In this paper, mechatronics education in South Korea is analyzed and its improvement is proposed. For this purpose, discussion on the definition and evolution of mechatronics in South Korea, USA and EU is deployed first. It is revealed that most of the mechatronics education in USA and EU is remained in cross-disciplinary stage or curriculum stage, whereas that in South Korea is evolved to curriculum stage or organizational stage. The comparison of mechatronics curriculum between Korea and other countries and the problems of mechatronics education are included. The automation of machinery and factory plays one of major roles in mechatronics education in Korea, while mechatronics curriculum in USA and EU does not emphasize the automation. Mechatronics experiment in South Korea is organized to meet the National Qualification Test on mechatronics, and it is recommended to be more inventive. The way of improving the National Qualification Test of South Korea on mechatronics field is proposed. And, finally, efficient way of linking technical high school and university in mechatronics education is also proposed.
This study is to propose an 'education-training-certificate of qualification' design of fashion accessories production, which can be applied to education in universities and individuals. It is based on the National Competency Standards (NCS), which was developed through the '2013 National Competency Standards Development Project' for the fashion accessories production. FGI (Focus Group Interviews), which is a research methodology, is carried out on target groups of educational experts and specialists in the field of fashion accessories production. Through this, five courses were suggested; first, 'fashion accessories design' course was proposed for the education and training of 'design development' and 'development of raw materials'. Secondly, 'fashion product production' course was proposed for the education and training of 'production of samples'. Thirdly, 'fashion product manufacture and planning' course was proposed for the competency element units: 'calculation of cost', 'determination of mass production model and price', 'planning of the main manufacturing process' and 'ordering of raw materials'. Lastly, 'mass production of fashion products' course and the 'field practice of fashion product manufacture' course were proposed for the competency element units: 'planning for mass production', 'preparation for mass production', 'mass production' and 'inspection of completed products'. In addition, a new certificate of 'technician of fashion accessory production' was proposed in order to test qualified skills for the fashion accessories production. The test is composed of a written examination of short-answer questions, technical drawing and production.
Due to the modern appearance management craze to deliver a positive image to others, beauty has been subdivided and diversified based on science and technology, and has established itself as a professional technical profession. As the national technical qualification for makeup cosmetologists is separated from cosmetologists (integrated), it is necessary to analyze the correlation with the job attitude of make-up cosmetologists at industrial sites along with verification of the effectiveness of the practical test task. Therefore, in this study, the first task, wedding (romantic), wedding (classic), hanbok, natural makeup, etc., to investigate the job efficacy and job satisfaction perceived by makeup beauticians due to beauty makeup procedures, such as wedding (romantic), wedding (classic), and after establishing a hypothesis. As a result of the study, it was found that wedding classic makeup and wedding romantic makeup treatment induce job efficacy and job satisfaction, respectively, in makeup artists. This suggests that high saturation and intense color expression have a positive effect on job attitude due to the nature of makeup work. Therefore, based on the results of this study, it is judged that future efforts are needed to update the practical makeup tasks that have doubled the effectiveness and to improve the job attitude of makeup beauticians.

In respond to the demand of an open, fair, transparent, and efficient environment for procurement, many governments have incorporated the use of internet in their procurement systems with online procurement (e-procurement). Given the different policies and laws which have to be complied with, the practice of government e-procurement system varies from one country to another. Thus, experiences in running e-procurement will vary as well. The achievements and obstacles of one country's experience will be a constructive reference for other countries in establishing e-procurement system. In this regard, government e-procurement system practices in two Southeast Asia countries i.e., Thailand and Indonesia particularly in public works are consecutively presented and finally compared in this paper. The government of Thailand has applied Online Auctions (e-Auctions) as the national procurement practice since 2005 and performed the e-Auctions in two types: Reverse Auction and Sealed Bid Auction. Contrary to the common practice of e-procurement, the Thai government, with some rationales, runs the bid documents obtaining manually as well as qualification and technical documents submission and holding the e-Auctions at bidding office. Whereas Indonesian government runs Online Sealed Bid Bidding (e-Procurement) and most of the bidding stages are performed electronically except bid evaluation for both technical and financial. The advantages and drawbacks of these two e-procurement practices are discussed as well as improvements that have to be made for successful of e-procurement.

