국가GIS 법.제도의 개정방향에 관한 연구 (A Study on the Revision Direction of National Geographic Information System Law and Institution)

  • 본 연구는 제1$\sim$2차 국가GIS기본계획을 집행하는 과정에서 발생된 다양한 문제점을 해결하는데 필요한 법 제도가 무엇인가를 탐색하고, 각 분야별 법 제도 개선방향이 무엇인지를 제시함으로써 제3차 국가GIS기본계획 기간동안에는 국가GIS추진의 장애 요인을 최소화하는데 목적이 있다. 연구목적을 달성하기 위해 본 연구는 국내 외 국가GIS 법 제도의 추진배경, 목표, 추진체계를 분석하고 국가GIS법률과 타 법령관의 관계성을 분석한 후 국가615 법 제도의 다양한 부문, 즉 국가GIS 추진체계, 기본지리정보 생산, 유통, 활용, 유지갱신, 그리고 보안관리 등에 관한 전반적인 분야의 문제점을 탐색하고 그 개정방향을 제시하였다.

재활 전문간호사 교육과정안 개발연구 (Development of a Curriculum for Rehabilitation Nurse Specialist Program)

  • The purpose of this study is to develop a systematic and efficient curriculum for the rehabilitation nurse specialist program. This research was carried out as a group work of 15 experts in order to share various opinions about the curriculum, and also through literature review. Articles, curriculums of other Clinical Nurse Specialist Programs, medical laws guidelines, as well as Clinical Nurse Specialist Program from the Korean Nurses Association were reviewed, and the issue was discussed throughly via group meetings. The developed curriculum is as follows: 1. Educational philosophy lies in the fact that the rehabilitation nurses support the patients to maximize their potential and functional level, so that they could maintain healthy state and re-adapt to changed environment. Furthermore the rehabilitation nurses are disposed of arbitrary decision power under their own responsibility, thus they take charge of welfare and healthy environment of the local society through the patients(subjects) and local resources. 2. Educational goals are to train rehabilitation nurse specialist, who correspond to the social needs, so to say, those who have the knowledge and skills for nursing practice, education and research. 3. The curriculum consists of 37 credits, of which 24 credits are based on lectures and 13 credits based on clinical practice. General courses are 3 subjects (5 credits) ; nursing theory, nursing research, and laws/ethics. Mandatry courses are 8 subjects with 19 credits; advanced physical assessment, pharmacology, pathophysiology, issues in rehabilitation nursing, advanced rehabilitation nursing intervention I, advanced rehabilitation nursing intervention II, sports physiology, special rehabilitation nursing intervention. As for the clinical practice courses, assessment and evaluation for rehabilitation(64 hours), community and home based rehabilitation nursing(128 hours), hospital based rehabilitation nursing(128 hours), institution based rehabilitation nursing(96 hours) would be treated. 4. Contents of the curses were developed to correspond with the courses' objectives and specific items. 5. Evaluation would be carried out both in the lecture and in the clinical practice. The knowledge and skills of the students would be measured to ensure full validity and credibility. However this developed curriculum should be continuously modified and updated in more desirable direction.

  • 본 연구는 국가도서관의 현재 자원들을 정보적, 인적, 공간적 차원에서 살펴보고, 이를 기반으로 향후 협력사업의 정책적 과제와 방향성을 제시하는데 목적이 있다. 이를 위하여 외국 사례, 국가도서관관련 법령과 국가정책, 관종별 도서관협력과 국회도서관의 자원별 대외협력사업의 사례들을 분석하였다. 사례분석을 통해 국가도서관 협력사업의 미래방향으로 가치개발, 특화콘텐츠확보, 해외네트워크 리더십확보 등 세 가지 정책방향성을 제안하였다.

  • The use of national R&D reports becomes a difficult task due to the different level of service being provided and the different way used for its construction by the institute in management. One-stop service of its contents is impossible and there is a lack of specialized service such as a system to satisfy the various needs of the researchers. This study analyzes the laws related to the national R&D reports and the evaluation system of the R&D outputs for the design and construction of the DB and system for the management of the national R&D reports. We also perform an analysis of the economic effect of the system.

