In this study, thirteen villages in Chonnam province were selected as case study sites and the spatial distribution of the facilities in the villages was examined to provide basic information fur the establishment of rural plans. According to the questionnaire survey, various problem such as environmental pollution, position, scene, management etc. was brought owing to cattle shed, and dissension was more or less seen by scale of facilities, management of facilities and waste, regional factor(stock farming management condition, life style and attitude of inhabitants) and topographical factor (height, position physical aspect of a mountain, distance with water resources etc.) etc.. The facilities could be classified into 6 types based on the their spatial locations: 1) Type 1, facilities located at the waterside; 2) Type 2, facilities located at the entrance of village; 3) Type 3 facilities, scattered in the residential area: 4) Type 4 facilities, collectivized in village; 5) Type 5 facilities, adjoining village; and 6) Type 6 facilities, scattered irregularly inside and outside of village. Based on the classification, possible implementations for the reduction of environmental impacts were suggested. The results of this study could be used as an example of study on the distribution, classification, and rearrangement of environment-impacting facilities in rural areas for improvement of their roles in providing amenity resources.
This study assessed documentation status of each environmental assessment items by analyzing the 243 case of marine EIS on the Consultation System of Sea Area Utilization. Observed rate of tidal elevation, current, temperature, salinity in maine environment were below 20%. The EFDC tool is applied substantially in hydrodynamic modeling. The verification process, however, is very insufficient using the recent observed data. Also, in-situ assessment rate of pelagic organism such as phytoplankton was below 50%, and assessment for Chlorophyll a was not accomplished. Ecological index evaluation for zooplankton and benthic ecosystem were not considered in statements. Especially, the rational assessment on the fisheries resources and protected species were very limited. It was necessary that the core assessment items (checklists) were established for environmental scoping. Furthermore, suggestion of information related to development, regional coastal management plan, aquaculture farms, and facilities were enhanced. The redundancy problem of proceedings between Environmental Impact Assessment and Sea Area Utilization Assessment System was improved.
In accordance with the River Law, the basic river maintenance plan is established every 5-10 years with a considerable national budget for domestic rivers, and various river surveys such as the river section required for HEC-RAS simulation for flood level calculation are being conducted. However, river survey data are provided only in the form of a pdf report to the River Management Geographic Information System (RIMGIS), and the original data are distributedly owned by designers who performed the river maintenance plan in CAD format. It is a situation that the usability for other purposes is considerably lowered. In addition, when using surveyed CAD-type cross-sectional data for HEC-RAS, tools such as 'Dream' are used, but the reality is that time and cost are almost as close as manual work. In this study, RAUT (River Information Auto Upload Tool), a tool that can solve these problems, was developed. First, the RAUT tool attempted to automate the complicated steps of manually inputting CAD survey data and simulating the input data of the HEC-RAS one-dimensional model used in establishing the basic river plan in practice. Second, it is possible to directly read CAD survey data, which is river spatial information, and automatically upload it to the river spatial information DB based on the standard data model (ArcRiver), enabling the management of river survey data in the river maintenance plan at the national level. In other words, if RIMGIS uses a tool such as RAUT, it will be able to systematically manage national river survey data such as river section. The developed RAUT reads the river spatial information CAD data of the river maintenance master plan targeting the Jeju-do agar basin, builds it into a mySQL-based spatial DB, and automatically generates topographic data for HEC-RAS one-dimensional simulation from the built DB. A pilot process was implemented.

The objective of this paper is to analyze the GIS-based water cycle system: rainfall, evapotranspiration, surface run-off of Gyeongsanam-do for the effective rainwater management. The rainfall(1999~2008) analyzed by a spatial interpolation method, showed relatively higher amount in Hadong-gun, Sanchung-gun, and Sacheon-gun on the southwest coast than in Changnyeong-gun, Miryang-si, and Changwon-si in the mideast inland. The evapotranspiration was calculated by the three independent variables: air temperature, landuse, and NDVI(normalized difference vegetation index). The analysis showed that Namhae-gun had the highest evapotranspiration of 93.71mm, and Jinhae-si and Changwon-si had the lowest values of 81.78mm and 84.37mm. The surface run-off was analysed by a run-off equation based on the SCS hydrologic soil classification and landuse. The amount of surface run-off showed that Hadong-gun had the highest value, of 90.40mm, and Geochang-gun had the lowest, of 46.69mm. The analysis results of the GIS-based water cycle system will be used to support the establishment of the effective rainwater management plan in Gyeongasngnam-do.
There are more than 22,300 small streams distributed nationwide in Korea, and they have various runoff characteristics depending on basin area, topography and land use. For small stream disaster management, establishing detailed design standards suitable for the small streams is important, but most of the formulas currently proposed in the small stream design standard are based on the river design standard aimed at national and local rivers or foreign river design standards. The design-width is an important factor in determining the size of the stream. It is determined by using design-flood discharges or more variables such as design-flood discharges, basin area, slop, etc in the small stream design standard. This study collected various characteristics information such as the design-flood discharges, basin area, river length and river slop, and design-width values from 4,073 small streams distributed in 12 cities and provinces in Korea to suggest the appropriated design-width formula. This study developed two design-width formulas by using the regression analysis which one is using the design-flood discharges and the other is using various variables such as the design-flood discharges, basin area, river length and river slope collected from the small steams. It is expected that both equations developed in here can be used for small stream disaster management, such as improving small stream design standard or establishing a comprehensive small stream maintenance plan.
Soil erosion is often extreme in Korea due to high rainfall intensities and steep slopes, and climate change has also increased the risk of erosion. Despite its significane, erosion-induced soil organic carbon (SOC) emission and water resource loss are not well understood, along with the lack of an integrated surface soil erosion protection policy. Therefore, to design adequate protection policies, land users, scientists, engineers and decision makers need proper information about surface soil and watershed properties related to greenhouse gas emission potential and water conservation capability, respectively. Assuming the total soil erosion of $346Tg\;yr^{-1}$, soil organic matter (SOM) content of 2% (58% of SOM is SOC), and mineralization rate of 20% of the displaced carbon, erosion-induced carbon emission could reach $800Gg\;C\;yr^{-1}$. Also the available water capacity of the soil was estimated to be 15.8 billion tons, which was 14 times higher than the yearly water supply demand in Seoul, Korea. Therefore, in order to prevent of soil erosion, this study proposes a three-stage plan for surface soil erosion prevention: 1) classification of soil erosion risk and scoring of surface soil quality, 2) selection of priority areas for conservation and best management practices (BMP), and 3) application of BMP and post management.

