In the rapid technological development of artificial intelligence (AI), electric vehicles, and robots based the fourth industrial revolution, semiconductors determine the core performance, and semiconductor competitiveness is directly related to national competitiveness. However, the Korean semiconductor industry has continuously weakened its competitiveness in the system semiconductor field, excluding memory semiconductors, so in this study, a new smart contract basedblockchain business model to engage the global market, which is the most urgent need for the growth of Korean fabless system semiconductor industry in recession. F-SBM (Fabless-Smart contract based Blockchain Model) proposed. In this study, through the new F-SBM, it was verified how to engage new customers for fabless firms through smart contract based consortium blockchain regarding technology, economy, and reliability items of fabless. This model has great significance in improving the high entry barriers to engaging new customers for the long-cherished desire of the Korean fabless system semiconductor industry and deriving new growth solutions.
In the information society, characterized by knowledge and network economy, standards and standardization became a very important factor in determining the competitiveness of nations and firms. This paper defines the concept of standards and standardization and reconstructs the theory on the relationship between standards and technological innovation. The findings and policy implications are as follows. First, the effect of standards on technological innovation differs according to its function(compatibility, minimum quality, information, and variety reduction) and types(product-related and non-product). On the other hand, standards can impede technological innovation. Second, in terms of national innovation system(NIS), standards are an infra-technology, which is a public good. Therefore, government should decide the optimal level of investment on standards and standardization. Third, since standards foster firms' innovation over the all stages of business activities company, industry, and government should connect standardization activities with R&D, manufacturing, marketing, supply chain, and technology transfer, Fourth, standards play an important role in product innovation as well as process innovation. Based on these theoretical background and hypotheses, the empirical study of the Korean firms is needed.

The article examines the formation of a competitive paradigm of economic security of industrial enterprises in the formation of a circular economy. The basic laws of industrial enterprises are formed, which determined the characteristics of competitive positions and threats. The basic competitive concepts and their application at maintenance of economic safety of the industrial enterprises in the conditions of formation of circular economy are described. Thus, the technological approach to the formation of a competitive paradigm is based on production technologies, opportunities for technological modernization and development of infrastructure and intellectual competencies. The institutional concept reveals the regulatory mechanisms for ensuring competitiveness through the protectionism of national industrial enterprises, standardization and regulation of market imbalances. The innovation-investment approach within the competitive paradigm is also manifested in the creation of competitive advantages due to the presence of active innovative developments and their commercialization, knowledge and competencies of staff, capitalization of intelligence and communications, constant updating of infrastructure and technologies. Collectively, innovation and investment effects on the level of economic security allow industrial enterprises to ensure resilience to increasing competition, the emergence of new market challenges in the formation of a circular economy. A strategic approach to the application of a competitive paradigm to ensure the economic security of industrial enterprises allows you to justify the prospects for development and design behavioral models to predict and assess potential threats. The concept of system management is based on the complexity of threat analysis, the integrity of the economic security system, system-forming functions and patterns of implementation of industrial development tasks in the formation of a circular economy. The application of the described concepts is formalized by the authors through the definition of the basic patterns, directions and characteristics of their impact on the elements of the security system of industrial enterprises in the formation of a circular economy.

In Korea, small and medium sized domestic enterprises(SMEs) play an pivotal role in the national economy, accounting for 99.9% of all enterprises, 87.9% of total employment, and 48.3% of production. and SMEs was driving a real force of the development of national economy in many respects such as innovation, job creation, industrial diversity, balanced regional development. Despite their crucial role in the national development, most of SMEs suffer from a lack of R&D capabilities and equipments as well as funding capacity. Public R&D institutes can provide SMEs with valuable supplementary technological knowledge and help them build technological capacity. so, In order to effectively support SMEs, government and public R&D institutes must be a priority to know about the factors influencing the performance related to technology transfer and technological collaborations. In particular, SMEs are not only taking up a large portion of the national economy, but also their influence in politics and economy so strong that raising the competitiveness of small and medium-sized companies is a national policy goal that must be achieved in order to achieve sustained economic growth. For this reason, it is necessary to look specifically at the relationship between concepts such as the environment, strategy, and organizational culture surrounding the enterprise to enhance the competitiveness of SMEs. The paper analyzes 665 companies to find out which organizational culture affects their performance by classification and type of business of SMEs. This study demonstrated that when SMEs seek consistency in their external environment, strategies, and organizational structure to maintain their continued competitiveness. According to three-way analysis of variance (3-way ANOVA) indicates that classification of industries in SMEs has statistically significant main effects, but the type of business and organizational culture do not have significant effects. However, the company's organizational performance (operating profit) of SMES were found to differ significantly in comparison between groups according to classification standards of industries, and therefore adopted some parts. In addition, an analysis of the effect of interaction between the three independent variables of small and medium-sized enterprises has shown that there are statistically significant interaction effects among classification, types of business, and organizational cultures. The results shows that there is an organizational culture suitable for each industry classification and type of business of an entity, and is expected to be used as a basis for establishing promotion policies related to the incubation and commerciality of small and medium-sized venture companies in the future.
The future society will be changed through an artificial intelligence (AI) based intelligent revolution. To prepare for the future and strengthen industrial competitiveness, countries around the world are implementing various policies and strategies to utilize AI in the manufacturing industry, which is the basis of the national economy. Manufacturing AI technology should ensure accuracy and reliability in industry and should be explainable, unlike general-purpose AI that targets human intelligence. This paper presents the future shape of the "autonomous factory" through the convergence of manufacturing and AI. In addition, it examines technological issues and research status to realize the autonomous factory during the stages of recognition, planning, execution, and control of manufacturing work.

