal, the e-government development indices evaluated by United Nations are analyzed to catch the clues to take-off the e-government development stage. In addition, we scrutinize the e-Government Master Plans of Mongolia, Kyrgyzstan and Nepal supported by Korea in order to elicit the priority projects which are the indispensible components on the way of building e-government. We cross-check and standardize the projects which the investigation target countries define respectively. We also analyze the projects which are evaluated by their priorities in compliance with the portfolio method to elicit the road map of the optimum which is able to implement the e-government efficiently with reducing trials and errors.
The articulated structures seen in train or tram applications are being applied in road transportation systems, for use in mass passenger transit. When articulated vehicles are driven on public roads, they no longer follow a guided track. Therefore, there are a lot of control elements that need to be considered, such as turning radius, swept path width, off-tracking, and swing-out. Some of the currently available articulated vehicles on roads are equipped with an independent drive system; a system that has one motor at each wheel. Through this drive system, each wheel can be independently controlled, making precise and quick dynamic stability control possible. In this paper, we propose a torque distribution algorithm that can reduce the overall turning radius of the articulated vehicle, which has been verified through dynamic simulation.

LTV(Light Tactical vehicle) operating in our military requires higher levels of performance and durability to withstand harsher conditions than ordinary vehicles, as they must travel on both rough-train and off-road as well as on public roads. Recently, developed light tactical vehicle is developed by a variety of test evaluations in order to satisfy ROC(Required Operational Capability) by the requirement military group. However, there is no standardized driving test condition for satisfying the durability performance of Korean tactical vehicle. Therefore, this study aims to provide basic data to establish reliable driving test conditions by analyzing the maneuver conditions and the driving data in order to select the representative drive course required. To do this, we analyzed the future operational environment, the area of operation analysis and the driving information of light tactical vehicle.
This paper is to study the durability through structural analysis on the front undercover of SUV car for offroad. It was investigated which model became structurally best by analyzing three kinds of models which are similar to the configuration of undercover for the protection of the part under car body which has been used really. The models of undercover were designed through CATIA program and analyzed by using ANSYS program as three kinds of models A, B and C. Through the analysis results, model B was expressed to have the best durability as model B has the least equivalent stress and the longest fatigue life among three models. As the design data with the durability of undercover obtained on the basis of this study result are utilized, the esthetic sense can be shown by being grafted onto the machine or structure at real life.

Policy improvement such as the revision of the Road Traffic Act are proposed for personal mobility(especially e-scooter) usage. However, there is not enough discussion to solve the problem of using shared e-scooter. In this study, we analyze the influencing factors that amount of pick-up and drop-off of shared e-scooter by dividing the Seoul into a 200m grid. we develop spatial auotcorrelation model such as spatial lag model, spatial error model, spatial durbin model, and spatial durbin error model in order to consider the characteristics of the aggregated data based on a specific space, and the spatial durbin error model is selected as the final model. As a result, demographic factor, land use factor, and transport facility factors have statistically significant impacts on usage of shared e-scooter. The result of this study will be used as basic data for suggesting efficient operation strategies considering the characteristics of weekday and weekend.
This study was conducted to examine the effects of constructing streetside urban forests on particulate matter (PM) content in pedestrian paths and open spaces created between the main streets and buildings in a high-rise, high-density urban area. The study site is a 70m-wide open space between Busan City Hall and Jungang-street in Busan, Korea. The results showed that the density of PM differences between the open space and the adjacent main street were small in regions without linear trees and shrub rows during both the weekdays and weekend. On the other hand, the areas with linear trees and shrub rows were found to have significantly higher concentrations of PM compared to the roadway. In particular, sections with linear trees and shrub rows had higher PM levels both on roads and in adjacent open space, indicating that the composition of linear trees and shrub rows increased the concentration of PM in the off-street open space in areas with wide space between the roadway and building. The impact was more significant in the open space than the roadway. This phenomenon can be explained by the fact that PM generated by vehicles flows through the roadside shrubs by rapid wind flow but does not disperse widely in the pedestrian paths where the wind flow was reduced. In this study, we found that the roadside tree and shrub walls slowed the flow of wind, causing vehicle-emitted PM to accumulate if a wide open space was created between the road and building, resulting in higher concentration of PM in the open space. We confirmed that the distance between the road and building was a critical factor for constructing linear trees and shrub rows to reduce PM generated by vehicle traffic.

