A Study on the Global Start-ups/Employment Support Model Using ODA Projects (ODA 프로젝트를 활용한 글로벌 창업/취업 지원 모델)

  • Purpose - The purpose of this study was to explore the model that supports the recipient country by using the ODA (Official Development Assistance) project and at the same time fits the global start-up/employment support of donor country with CSV business model. Specifically, we wanted to examine the feasibility of the project based on the existing ODA projects. Research design, data, and methodology - As the methodology, case studies and interview were conducted as well as literature studies. The case analysis is based on a press release of the entire KOICA's ODA project, which has been implemented for one year, based on 2017. After consideration, the actual results and future feasibility were analyzed. The interviews were conducted on senior Korean officials and Indian officials involved in Vietnam's ODA project. Results - As a result, some of the project cases applied and analyzed according to the model of this study were judged to be highly potential. Based on the results of this analysis, as the model derived from this study pursues, the global business model is developed under the CSV (Creating Shared Value) strategy through ODA projects to support recipient countries and global start-up/employment support of donor country. The possibility of simultaneously pursuing this model based on CSV business model was also confirmed. Conclusions - In the past, free aid agencies like KOICA focused solely on supporting recipient countries, but in terms of sustainability, they could discover the potential of supporting the global start-up/employment of the donor country using CSV business model in ODA project. In this study, we tried to find the theoretical background and potential possibilities in some ODA projects based on CSV business model. As a result of the analysis of KOICA ODA projects in 2017 and interviews, some ODA projects could be used to improve the economic development of the recipient country as well as the global start-up/employment of the donor country. Therefore, it is necessary for the ministries of the government to promote ODA projects to understand the framework that achieves these two objectives simultaneously and to promote ODA projects based on various strategic considerations.

  • This study, focused on Official Development Assistance(ODA) as a solution to the global polarization and demonstrated how corporate social responsibility (CSR) plays a role in raising the performance of ODA. First, socio - economic value and profit - created by CSV activities have a significant effect on constructing an economic reciprocal relationship between donor countries and recipient countries. In addition, it has shown that it promotes the simultaneous development of companies and society through the strategic CSR model and consequently contributes to the achievement of ODA. Second, it suggests that the elements of the BOP model have a significant effect on improving the unreasonable wage system and unethical working conditions of developing countries. Furthermore, this suggests that improving the income of the poor can improve the performance of ODA. Third, this study reconstructed 'CSR Pyramid' of Carrol and newly devised CSRD theory. In the case of ODA to developing countries, economic, legal, ethical, and charitable responsibilities are set priorities. In this study, it is suggested that the priority should be flexibly set as economic ${\rightarrow}$ charitable ${\rightarrow}$ ethical ${\rightarrow}$ legal responsibility. This study reexamines the strategic CSR model in the international management field and conducted empirical analysis on CSV, BOP, CSRD model as the constituent elements. In addition, the strategic CSR model that has moved away from the traditional and old-fashioned perspectives still has room for development, and exploratory research to develop the model will continue to contribute to clarifying the concept and scope of CSR.

A Study on the Effect of Myanmar ODA's Aids on Exports through Panel Analysis (공적개발원조(ODA)가 수출에 미치는 영향 분석: 미얀마 사례를 중심으로)

  • This studies the relationship between ODA and export performance of donor countries in Myanmar. This study analyzes 19 donor countries from 2002 to 2014 by using gravity model. The results show that ODA improves the export performance of donor countries in Myanmar in the period. The larger the amount of ODA, the larger the exports in Myanmar. And the rate of increase of ODA is also important in determining the export performance. These imply that ODA increases donor's export directly as well as indirectly by improving the relationship between donors and receivers. These results are important for Korea that is increasing ODA into Myanmar. Korea should search for a mode of ODA supporting as well as the amount of ODA.

  • ODA (Official Development Assistance) aims for practicing international humanitarianism in developing countries. However, ODA donors also seek to find convincing evidence meeting the national economic & political interests in the international community. In this regards, precise & unbiased estimation of the policy effects of ODA aid on the donors' exports to the recipient countries has recently become one of the primary concerns of the ODA donors, especially developing countries including Korea of which economy structure heavily relies on exports for economic growth. Based on the basic gravity model, this study empirically analyzes the effects of technical cooperation ODA delivering skills, knowledge and technical know-how on Korea's exports to the ODA recipient countries using 10-year panel data from 2007 to 2016. Specifically, by incorporating major variables affecting trade such as GDP, distance, FDI etc, the effect of technical cooperation ODA on Korea's exports to the ODA recipient countries is estimated with various kinds of panel models. As a result, technical cooperation ODA has a statistically significant impact on Korea's exports to ODA recipient countries, especially in the exports of intermediate goods. And the detail process of this black-boxed mechanism is scrutinized through case studies on Uzbekistan, The Philippines, and Morocco.

The Role and Outcome of the Korea-Indonesia e-Government Cooperation Center (한-인도네시아 전자정부 협력센터 역할과 성과)

  • This article explains the background of the Korea Indonesia e-Government Cooperation Center established in 2016 as a new intergovernmental cooperation model of the ODA (Official Development Assistance) project in Indonesia, one of the developing countries in Southeast Asia, and shares the center's role and achievements. Through this, we show that it can be a new cooperation model for ODA field that needs expertise in the future.

