There is increasing interest, on the global basis, in the operation of ocean surface radars for measurement of coastal sea surface conditions to support environmental, oceanographic, meteorological, climatological, maritime and disaster mitigation operations. In south Korea, ocean surface radars are operating to monitoring oil spill, outflow from dike or preventing from safety-accidents in the 6 regions (16 radial sites) by main frequency about 13, 25 and 42 MHz until the present. However, that ocean surface radars have been operated on an experimental spectrum basis. In the results of 3~50 MHz band domestic analysis to improve the regulatory status of the spectrum used by oceanographic radars, it was demonstrated that sufficient frequency bands are available for oceanographic radars on the frequency band above 20 MHz. It is difficult to deploy and operate oceanographic radars in the sub-bands below 20 MHz except for 13 MHz band. For using HF ocean surface radars one should understand the spectrum environment in Korea and should prepare a suitable operating system and data processing techniques.

Oceanographic measurements from Ieodo Ocean Research Station and its vicinity were compared for assessment and mutually adjusted with satellite data. From the Topex/Poseidon and ERS-1/2 radar altimeter and scatterometer data, sea surface height, wind speed and direction were extracted and analyzed. Shipborne wind direction data acquired in June 1995 show good coherence with the satellite data, while sea surface height and wind speed show differences, possibly resulting from the distance between the measurement points. This can be improved by analyzing more satellite data or using other available shipborne data. The recent 3 months of Ieodo Station data between December 2004 and February 2005 were also analyzed and compared with the satellite data. The Ieodo Station data were found to have considerable gaps during the period as well as seriously biased particular when the data were averaged with some abnormal data. The Ieodo Station and satellite data were then mutually adjusted on the basis of their statistics. Ieodo Station oceanographic measurements are very efficient for ground-frothing of satellite data because they are stationary and the station is located far from the coast. On the other hand, the satellite measurements are the only data to fill up gaps and adjust biases of the Ieodo Station data.
The impact of sound speed variability in the sea is the very important on acoustic propagation for the underwater acoustic systems. Understanding of the temporal and spatial variability of ocean sound speed in the sea around the Ieodo were obtained using oceanographic data (temperature, salinity). from the Korea Oceanographic Data Center, collected by season for 17 years. The vertical distributions of sound speed are mainly related to seasonal variations and various current such as Chinese coastal water, Yellow Sea Cold Water (YSCW), Kuroshio source water. The standard deviations show that great variations of sound speed exist in the upper layer and observation station between 16 and 18. In order to quantitatively explain the reason for sound speed variations, Empirical Orthogonal Function (EOF) analysis was performed on sound speed data at the Line 316 covering 68 cruises between 2002 and 2018. Three main modes of EOFs respectively revealed 55, 29, and 5% the total variance of sound speed. The first mode of the EOFs was associated with influence of surface heating. The second EOFs pattern shows that contributions of YSCW and surface heating. The first and second modes had seasonal and inter-annul variations.

Efficient rendezvous node selection and routing algorithm (RNSRA) for wireless sensor networks with mobile sink that visits rendezvous node to gather data from sensor nodes is proposed. In order to plan an optimal moving tour for mobile sink and avoid energy hole problem, we develop the RNSRA to find optimal rendezvous nodes (RN) for the mobile sink to visit. The RNSRA can select the set of RNs to act as store points for the mobile sink, and search for the optimal multi-hop path between source nodes and rendezvous node, so that the rendezvous node could gather information from sensor nodes periodically. Fitness function with several factors is calculated to find suitable RNs from sensor nodes, and the artificial bee colony optimization algorithm (ABC) is used to optimize the selection of optimal multi-hop path, in order to forward data to the nearest RN. Therefore the energy consumption of sensor nodes is minimized and balanced. Our method is validated by extensive simulations and illustrates the novel capability for maintaining the network robustness against sink moving problem, the results show that the RNSRA could reduce energy consumption by 6% and increase network lifetime by 5% as comparing with several existing algorithms.