To respond to the threat of global warming, countries around the world are promoting the spread of renewable energy and reduction of carbon emissions. In accordance with the United Nation's Sustainable Development Goal to combat climate change and its impacts, global automakers are pushing for a full transition to electric vehicles within the next 10 years. Electric vehicles can be a useful means for reducing carbon emissions, but in order to reduce carbon generated in the stage of producing electricity for charging, a power generation system using eco-friendly renewable energy is required. In this study, we propose a smart electric mobility operating system integrated with off-grid solar power plants established in Tanzania, Africa. By applying smart monitoring and communication functions based on Arduino-based computing devices, information such as remaining battery capacity, battery status, location, speed, altitude, and road conditions of an electric vehicle or electric motorcycle is monitored. In addition, we present a scenario that communicates with the surrounding independent solar power plant infrastructure to predict the drivable distance and optimize the charging schedule and route to the destination. The feasibility of the proposed system was verified through test runs of electric motorcycles. In considering local environmental characteristics in Tanzania for the operation of the electric mobility system, factors such as eco-friendliness, economic feasibility, ease of operation, and compatibility should be weighed. The smart electric mobility operating system proposed in this study can be an important basis for implementing the SDGs' climate change response.
A severe crushing injury of the chest produce a very striking syndrome referred to as traumatic asphyxia. This syndrome is characterized by bluish-red discoloration of the skin which is limited to the distribution of the valveless veins of the head and neck. And also if it is characterized by bilateral subconjunctival hemorrhages and neurological manifestations. But these clinical entities faded away progressively in a few weeks. Apporximately 90% of the patients who live for more than a few hours will recover from traumatic asphyxia when it occurs as a single entity. And so, death results from either severe associated injuries of from subsequent infection, rather than from pulmonary or cardiac insufficiency in traumatic asphyxia. We have experienced 4 cases of traumatic asphyxia with severe crushing thoracic injuries at department of the chest surgery, Captial Armed forces General Hospital during about 3 years from April 1977 to Aug. 1980. The 1st 22 year-old male was struct 2$\frac{1}{2}$ ton truck on the road and was transferred to this hospital immediately. He had taken tracheostomy due to severe dyspnea with contusion pneumonia and for removal of a large amount of bronchial secretion. The 2nd case was 23 year-old male who was got buried in a chasm. In this case, the heavy metal post tumbled over him back while at work. The 3rd case was 39 year-old male who leapt out of a window in 5th story while fire broke out in living room by oil stove heating. He had multiple rib fracture with right hemothor x and right colle's fracture and pelvic bone fracture. The last 22 year-old male was run over by a gun carriage. The wheel of this gun carriage passed over his thorax and right chin. He was brought to this hospital by helicopter. when he was first examined at emergency room, he was in semicomatose state and has pneurmomediastinum with multiple rib fracture and severe subcutaneous emphysema. As soon as he arrived, bilateral closed thoracostomy was performed and cardiopulmonary resuscitation was done. In hospital 8th weeks, chest series showed fibrothorax in right side even if chest wall stabilized. All 4 cases had multiple petechiae over their facees and chest and bilateral subconjunctival hemorrhages referred to as traumatic asphyxia. 3 cases except one case who received splenectomy, had been suffered from contusion pneumonia and had been treated with respiratory care. In these 3 cases, they had warning of impending injury before accident, and took a deep breath hold it and braces himself. And also, even if he had not impending fear in remaining one case, he had taken a deep breath and had got valsalva maneuver for pulling off the heavy metal post. Intrathoracic pressure rose suddenly and resulted to traumatic asphyxia in this situation. All these cases were recovered completely without sequelae except one fibrothorax, right.
This study was conducted to investigate the causes that induce the T-shape cracks at the joints in the jointed concrete pavements(JCPs). The finite element models of JCP including dowel bars were developed and the stress distribution in the slab was investigated under environmental loads. To investigate the effect of dowel bars on the transverse stresses at the joints that induce the T-shape cracks, the slab curling behavior was analyzed with and without dowel bars. In addition, the stress concentration was investigated when the dowel bar was not installed at the mid-depth of the slab. The results of this study showed that the transverse stresses were not affected by the dowel bars if the dowel bars were installed at the mid-depth of the slab. However, if the dowel bars were not installed at the mid-depth, the transverse stresses were concentrated at the dowel bar locations when the slab curled. The stress concentration was dependent on the contact characteristics between the dowel bar and concrete, and was significantly large when the dowel bar not installed at the mid-depth was located far from the edge of the slab. Therefore, to mitigate T-shape cracking in JCP, dowel bars should be very carefully installed and leveled at the proper locations.

VMS are installed in many Korean highways in oder to give drivers informations such as travel time to destination, congestion and Incident situation. However, some guidelines for install VMS are restricted in only geometric factors although human factors considering driver behavior are very important to affect the VMS installation. Therefore, this paper are focusing on developing and verifying the discriminant model for VMS installation considering human factors. As a result, following outputs are obtained ; (1) developing the discriminant model using human factors of driving simulation experiments in oder to predict driver reading VMS messages safely detour highway. (2) proving that driving experiences in highway, personal driving history, vehicle speed orderly affects VMS installation (3) verifying predictability of developed model by comparing the real values with predicted values. (4) suggesting that VMS should be installed off 3.2Km from the I.C. of rural highway.
