The Origins of Science and Technology Policy (과학기술정책의 기원)

  • This paper, searching for the origin of the science and technology policy, is one of the research series on the original form of current S&T policy such as origin, evolution and changing patterns. Without understanding the origin, it is very difficult to understand the evolution and the current change of the policy. To answer this question, 2 kinds of conditions are set: 4 concepts for the origin of a policy and also 4 conditions for the S&T policy itself. As the origin of a policy, 4 concepts are set such as independence, continuance, diffusion and modern state as a policy body. Also as conditions for S&T policy, there may be 4 conditions such as policy targets, policy functions, administration body and the usage of the name of the policy. S&T can be distinguished as science, technology and S&T along it's development path. There, hence, are 2 origins of science and technology policy. French policy for modern science at the late 18th century and the establishment of the Agency of Science and Technology Policy of Japan in 1956 can be pointed out as the origin of the policy. The former can be called as the origin for natural science, and the latter as the origin for S&T. This study implies that new paradigm of S&T policy is a reflection for both the needs of new S&T and social needs. When there were big problems in a society and when there appeared new S&T, they exploited new S&T vigorously. This has been remained as a rememberable monuments in the history of the S&T policy.

Study on Influences and Elimination of Test Temperature on PDC Characteristic Spectroscopy of Oil-Paper Insulation System

  • Test temperature is an important factor affecting the measurement results of dielectric response of field power transformers. In order to better apply the polarization and depolarization current (PDC) to the condition monitoring of oil-paper insulation system in power transformers, the influences and elimination method of test temperature on PDC characteristic spectroscopy (PDC-CS) were investigated. Firstly, the experimental winding sample was measured by PDC method at different test temperatures, then the PDC-CS was obtained from the measurement results and its changing rules were discussed, which show that the PDC-CS appears a horizontal mobility with the rise of temperature. Based on the rules, the “time temperature shift technique” was introduced to eliminate the influence of test temperature. It is shown that the PDC-CS at different test temperatures can be converted to the same reference temperature coincident with each other.

  • The Korea Electric Power Corporation (KEPCO) recorded 2.9 trillion won deficit in the aftermath of the world financial crisis. KEPCO is trying to escape from the business crisis in every way; however, it is impossible to make huge profit by selling electricity alone. Overseas electrical utilities make profits by selling gas and heat along with electricity. However, it is difficult for KEPCO to enter the gas and the heat selling market because other public companies are already dealing with them. In this situation, improving the business is possible when KEPCO develops a new business model and creates added value using Korean advanced Power IT combined with electricity. This study shows a new business model using Power IT, based on a survey targeting managers in KEPCO branch office and electrical engineers in the field. We hope the new business model suggested in this study is adapted to the real field to create high value in the future.

  • This study aimed to develop organic design and propose references on an origin and developing factors of the organic design as looking into previous researches on furniture design. Expressive features with curves observed in the furniture design have been interpreted as organic meanings, and the study also approached grounds for the organic design elements while talking about developments of new materials and digital technology. In addition, the study presented a possibility explaining that these organic design elements might have been derived and developed from Art Nouveau. State-of-the art technology of the digital era in the 21st century has been built upon more creative concepts, and as this technology gets combined with the digital technology, it is, now, changing but also improving both morphological aspects and design methodologies. In the midst of this change, when it comes to factors to develop the organic design, creation of various new materials and state-of-the art digital technology are considered to be immediate factors to changes in the design. As morphological thinking using digital media develops, geometric thinking and such form are realized which eventually would lead us to furniture design of a new concept.

  • Separation of naphthalene from naphthalene and 2-methylnaphthalene mixture has been studied by layered melt and solution crystallization using ethylalcohol. Purity and yield of naphthalene depended mainly on the cooling rate: The effective distribution coefficient ($K_{eff}$) as the degree of impurity removal was observed to decrease with the decreasing in cooling rate. Purity of naphthalene can be enhanced to $5{\sim}7%$ by melt crystallization using 90% naphthalene and the purity of naphthalene can be obtained to be 99% up by solution crystallization.

