  • This paper is aimed at offering preliminary data that improve the effectiveness of district unit planning, which has adopted to make comfortable environment of national land, to prevent urban sprawl rural area and to perform systematic maintenance of the existing urban area, by case study analysis about the applied possibility of GIS-based augmented reality. To do this, we developed the augmented reality based urban planning support system and checked the parts that can be applied of augmented reality techniques in the process of district units planning. And we analysed about merits and demerits of augmented reality techniques through comparative analysis, which is about form, arrangement, use, and height of building, building coverage ratio, floor area ratio and landscape planning in the case study area, the Yeosu district(located in Seongnam).

  • The purpose of this study are to develop a SDSS (Spatial Decision Support System) that can incorporate diverse opinions of stakeholders related the designation of protected areas (PA), and to employ the model for the readjustment of the boundary line of the Jirisan National Park of Korea. The SDSS would lead to more rational and less controversial decision-making during the expansion or removal of PA in Korea. Research methods are as follows. Firstly, to select evaluation criteria for SDSS for PA designation by using expert interview and literature survey. Secondly, to measure their preferences on the designation of additional PA or the removal of a part of PA based on the opinions of various stakeholders such as local residents, environmental groups, or public officials. Thirdly, to produce conservation priority maps based on a multi-criteria decision making technique. The SDSS would be used to rational decision making for the expansion of PA or the release of a certain part of PA by reflecting diverse preferences on biodiversity conservation and economic interest of residents. The visualization of conservation priority maps would also increase the efficiency of such decision making processes. The evaluation criteria for the expansion of PA for biodiversity conservation includes vegetation conservation value, wildlife conservation value, and the habitats of key species. The evaluation criteria for the removal of PA includes the proximity to roads and the boundary of PA, land use types, and conservation zoning of the PA. Preference weights are based on data collected from the Jirisan National Park. Both the conservation priority and removal priority maps are based on land parcels so that property rights of all parcels would be correctly represented.

  • Active attention and effort are needed to develop an integrated water management system in response to climate change. In this study, it proposed models for cross-use of agricultural water and river maintenance water using sewage treatment water as an integrated water management system for the Yeongsan River. The impact of the integrated water management models was assessed by applying the concept of Nexus, which is being presented worldwide for sustainable resource management. The target year was set for 2030 and quantitatively analyzed water, energy, land use and carbon emissions and resource availability index by integrated water management models was calculated by applying maximum usable amount by resource. An integrated water management system evaluation model using the Nexus concept developed in this study can play a role that can be viewed in a variety of ways: security and environmental impact assessment of other resources. The results of this research will be used as a foundation for the field of in the establishment of a policy decision support system to evaluate various security policies, as we analyzed changes in other factors according to changes in individual components, taking into account the associations between water, energy, food, and carbon resources. In future studies, additional sub-models need to be built that can be applied flexibly to changes in the future timing of the inter-resource relationship components.

A Study on the Changes in Residential Environments after Residential Environments Improvement Projects (주거환경개선사업이후 주거 환경 변화에 관한 연구 - 대구광역시 주거환경개선사업의 물리적 환경 분석을 중심으로 -)

  • This research aims at analyzing the changes in residential environment after a residential environment improvement project focusing on the analysis into the physical environment of a residential environment improvement project, and examining in what direction the changes by residents' own efforts occurred after public support, such as infrastructure. The present residence development method has become different from the previous pulling down method and is focused on regeneration. By examining in what direction the target residence is being changed because of the development by residents' own efforts after the government's public investment at this time, this study also aims at investigating the direction to develop a guideline for residential improvement for later improvement of deteriorated residence. As for the contents of the analysis, changes in public support, such as infrastructure, and other areas after the residential environment improvement project were compared and analyzed from the land use, street system, and condition of buildings before the residential environment improvement project through field survey, geographic information system(GIS), registered land and building data and so on. The biggest change since the support from the government was that at the beginning of the project, the application of special provision of building laws and different financial supports led to lots of newly built buildings. Since then, their number has decreased rapidly, and in most cases, there have been some changes in part, such as changes in the use of land or repair of disposal tanks. Most newly built buildings were multi-household houses, and it has caused road capacity and parking lot capacity, etc., to be exceeded, which has worsened the pleasantness of the living environment. In addition, other problems have also appeared, for example, the lack of residence supporting facilities yet with a higher level of residential density. Regarding the changes in the residential environment after the residential environment improvement project, maintenance of houses were conducted in some degree as diverse alleviation policies to improve poor residence, yet the absence of the guideline for the direction of developing the whole district has made the residence environment more dense and deteriorated. To solve these problems, in advance to a residential improvement project, specific management methods based on short-, mid- and long-term plans for the direction of development by residents' own efforts and a sustainable guideline seem to be necessary.

