  • Recently European Council(EU) published the RoHS(restriction of the use of certain hazardous substances in electrical and electronic equipment) which is prohibit the use of Pb, Hg, Cd, $Cr^{+6}$, PBB or PBDE in the electrical and electronic equipments. So EU member States shall ensure that, from 1 July 2006, new electrical and electronic equipment put on the market does not contain 6 hazardous substances. So many kinds of projects is proceeding to ensure the reliability of Pb-free electronics in the worlds. Especially it is necessary to evaluate of Pb-free solder joints in electronics. Therefore, on this paper, we compared with solder joint strength of chip components, respectively SnPb, Pb-free solder as follows reliability test methods. We also measured the shear strength of solder joint and also compared the effects of environmental test methods. In this results, we analyzed and compared the shear strength variation as follows solder materials and reliability test conditions.

비음용 지하수 오염물질 기준설정체계 구축 연구: (2) 일반오염물질 (Establishment of Non-drinking Groundwater Quality Standards: General Contamination Substances)

  • To data, there was no systematic basis for establishing the content and allowed levels of general contamination substances in the Korean groundwater quality standards for non-drinking water. Recently, use of specific procedures for deriving valid groundwater quality standards have become mandatory. This study first investigated the methodology for deriving groundwater quality standards in the European Commission (EC), considering background groundwater quality and domestic and international standards related to water quality. Furthermore, this study investigated the existing specified procedure of standards related to water quality (e.g. surface water, drinking water, and wastewater). Our findings showed that EC and Member States presented the methods for deriving groundwater threshold values for general chemicals. Finally, we have proposed the following procedures of deriving Korean groundwater quality: (1) Selection of groundwater pollutant population, (2) selection and monitoring of priority substances, (3) monitoring, (4) selection of groundwater quality standard candidates, (5) selection of new substances and values for groundwater quality standards.

항공탄약 구매 비용 절감 방안에 관한 연구 (A Study on the Cost Reduction Strategy of Aviation Ammunition)

  • The ROKAF has been training for a number of exercise for victory in the war, but the lack of aviation ammunition has become a big issue every year. However, due to the limitation of defense resources, there are many difficulties in securing and stockpiling ammunition for the war readiness. Therefore, there is a need to find a way to secure aviation ammunition for war readiness in a more economical way, so In this study, we analyze the precedent research case and the case of the reduction of the purchase cost of weapon system of other countries, and then I have suggested a plan that is appropriate for our situation. As a result of examining previous research cases for this study, there were data that KIDA studied in 2012, Precision-guided weapons acquisition cost reduction measures pursued by US Air Force And the use of procurement agencies that are being implemented by NATO member countries. Based on this study, the following four measures were proposed to reduce the purchase cost of aviation ammunition. First, the mutual aid support agreement was developed to sign the ammunition joint operation agreement. Second, join the NATO Support & Procurement Agency (NSPA) Third, it builds a purchasing community centered on the countries operating the same ammunition Fourth, participating in the US Air Force's new purchase plan for ammunition and purchase it jointly. The main contents of these four measures are as follows. 1. the mutual aid support agreement was developed to sign the ammunition joint operation agreement. Korea has signed agreements on mutual logistics support with 14 countries including the United States, Israel, Indonesia, Singapore, Australia, and Taiwan. The main purpose of these agreements is mutual support of munitions and materials, also supporting the training of the peace time and promoting exchange and cooperation. However, it is expected that there will be many difficulties in requesting or supporting mutual support in actual situation because the target or scope of mutual aid of ammunition is not clearly specified. Thus, a separate agreement on the mutual co-operation of more specific and expanded concepts of aviation ammunition is needed based on the current mutual aid support agreements 2. join the NATO Support & Procurement Agency (NSPA) In the case of NATO, there is a system in which member countries purchase munitions at a low cost using munitions purchase agencies. It is the NATO Purchasing Agency (NSPA) whose mission is to receive the purchasing requirements of the Member Nations and to purchase them quickly and efficiently and effectively to the Member Nations. NSPA's business includes the Ammunition Support Partnership (ASP), which provides ammunition purchase and disarming services. Although Korea is not a member of NATO, NSPA is gradually expanding the scope of joint procurement of munitions, and it is expected that Korea will be able to join as a member. 3. it builds a purchasing community centered on the countries operating the same ammunition By benchmarking the NSPA system, this study suggested ways to build a purchasing community with countries such as Southeast Asia, Australia, and the Middle East. First, it is necessary to review prospectively how to purchase ammunition by constructing ammunition purchasing community centered on countries using same kind of ammunition. 4. participating in the US Air Force's new purchase plan for ammunition When developing or purchasing weapons systems, joint participation by several countries can reduce acquisition costs. Therefore, if the US Air Force is planning to acquire aviation ammunition by applying it to the purchase of aviation ammunition, we will be able to significantly reduce the purchase cost by participating in this plan. Finally, there are some limitations to the method presented in this study, but starting from this study, I hope that the research on these methods will be actively pursued in the future.

