Biocides, or non-agricultural pesticides, are a broad class of chemical. They are including biological agents used to disinfect/sanitize, pesticides for non-agricultural use, wood preservatives, antifoulants, etc. Since the early 1980s, many adverse effects of biocides to human health and ecosystem have been found in the world. Especially, antifouling biocide like TBT caused serious toxic effects on the marine organisms. Therefore, OECD began to work on biocides in mid 1996 to help Member countries co-operate in the assessment and registration of these products. EU also announced the Biocidal Products Directive (BPD, 98/8/EC) in 1998 to harmonize regulatory approaches to allow EU countries to conduct evaluations of biocides more efficiently. Korea just start to consider of biocides regulation. Some biocides products are regulated, but not all the biocides which are using in Korea. Therefore, we need to make a appropriate regulation for the all biocides categories. In addition, there are necessary to develop risk assessment tools, to survey the use pattern and amount, to research on the ecosystem contamination by the biocides .
This paper surveys consumer policies for the internet transaction in the developed countries. Recently the internet transaction has been witnessing a remarkable change represented by the rapid spread of "revolution of distribution". It cannot be, however, stated that internet transaction will dominates all the market places without enhancing consumer's reliability in the internet transaction. Many countries made an efforts to the consumer protection in order to develop infra-structure of information industry. We will soon discover a new paradigm that consumer protection is not a tool for development of cyber market but the goal itself. We survey the process of consumer policies discussed in the developed countries and study the point of prevailing arguments of the consumer protection in the internet transaction. The arguments discussed in OECD meetings are debatable, especially, to the degree of government intervention in the field of consumer protection between EU and US. In contrast of US insisted on the minimum intervention of the government, EU suggest the opinion of more aggressive role of government in consumer policy in the cyber market. This paper attempts to provide several guide lines of Korean consumer policy in the cyber market.
As the value of lifelong learning becomes important, states are making efforts to build a system of lifelong learning. According to this tendency, this paper intends to compare the participation rate of lifelong learning, learning outcomes, learning support infrastructure, support of learning expenses, and recognition of lifelong learning. For the comparative pedagogical approach, Bray and Thomas' cubes such as geographical / regional level, non - geographical demographic statistics, social and educational aspects were utilized. The participation rate of lifelong learning in Korea is 34.4% in 2017, which is lower than the OECD average of 46%. The competency scores of Korean adults were lower than the OECD national averages of the PIAAC survey which measured adult competence, language ability, numeracy, and computer-based problem solving ability. In order to recognize prior learning, EU countries have developed EQFs to evaluate all non-formal and informal learning outcomes, while Korea recognizes qualification as a credit banking credit under the academic credit banking system. International comparisons of lifelong learning can be used as an important tool for diagnosing the actual conditions of lifelong learning in a country and establishing future lifelong learning policies. Therefore, it is necessary to maintain that the comparative pedagogical approach of lifelong learning differs according to the historical context, socioeconomic characteristics, and population dynamics, including the formation process and characteristics of modern countries.

This paper attempts to understand the nature and dynamics of global value chains in the auto industry using the OECD TiVA 2015 edition on the bilateral foreign value added in exports over the period 1995-2011 and employing the techniques of social network analysis such as the computation of network measures and visualization of value added trade flows. It is shown that there has been a tendency towards increasing production fragmentation both within and across regions. The automotive value-added network is found to have small-world properties with a hierarchical, clustered and dense structure. The differences among the US, Germany and China as major suppliers of foreign value added in global automotive value chains are remarkably revealed. Although the fragmentation of production has been developed on a global scale, a dichotomous tension between center and periphery and domestic and foreign capital lies behind it.
The present study made an empirical analysis for investigating the competitiveness of technology trades in Korea. In particular, the study deduced the correlation between technology export and technology import using the variables of Gross Domestic Expenditure on R&D and Per capita industry value added Productivity and employed fixed effect model in panel linear regression model. It is found that the R&D expenditure of OECD countries made a significant effect on the technology import and the value-added labor productivity made a significant result on both technology export and import. Therefore, it showed that the technology trade in Korea made a sensitive response to labor productivity in OECD countries. By panel analysis, machine, construction, ICT, and service industry affect most on technology export in Korea for recent 5 years. For technology import, electric-electron, chemical, service, and construction industry have significant effects. This study contributed to understanding of industrial characteristics affecting technology trades in Korea and empirical analysis to show correlation between the factors affecting technology trade.