A Study on the Reorganization of the National Spatial Information System (국가공간정보시스템 개편 추진 방향 연구)

  • Spatial information has been widely used for efficient land use and management, disaster management, environment management, infrastructure management, corporate marketing, and cultural assets management, and the need for spatial information is expected to be increased. For this reason, central government, local government and public institutions must establish a National Spatial Information System (Fifteen systems related to spatial information managed by National Spatial Data Infrastructure Policy office, NSIS) framework that guarantees high accuracy and quality. The NSIS will provide convenience usage of spatial information in the field of decision-making or civil support. However the current National Spatial Information System is mainly established with separate processes, which causes data redundancy, deterioration of information, passive opening, and sharing of the spatial data. This study suggests 4 standards, which has been derived by applying value-chain model to NSIS data flow, and they are ‘Production and Establishment’, ‘Integration and Sharing’, ‘Application and Fusion’ and ‘Release and Opening’. Based on these standards, the 15 NSIS were analyzed to draw out implications and reforming directions were suggested. By following these suggestions we expect more recent, consist, accurate, and connected National Spatial Information Service which will be more open to public and then satisfy the demands.

The Improvement Proposal of Rural Community Centers : by the Case Studies of 30 Centers in Samnangjin-eup, Miryang City (농촌 마을회관의 현황과 개선방안 연구 -밀양시 삼랑진읍을 대상으로-)

  • This study is to suggest the improving methods for rural community centers by analysis of 30 community centers in Samnangjin-eup, Miryang city, Gyeongnam. To fulfill this purpose, the facilities, usable condition and management system were examined. The user needs and level of satisfaction were also investigated through the interviews with 858 citizens. The average size of the centers is $96m^2$, and 73% of them are one-story buildings. Women use the community center more frequently than men in ratio of 6:4. 43.4% of interviewees visit the center 1 or 2 times a month, but on the other hand 27.4% of them use the center almost every day. Recess is surely the main purpose, and health care and community meeting are next two reasons. 67.8% and 72.4% of them are not satisfied with the inside and outside of the community center respectively. The interview results demonstrate that the most important issue is the lack of facilities. To improve the community centers in Samnangjin-eup, first of all, various kinds of indoor and outdoor facilities must be equipped. Secondly, considering the center is the core of rural community life, the qualitative improvement in accommodation is also needed as well as facility diversification. The efficiency of space utilization is another issue. A small piece of land or abandoned space must be utilized. Moreover, it is very critical that the users are mostly seniors and elders, so improvements of facilities will be executed in terms of safety and convenience. Finally, administrative and financial support should be made for the people, so as to maintain the the rural community center on their own.

Effect of Land Use Change and Price from the Area Adjustment of National Park in Korea - A Case Study of Woraksan National Park - (국립공원 구역 조정이 토지이용 변화 및 가격에 끼친 영향 - 월악산국립공원을 중심으로 -)