  • Various carbon upcycling technologies have been proposed and are under development to achieve Korea's carbon neutrality target. Many chemical reactions are under development through various chemical reaction pathways, and different technological maturity levels are shown for each country and company. In this situation, it is essential to establish investment decisions such as research funds and human resources allocation through technological and economic analysis for close commercialization technologies and basic technologies with low technology readiness levels (TRL). Therefore, in this study, the technology development priority for developing carbon upcycling items was selected according to the domestic Carbon Capture & Utilization (CCU) technology roadmap using the stakeholder selection tool released by EU CarbonNext. As a result of the analysis, the TRL level of Korea's major carbon upcycling technologies was analyzed to be lower than that of other carbon resource technologies, and it was considered desirable to invest in mineral carbonization technologies among various candidate technologies.

  • This study aims at empirical analysis of the new international trade theory (Melitz, 2012, 2014, 2015). The new international trade theory is centered on the effect of heterogeneous firms on the technological competitiveness on the trade effect and resulted from the important assumption that the form of the enterprise technology distribution determines the trade effect. This study empirically estimated the distribution of enterprise technology in Korean manufacturing. For the purpose of this study, we divided Korea's total enterprise technology distribution into technological innovation and technical imitation distribution, then statistically verified the distribution type and evaluated the appropriateness of the new international trade theory. Based on the empirical results of this study, we briefly suggested the direction of technology policy.

  • This research suggests the security countermeasures for solving technology outflow of small-medium companies in New IT Environment through level comparison of security cognition and security management between small-medium companies and major big companies. According to analysis results, it is poor for small-medium companies' level of security cognition and security management compared with major big companies. Small-medium companies need to manage technology outflow to major big companies' level in New IT Environment. Small-medium companies has started to build New IT Environment recently and it must build the appropriate security system for small-medium companies at the same time. Small-medium company has more problem with budget and proffessionals to maintain the security of technology outflow. Therefore government has to support systematic management for the security of technology outflow to Small-medium companies

A Study on the Effect of Technological Innovation Capability and Technology Commercialization Capability on Business Performance in SMEs of Korea (우리나라 중소기업의 기술혁신능력과 기술사업화능력이 경영성과에 미치는 영향연구)