  • WRC-03 was held between 9 June and 4 July 2003 in Geneva, Switzerland. Over 2,200 delegates from 138 ITU Member States attended the Conference. The delegates considered some 2,500 proposals, and over 900 numbered documents related to 50 agenda items. The final output of the Conference consists of 527 pages of new and revised text of the Radio Regulations. This paper provides some details about the outcome of the radio astronomy related issues at the WRC-03 Conference. It is divided into two part: a) Agenda item1.8.2 and b) Agenda item 1.32, related to radio astronomy. Relevant extracts from the Final Acts of WRC-03 are given in the Appendix. Agenda item 1.8.2 was one of the most controversial Agenda Items at WRC-03. Studies were carried out within ITU-R TG 1/7 for the last three years; the results of these studies are summarized in Recommendation ITU-R SM.1633. The Conference adopted a new footnote (5.347A), that calls for the application of Resolution 739 (WRC-03) in the 1452-1492 MHz, 1525-1559 MHz, 1613.8-1626.5 MHz, 2655-2670 MHz, 2670-2690 MHz and 21.4-22.0 GHz bands. Agenda item 1.32 is to consider technical and reglatory provisions concerning the band 37.5-43.5 GHz, in accordance with Resolutions 128 (Rev.WRC-2000) and 84 (WRC-2000). WRC-03 reviewed and adjusted the New footnotes 5.551H and 5.551I cover the protection of radio astronomy observations in the 42.5-43.5 GHz band from unwanted emissions by non-geostationary (5.551H) and geostationary (5.551I) FSS and BSS systems, respectively.

가정학교육과 취업방안연구 (A Study on Home Economist Education with Refrence to the Business Activities in Korea)

  • Korean home economics education has around 100 years history. The main aims of home economics education up 1950 had not been changed, they were mainly for the improvement of household-skill to raise both standard of living and life quality as well as womanhood. After 1960's the standard of living drastically improved and the industrialization of Korean society was quite rapidly proceeded from simple to complex one. Because of these changes, I considered that the aims and the contents of home economics education should be reexamined and reshaped. This study motivated me that especially home economics major should be trained to be competent enough to work in industrialized society as much as the input to her college education. As industialization was made progress, family member's diverse role differentiation also occurred from past simple role such as house wife or girl's high school teacher among by home economics major. In this current societal change, most of the home economics major have wish to have opportunities obtaining new kinds of employment rather than obtaining merely teaching work. With this in mind I made a study on college level home economics education of the new adjustment to current and future industrialized Korean society. (1) The full number of officially admissible home economics major in 169 Korean colleges, 70 junior colleges, and one open university were as follows, 7139, 6080, and 230 respectively. The percentages of employed of employed numbers of them for the college and junior college graduates were 26.5 and 39.0 respectively. (2) The certificate qualifications issued to college home economics major are nutritionist (1st grade and 2nd grade), clothes and textilist, home economics teacher (2nd grade for high school) and kindergartener (2nd grade), The qualifications are certified after majoring each field from major departments of college of home economics by Ministrys of Labour and Education of the Korean government. The percentages of their employment are low as mentioned earlier. (3) To find out new employment opportunity for home economics graduates in home economist in business (henceforce/HEIB) status quo of consumer division for mational enterprise was surveyed. According to govermment decree of general law of consumer protection (1980), enterprise should organize bureau (offics, subdivision) on liability to consumer's complaint. Of 89.6% of the enterprise established th subdivision in which 96.2% of employee was male (3.8% was female). Of the employee college graduate and high school graduate were 93.2% and 6.8% respectively. On the employee's major acadmic backgroud (%), economics and business administration, engineering and low-political science were 39.5, 26.2 and 11.2 respectively. (4) To study on the relation between home economics and home economist in business, the aspect of historical development of HEIB, group of HEIB employing enterprise and their nature of business were tried to find out as well as perception and evaluation by enterprise on HEIB. (a) In the united States of America employed home economics major to enterprise was organized autonomously HEIB subdivision within American Home Economics Association since 1920's and the membership of HEIB was 3,000 of the AHEA membership 50,000. (b) In Japan the Japanese founder HEIB had three times the bilateral congress with the U.S.HEIB and had 10th anniversary celebration in 1988. Japanese HEIB member are not necessary to be home economics graduates but should have certificate as consumer adviser effected by the Minister of Trade and Industry. Japanese subdivision of consumer affaire within Japanese enterprise employ the consumer adviser with the certificate. Because of this different system from the United Sates, Japanese HEIB call their title "HEEB" instead of HEIB. The Japanese consumer adviser certificate system had initiated since 1980 and it belongs to 2nd level national qualification certificate. Currently active membership of Japanese "HEEB" association had increased from 115 (in 1979) to 319 in 1988. (5) For the opening of the future new employment of home economics graduates to enterprise and qualification required for the HEIB by national enterprise in Korea, I studied on the courses which seem to be important and required by employee in the field of HEEB in the United States of America and preliminary curriculum for home economics related major student aimning to be the future "HEEB" by Japanese HEEB study group of Japanese Association of Home Economics. It is suggested that it is very important and urgent to realize as home economics educator to have common deep concern and endeavors on opening new employment for our home economics major student1), we should try to publicize strongly and let enterprise and consumer protection board realize that employee in the subdivision of consumer protection should be the one who well experienced home economics major graduates2), we, home economics educator, should try to develop actively new curriculum in line of the suggestion made earlier for our future home economics major student of open broadly their future employment opportunities3), we, home economics educators, should try to have consensus on whether we should have support from government in terms of receiving national qualification certificate on consumer pretection or not4), and I would appreciate if the Korean Home Economics Association and Korean Home Management Society paydeep and positive concern on this matter.