Within the article, strategic guidelines for the modernization of microeconomic systems are identified. Modernization levels of the potential implementation are formalized for enterprises: contractile, extensive technical, technological, progressive, adaptive, steady, intensive, creative, absolute and leader modernization. This allowed to specify the directions and tasks of the enterprise modernization at different management levels. Accordingly, the conditions and criteria for selecting resource tools are set. It is proved that the strategies of the potential modernization of enterprises must be carried out at four main management levels: first, at the enterprise level; secondly, for a particular type of product / service; third, by functional directions of modernization of separate spheres of the enterprise activity or responsibility, fourth, at the level of structural units of the enterprise. It is substantiated that in the processes due to the activation of the potential modernization, the resources are transformed into the results of the innovation implementation and the investment strategies modernization. A system of tasks for the corporate strategies implementation in order to modernize microeconomic systems has been formed. Key vectors of the activation determine the nature and properties of investment resources and necessary innovations to enhance the modernization potential. Best value is the ultimate goal of the owner and can thus have diverse meanings according to the project characteristic, owner's purpose, user groups' payment capability, etc.. Recently, resettlement problems of the marginalized members in the urban regeneration area have been issued in Korea because they have no capability to purchase (or lease) redeveloped housing (or apartment). It means that a minimized production cost for reducing supply price of housing is a key factor in establishing the best value of the marginalized members. The lowest-price bidding system serves the purpose of ensuring a minimized production cost, but due to the low-cost investments, it creates various problems, such as sloppy construction, lowered quality, an increased LCC, and worsening profitability for builders. Thus, to help them resettle, it is necessary to supply affordable housing geared towards a certain appropriate quality and minimum construction costs. Towards this end, this study aimed to propose a cost reduction bidding system based on a technical proposal. The proposed technical-proposal-based cost reduction bidding system consists of the following components: work-unit-based, project-unit-based, and construction-period-reducing technical proposals. These components are evaluated to select the best bidder for a given project. The technical proposal based cost reduction bidding system proposed herein is expected to provide facilities with appropriate supply prices and appropriate quality levels, to bolster the technological competitiveness of builders.
The term, Mittelstand, has no exact english translation for the definition, but, today, Mittelstand refers to small and medium-sized enterprises(SME), mostly family-owned firms in Germany. The Mittelstand is called the backbone of the German economy because it drove the economic miracle after World War II. During the global recession and the euro zone's debt crisis in recent years, in which european businesses have faced the near-collapse of competitiveness particularly in manufacturing, the German exports are booming and exceeded exports of China in 2012. Most importantly, the Germany economic performance has been widely attributed to the strength of the Mittelstand. Many of countries, even some leading public companies are seeking to emulate the success of the Mittelstand. Investors evaluate that many of Germany's investable "hidden champions" are Mittelstand companies. The purpose of this study is to present some of answers to the following questions: Firstly, what makes the German Mittelstand so successful? Secondly, what does the success of the German Mittelstand mean for the Korean SMEs in global competitiveness? Thirdly, what Korean government has to do improve the global competitiveness of the Korean SMEs? Some discussions in this study mention the managerial implications for Korean exporting SMEs particularly in manufacturing. Several factors that account for the success of the German Mittelstand are technological excellence and the tradition of family-owned management, concentration on niche market and globalization, and institutional supports. There are some of important lessons to be learned from the German Mittelstand. If the purposes of Korean SMEs want to remain in the sustainable competitive advantage and withstand unforeseen economic turbulences in the future, they must be able to meet the followings: 1) Technology that meets the global standard or exceeding it 2) Competitiveness in price in the global market 3) Active involvement in the globalization process, utilizing various entry modes Innovative products at globally competitive price are a crucial point for Korean exporting SMEs to achieve their competitive edge over others in the target markets abroad. It is time for Korean SMEs to cultivate a core competence in manufacturing in order to position Korea as a global manufacturing hub with SMEs leading.
World leading national science technology information institutes provide scientists with R&D information for increasing national competitiveness. Collection development policy is the guidelines for the science technology information institutes that identify information resources and connect them together to build an information network for supporting R&D. In order to draw main elements of the collection development policy for national level science and technology information institutes, this paper analyzed the policies of National Library of Medicine (NLM), British Library (BL), Canada Institute for Scientific and Technological Information (CISTI), and Korea Institute of Science and Technology Information(KISTI). The results of this study can be used as the guidelines for the science and technology information institutes for establishing collection development policy.

Korean IT industry has been given much weight in national R&D management. A negative side of this fact is that Korean economy is likely to become vulnerable to a condition of the export business in certain items of IT industry which has a serious influence on the national economy. A customized investment strategy through the analysis of technology competitiveness and R&D status in each technology of IT field is required in order to rectify the structural vulnerability and pursue a continuous growth. In this research, a strategic direction to set up an efficient investment strategy is presented. In this process, it draws a portfolio analysis with two axes of technology level and technology life cycle. It also derives a priority order of the national investment considering the degree of technological impact, marketability, and adequacy of public support from AHP (Analytic Hierarchy Process) method by a survey of IT experts. A portfolio analysis in the prior stage helps the respondents in AHP become more familiar with the alternatives' characteristics so that their decision making process more corresponds with national R&D strategies.