This research analyzed the overall issues pertaining to the questions that appear in the professional landscape architect screening system to assess 1he recognition of test-takers when it comes to the test questions in terms of the question objectivity, appropriateness, difficulty level and so forth The purpose of this is to present a set of recommendations so that the screening system can he improved and the professional landscape architect screening system consolidate its position. This in turn can help the professional landscape architect qualification process consolidate its position and improve the status of the landscape area in the industrial field. The research of this study was conducted for the all-round development of Landscape Architecture. The research method was divided into two stages, and a group of experts was leveraged to study subjects that are tested and subjects allocated. A survey was conducted of candidates and certification holders to assess the questions that appear in the test in terms of their level, objectivity, difficulty level, tendency of questions and so forth. Firstly, the study demonstrated that the subjects tested in the professional landscape architect test are different from the testing subjects that are suggested in the enforcement ordinance of the National Technical Professional Law. In addition, o1her problems include the overvaluation of a subject for testing, a lack of objectivity in testing, and difficulty level adjustment of questions. One main reason for many of these kinds of problems is that the questions appeared without thorough review and there is a lack of management concerning the members of the commtittee that develops the question. Accordingly, to make up for these problems, a viable screening system such as the reorganization of subjects that are tested, assigning suitable subjects, securing of question objectivity, and difficulty level of developed questions are necessary.

The twenty-first century may be said to be entering into a specialized qualification age to meet the needs of new technical innovations such as environmental changes, demographical changes, changes in the constitution of diseases, changes in the needs of the national health, reforms of information and knowledge, etc., which requires the provision of competitive services that can fulfill the high level needs of consumers. In consequence, it is needed to apply a practical nursing model that can serve as a guide for healthy society and to secure the sphere that can affect nursing policy-making by keeping pace with the changing environment. Furthermore, it is also urgent to expand more the activity sphere of nurse specialists with authority and autonomy, establish their legal foundation, establish a qualification accreditation system for nurse specialists, and develop educational programs. In Korea, the law relative to organ transplant past the national assembly on February 9, 2000, legally acknowledged brain death, which indicated to us the emergence of an age of organ transplant. Therefore, it necessitates to find out those of brain death from whom organ transplant is feasible in clinical practices, with their families' consent link to those terminal organ failure patients who are in need of an organ, and mediate both parties so that smooth transplant can be accomplished. A series of these complicated procedures require systematically trained specialists with high level techniques of organic management. With this in mind, this study was conducted on 69 clinical nurse specialists for organ transplant, accredited by the hospital, who are in active service in clinical practices. The resultant findings were revealed, as follows: 1. The qualifications of clinical nurse specialists for organ transplant should be accredited by Ministry of Health and Welfare or Korea Nurses Association. 2. The validity of qualifications should be for three years, and their renewal should be based on marks of a supplemental training or an education course for more than 12 hours a year. 3. The qualification of the clinical nurse specialist necessitates theoretical lectures and practices on those nurses who have had clinical experience in the pertinent field. 4. The course of training is required to be one year in the length of training and take more than 20 credits (320 hours) and 5 credits (240 hours).