Recipient Countries' Financial Development and the Effectiveness of ODA (금융시장발전과 공적개발원조의 효과성: 양자간·다자간 원조를 중심으로)

  • Purpose - The purpose of this paper is to empirically investigate the effectiveness of Offcial Development Assistance (ODA) in recipient countries' economy. ODA is designed to mitigate poverty and stimulate economic growth in the developing countries. We classify total ODA into bilateral ODA and multilateral ODA depending on the number of donor countries. If the ODA flows from one donor country to one recipient country, it is classified as bilateral ODA. If the multiple countries simultaneously become donor countries through the international organizations such as United Nations and World Bank, it is classified as multilateral ODA. This paper compares the effect of bilateral ODA and multilateral ODA in determining recipient countries' economic development, and tries to provide policy implications to Korean ODA. Research design, data, and methodology - Our primary explanatory variables are bilateral and multilateral ODA. Private credit in recipient countries is adopted as additional explanatory variables to capture the level of financial development in recipient countries. We measure the ODA effectiveness using economic growth and quality of life of the recipient countries as the dependent variable. We collect 142 recipient countries' data from OECD statistics, during the period from 1970-2014. Panel least squares estimation with country fixed effect is employed as the empirical model. Results - Our results support that ODA variable has a negatively significant impact on recipient countries' economic growth, while it is positively correlated with human development index. Recipient countries' private credit is positively correlated with economic growth and human development index. The interaction variable of ODA and financial development turns out to be significant in general. We find that the positive effect of ODA depends on recipient countries' financial market development and this effect is stronger in multilateral aid than bilateral one. Conclusions - From the analysis, we have confirmed that the recipient countries financial development is the necessity condition to achieve positive effect of ODA. Based on these results, we suggest that Korean government should increase the share of multilateral funding and pay attention to recipient countries' financial market development to maximize the effectiveness of ODA.

  • South Korea started to actively participate in the ODA project across Asia, Africa, the Middle East, CIS countries, and Latin America as it transitioned from a country receiving developmental aid to a donor country. As more and more recipient countries are looking into the e-government model of South Korea, a new approach to the Korean model is being investigated. Various promotions were made, ranging from the implementation of the e-government ODA project, review of its feasibility to evaluation of the results. In order to improve and maximize performance management OD projects, it is necessary to look into the analysis of its follow-up results. In this study, practical performance management and policy implications were explored, focusing on the e-government ODA project. In particular, a case study analysis was attempted with focus on the Nigerian e-government project promoted as part of the project. It focused on Korea's e-government linkage process, implementation procedures and strategies applied when establishing the e-government master plan and suggested the necessity of an approach suitable for new environmental changes. In terms of sustainability of the ODA project, it is necessary to build a Korean e-government model that reflects the new intelligence information technology.

The Impact of ODA·FDI·Trade on the Africa Economic Growth : Evidence from Senegal

  • This paper investigates that the Granger-causality between ODA FDI Trade, and economic growth in Senegal over the last 50 years and ODA, FDI, Trade have a impact on the Senegal's economic growth using the Vector Error Correction Model. The empirical results do confirm a directional causality between the variables considered. It also showed that an increase of ODA in the Senegal has positive effect on GDP growth and FDI, which are important factors of economic growth for poor country like Senegal. Underdeveloped nation has been suffered from insufficient savings or capital for economic growth; therefore, developed nations have to provide enough ODA to supply initial capital formation for growth, so-called, seed money. In a nutshell, ODA as a priming the pump is required and expanded continuously for Africa country's economic growth.

A Study on the Effectiveness of Overseas Construction Projects Using Official Development Assistance(ODA) (공적개발원조(ODA)를 활용한 해외건설사업 수주의 실효성에 관한 연구)

  • While the local construction market has lost its steam in recent years, it is discussed that the overseas construction projects should be activated by using the Official Development Assistance (ODA) in terms of finding a new way. This study empirically identifies the relationship between ODA and the foreign construction orders, and discovers the effectiveness of orders for overseas construction projects using the ODA. Therefore, based on the past 25 years of time-series data on Asia, the VECM model was used to identify the relationship between the Asia country's ODA and construction orders. As a result, it has shown a lower-than-expected correlation between the value of ODA and the construction orders. There are several reasons for this; This is because profit-purpose construction projects and ODA for public welfare are fundamentally different, and the timing of ODA applications and overseas construction orders are different. Also, compared to other developed countries, Korea has far less experience and scale of ODA. At last, there are huge differences in the size of ODA and construction orders. In conclusion, although the effectiveness of overseas construction orders based on ODA was not clearly disclosed, the significance of this study is that it attempted to conduct a empirical study on the relationship between ODA and overseas construction orders. Further relationships are expected to be drawn through the accumulation of future ODA experience and the supplementation of time series data, which can provide on a theoretical and practical basis.

The Impact of ODA·FDI·Trade on the South America's Economic Growth; Comparative analysis of 4 countries (무역·ODA·FDI가 남미 경제발전에 미치는 영향 분석: 4개국 비교를 중심으로)

  • This paper investigates how ODA FDI Trade affect economic growth in 4 South America countries over the last 50 years and ODA, FDI, Trade have a impact on the 4 South America countries economic growth using the Vector Error Correction Model. The results of empirical analysis based on data from 1960 to 2014 confirmed that FDI and trade than ODA has had a significant impact on Brazil and FDI, Trade had affected on Argentina economic growth. On the other hand, ODA had a more major impact on Venezuela, Peru economic growth than FDI and trade. Based on the results of these empirical analysis, when it comes to support for economic growth of underdeveloping countries, developed countries have to supply enough ODA for least developing countries to start economic growth, in case of economic take off stage, they should consider FDI, and international trade volume increase.