  • The objective of the study is to analyze the impact of zone adjustment by comparing the changes from 2011 to 2018 of social and environmental factors such as the special-purpose area, actual construction activities including building development, land use environment, and officially assessed individual land price in the areas released from the National Park Zone during the second National Park Zone adjustment during 2010 to 2011 with the social and environmental factors in the areas that remained in the National Park Zone during the same period. We intended to investigate the problems of the second National Park Zone adjustment and explore alternative implications for the third National Park Zone adjustment. As for the special-purpose area, 80.4% of the released areas were converted to planned, production, and conservation area while 15.6% changed to the agricultural area, and 4.0% remained as the natural environmental conservation area. Regarding the change in building development scale, the average size of construction in the released area since 2011 was $106m^2$ while that in the retained areas was $91m^2$. For the land use environment, the rate of change from the natural area to developed area was 1.9% in the released area and 0.7% in the retained area. The officially assessed individual land price increased by 11,911 won in the released area and 4,413 won in the retained area. Although both areas showed an increase in the land price, the difference of officially assessed individual land prices was about 2.5 times. The problem concerning the private property rights of local residents in the national parks is still a challenge, but the second National Park Zone adjustment has resolved the problem significantly. Accordingly, it is necessary to offer the benefits for the residents in the national park area by analyzing the park zoning and park facility planning to present the rational alternative. It is also necessary to establish a support system that encourages the collaborative cooperation between the park authority and residents and assures that the residents to have pride in the national park.

Characteristic and Strategy of Urban Development focused on Transit Oriented Development (TOD(대중교통중심)형 도시개발 특성 및 발전전략에 관한 연구)

  • The aim of this study was to suggest characteristics and strategies of urban development focused on Transit Oriented Development (TOD). For this study, the relevant concepts of TOD were reviewed, and the types of urban development based on TOD was surveyed. As a case study, 7 TOD projects implemented in advanced countries were analyzed in the terms to change in urban spatial structure, urban balance development and connection of public transportation. The conclusions are as follows. First, the regal system and the support mechanism for success of the public-private partnership are essential for TOD. Second, the role of public sector leads planning, implementation and management should be emphasized in the development process, and mitigation of the development density and revision of a municipal ordinance for promoting TOD are necessary. Third, a public transportation plan and land-use plan in the downtown areas should be integrated, and the enlargement of the urban infrastructure through public assets by the local authority is essential.

  • 공간 데이타베이스 시스템을 통하여 공유되는 공간 데이타는 무결성이 적절하게 유지되지 않는 한 전체 응용 시스템의 행위를 예측할 수 없게 되므로 데이타의 무결성 확인 및 유지는 필수적이다. 특히 공공 GIS에 저장된 공간 데이타는 토지 이용도 평가, 도시 계획, 자원 관리, 시설물 관리, 안전 관리, 국방 등 국가 전체 및 지역의 중요한 정책 결정을 위한 다양한 응용 시스템들에 의해 이용되므로 적절한 공간 객체의 무결성 확인이 더욱 더 필요하다. 본 논문에서는 능동(active) DBMS의 능동 규칙(active rule) 기법을 이용하여 공간 객체의 무결성 확인을 지원하기 위한 규칙 관리 시스템을 제시한다. 능동 규칙을 이용한 공간 객체의 무결성 확인은 응용 프로그래머를 무결성 확인에 대한 부담으로부터 자유롭게 할 수 있다. 본 시스템은 특정 DBMS에 종속되지 않는 독립적인 외부 시스템으로 존재하며, 능동 규칙 관리기, 규칙 베이스, 그리고 활성규칙 생성기의 3 부분으로 구성된다. 사용자가 공간 데이타베이스 응용 프로그램을 통해 공간 객체를 조작하고자 할 때, 본 시스템은 데이타베이스 트랜잭션을 단위로 조작되는 모든 공간 객체의 무결성 확인을 위해 응용 프로그램에 삽입될 무결성 제약조건 규칙들을 효율적으로 관리하는 역할을 한다.Abstract It is necessary that the integrity of spatial data shared through the spatial database system is validated and appropriately maintained, otherwise the activity of whole application system is unpredictable. Specially, the integrity of spatial data stored in public GIS has to be validated, because those data are used by various applications which make a decision on an important policy of the region and/or whole nation such as evaluation of land use, city planning, resource management, facility management, risk management/safety supervision, national defense. In this paper, we propose rule management system to support validating the integrity of spatial object, using the technique of active rule technique from active DBMS. Validating data integrity using active rules allows database application programmer to be free from a burden on validation of the data integrity. This system is an independent, external system that is not subject to specific DBMS and consists of three parts, which are the active rule manager, the rule base, and the triggered rule generator. When an user tries to manipulate spatial objects through a spatial database application program, this system serves to efficiently manage integrity rules to be inserted into the application program to validate the integrity constraints of all the spatial objects manipulated by database transactions.
