This study suggests, based on analysis of current status, improvement plans for the local government's public mobile applications. Fist of all, this study selected analysis elements and established an analysis framework for public mobile applications. Then the study analyzed the applications developed by all local government and application management practices in Seoul-City. The status of public applications shows that there are no institutional guidelines and the practical use of the public application is low in relation to the invested costs. Additional problems are the imprudent development, non-reflection of demand, absence of systemic management. For the improvement plans, the study suggests understanding of exact demand, detailed examination of validity, offering of effective information and the utilization of double-way interaction application. The management side of the improvement plans addresses the preparing for public application ordinance, building proper management system, regular check, education and active promotion.

With increasing attention to real-time body detection, active research is being conducted on human body detection based on skin color. Despite this, most existing skin detection methods utilize static skin color models and have detection rates in images, in which colors are distorted. This study proposed a method of detecting the skin region using a fuzzy classification of the gradient map, saturation, and Cb and Cr in the YCbCr space. The proposed method, first, creates a gradient map, followed by a saturation map, CbCR map, fuzzy classification, and skin region binarization in that order. The focus of this method is to rigorously detect human skin regardless of the lighting, race, age, and individual differences, using features other than color. On the other hand, the borders between these features and non-skin regions are unclear. To solve this problem, the membership functions were defined by analyzing the relationship between the gradient, saturation, and color features and generate 108 fuzzy rules. The detection accuracy of the proposed method was 86.35%, which is 2~5% better than the conventional method.

Background: The purpose of this study is to examine the risk of uncontrolled chemotherapy-induced nausea and vomiting (CINV) among patients receiving low emetogenic chemotherapy (LEC) with and without granisetron injection as the primary prophylaxis in addition to dexamethasone and metochlopramide. Materials and Methods: This was a single-centre, prospective cohort study. A total of 96 patients receiving LEC (52 with and 42 without granisetron) were randomly selected from the full patient list generated using the e-Hospital Information System (e-His). The rates of complete control (no CINV from days 1 to 5) and complete response (no nausea or vomiting in both acute and delayed phases) were identified through patient diaries which were adapted from the MASCC Antiemesis Tool (MAT). Selected covariates including gender, age, active alcohol consumption, morning sickness and previous chemotherapy history were controlled using the multiple logistic regression analyses. Results: Both groups showed significant difference with LEC regimens (p<0.001). No differences were found in age, gender, ethnic group and other baseline characteristics. The granisetron group indicated a higher complete response rate in acute emesis (adjusted OR: 0.1; 95%CI 0.02-0.85; p=0.034) than did the non-granisetron group. Both groups showed similar complete control and complete response rates for acute nausea, delayed nausea and delayed emesis. Conclusions: Granisetron injection used as the primary prophylaxis in LEC demonstrated limited roles in CINV control. Optimization of the guideline-recommended antiemetic regimens may serve as a less costly alternative to protect patients from uncontrolled acute emesis.

Recently, the development of a vision inspection system using machine learning has become more active. This study seeks to develop a defect inspection model using machine learning. Defect detection problems for images correspond to classification problems, which are the method of supervised learning in machine learning. In this study, defect detection models are developed based on algorithms that automatically extract features and algorithms that do not extract features. One-dimensional CNN and two-dimensional CNN are used as algorithms for automatic extraction of features, and MLP and SVM are used as algorithms for non-extracting features. A defect detection model is developed based on four models and their accuracy and AUC compare based on AUC. Although image classification is common in the development of models using CNN, high accuracy and AUC is achieved when developing SVM models by converting pixels from images into RGB values in this study.
A hybrid mount featuring rubber element and piezoelectric actuator is devised to reduce vibration when starting a vehicle engine. As a first step, a passive mount adopting rubber element is manufactured and its dynamic characteristics are experimentally evaluated. After evaluating dynamic characteristics of the manufactured inertial piezoelectric actuator, the proposed hybrid mount is then established by integrating the piezoelectric actuator with the rubber element for performance improvement at non-resonant high frequencies. A mathematical model of the established active vibration control system is formulated and expressed in the state space form. Subsequently, sliding mode controller (SMC) is designed to attenuate the vibration transmitted from the base excitation. Finally, control performances of the proposed hybrid mount are evaluated such as transmissibility in frequency domain and time responses.

