CO2/NOx 초저배출형 HCCI 엔진 연소기술과 신촉매제어기술 (HCCI Combustion Engines with Ultra Low CO2 and NOx Emissions and New Catalytic Emission Control Technology)

  • The Kyoto Protocol, that had been in force from February 16, 2005, requires significant reduction in $CO_2$ emissions for all anthropogenic sources containing transportation, industrial, commercial, and residential fields, etc, and automotive emission standards for air pollutants such as particulate matter (PM) and nitrogen oxides $(NO_x)$ become more and more tight for improving ambient air quality. This paper has briefly reviewed homogeneous charge compression ignition (HCCI) combustion technology offering dramatic reduction in $CO_2,\;NO_x$ and PM emissions, compared to conventional gasoline and diesel engine vehicles, in an effort of automotive industries and their related academic activities to comply with future fuel economy legislation, e.g., $CO_2$ emission standards and corporate average fuel economy (CAFE) in the respective European Union (EU) and United States of America (USA), and to meet very stringent future automotive emission standards, e.g., Tier 2 program in USA and EURO V in EU. In addition, major challenges to the widespread use of HCCI engines in road applications are discussed in aspects of new catalytic emissions controls to remove high CO and unburned hydrocarbons from such engine-equipped vehicles.

청정수소 인증제 시행방안 연구 (A Study on Implementation Plan of Clean Hydrogen Certification System)

  • The Hydrogen Economy Promotion and Hydrogen Safety Management Act (hereinafter referred to as the "Hydrogen Economy Act") stipulates matters related to certification and cancellation of clean hydrogen by grade, and requires those who produce, import, or sell clean hydrogen to report to the Minister of Trade, Industry and Energy. In order for this system to operate smoothly, the clean hydrogen Certification system must be designed to meet international standards, and the institution operating the System must have appropriate capabilities and foundations. The clean hydrogen certification system should serve as an opportunity for Korea's domestic energy industry to take a leap forward.

  • Korea is showing its appearance as a leading country in the hydrogen economy by establishing policies for revitalizing the hydrogen economy and enacting the 「Hydrogen Economy Promotion and Hydrogen Safety Management Act」 for the first time in the world. In addition, domestic hydrogen facilities are using hydrogen energy safely through world-class safety management compared to overseas advanced countries. However, in order to enhance the safety of the rapidly diversifying hydrogen industry and rapid technology development, such as the introduction of liquefied hydrogen, some institutional improvements are needed. In this regard, this paper intends to analyze the results of safety inspections on 13 representative facilities and prepare safety improvement plans to establish preemptive safety measures.

표준과 기술혁신: 연구과제 및 전망 (Standards and Technological Innovation: Research Issues and Prospects)

  • 본 연구는 지금까지 해외 및 국내에서 진행되어온 표준(standards)과 기술혁신(technological innovation)의 연관성에 대한 연구동향과 주요 연구과제를 파악하고 전망한다. 먼저 표준과 기술혁신의 상호작용에 관한 쟁점을 다루고 혁신단계별 및 혁신유형별로 표준의 역할과 관련된 쟁점들을 파악한 다음, 거시적 및 제도적 차원에서 표준과 기술혁신의 관계를 다룬다. 이를 토대로 기술혁신연구 금번 특집호에 실린 표준 관련 논문들을 구분하고 소개한다. 마지막으로 표준과 기술혁신에 대한 향후 연구과제를 전망한다. 아직도 국내에서 표준 및 표준화에 대한 경제적 측면에서의 연구가 매우 미흡한 상황에서 본 연구는 연구동기를 자극할 뿐만 아니라 앞으로의 연구방향을 제시할 수 있을 것이다.