공공데이터 생태계 조성을 위한 주요 국가별 정책에 관한 비교 분석 (Comparative Analysis of National Policies for Open Data Government Ecosystem)

  • As The Fourth Industrial Revolution and Intelligent Information Age came into full-scale, the policy of open government data has become a hot topic for each country. The United States, the United Kingdom, and other countries are shifting policy direction to "creating value" of open government data. Also, in the age of the digital economy where the data market is soaring, open government data is gradually being recognized as a new raw material for new business and start-ups. In addition, Korea ranked first in the OECD open government data evaluation twice in a row, and was highly evaluated in the international evaluation. However, domestic firms are still lacking in qualitative openness of government data, data is dispersed among institutions, lack of public-private data linkage, and development of app-oriented development. This study attempts to analyze major national policies for the creation of a data ecosystem that considers data lifecycle, from production to storage, distribution and utilization of data. First, the target countries were the leading public data countries among the OGP member countries, the USA, the UK, Australia and Canada. The results of this study are as follows. As a result of analyzing the results and comparing Korea's policies, it was concluded that most of Korea is superior in open government data policy. However, improvement of data quality, development of open data portal as an open platform, support for finding various users including apps and web development companies, and cultivation of open government data utilizing personnel are analyzed as policy issues. In addition, the direction of policy for the balanced ecosystem of Korea is presented together.

디지털 유산의 보존: UNESCO의 관점에서 (Preserving Our Digital Heritage: A UNESCO Perspective)

  • 세계에서 생산되는 막대한 정보 양의 상당 부분은 디지털로 생성되고, 매우 다양한 포맷으로 되어있다. 2001년 5월 유네스코의 이사회 회의 동안, 회원국들은 디지털 유산을 보호하기 위해 신속한 행동을 취할 필요성에 동의하였다. 이에 대한 유네스코의 관심은 전혀 놀랄만한 일이 아니다. 유네스코는 부분적으로는 세계 사람들의 문화, 과학 및 정보 유산의 보존과 향유를 장려하고 가능하게 하기 위하여 존재한다. 디지털 유산의 성장과 그것의 취약성은 결코 간과할 수 없는 것이었다. 우리 사회는 글로 쓴 아카이브의 패러다임, 수백 년 동안 발전해온 패러다임의 종식을 목격하였다. 20세기 동안 새로운 매체가 이와 같은 이름난 전통에 현명하고도 겸손하게 합류하였다. 이 패러다임은 이미 변형되었고, 자리를 차지한 장치들은 정보기술의 가차 없는 전진과 그것들이 야기한 양적 팽창을 다룰 수 없다. 이것은 기록의 유지 관리를 전문으로 하는 기관들의 능력 밖이다: 신속하고 완전하게 이전의 기록과 아카이빙 체제를 변모시키면서, 전적으로 새로운 정보의 제도가 구축되어야 할 것이다. 만약 이 전환이 일어나지 않으면, 우리 사회는 우리의 집단적 사회적 기록에서 돌이킬 수 없는 훼손을 겪게 될 것이다.

