Charge Neutral Quasi-Free-Standing Graphene on 6H-SiC(0001) Surface by Pd Silicidation and Intercalation

  • We investigated the atomic and electronic properties of graphene grown by Pd silicidation and intercalation using LEED, STM, and ARPES. Pd was deposited on the 6H-SiC(0001) surface at RT. The formation of Pd silicide gives rise to breaking of Si-C bonds of the SiC crystal, which enables to release C atoms at low temperature. The C atoms are transformed into graphene from $860^{\circ}C$ according to the LEED patterns as a function of annealing temperature. Even though the graphene spots were observed in the LEED pattern and the Fourier transformed STM images after annealing at $870^{\circ}C$, the topography images showed various superstructures so that graphene is covered with Pd silicide residue. After annealing at $950^{\circ}C$, monolayer graphene was revealed at the surface. The growth of graphene is not limited by surface obstacles such as steps and defects. In addition, we observed that six protrusions consisting of the honeycomb network of graphene has same intensity meaning non-broken AB-symmetry of graphene. The ARPES results in the vicinity of K point showed the non-doped linear ${\pi}$ band structure indicating monolayer graphene decoupled from the SiC substrate electronically. Note that the charge neutrality of graphene grown by Pd silicidation and intercalation was sustained regardless of annealing temperature in contrast with quasi-free- standing graphene induced by H and Au intercalation. Further annealing above $1,000^{\circ}C$ accelerates sublimation of the Pd silicide layer underneath graphene. This results in appearance of the $(6r3x6r3)R30^{\circ}$ structure and dissolution of the ${\pi}$ bands for quasi-free-standing graphene.

  • This paper analyses technical and economical conditions which activate the use of mobile communication spectrum not to limit the growth of mobile broadband service because of mobile big data traffic and proposes the method which activate the use of mobile communication spectrum. To activate new mobile communication spectrum the expenditure and income of investment should be balanced. The activation of new mobile communication spectrum to process mobile big data traffic depends on technical and economical conditions, internal and external factors of service provider. The investment expenditure is relate to CAPEX, OPEX which is internal factors of service provider and to spectrum price which is external factor of service. The investment income is relate to tariff system which is internal factors of service provider and to spectrum neutrality which is external factor of service provider. The activation of new mobile communication spectrum can be implemented when the investment expenditure and investment income meet the balance including the spectrum price in the investment expenditure and the tariff system which is able to extend network and the income based on traffic increase by external contents in the investment income.

  • The TANDEM project is a European initiative funded under the EURATOM program. The project started on September 2022 and has a duration of 36 months. TANDEM stands for Small Modular ReacTor for a European sAfe aNd Decarbonized Energy Mix. Small Modular Reactors (SMRs) can be hybridized with other energy sources, storage systems and energy conversion applications to provide electricity, heat and hydrogen. Hybrid energy systems have the potential to strongly contribute to the energy decarbonization targeting carbon-neutrality in Europe by 2050. However, the integration of nuclear reactors, particularly SMRs, in hybrid energy systems, is a new R&D topic to be investigated. In this context, the TANDEM project aims to develop assessments and tools to facilitate the safe and efficient integration of SMRs into low-carbon hybrid energy systems. An open-source "TANDEM" model library of hybrid system components will be developed in Modelica language which, by coupling, will extend the capabilities of existing tools implemented in the project. The project proposes to specifically address the safety issues of SMRs related to their integration into hybrid energy systems, involving specific interactions between SMRs and the rest of the hybrid systems; new initiating events may have to be considered in the safety approach. TANDEM will study two hybrid systems covering the main trends of the European energy policy and market evolution at 2035's horizon: a district heating network and power supply in a large urban area, and an energy hub serving energy conversion systems, including hydrogen production; the energy hub is inspired from a harbor-like infrastructure. TANDEM will provide assessments on SMR safety, hybrid system operationality and techno-economics. Societal considerations will also be encased by analyzing European citizen engagement in SMR technology safety.