은행규제의 세계적 수렴에 대한 고찰 (Rethinking Global Convergence in Bank Regulation)

  • This paper attempts to assess the Basel Committee's bank supervisory standards and capital adequacy rules, and thereby rethink whether global convergence in banking regulation is desirable. To that end, it seeks to address the impetus for the creation of the Basel Committee, and explore driving forces behind the internationalization of bank regulatory and supervisory standards. Following the historical and theoretical analysis of the internationalization of bank regulatory standards, the movement toward global standards in banking is reviewed. More importantly, this paper seeks to explore the origins of the Basel Accord on bank capital adequacy. To do so, it largely relies on current theories on the process of negotiating the capital adequacy standards in the areas of political science and international political economy. At this point, this study takes a position as a break against the force of international market failure logic that has enjoyed an exceptionally positive reception among economists, political scientists, and legal experts. Nonetheless, it does not intend to freeze the international coordination and cooperation of banking regulation. Given the understanding of the politics behind the creation of the Basel Accord, this paper evaluates the Basel Accord of 1988 and the new capital adequacy framework(Basel II), and then moves beyond the assessment of the capital adequacy standards In doing so, this study draws lessons from Basel in search of a just world order in the global finance.

수소경제로의 이행을 위한 안전관리 정책 연구 (A Study on Safety Policies for a Transition to a Hydrogen Economy)

  • Hydrogen, which can be produced from abundant and widely distributed renewable energy resources, seems to be a promising candidate for solving the concerns for improving energy security, urban air pollution, and reducing greenhouse gas emissions. The two primary motivating factors for hydrogen economy are fossil fuel supply limitations and concerns about global warming. But the safety issues associated with hydrogen economy need to be investigated and fully understood before being considered as a future energy source. Limited operating experience with hydrogen energy systems in consumer environments is recognised as a significant barrier to the implementation of hydrogen economy. To prevent unnecessary restrictions on emerging codes, standards and local regulations, safety policies based on real hazards should be developed. This article studies briefly the direct impact-distances from hazard events such as hydrogen release and jet fire, and damage levels from hydrogen gas explosion in a confined space. Based on the direct impact-distances indicated in the accident scenarios and consumer environments in Korea, the safety policies, which are related to hydrogen filling station, hydrogen fuel cell car, portable fuel cell, domestic fuel cells, and hydrogen town, are suggested to implement hydrogen economy. To apply the safety policies and overcome the disadvantages of prescriptive risk management, which is setting guidance in great detail to management well known risk but is not covering unidentified risk, hybrid risk management model is also proposed.

국내 운반형인공호흡기 안전성 확보를 위한 분류체계 및 평가기준 제안 (A Proposal for a Classification System and Evaluation Standards for Ensuring the Safety of Transport Ventilator in Korea)

  • Objectives : This study aims to present a new classification system using evaluation standards to ensure the safety of transport ventilators used in Korea. Due to the rapid advancement of technology, various types of ventilators have been developed and as the range of application increases, so does demand. With quick access to information and a growing economy, the technology used in Korean hospitals is equivalent to that of other countries; however, regulatory and safety consciousness are still lagging in Korea. Methods : Based on researching overseas cases, reference data and standards for improving the current system in Korea are proposed. Results : According to the review of transport ventilator use in Korea, it was found that concerns about safety is due to the absence of a standardized classification system for evaluating the safety and effectiveness of transport ventilators. Conclusions : In order to improve the safety of patients and the quality of medical care, it is essential to establish guidelines and assessment standards guaranteeing the safety of transport ventilators in Korea. Clear definitions and classifications for devices must precede the application of such standards. In addition, effective evaluation standards should be developed in order to resolve problems and improve upon the current system through continuous validation.

신형식 자동차 적용에 따른 연비 보정식 검토에 관한 연구 (Study on new type vehicle fuel economy correction formula review according to the applicable)

