Effectiveness of Direct Safety Regulations on Manufacturers and Users of Industrial Machines: Its Implications on Industrial Safety Policies in Republic of Korea

  • Background: Despite considerable efforts made in recent years, the industrial accident rate and the fatality rate in the Republic of Korea are much higher than those in most developed countries in Europe and North America. Industrial safety policies and safety regulations are also known to be ineffective and inefficient in some cases. Methods: This study focuses on the quantitative evaluation of the effectiveness of direct safety regulations such as safety certification, self-declaration of conformity, and safety inspection of industrial machines in the Republic of Korea. Implications on safety policies to restructure the industrial safety system associated with industrial machines are also explored. Results: Analysis of causes in industrial accidents associated with industrial machines confirms that technical causes need to be resolved to reduce both the frequency and the severity of such industrial accidents. Statistical analysis also confirms that the indirect effects of safety device regulation on users are limited for a variety of reasons. Safety device regulation needs to be shifted to complement safety certification and self-declaration of conformity for more balanced direct regulations on manufacturers and users. An example of cost-benefit analysis on conveyor justifies such a transition. Conclusion: Industrial safety policies and regulations associated with industrial machines must be directed towards eliminating the sources of danger at the stage of danger creation, thereby securing the safe industrial machines. Safety inspection further secures the safety of workers at the stage of danger use. The overall balance between such safety regulations is achieved by proper distribution of industrial machines subject to such regulations and the intensity of each regulation. Rearrangement of industrial machines subject to safety certification and self-declaration of conformity to include more movable industrial machines and other industrial machines with a high level of danger is also suggested.

근로자 안전을 확보하기 위해 실시하는 사업주에 의한 작업중지권 현장 실태조사 (On-site Investigation of Work Cease Rights Conducted by Employers to Ensure Worker Safety)

  • 연구목적: 고용노동부의 산업안전보건법에 따르면 산업재해를 막기 위해 급박한 위험이 닥쳤을 때는 작업중지권을 행사할 것을 규정하고 있다. 본 연구는 실제 태풍과 같이 급박한 위험이 닥쳤을 때 사업장에서 사업주에 의한 작업중지권 이행여부에 대한 실태조사를 수행하였고, 그 결과에 따른 시사점 및 작업중지권 활성화를 위한 방안을 도출하고자 한다. 연구방법: 제6호 태풍 '카눈'의 영향이 컸던 8월 9일~10일, 2일간 사업장의 작업중지 실시 여부를 유선으로 확인하였고, 조사대상은 건설업 1,649개소, 제조업 830개소, 그리고 기타 업종 278개소로 총 2,757개소이다. 연구결과: 실태조사 결과를 보면, 8월 9일에는 56%(1,555개소), 8월 10일에는 77%(2,142개소)가 전면 또는 부분 작업중지를 실시하였다. 특히, 태풍이 상륙했던 8월 10일에는 전체 40%가 전면적으로 작업을 중지하였다. 결론: 본 연구를 통해 사업주에 의한 작업중지권이 실제 사업장에서 활용되고 있음을 확인하였다. 앞으로도 급박한 위험이 있는 경우에는 작업중지권 외에도 유연 및 재택근무, 근로시간 조정 등을 적극적으로 활용하여 근로자의 안전을 보장하고 생명을 보호해야 할 것이다.

  • While musculoskeletal disorders increased, its prevention efforts were rather decreased or its operation was insufficient. This study aims to examine the actual conditions of musculoskeletal disorders at Electronics Company in Korea, analyze occupational danger factors related to musculoskeletal disorders through analysis of components of wrong workplaces and works, evaluate degree of danger of factors examined, analyze association between danger factors and musculoskeletal disorders, accumulate data of musculoskeletal disorders which are not enough in Korea and further prepare the foundation of improving working environment and developing prevention/management program of musculoskeletal disorders.