According to Article 77 of the Ship Safety Act and Article 97(2) of the Enforcement Ordinance of the Ministry, the Recognized Organization (RO) personnel (ship surveyors) responsible for statutory survey shall have educational qualifications and experience in a specific field or obtain a license under the National Technical Qualifications Act. However, graduates from maritime high schools and those who completed the short-term course of the Ocean Polytec did not satisfy the qualification standards for the RO personnel since they did not graduate from the departments of maritime/fisheries or shipbuilding. Major shipping countries such as the United Kingdom, the United States, and Canada use the IACS (International Association of Classification Societies) regulations, and the Ship Safety Act in Japan has eliminated the qualification requirements for ship surveyors. In particular, under the IMO (International Maritime Organization) and IACS regulations, the RO personnel shall have as a minimum the following formal educational background: a degree or equivalent qualification from a tertiary institution recognized within a relevant field of engineering or physical science (minimum two years' program); or a relevant qualification from a marine or nautical institution and relevant sea-going experience as a certified ship officer; and competency in the English language commensurate with their future work. Considering that Article 17 of the Enforcement Decree on Public Officials Appointment Examinations prohibits educational restrictions and there are no educational restrictions on the qualifications of British and Japanese surveyors, if the maritime high school graduates have sufficient sea-going experience, education, and training, they could be recognized as meeting the qualification requirements. Moreover, those who completed the short-term course of the Ocean Polytec could also be recognized as meeting the qualification requirements because they are required to have at least a professional bachelor's degree (in the case of a third-class CoC (Certificate of Competancy)) and some sea-going experience after completion.

This research was conducted to check the impact of factors related to the small and medium-sized enterprises (SME) on the economic growth in the Southeast region of Vietnam, over the years from 1996-2019. This paper applies a combination of FEM, DKSE, GMM, and RIDGE-FEM regression methods to estimate the influence of independent variables on the economic growth of the whole Southeast region with the panel data collected from GSO; and applying the OLS regression model for each province. The study finds that all variables have a statistically significant positive impact on the economic growth of the study area. Accordingly, the importance of the variables is in the following order: (1) the proportion of workers by professional and technical qualification (SMEH), (2) the number of vocational training schools (LnTSCH), and educational level of workers (LnSchool), (3) the number of SME enterprises (LnSME); (4) The average number of years in the schooling of employees in the enterprise (LnSchool); (5) Enterprise capital (LnCAP); and (6) the average number of employees of SME (LnSMER). The research results also show that factors related to the quality of labor resources have a more positive influence on growth than both the labor size and financial capital of SMEs.

In this study, in order to reduce energy that affects the natural environment, a moving iron core type welding machine and a digital welding machine (inverter type) with low power consumption are compared in shielded arc welding, and the parts that use less power and have the same weldability conditions are identified. want to check. The movable iron core welder uses alternating current that outputs a sine wave, and the digital welder also generates a sine wave alternating current, so it must have the same conditions, low power consumption, and the same weldability. However, weldability can be verified in various ways, but the analysis is limited to the qualification test in the field of national technical qualification welding.

Since medium and small manufacturing enterprises have , played a very important role not only in national economy but also in political and social relationships all of the countries in the world have paid favorable policies and programmes for protecting and promoting this sector. In Korea main ingredients of promoting policy for this sector consist of (1) encouragement to modernize facilities and rationalize operation (2) special priority in bank loan (3) promotion of industrial cooperatives (4) prevention of infringement by large industries. However, substantial investigation for problems incurred in medium industries has revealed that unless medium industries improve and raise their technological and managerial skillfulness for themselves all other measures are useless to solve the problems. This realization has induced all of the countries to render extension services on both of technology and management to assist and support their own effort for rationalization. Also in Korea during past 20 years many technical and managerial research institutes have rendered free consultancy services to medium industries by the support of government subsidy. Among them the joint extension services project performed by the Medium Industry Bank and UNDP during 1967 and 1975 might he listed as model case because of its broad and integrated activities and participation of foreign experts. We think many precepts should be :learned from the study of this project. Korean economy is expected to develop rapidly throughout coming'80 in spite of many obstacles, tut there is an apprehension that gap in of every facet between medium and large enterprises might he deepened and enlarged. To prevent the actualization of so-called dual structure of national economy and to promote stabilized medium industries with high added value productivity which are shown in well developed countries, consultancy assistance ana extension services should be strengthened much more than ever. Fortunately in 1978 legislation of "Medium and small industry promotion act" has paved the way for the systematic achivement of consultancy and extension services which shall be integrated by the government overall program. Under new framework thoughtfull accomplishment should be undertaken considering precious precepts obtained from past experience and failure. Special attention should be given to the technical liaison officer scheme, exclusive participation of only professional institutes, strict qualification and training for consultants for the future succsseful implementation.