  • 자동차 표시연비는 국가적으로 에너지관리 지표로서 활용되며, 자동차 제작사의 기술개발을 유도하고, 소비자 차량구매 시 정보제공의 역할을 담당하고 있다. 하지만 정부의 표시연비가 체감연비와 상이하다는 소비자 불만이 지속되어 정부는 보다 정확한 표시연비 측정을 위해 미국의 5-cycle 시험방법을 국내 차량 기준에 맞게 재설정하여 도입하였다. 본래는 다양한 환경조건 및 주행패턴이 반영된 5개의 시험모드를 모두 주행함으로써 측정된 결과 값을 표시연비로 계산하는 방법이지만 소요되는 자원의 급격한 증가에 따른 충격을 완화하기 위하여 2개의 시험모드(도심(FTP-75 mode), 고속도로(HWFET mode))의 결과 값을 5-cycle 시험법으로 계산된 연비 값과 동등한 수준으로 산출하는 5-cycle 보정식을 사용하고 있다. 이 보정식은 2011년에 30대 차량의 5-cycle 시험방법으로 산출되었으나 최근 자동차 기술의 급속한 발전으로 인한 신형식 자동차에 대한 기존 5-cycle 보정식에 대한 검토가 필요할 것으로 판단되었다. 본 연구에서는 최근 기술이 적용된 14대의 신형식 자동차를 대상으로 기존과 동일한 시험 방법을 통해 시험모드별 연비 특성을 확인하고, 기존에 개발된 보정식과 차이를 분석한 결과 기존 시험 차량 결과와 큰 차이를 보이지 않았으며 보정식 또한 최대 1.5% 이내의 오차로써 기존 연비 보정식은 현재의 자동차 기술발전에 따른 개선도에 크게 영향을 받고 있지 않음을 알 수 있었다.

표준과 기술혁신의 연관성에 관한 소고 (An Essay on the Relationship between Standards and Technological Innovation)

  • 최근 '신표준경제'(New Standards Economy)라는 말이 나올 정도로 지식기반경제에서 (기술)표준은 국가경제 및 산업, 그리고 기업경영에 있어서 핵심요소로 부각되고 있다. 본 연구는 표준 및 표준화의 개념을 검토하고, 표준과 기술혁신의 연관성에 관한 경제이론을 재구성하였다. 즉 표준과 기술혁신의 연관성을 표준의 경제적 기능에 따라서 정리하고, 제품 및 공정의 차원, 기업혁신활동 차원, 그리고 국민경제적 차원에서 각각 살펴보았다. 이를 통하여 도출된 몇 가지 결론 및 시사점은 다음과 같다. 첫째, 표준은 그 기능(호환성, 품질확보/안전성, 정보제공, 다양성 감소)에 따라서 기술혁신에 미치는 효과가 상이하게 나타나며, 특히 기술혁신의 장애요인으로 작용할 수 있다. 예를 들어 호환성 표준의 경우 구기술에서 신기술로의 전환을 방해하는 잠김효과(lock-in effect)를 가져오며, 다양성 감소표준은 말 그대로 범위의 경제를 축소시킨다. 둘째, 표준 및 표준화는 제품혁신 및 공정혁신 측면에서도 긍정적인 역할을 수행한다. 셋째, 표준은 R&D활동, 생산 및 제조활동, 시장침투 및 확대, 공급사슬, 기술이전 등 기업혁신활동의 전 단계에 걸쳐 기술혁신을 촉진시키므로 이를 고려한 기업과 산업의 전략, 더 나아가서 정부의 R&D정책이 요구된다. 넷째, 국가혁신시스템(NIS) 관점에서 볼 때 표준은 인프라기술(infra-technology)로서 공공재적 성격을 가지므로 정부는 표준 및 표준화제도에 대한 적정투자 수준을 결정해야 한다. 이와 같은 표준과 기술현신의 연관성에 대한 이론적 논의를 토대로 향후 구체적인 가설설정을 통해 실증적인 검증이 요청된다.

무인 비행체용 연료전지 시스템 위험요소 분석을 통한 안전기준 개발 연구 (A Study on the Development of Safety Standard through the Risk Assessment for Fuel Cell System Applied to UAV)

  • Fuel cell powered unmanned aerial vehicles (UAV) are globally being developed for various application according to hydrogen roadmap. However, safety standards for hydrogen fuel cell for UAV have not been established. Therefore, in this study, we derive safety data based on risk assessment to develop safety standards for fuel cells for UAV. We use fault tree analysis method which is broadly used in hydrogen facilities as a risk assessment tool. We set hydrogen leaks and fires as top events and derived the basic events. Safety data for the basic events were derived by quoting overseas safety standards related to fuel cells. The safety data will be used for developing fuel cell inspection standard according to Act on Hydrogen Economy Promotion and Hydrogen Safety Management.