아세안 2017년: 민주주의 위기와 아세안 규범 (ASEAN in 2017 : Democracy in Crisis and ASEAN Norms)

  • 2017년 창설 50주년을 맞은 아세안(ASEAN)은 제도적 보완과 기능적 협력을 강화하기 위해 일련의 선언과 행동 계획을 채택했다. 아세안의 '회합력'(convening power)이 아세안 중심성(centrality)과 회복력(resilience)을 촉진하고 있다. 반면 아세안 회원국의 민주주의 후퇴는 전통적 규범의 한계를 심화시키고 아세안의 이행력을 저하시킨다. 이 글은 아세안 주요 쟁점을 고찰하고 전망을 도출하고자 한다. 첫째, 아세안의 제도적 발전과 기능적 협력의 현황을 아세안 공동체 건설의 현황과 쟁점을 중심으로 살피고자 한다. 둘째, 아세안의 대외 관계를 중국, 미국, 한국과의 관계를 중심으로 살피고자 한다. 남중국해 이슈 및 중국의 경제적 영향력 확대는 아세안-중국관계의 복잡성을 심화시키고 있다. 트럼프 행정부의 대 동남아 정책 변화에 대응하기 위해서는 아세안의 단결이 필요하다. 한국의 신남방정책은 여러 제약에도 불구하고 양자 관계에 있어 전환점이 될 것으로 기대된다. 대외 환경의 변화 속에 아세안 단결과 중심성의 강화가 더욱 절실해지고 있다.

유럽연합의 개방형 정책조정 (Open Method of Coordination)에 대한 이론적 기대와 현실: 빈곤정책의 사례 (Evaluation of the Open Method of Coordination in Social Inclusion: Theoretical Expectations and Reality)

  • 이 연구에서는 개방형 정책조정방법이 사회적 포용의 영역에 도입된 이후, 과정의 변화와 정책효과에 대한 평가를 시도한다. 2000년 리스본이사회에서 결정된 개방형 정책조정방법의 정책도구들은 결과지향적인 신공공관리론과 과정지향적인 숙의적 다중질서라는 거버넌스이론을 배경으로 한다고 볼 수 있다. 역사적 변화과정을 살펴볼 때 결과지향적인 신공공관리론의 정책도구인 목표설정, 수범사례의 벤치마킹, 분권적 의사결정의 경우 애매하거나 아예 거부되었고, 제도적 틀을 넘지 못함으로써 효율성을 추구할 수 없었다. 아울러 규범적인 숙의적 다중질서이론이 제시하는 것처럼 학습을 위해 숙의와 상호검토를 추구하고 있으나, 실제 운영은 성찰적인 숙의과정에 미치지 못하고, 상호검토도 제도적 한계를 보임으로써 원활한 학습이 이루어지지 않는다. 10여 년간 개방형 정책조정방법이 집행되었지만 정책효과의 측면에서도 유의미한 결과를 찾을 수 없다. 그렇지만 빈곤문제에 대한 인식이 변하고 시민사회가 활발하게 조직되어 참여가 확대되고 있는 점은 긍정적인 효과이다.

국제개발협력의 인권적 접근과 캐나다 ODA책무법 (Human Rights-based Approach toward International Development Cooperation and Canada's ODA Accountability Act)

  • 인권과 개발의 상관성에 대한 담론은 크게 인권과 개발이 이중적(duplicative)이거나 상호경쟁관계로 가정하는 입장과 인권과 개발 서로 간에 상호 보완적 관계라는 입장으로 구분된다. 국제인권규범을 준수하고 개발원조정책에서 인권적 접근을 시도하려는 노력과 빈곤과 인권의 내재적 관계를 접어두고 성장과 개발을 우선시하는 정책간의 긴장상태가 유지되고 있다. OECD/DAC 국가 중 유일하게 캐나다가 2008년 ODA가 국제인권기준의 가치와 합의에 충족해야 하는 점을 규정한 ODA 책무법을 채택하였다. 본 논문은 이 점에 주목하여 다른 선진공여국과는 달리 중견국가(middle power)로서 우리와 비슷한 경제규모와 정치적 위상을 가진 캐나다가 어떠한 배경과 과정을 거쳐 인권을 우선시 하는 대외원조법안을 제정하였는지를 설명하고자 한다. 캐나다는 인간안보 영역을 틈새영역으로 생각하며 신 외교 방침의 일환으로 인권을 강조하는 중견국가로써의 특징을 보여준다. 탈냉전과 함께 규범을 창출하고 촉진하는 중견국가로서의 외교노선 수립과 함께 신자유주의에 입각한 원조정책에 대한 반성 또한 가치중심적 대외원조정책 수립과 인권을 강조하는 법안을 제정하는데 호의적인 환경 속에서 '선택적 국제주의'라는 틈새외교가 강조되기 시작하였다. 전통적으로 북유럽국가와 함께 '인도적 목적'의 ODA를 중시하고 있는 캐나다는 인권을 표방하는 원조정책을 통해 국가 이미지를 제고하려는 노력이 시민사회의 적극적 동의와 함께 ODA책무법의 탄생을 가능하게 한 것으로 보인다.