State-sponsored cyberattacks have increased significantly and threaten national security in recent years. State-sponsored cyberattacks are often more sophisticated and destructive that attacks by individuals and private groups because of the concentration of manpower and resources. So major countries including the United States and the United Kingdom, as well as international organizations such as the EU and OECD, are recommending proportional response measures against cyberattacks. The Republic of Korea(ROK) is also trying to change its will to secure cyberattack deterrence and prepare active response through the 「National Cybersecurity Strategy 2019」. However, the ROK is not equipped with an adequate methodology to assess the severity of cyberattacks nor measures for proportional response to such attacks. In this paper, we propose a Cyber Attack Severity Assessment(CASA) methodology that can assess the scale and impact of damage to prepare external response threshold for cyberattacks at the government-level and to enable proportional responses when responding.
BACKGROUND: To assess and prevent the environmental impacts and risks by veterinary pharmaceuticals, Guidance on Estimating Soil Persistence and Degradation Kinetics from Environmental Fate Studies on Veterinary Pharmaceuticals for Environmental Risk Assessment was proposed. METHODS AND RESULTS: Proposed guidance was coined by VICH, EU guideline, OECD guideline and soil dissipation studies for the purpose of international harmonizing. Guidance was also modified from pesticide soil persistence testing guidelines of US, EU, and Korea, with practical approaches adopting in-use test guideline for Korea. CONCLUSION(S): Proposed guidance are consisted of three parts; Laboratory Soil Experiment, Field Soil Dissipation Study, and Estimation of $DT_{50}/DT_{90}$. Proposed guidance is to be available for the requirement for registration of veterinary pharmaceuticals with fit for purpose in Korea.

This research reviews regulations on logistics/transport industry and attempts to quantify the effects of regulation mitigation on GDP per capita. South Korea's transport industry has been gradually expanding, however, the industrial structure is still short rooted. In 2014, average number of hours worked is 5th highest and wage margin 12th smallest out of 18 industries. Furthermore, the regulations for this industry appear to be stricter than those of other industries. OECD's logistics/transport industry regulatory index for South Korea has been decreasing for the last 40 years but still exceeds those of EU, Japan, US, and other countries. This paper provides supporting reasons for regulatory reforms by analyzing the ripple effects on real GDP. Factors such as the ratio of trade among GDP, the enrollment rate to primary school, energy usage per capita, and population are controlled in the fixed-effect model. Estimation results showed that 1 unit decrease in transport/logistics regulatory index is correlated with 8.1% increase of the real GDP per capita, that is, 10% of deregulation is expected to yield 2.16% increase in GDP per capita. Thus, it is expected that mitigating regulations on market entries, price determination, ownership structures of network industry, vertical integrations can improve the economy of South Korea.
The objective of this study is to introduce the definitions and classification methods of wastes in international agreements and legislations, examine the concept of wastes and their classification systems in Korea, and finally analyze and compare the concept of wastes in different countries for finding better solutions and suggestions. The study summarizes the concept of wastes as introduced in the Basel Convention, OECD, EU, US, and UK. First, each of the member countries adapt to the same concepts of wastes as defined in their international agreements; second, the intention of the wastes holder and the conditions of the wastes are considered at the same time when defining the concepts. Upon close examination of the classification of wastes systems as introduced in the Basel Convention, OECD, EU, US, and UK, the wastes are classified into toxic and non-toxic wastes according to the existence of poisonous substances. Therefore, it is classified as a toxic waste when any toxic substance on its list is included in the waste, while others are considered as a non-toxic waste if they don't contain poisonous substances. Secondly, in the UK, the matter of toxic or non-toxic wastes are classified, not according to the existence of the poisonous substances, but based on the generation of sources. In Korea, the concepts of wastes are divided into the two categories - a concept as defined in actual legislations and a concept in its translation. The Korean classification of the wastes include Wastes Management Act, amended in 1995, which stipulates that toxic substances should be managed in a special way as the designated wastes. It appears that the Act utilizes the classification method that classifies the wastes according to the existence of poisonous substance. Korea's concepts of wastes should be changed after recognition of the concepts in international agreement (Basel Convention, EU) and other foreign laws(US, UK) that consider subjective and objective standards at the same time when they define the concepts. Also, the development of technology in recycling and reuse of the wastes can remove the current absolute notion of the wastes so that it also should not be passed over. Also, because a classification structure of wastes has a close relationship with a disposal structure, its classification system should be fixed gradually to come up with the development of wastes disposal technology and its policy.