화학물질 관리 연구-2. 환경부와 고용노동부의 관리 화학물질의 구분, 노출기준 및 독성 지표 등의 특성 비교 (Study on the Chemical Management - 2. Comparison of Classification and Health Index of Chemicals Regulated by the Ministry of Environment and the Ministry of the Employment and Labor)

  • Objectives: The aims of this study were to investigate the classification system of chemical substances in the Occupational Safety and Health Act(OSHA) and Chemical Substances Control Act(CSCA) and to compare several health indices (i.e., Time Weighted Average (TWA), Lethal Dose ($LD_{50}$), and Lethal Concentration ($LC_{50}$) of chemical substances by categories in each law. Methods: The chemicals regulated by each law were classified by the specific categories provided in the respective law; seven categories for OSHA (chemicals with OELs, chemicals prohibited from manufacturing, etc., chemicals requiring approval, chemicals kept below permissible limits, chemicals requiring workplace monitoring, chemicals requiring special management, and chemicals requiring special heath diagnosis) and five categories from the CSCA(poisonous substances, permitted substances, restricted substances, prohibited substances, and substances requiring preparation for accidents). Information on physicochemical properties, health indices including CMR characteristics, $LD_{50}$ and $LD_{50}$ were searched from the homepages of the Korean Occupational and Safety Agency and the National Institute of Environmental Research, etc. Statistical analysis was conducted for comparison between TWA and health index for each category. Results: The number of chemicals based on CAS numbers was different from the numbers of series of chemicals listed in each law because of repeat listings due to different names (e.g., glycol monoethylether vs. 2-ethoxy ethanol) and grouping of different chemicals under the same serial number(i.e., five different benzidine-related chemicals were categorized under one serial number(06-4-13) as prohibited substances under the CSCA). A total of 722 chemicals and 995 chemicals were listed at the OSHA and its sub-regulations and CSCA and its sub-regulations, respectively. Among these, 36.8% based on OSHA chemicals and 26.7% based on CSCA chemicals were regulated simultaneously through both laws. The correlation coefficients between TWA and $LC_{50}$ and between TWA and $LD_{50}$, were 0.641 and 0.506, respectively. The geometric mean values of TWA calculated by each category in both laws have no tendency according to category. The patterns of cumulative graph for TWA, $LD_{50}$, $LC_{50}$ were similar to the chemicals regulated by OHSA and CCSA, but their median values were lower for CCSA regulated chemicals than OSHA regulated chemicals. The GM of carcinogenic chemicals under the OSHA was significantly lower than non-CMR chemicals($2.21mg/m^3$ vs $5.69mg/m^3$, p=0.006), while there was no significant difference in CSCA chemicals($0.85mg/m^3$ vs $1.04mg/m^3$, p=0.448). $LC_{50}$ showed no significant difference between carcinogens, mutagens, reproductive toxic chemicals and non-CMR chemicals in both laws' regulated chemicals, while there was a difference between carcinogens and non-CMR chemicals in $LD_{50}$ of the CSCA. Conclusions: This study found that there was no specific tendency or significant difference in health indicessuch TWA, $LD_{50}$ and $LC_{50}$ in subcategories of chemicals as classified by the Ministry of Labor and Employment and the Ministry of Environment. Considering the background and the purpose of each law, collaboration for harmonization in chemical categorizing and regulation is necessary.

이공계 인력 개념 활용의 입법적 고찰 (A Study on the Coherence of the Definitions of Scientists and Engineers in Korean Laws and Policies)

  • 우리나라는 2000년대부터 과학기술인력을 육성하기 위해 많은 노력을 기울여왔다. 과학기술인력을 확보하고, 역량 강화를 위해 2004년 「국가과학기술 경쟁력강화를 위한 이공계 지원특별법」이 제정되어 운영되고 있다. 이를 근거로 인력 육성 및 지원기본계획이 수립되어 집행되고 있으며, 여러 관련 법들이 본 법을 타법 준용하고 있다. 그런데 이 법령에서 사용하고 있는 '이공계 인력'이라는 용어가 적절한가에 대한 논란이 발생하고 있다. 이에 '이공계 인력'개념을 포괄성, 일관성, 상호연관성의 관점에서 비판적으로 분석하였다. 그 결과, 타법에 연계된 근거로서 많이 활용되고 있기 때문에 상호연관성은 높은 편이라고 할 수 있으나, 포괄성, 일관성은 부족한 것으로 나타났다. 최근에는 이공계 인력뿐만아니라, 이공계 학문을 전공하지 않았더라도 과학기술분야와 관계된 직종에 종사하는 경우가 많으며, 앞으로 이러한 경향은 더 커질 것이다. 앞으로 사회적 변화와 현실을 고려하여 '이공계 인력'에 대한 법적 용어를 '과학기술인'으로의 포괄적인 범위로 확대하는 등의 정책적 변화가 필요하다.