  • With the advent of knowledge-based society, the revitalization of technological innovation type SMEs, termed "inno-biz" hereafter, has been globally recognized as a government policymakers' primary concern in strengthening national competitiveness, and much effort is being put into establishing polices of boosting the start-ups and innovation capability of SMEs. Especially, in that the inno-biz enables national economy to get vitalized by widening world markets with its superior technology, and thus, taking the initiative of extremely competitive world markets, its growth and development has greater significance. In the case of Korea, the government has been maintaining the policies since the late 1990s of stimulating the growth of SMEs as well as building various infrastructures to foster the start-ups of the SMEs such as venture businesses with high technology. In addition, since the enactment of "Innovation Promotion Law for SMEs" in 2001, the government has been accelerating the policies of prioritizing the growth and development of inno-biz. So, for the sound growth and development of Korean inno-biz, this paper intends to offer effective management strategies for SMEs and suggest proper policies for the government, by researching into the effect of technological innovation capability and technology commercialization capability as the primary business resources on business performance in Korean SMEs in the light of market information orientation. The research is carried out on Korean companies characterized as inno-biz. On the basis of OSLO manual and prior studies, the research categorizes their status. R&D capability, technology accumulation capability and technological innovation system are categorized into technological innovation capability; product development capability, manufacturing capability and marketing capability into technology commercialization capability; and increase in product competitiveness and merits for new technology and/or product development into business performance. Then the effect of each component on business performance is substantially analyzed. In addition, the mediation effect of technological innovation and technology commercialization capability on business performance is observed by the use of the market information orientation as a parameter. The following hypotheses are proposed. H1 : Technology innovation capability will positively influence business performance. H1-1 : R&D capability will positively influence product competitiveness. H1-2 : R&D capability will positively influence merits for new technology and/or product development into business performance. H1-3 : Technology accumulation capability will positively influence product competitiveness. H1-4 : Technology accumulation capability will positively influence merits for new technology and/or product development into business performance. H1-5 : Technological innovation system will positively influence product competitiveness. H1-6 : Technological innovation system will positively influence merits for new technology and/or product development into business performance. H2 : Technology commercializing capability will positively influence business performance. H2-1 : Product development capability will positively influence product competitiveness. H2-2 : Product development capability will positively influence merits for new technology and/or product development into business performance. H2-3 : Manufacturing capability will positively influence product competitiveness. H2-4 : Manufacturing capability will positively influence merits for new technology and/or product development into business performance. The followings are the research results : First, as for the effect of technological innovation on business performance, the technology accumulation capability and technological innovating system have a positive effect on increase in product competitiveness and merits for new technology and/or product development, while R&D capability has little effect on business performance. Second, as for the effect of technology commercialization capability on business performance, the effect of manufacturing capability is relatively greater than that of merits for new technology and/or product development. Third, the mediation effect of market information orientation is identified to exist partially in information generation, information diffusion and information response. Judging from these results, the following analysis can be made : On Increase in product competitiveness, directly related to successful technology commercialization of technology, management capability including technological innovation system, manufacturing capability and marketing capability has a relatively strong effect. On merits for new technology and/or product development, on the other hand, capability in technological aspect including R&D capability, technology accumulation capability and product development capability has relatively strong effect. Besides, in the cast of market information orientation, the level of information diffusion within an organization plays and important role in new technology and/or product development. Also, for commercial success like increase in product competitiveness, the level of information response is primarily required. Accordingly, the following policies are suggested : First, as the effect of technological innovation capability and technology commercialization capability on business performance differs among SMEs; in order for SMEs to secure competitiveness, the government has to establish microscopic policies for SMEs which meet their needs and characteristics. Especially, the SMEs lacking in capital and labor are required to map out management strategies of focusing their resources primarily on their strengths. And the government needs to set up policies for SMEs, not from its macro-scaled standpoint, but from the selective and concentrative one that meets the needs and characteristics of respective SMEs. Second, systematic infrastructures are urgently required which lead technological success to commercial success. Namely, as technological merits at respective SME levels do not always guarantee commercial success, the government should make and effort to build systematic infrastructures including encouragement of M&A or technology trade, systematic support for protecting intellectual property, furtherance of business incubating and industrial clusters for strengthening academic-industrial network, and revitalization of technology financing, in order to make successful commercialization from technological success. Finally, the effort to innovate technology, R&D, for example, is essential to future national competitiveness, but its result is often prolonged. So the government needs continuous concern and funding for basic science, in order to maximize technological innovation capability. Indeed the government needs to examine continuously whether technological innovation capability or technological success leads satisfactorily to commercial success in market economic system. It is because, when the transition fails, it should be left to the government.

Two New Spongia species (Dictyoceratida: Spongiidae) from Korea

  • Two new species of the family Spongiidae, Spongia (Heterofibria) cora/lina n. sp. and Spongia (Heterofibria) purpurea n. sp. are described. They were collected from Gageodo Island, Jeollanam-do, Korea. Spongia (H.) coral/ina n. sp. is closest to S. (H.) cristata Cook & Bergquist (2001) from New Zealand in skeletal features, but the new species differs from S. (H.) cristata by the arrangement of fibres and growth form. Spongia (H.) purpurea n. sp. closley resembles S. (H.) cristata, but the new species differs from New Zealand specimens by the arragement and thickness of pseudo-tertiary fibres.