A new set of functional group interaction energy descriptors relevant to the ACE (Angiotensin-Converting Enzyme) inhibitory peptide, QSAR (Quantitative Structure Activity Relationships), is presented. The functional group interaction energies approximate the charged interactions and distances between functional groups in molecules. The effective energies of the computationally derived geometries are useful parameters for deriving 3D-QSAR models, especially in the absence of experimentally known active site conformation. ACE is a regulatory zinc protease in the renin-angiotensin system. Therapeutic inhibition of this enzyme has proven to be a very effective treatment for the management of hypertension. The non bond interaction energy values among functional groups of six-feature of ACE inhibitory peptides were used as descriptor terms and analyzed for multivariate correlation with ACE inhibition activity. The functional group interaction energy descriptors used in the regression analysis were obtained by a series of inhibitor structures derived from molecular mechanics and semi-empirical calculations. The descriptors calculated using electrostatic and steric fields from the precisely defined functional group were sufficient to explain the biological activity of inhibitor. Application of the descriptors to the inhibition of ACE indicates that the derived QSAR has good predicting ability and provides insight into the mechanism of enzyme inhibition. The method, functional group interaction energy analysis, is expected to be applicable to predict enzyme inhibitory activity of the rationally designed inhibitors.
Solar energy is a quantitatively unlimited, clean and non-pollutant source. It has a great potential for industrial commercial usages. For example, solar hot water system for domestic usage has been very popular in many counties. In Korea, the industries consume 47.7% of the total national energy, and the manufacturing sector uses 91.5% out of it. The main energy resoures available in Korea are oils, coals, and gases. There have been continuous efforts among the industries to reduce such energy consumptions by using alternative energy resources, such as solar energy, yet the technology has limited its proper applications to a level of satisfaction. In some advanced countries, research and development programs in solar energy applicable to the industrial usages are very active, and some systems are in the commercial market. Therefore, this paper describes the status and the feasibility for high-efficiency evacuated solar collector which was anticipated to applied for industrial process heat as an alternative of fossil energy.

In this investigation, we prepared a 1 and 3-parallel serpentine single PEMFC, which has an active area of $100\;cm^2$ and a flow channel cross section of $1{\times}1mm$. Distribution and transport of water in a non-operating PEMFC were observed by varying flow types and the flow rates (250, 400, and 850 cc/min). This investigation was performed at the neutron imaging facility at the CO1d Neutron RAdiography facility (CONRAD), HMI, Germany of which the collimation ratio and neutron fluence rate are 250, $1{\times}10^{6}n/s/cm^2$, respectively. The neutron image was continuously recorded by a scintillator and lens-CCD coupled detector system every 10 seconds. It has been observed that although the distilled water was supplied into the cathode channel only, the neutron image showed a water movement from the cathode to the anode channel. The water at the cathode channel was completely discharged as soon as the pressurized air was supplied. But the water at the anode channel was not easily removed by the pressurized air except for the 3-parallel serpentine type with 850cc/min of air flow rate. Moreover, the water at the MEA wasn't removed for any of the cases.

For intelligent vehicle technology, it is very important to recognize the states of around vehicles and assess the collision risk for safety driving of the vehicle. Specifically, it is very fatal the collision with the vehicle coming from opposite direction. In this paper, a centerlane violation prediction method is proposed. Only radar signal based prediction makes lots of false alarm cause of measurement noise and the false alarm can make more danger situation than the non-prediction situation. We proposed the novel prediction method using IMM algorithm and fuzzy logic to increase accuracy and get rid of false positive. Fuzzy logic adjusts the radar signal and the IMM algorithm appropriately. It is verified by the computer simulation that shows stable prediction result and fewer number of false alarm.
Microglia play a role in maintaining and resolving brain tissue homeostasis. In pathological conditions, microglia release pro-inflammatory cytokines and cytotoxic factors, which aggravate the progression of neurodegenerative diseases. Autophagy pathway might be involved in the production of pro-inflammatory cytokines and cytotoxic factors in microglia, though details of the mechanism remain largely unknown. In the present study, we examined the role of the autophagy pathway in activated BV2 microglia cells. In BV2 cells, rapamycin treatment activated the formation of anti-LC3-labeled autophagosomes, whereas the ATG5 depletion using siRNA-ATG5 prevented the formation of LC3-labeled autophagosomes, indicating that BV2 cells exhibit an active classical autophagy system. When treated with LPS, BV2 cells expressed an increase of anti-LC3-labeled dots. The levels of LC3-labeled dots were not suppressed, instead tended to be enhanced, by the inhibition of the autophagy pathway with siRNA-ATG5 or wortmannin, suggesting that LPS-induced LC3-labeled dots in nature were distinct from the typical autophagosomes. The levels of LPS-induced expression of iNOS and IL6 were suppressed by treatment with rapamycin, and conversely, their expressions were enhanced by siRNA-ATG5 treatment. Moreover, the activation of the autophagy pathway using rapamycin inhibited cell death of LPS-stimulated microglia. These results suggest that although microglia possess a typical autophagy pathway, the glial cells express a non-typical autophagy pathway in response to LPS, and the activation of the autophagy pathway suppresses the expression of iNOS and IL6, and the cell death of LPS-stimulated microglia.