Fishing characteristics of Korean tuna purse seine fishery in the Pacific Ocean were investigated using logbook data compiled from captain onboard and the statistical data from 1980 to 2014. Changes in fishing ground and correlation between marine environmental factors and fishing patterns were investigated using Oceanographic index. The proportion of unassociated set was higher than that of associated set. The catch proportion of yellowfin was higher in the unassociated set, while that of skipjack and bigeye was higher in the associated set. Due to vessels, fishing gears and Korean captains' high-level of skills in fishing technology optimized for the unassociated set and preference of large fishes, especially large yellowfin tuna, it showed unique fishing characteristics focusing on the unassociated set. As for fishing distributions of Korean tuna purse seine fishery and impacts of oceanographic conditions on the fishery, the main fishing ground was concentrated on the area of $5^{\circ}N{\sim}10^{\circ}S$, $140^{\circ}E{\sim}180^{\circ}$ through the decades. When stronger El-nino occurred, the range of fishing ground tended to expand and main fishing ground moved to the eastern part of western and central Pacific Ocean. During this season, yellowfin tuna had high CPUE and catch proportion of yellowfin tuna in the eastern part also increased. As for the proportion of fishing effort by set type, proportion of log associated set was high during El-nino season while that of FAD associated set was high during La-nina season.

KORDI(Korea Ocean Research & Development Institute) built a research vessel JANG-MOK with 40 G/T for a survey and observation of oceanographic environmental characteristics at coastal region in September 2005. This paper introduced the implementation for hardware and software of an integrated information network that loaded in JANG-MOK, and depicted the function of an integrated information network, such as an installation of ga-bit based network, RS232C serial & UDP network interface of instruments, a data logging software of measured data, Hawkeye II software for supporting the efficient survey works, and a real-time navigation viewer. In addition, we presents the another implementation method for an integrated information network of oceanographic research vessels.
Oceanographic applications of digital filters are studied with special emphasis on the convolution filter with Hamming window and the recursive filters. Convolution filters are simple to understand and easy to design but not efficient for a long data set. Recursive filters, despite of the complexities, have advantages on economy and filter characteristic. By means of digital filtering technique we find that the alongshore wind at Pusan and the sea surface temperature at Gampo in summers during 1973 to 1979 are negatively correlated at low frequencies (periods longer than 5 days) but not so at high frequencies.
The 1982 UNCLOS provided very detailed provisions on marine scientific research and gave coastal stale jurisdiction to regulate marine scientific research in its EEZ. However, due to lack of definition and criteria of MSR, there are some different views, even conflicts, regarding legal Pounds for governing hydrographic surveys and oceanographic data collection by one state in the EEZs of other states. Some coastal states argue that those activities should only be conducted in the EEZ of other states with the consent of the coastal state while it is the opinion of other states, including the U.S.A., that those activities can be conducted freely in the EEZ. This paper reviews different views and recent developments on the issue and suggests some recommendations for future work of the Korean government related to the activities.

A literature analysis for the planning and realization of meta database system was carried out to establish the ocean electronic resources, the first in Korea. The study targeted from web resources and to oceanographic survey data. The focus of the analysis lies in the providing practical information retrieval service for ocean electronic resources based on the framework of effective Dublin Core metadata with network resources description. The analyses included ocean electronic resources, metadata descriptive elements, metadata classification, system organization and retrieval for planning and implementation of meta database system.
The low temperature, low salinity and low density sea water which was originated from the southern part of the Yellow Sea and distributed from the surface to 20 m depth was transported by the northwesterly wind during the period from the middle of March to the beginning of April, 1998 and had an influence on the northern coastal sea area of Cheju Island. Accordingly, this kind of accumulated data may supply the fundamental data for the realtime monitoring of oceanographic conditions and may improve degree of the forecasting accuracy of fishing and oceanographic conditions.