  • The purpose of this study is to analyze the domestic and overseas laws and regulators' decisions related to zero-rating (ZR) practices through a comparative approach and to support development of the ex-post regulation. Although most countries are adopting ex-post regulatory approaches toward the globally increasing ZR practices, there is no uniform standards or an approach to consider when deciding whether to allow mobile ISPs' zero-rating practices in the market. However, in recent years, some countries have been improving their policy transparency with respect to ZR through enacting and amending relevant laws as well as making trial decisions. The comparative analysis shows that each country investigates restriction of the user choice and ISPs' adherence to the obligation of non-discrimination in order to judge whether the user benefits are damaged by the ZR practices. It also investigates ISP-CP's market positioning and ISP's vertical integration for profit squeeze to find out whether they harm fair competition with ZR practices in the mobile ecosystem. Based on the results of the comparative analysis, we suggest the desirable ZR regulatory directions under the domestic legislative status.

  • After COVID-19, interest in "sustainable tourism" increased, and the number of tourists who wanted to experience "sustainable tourism" also increased. However, there is a problem that the programs and methods for 'sustainable tourism' are not specific and diverse. In addition, since most of the interests of "sustainable tourism" focus on "environment" and "carbon neutrality," there are not many programs or government policies that can contribute to the community. Therefore, in this study, news data and review data were analyzed to suggest a method for promoting 'sustainable tourism'. First, in this study, major themes of sustainable travel were derived through news big data analysis. Through this analysis, policy themes and events of 'sustainable tourism' were derived. By analyzing news big data related to "sustainable tourism," we would like to analyze the reasons why sustainable travel has not been activated in Korea. Finally, in order to promote sustainable travel in Jeju island, we analyzed user review data of Jeju local currency, and propose a idea to coexist with the local community.

A Study on Policy Trends and Location Pattern Changes in Smart Green-Related Industries (스마트그린 관련 산업의 정책동향과 입지패턴 변화 연구)

  • Digital transformation industry contributes to the improvement of productivity in overall industrial production, the smart green industry for carbon neutrality and sustainable growth is growing as a future industry. The purpose of this paper is to explore the status and role of the industry in the future industry innovation ecosystem through the analysis of the growth drivers and location pattern changes of the smart green industry. The industry is on the rise in both metropolitan and non-metropolitan areas, and the growth of the industry can be seen in non-metropolitan and non-urban areas. In particular, due to the smart green industrial complex pilot project, the creation of Gwangju Jeonnam Innovation City, and the promotion of new and renewable energy policies, the emergence of core aggregation areas (HH type) in the coastal areas of Honam and Chungcheongnam-do, and the formation of isolated centers (HL type) in the Gyeongsang region, new and renewable energy production companies are being accumulated in non-metropolitan areas. Therefore, the smart green industry is expected to promote the formation of various specialized spokes in non-urban areas in the future industrial innovation ecosystem that forms a multipolar hub-spoke network structure, where policy factors are the triggers for growth.

  • In this paper, the consolidation of ICT basic legislation and ICT special legislation concerning "Ministry of Science, ICT and Future Planning" and "Korea Communications Commission" which came on the back of governmental reorganization in recent years is discussed in the theoretical and practical aspect. Development of "data communication technology" innovatively changed the method of livelihood of mankind, the emergence of network under global dimension provided financial social benefit and posed a challenge and a threat at the same time. Form digital revolution human kind can expect to receive many important blessings. Nevertheless, there are many advantages of development of technology by digital revolution, cyberspace like online media, internet etc. has realistically many problems that must be solved. To maximum positive aspects like the expansion of freedom of expression and creating plan of economy by the advance of transmission technology is needed. And to minimize side effects of informatization is required more. The First, Special Act on ICT has an adaptation in normative standardization to be fit in media convergence beyond convergence of broadcasting and telecommunications. Henceforth, there must be established a legal basis for the achievement of protection of economic evolution and freedom of speech in digital media, information, communication technology and content development. The second, the government action is to accomplish economic development and freedom of information in structural aspect of norm. Therefore minimizing normative problem by reorganization of organization remains clearly unresolved in politics. The third, Special Act on ICT must be basic law covering info-communications field, pay telecommunication and media contents field. The forth, from a technical point of view, net neutrality, conflict of interest for digital content and so on can be fixed easily. Special Act on ICT must not only pursuit of development of industry. Special Act on ICT and pursuit of enhancing quality of life of people and preparing program to promote democratization. From now on, we need to make powerful nation of information& communications technology and in information human rights protection field got to be one step ahead of others with reference to appear all the various aspects must be brought together in the discussion of legislation process of Special Act on ICT.