Simulation models allow researchers to model large hydrological catchment for comprehensive management of the water resources and explication of the diffuse pollution processes, such as land-use changes by development plan of the region. Recently, there have been reported many researches that examine water body quality using Geographic Information System (GIS) and dynamic watershed models such as AGNPS, HSPF, SWAT that necessitate handling large amounts of data. The aim of this study is to develop a watershed based water quality estimation system for the impact assessment on stream water quality. KBASIN-HSPF, proposed in this study, provides easy data compiling for HSPF by facilitating the setup and simulation process. It also assists the spatial interpretation of point and non-point pollutant information and thiessen rainfall creation and pre and post processing for large environmental data An integration methodology of GIS and water quality model for the preprocessing geo-morphologic data was designed by coupling the data model KBASIN-HSPF interface comprises four modules: registration and modification of basic environmental information, watershed delineation generator, watershed geo-morphologic index calculator and model input file processor. KBASIN-HSPF was applied to simulate the water quality impact by variation of subbasin pollution discharge structure.

The impacts of climate change on upland crops is great significance for water resource planning, estimating crop water demand and irrigation scheduling. The objective of this study is to predict upland crop evapotranspiration, effective rainfall and net irrigation requirement for upland under climate change, and changes in the temporal trends in South Korea. The changes in consumptive use and net irrigation requirement in the six upland crops, such as Soybeans, Maize, Potatoes, Red Peppers, Chinese Cabbage (spring and fall) were determined based on the soil moisture model using historical meteorological data and climate change data from the representative concentration pathway (RCP) scenarios. The results of this study showed that the average annual upland crop evapotranspiration and net irrigation requirement during the growing period for upland crops would increase persistently in the future, and were projected to increase more in RCP 8.5 than those in RCP 4.5 scenario, while effective rainfall decreased. This study is significant, as it provides baseline information on future plan of water resources management for upland crops related to climate variability and change.

This study aims to establish the multi-reservoir operation system model in the Upper Mun River Basin which includes 5 main dams namely, Mun Bon (MB), Lamchae (LC), Lam Takhong (LTK), Lam Phraphoeng (LPP), and Lower Lam Chiengkrai (LLCK) Dams. The knowledge and AI technology were applied aiming to develop innovative prototype for SMART dam-reservoir operation in future. Two different sorts of reservoir operation system model namely, Fuzzy Logic (FL) and Constraint Programming (CP) as well as the development of rainfall and reservoir inflow prediction models using Machine Learning (ML) technique were made to help specify the right amount of daily reservoir releases for the Royal Irrigation Department (RID). The model could also provide the essential information particularly for the Office of National Water Resource of Thailand (ONWR) to determine the short-term and long-term water resource management plan and strengthen water security against flood and drought in this region. The simulated results of base case scenario for reservoir operation in the Upper Mun from 2008 to 2021 indicated that in the same circumstances, FL and CP models could specify the new release schemes to increase the reservoir water storages at the beginning of dry season of approximately 125.25 and 142.20 MCM per year. This means that supplying the agricultural water to farmers in dry season could be well managed. In other words, water scarcity problem could substantially be moderated at some extent in case of incapability to control the expansion of cultivated area size properly. Moreover, using AI technology to determine the new reservoir release schemes plays important role in reducing the actual volume of water shortfall in the basin although the drought situation at LTK and LLCK Dams were still existed in some periods of time. Meanwhile, considering the predicted inflow and hydrologic factors downstream of 5 main dams by FL model and minimizing the flood volume by CP model could ensure that flood risk was considerably minimized as a result of new release schemes.

Since late 1970s, water quality monitoring had been performed in Korea by various agencies according to their own needs and objectives. Lacking of consistency in principles, such diverse operation has been producing difficulties in management of information on water quality parameters. These difficulties resulted from the fact that the expansion of monitoring networks had been based not on systematic methodology with considerations on scientifically established planning objectives but on personal experiences and subjective judgments in locating monitoring stations. This study aimed, therefore, to develop a selection methodology for locating monitoring stations to provide various informations on water quality to satisfy various monitoring objectives such as understanding short and long term trends of water quality, monitoring violations to water quality standards, identifying external causes and sources affecting water quality changes, supporting utilization of water resources, examining short-term variations in water quality through a concentrated investigation, estimating pollution loads from each unit watershed, supporting water quality modeling, and establishing informative systems for water resources management. Also, we applied the proposed methodology and presented an improved expansion plan for water quality monitoring networks in the Han River.