Shift Work and Occupational Stress in Police Officers

  • Background: Shift work has been associated with occupational stress in health providers and in those working in some industrial companies. The association is not well established in the law enforcement workforce. Our objective was to examine the association between shift work and police work-related stress. Methods: The number of stressful events that occurred in the previous month and year was obtained using the Spielberger Police Stress Survey among 365 police officers aged 27-66 years. Work hours were derived from daily payroll records. A dominant shift (day, afternoon, or night) was defined for each participant as the shift with the largest percentage of total time a participant worked (starting time from 4:00 AM to 11:59 AM, from 12 PM to 7:59 PM, and from 8:00 PM to 3:59 AM for day, afternoon, and night shift, respectively) in the previous month or year. Analysis of variance and covariance were used to examine the number of total and subscale (administrative/professional pressure, physical/psychological danger, or organizational support) stressful events across the shift. Results: During the previous month and year, officers working the afternoon and night shifts reported more stressful events than day shift officers for total stress, administrative/professional pressure, and physical/psychological danger (p < 0.05). These differences were independent of age, sex, race/ethnicity, and police rank. The frequency of these stressful events did not differ significantly between officers working the afternoon and night shifts. Conclusion: Non-day shift workers may be exposed to more stressful events in this cohort. Interventions to reduce or manage police stress that are tailored by shift may be considered.

고용형태에 따른 근로자의 위험 및 건강에 대한 비교 (Comparison of Occupational Danger and Physical Health Problems of Workers according to the Form of Employment)

  • 목적 : 본 연구에서는 간접고용이 직접고용의 고용형태가 위험과 건강에 얼마나 차이를 나타내는가를 알아보고자 하였다. 방법 : 연구는 안전보건공단 산업안전보건 연구원에서 2017년에 실시한 5차 근로환경조사(Korean Working Conditions Survey: KWCS)자료를 바탕으로 조사하였다. 결과 : 보건업에서 위험 요인 노출의 경우 파견, 용역에 비해 직접고용의 위험 노출이 더 높게 나타났다. 반면 건설업에서는 직접고용보다 파견과 용역에서 위험 노출이 더 높은 것으로 나타났다. 고용형태에 따른 건강영향의 교차분석을 실시하였다. 교차분석의 결과 직접고용과 외주에 따라 업무가 건강에 위해하지 않음과 위해함의 비율에 대한 차이는 유의하게 나타났고, 직접고용에 비해 외주의 경우 위험도는 2.18배 높게 나타났다. 결론 : 파견과 용역의 고용형태는 직접고용에 비교하여 근로자가 더 위험에 노출되어 있는 것으로 답변하였다. 또한 직접고용에 비해 외주는 근로자의 건강위해에 2배 가까운 위험도를 나타냈다. 이를 해결하기 위해 파견과 용역의 파트너에게 위험하거나 힘든 일을 전가하는 것이 아닌 사업의 전략적 파트너로서 간주할 필요가 있다. 즉 파견, 용역 근로자의 안전보건을 위해 계약에서의 원청업체의 능동적이고 적극적인 협력 및 지원이 필요하다. 이 연구를 통해 위험을 둘러싼 근로 환경과 규범이 재구성되어, 모든 근로자에게 더 안전하고 건강한 직장환경이 조성되기를 기대한다.

소방공무원 건강장해 유해인자에 대한 실증연구 -화재진압대원, 구조대원, 구급대원의 인식조사를 중심으로- (An Empirical Study on Firefighters' Health Hazard Factors -Focused on Fire Fighters, Rescue Workers and Emergency Medical Technicians Perception in Busan Fire Fighters-)

