A Critical Study in Hans Kelsen's Arguments against Theory of Natural Law (한스 켈젠의 자연법 무용론에 대한 비판적 논의)

  • Hans Kelsen, one of prominent advocators of legal positivism, insisted that every theory of natural law try to show that it is possible to deduce from the nature, that is to say from the nature of man certain rules which provide an altogether adequate prescription for human behavior. But it is impossible to deduce from the nature certain ethical rules. The purpose of this study is to show his insistence false. Firstly, He is based on false assumption that 'nature' in theory of nature law is 'nature' in natural science. Secondary, He is based on false assumption that the entire systems of natural law are deduced from only one first natural law. Thirdly, He makes logical fallacies, that is, straw man, false dichotomy and so on. Fourthly, in spite of his critique of every theory of natural theory, this study tries to certify that theories of natural law of I. Kant and J. Maritain and so on are very excellent.

A legal regime to govern the exploitation of the natural resources of the Moon and other celestial bodies

  • The exploitation of the natural resources of the Moon and other celestial bodies represents one of the most exiting future developments in the field of space law as well as a unique occasion for the economic and social growth of mankind as a whole. The large number of benefits that are expected to be generated from the exploitation of these resources, indeed, not only will contribute to the betterment of conditions of people on Earth but also will allow mankind to face and likely solve one of the biggest problems currently affecting our planet, namely the exhaustion of the stocks of raw materials and other source of energy, such as fossil fuels. The exploitation of the natural resources of the Moon and other celestial bodies, however, has been prevented so far by the absence of dedicated space law rules allowing its orderly and peaceful development and clarifying the rights and duties of the parties involved in it. Due to the uncertainty generated by the absence of these rules, indeed, States as well as private operators have refrained from investing in the exploitation of space resources so far. The time to change this situation and to allow the exploitation of extraterrestrial resources to begin has finally come. This paper aims at fulfilling this purpose by proposing a legal regime containing specific and detailed rules to regulate the exploitation of the natural resources of the Moon and other celestial bodies.

A Study on Reaction Kinetics in Steam Reforming of Natural Gas and Methane over Nickel Catalyst (니켈촉매 상에서 천연가스와 메탄의 수증기 개질 반응에 관한 Kinetics 연구)

  • Kinetics data were obtained for steam reforming of methane and natural gas over the commercial nickel catalyst. Variables for the steam reforming were the reaction temperature and partial pressure of reactants. Parameters for the Power law rate model and the Langmuir-Hinshelwood model were obtained from the kinetic data. As a result of the reforming reaction using pure methane as a reactant, the reaction rate could be determined by the Power law rate model as well as the Langmuir-Hinshelwood model. In the case of methane in natural gas, however, the Langmuir-Hinshelwood model is much more suitable than the Power law rate model in terms of explaining methane reforming reaction. This behavior can be attributed to the competitive adsorption of methane, ethane, propane and butane in natural gas over the same catalyst sites.

  • In Republic of Chaina (Taiwan), Natural Death Act named "Anning Huauhe Yiliao Tiaoli" which means palliative and hospice care act was enacted in year of 2000. And enforced in the same year. Many scholars say that Taiwan's Act took Many U.S.A.'s acts such as 'Federal Patient Self-Determination Act 1990', 'California Natural Death Act 1976' and 'Washington Natural Death Act 1979' for a model. Taiwan's Act adopts a few outstanding systems - 'advance declarations' including 'living will' and 'durable power of attorney for health care', 'family-determination system' for a patient who is in a persistent unconscious state. This paper disusses this Act. 'The content is as follow: 1. A background of legislation. 2. The purpose of legislation. 3. The concept of terms. 4. Patient's self-determination. 5. Subrogated determination by family. 6. Keeping documents. 7. Punitive provision. 8. The relationship with euthanasia. 9. Controversial issues.

  • The North Korean laws on natural environments, land and infrastructure were comprehensively analyzed in order to help establish the legal system to solve problems of ecosystem and land management in North Korea. The citizen's environmental rights in North Korean Constitutional Law emphasize the aspect of conservation of the natural environments. The laws on the managements of natural environments and land are relatively integrated in North Korea. In the management of natural environments, ecosystem conservation is centered on designation of natural protected areas. Priority for infrastructure construction is emphasized in land management. The economic and technical support is needed to build advanced legal systems for the conservation of natural environments and ecological land management and to improve their performance of law enforcement.

Experimental validation of simulating natural circulation of liquid metal using water

  • Liquid metal-cooled reactors use various passive safety systems driven by natural circulation. Investigating these safety systems experimentally is more advantageous by using a simulant. Although numerous experimental approaches have been applied to natural circulation-driven passive safety systems using simulants, there has been no clear validation of the similarity law. To validate the similarity law experimentally, SINCRO-V experiment was conducted using Wood's metal and water for simulant of the Wood's metal. A pair of SINCRO-V facilities with length-scale ratio of 14.1:1 for identical Bo' was investigated, which was the main similarity parameter in temperature field simulation. In the experimental range of 0.2-1.0% of decay heat, the temperature distribution characteristics of the small water facility were very similar to that of the large Wood's metal facility. The temperature of the Wood's metal predicted by the water experiment showed good agreement with the actual Wood's metal temperature. Despite some error factors like discordance of Gr' and property change along the temperature, the water experiment predicted the Wood's metal temperature with an error of 27%. The validity of the similarity law was confirmed by the SINCRO-V experiments.

An Application of RASA Technology to Design an AI Virtual Assistant: A Case of Learning Finance and Banking Terms in Vietnamese

  • Banking and finance is a broad term that incorporates a variety of smaller, more specialized subjects such as corporate finance, tax finance, and insurance finance. A virtual assistant that assists users in searching for information about banking and finance terms might be an extremely beneficial tool for users. In this study, we explored the process of searching for information, seeking opportunities, and developing a virtual assistant in the first stages of starting learning and understanding Vietnamese to increase effectiveness and save time, which is also an innovative business practice in Use-case Vietnam. We built the FIBA2020 dataset and proposed a pipeline that used Natural Language Processing (NLP) inclusive of Natural Language Understanding (NLU) algorithms to build chatbot applications. The open-source framework RASA is used to implement the system in our study. We aim to improve our model performance by replacing parts of RASA's default tokenizers with Vietnamese tokenizers and experimenting with various language models. The best accuracy we achieved is 86.48% and 70.04% in the ideal condition and worst condition, respectively. Finally, we put our findings into practice by creating an Android virtual assistant application using the model trained using Whitespace tokenizer and the pre-trained language m-BERT.