영재에 대한 의무교육 제도의 교육법적 검토 (Discussion of Education Laws on Compulsory Education and its Limitations for the Gifted)

  • 본 연구는 영재교육 대상자에게 부과되어 있는 의무교육 제도의 이론과 관련 판례의 분석을 통해 향후 영재교육에서 다루어야 할 과제를 제시하고, 법과 제도의 정비를 위한 토대를 마련하는데 목적을 두고 있다. 연구의 목적을 달성하기 위해 우선 의무교육이 권리 사상으로 발전해 왔으며 이를 보장하기 위한 법적 근거와 체제가 어떻게 구성되어 있는지의 교육권에 대해 고찰하였다. 다음으로 영재교육과 관련된 의무교육과 이의 법적 근거를 고찰하여 법적인 사항을 논의하였다 마지막으로 영재와 의무교육에 대한 논의를 행하였다. 여기서는 의무교육의 관점을 소개하고 이들 관점에 대해 영재교육에서 추구하여야 할 대상을 논의하였다. 그리고 의무교육에 대한 영재교육 관련 법률의 검토를 행하여 법적인 정비과정과 더불어 현실적 제약이 무엇인가에 대한 논의를 수행하였다. 마지막으로 관련 판례의 경향성을 논의하였으며, 이들의 논거가 어떠한 것인가를 비판적으로 검토하였다. 논의 결과, 영재교육에서 연령주의를 채택하는 의무교육 제도는 실질적으로 영재의 교육을 받을 권리를 제약하는 주요 요인이 되었다. 그리고 판례는 주로 행정법적 조리에 의한 접근을 행함으로써 교육적 논리 정립에 따른 성과가 더 많이 구축되어야 함을 논의하였다.

가스공정의 웹기반 통합 안전, 보건, 환경 관리시스템 (WISHE) (Web-based Integrated Safety, Health and Environment Management System in Gas Industry)

  • 본 연구는 기존의 통합 가스안전관리 시스템에 힌트를 얻어 가스 및 에너지$\cdot$환경 공정에 있어서 웹을 기반으로 하여 안전, 보건, 환경 분야의 통합 시스템(WISHE; Web-based Integrated Safety, Health and Environment Management System)을 구축하는 것이다. 지금까지 산업현장에서 각종 규제와 법률에 따라 각각 관리되던 안전, 보건, 환경의 고유 업무 영역을 객체 위주의 정보 흐름도를 이용하여 면밀하게 분석하고, 통합 가능성을 파악한 후 및 장소에 구애를 받지 않는 웹의 장점을 이용하여 통합시스템을 만들었으며, 주위 모듈 및 각종 인증제도와 유기적으로 연계하여 관리인력 및 비용절감을 가능하게 하였다.

An Analysis on the Economic Effects of Inter-Korea Forest Cooperation Project

  • For the last 10 years, there were also a lot of exchanges and cooperations between North and South Korea's local governments. Dealing with these exchanges more systematically, local governments had issued many regulations. But in the law level, the current laws regulating exchanges and cooperations between North and South Korea lacked care in the role of local governments in the course of Korea reunification. Therefore, it is necessary to redesign the legal system to support and promote the role of local governments in unification affairs. The purpose of this study is to seek answers to a question how the Inter-Korea forest cooperation project effect on regional economy compared with other forest sectors. Results of this study proved that Inter-Korea forest cooperation project effects on regional economy positively as 'plus investment', not negatively. Forest cooperation project will be resolve Inter-Korea conflicts more peacefully. So government should be supported continuously in the long run in order to raise the performance.

안전기준의 검색과 분석을 위한 기계독해 기반 질의응답 시스템 (Machine Reading Comprehension-based Question and Answering System for Search and Analysis of Safety Standards)

  • If various unreasonable safety standards are preemptively and effectively readjusted, the risk of accidents can be reduced. In this paper, we proposed a machine reading comprehension-based safety standard Q&A system to secure supporting technology for effective search and analysis of safety standards for integrated and systematic management of safety standards. The proposed model finds documents related to safety standard questions in the various laws and regulations, and then divides these documents into provisions. Only those provisions that are likely to contain the answer to the question are selected, and then the BERT-based machine reading comprehension model is used to find answers to questions related to safety standards. When the proposed safety standard Q&A system is applied to KorQuAD dataset, the performance of EM 40.42% and F1 55.34% are shown.