  • 이 연구는 부산시 소방공무원들의 건강장애 유해인자에 대해서 실증적으로 살펴봄으로써 향후 소방공무원들의 건강관리에 기초자료를 제공하고자 하였다. 결과적으로, 우선, 화재진압대원의 유해인자를 보면, 아무래도 화재현장에서 근무하기 때문에 업무특성을 반영하여 화재 시 발생하는 유해화학물질의 위험성을 가장 심각하게 인식하고 있다는 것을 확인할 수 있었고, 다음으로 화재 진압시에 추락위험을 높이 인식하고 있다는 것을 확인할 수 있었다. 다음, 구조대원의 유해인자에서는 구조대원이 화재 현장이나 각종 사고현장에서 요구조자를 구조하는 임무를 수행하기 때문에 현장 유해화학물질 위험성을 가장 높게 인식하고 있었고, 또한 구조현장에서의 추락위험을 두 번째로 높게 인식하고 있었는데 이는 업무 특성이 반영된 결과라고 볼 수 있다. 또한, 구급대원의 유해인자를 보면, 구급대원의 교대근무의 위험성을 가장 높게 인식하고 있었다. 이는 기존 연구에서 교대근무가 건강에 유해하다는 것과 일맥상통하는 대목이다. 다음으로, 환자이송 과부하가 큰 유해요소로 꼽았다는 것은 그만큼 구급업무의 특성상 많은 이송환자들이 많아짐으로 인해서 각종 2차 사고가 발생할 가능성이 있기 때문으로 사료되며, 구급현장 이송 중에는 빠르게 구급차량을 이동시켜야하기 때문에 교통사고 유발 가능성도 유해요소로 인식되고 있다는 것을 알 수 있다. 마지막, 유해인자 인식 비교에서는 구조대원이 가장 위험하다고 인식하고 있는 것을 알 수 있다. 이는 업무 특성과도 연관되는데, 구조대원의 경우가 화재 등 각종 위험현장과 가장 근접하게 활동을 하고 있기 때문으로 사료된다.

건설업 지붕작업의 재해분석 및 실태조사 (Accidents Analysis and Research on Risk of the Actual Conditions in Roof Works)

  • This study analyzed the accidents and researched on risk of the actual condition in roof works. This study revealed that 68% of accidents in roof works occurred on small sized construction sites. And 79% of accidents are caused by fall. It is simply because most laborers do not wear the safety harness and the mounted equipment is not properly installed. According to our research, we realize that most of roof works have some risk of the fall accidents. Most of roof working sites have the danger of falling at ladder and temporary walkway. In oder to prevent accidents in roof works, the basic rule such as wearing the safety harness must be followed.

국내 하도급의 근로자 보호방안에 관한 연구 (Subcontractors Protection Scheme for Harmful Works in Korea)

  • It compared subcontractor with contractor that are wages, the labor hour and labor condition of the work environment back are inferior relative. The subcontractor which basically the contract workers evade the dangerous process or the difficult work, the dirty work back what is called 3D the case which does to keep a business is many. so With life it will be threatened consequent health directly. The possibility where the subcontractor will be exposed to danger work came to be high. Consequently it prevents the subcontract which danger work is insensitive from this research and immediacy of the subcontract workers who is weak hygiene circumstance complement the plan it will be able to secure the immediacy safety&health subcontract workers, substantially to prepare in the hazard subcontract proprietor. Thus, this paper aims at presenting countermeasures to substantially secure safety and health of subcontractors by preventing ill-advised subcontracting of harmful and hazardous operations and imposing partial occupational safety and health responsibility to employers to enhance safety and health environment of subcontractors.

Assessment of the Risks of Occupational Diseases of the Passenger Bus Drivers

  • Background: The working conditions of bus drivers are difficult; they lead to occupational diseases and require careful study, particularly in Ukraine. The objective of the article is the description of occupational health risks of passenger bus drivers that lead to deteriorating health. Methods: The risk assessment was performed using a modified Risk Score method, which allowed determining the generalized level of danger to the driver's health. The hygienic hazards level was assessed as based on Stevenson's law, which was generalized later. Results: Based on the modification of the Risk Score method, it was possible to depart from expert assessments method of the risk level and calculate the general indicator based on the degree of dependence of the impact on the human body on its intensity, proposed by V. Minko. This allows objective determining of the impact of hygiene hazards on the health of the driver and to predict the occurrence of occupational diseases associated with the cardiovascular system, musculoskeletal system, and partial or complete disability due to the accumulation of emotional fatigue. The hazard assessment was carried out for three brands of passenger buses common in Ukraine, in which the driver is exposed to the dangers of fever, vibration, noise, harmful impurities in the bus cabin, and emotional load. Conclusion: The health of drivers in the cabins of passenger buses is most affected by hygiene hazards: fever, vibration, and emotional stress. The generalized level of risk is calculated by the modified method of Risk Score is 0.83; -0.99, -0.92 respectively.
