Developing Improvement Plans for National Defense Safety Directive to Align with the Serious Accident Punishment Act

  • To ensure a systematic and integrated approach to defense safety management, individual safety management regulations have been consolidated into the National Defense Safety Directive. However, despite being enacted after the enforcement of the Severe Accident Punishment Act, the National Defense Safety Directive does not incorporate the contents of the Serious Accident Punishment Act. This omission is likely to cause confusion in safety management. In this paper, a PDCA analysis of the Severe Accident Punishment Act and the National Defense Safety Directive was conducted to identify area for improvement and supplementation in the Directive. Chapter 3 proposes amendments to clearly define the scope and responsibilities of safety management, implement serious accident prevention measures and inspections, and establish the penalties for those involved. These amendments aim to ensure faithful compliance with the Severe Accident Punishment Act. Chapter 4 emphasizes the implementation and inspection of risk assessments to enhance the effectiveness of safety accident prevention and preparation, thereby ensuring the completeness of the PDCA cycle.

  • For the realization of the national self-defense, the trend of the defense R&D projects becomes global and diverse with the increase of their budget. Thus, for the effective execution of the budget and the successful performance of the projects, the importance of selection, management and evaluation of the R&D projects is emphasized. This study suggests the applicability of a meta-evaluation model for the realization of the successful defense R&D project evaluation system. This study focused on the development of the meta-evaluation model design which can be applicable to the national defense R&D projects. Using the proposed meta-evaluation model, we propose a technique to enhance the fairness and the reliability of the national defense R&D projects evaluation system.

  • 4차 산업혁명 기술의 확산으로 국내 방위산업은 첨단 기술이 집약된 산업 구조로 발전하고 있다. 방산기술의 중요성이 점차 증대됨에 따라 정부는 방산기술보호법을 제정하여 방산기술을 보유하거나 관리하는 기관을 대상으로 방산기술보호체계를 구축하도록 하고 있다. 대상기관이 기술보호체계를 도입하기 위해서는 보호대상이 되는 방산기술을 식별하고 체계적인 데이터 관리를 선행하여야 한다. 이를 위해 본 논문에서는 방산기술 데이터 관리를 위한 마스터 데이터 항목을 도출하고, 방위산업 환경에 적합한 방산기술 마스터 데이터 관리 시스템 구현 방안을 분석하였다. 도출된 방안으로 1차, 2차 마스터 데이터 등 방산기술 마스터 데이터를 식별하였고, AHP분석을 통해 마스터 데이터 관리시스템 목표 모델로 Co-existence 유형이 적합한 것으로 분석되었다. 방산기술 마스터 데이터 관리 시스템 도입을 통해 한층 강화된 방산기술보호 정책이 추진될 것으로 기대한다.

  • In this research, a new Test and Evaluation (T&E) procedure for defense AI systems is proposed to fill the existing gap in established methodologies. This proposed concept incorporates a data-based performance evaluation, allowing for independent assessment of AI model efficacy. It then follows with an on-site T&E using the actual AI system. The performance evaluation approach adopts the project promotion framework from the defense acquisition system, outlining 10 steps for R&D projects and 9 steps for procurement projects. This procedure was crafted after examining AI system testing standards and guidelines from both domestic and international civilian sectors. The validity of each step in the procedure was confirmed using real-world data. This study's findings aim to offer insightful guidance in defense T&E, particularly in developing robust T&E procedures for defense AI systems.

  • At present, with the development of precision instruments, high dimensional accuracy of workpieces must be ensured. In particular, for the aluminum alloys used in automobiles, the surface roughness of the workpiece is extremely important. The dimensional accuracy and surface roughness of the workpiece is considerably affected by the rotational accuracy of the rotor. Therefore, to enhance the rotational accuracy, various variables such as those related to the components such as bearings, motors, and end mills, rotational speeds, and vibrations must be considered. In this study, the difference in the quality of the workpieces was compared considering the weight imbalance and rotational speed as variables.

  • As we live in real If era, If become a mandatory component for nations and organizations to survive in severe competition. If is also thought of as strategic asset for effective business operations, yet there is no proved statement on the interoperability and system integration which causes serious problem in terms of requirement engineering among current systems. The National Defense Enterprise Architecture Framework is a strategic information asset base, which define the military operation activities for the mission, the information necessary for military operations, the technologies necessary for implementing new technology in response to changing operational needs. It is an integrated model or representation. Information Systems will be evolved by the National Defense Enterprise Architecture framework. The purpose of this framework is to present overall picture of national defense information system domain so that information systems are interoperated, integrated and information sharing is increased among affiliated organization of Defense Military.

  • This paper proposes the systematic design approach for developing the evaluation indicators that evaluate the candidate proposals in the national defense core-technology R&D projects. To improve the validity and fairness of the evaluation indicators, the existing evaluation process in a military and a public sector are surveyed and also the existing evaluation system of the core-technology R&D programs for the national defense is analysed and discussed. A new system for the evaluation indicators is designed by using the axiomatic design, factor analysis and the analytic hierarchy process. It is expected that the proposed evaluation indicators contribute to enhance the fairness and the reliability of the evaluation process for the proposal of the national defense core-technology R&D projects.

민군관계의 변화와 국방리더십의 발전방안에 관한 연구 (A Study on the Development of National Defense Leadership through the Change of Civil-Military Relationships)

  • This study is to develop digital leadership in a field of national defense. Today, korean society is facing the crisis of national security. But national defense leadership is not show in the circumstance of national security crisis. As you know, national defense leadership is a process that make use of influence. Which means it converges people's interest and demands well and also show people the right vision of national defense and make them to comply the policy about national security. Because of the environmental change, our national defense leadership is having a new turning point. First, international order, which is under post-cold war, raises possibility of guarantee of peace and security in international society but also, cause the increase of multiple uncertainty and small size troubles in security circumstance. In addition, Korean society is rushing into democratization and localization period by success in peaceful change of political power went through about three times. The issue of political neutralization of military is stepping into settlement but still, negative inheritance of old military regime is worrying about it. In this situation, we can't expect rise in estimation about the importance of security and military's reason for being. So, military have to give their concern to not only internal maintenance of order and control and growth of soldiers but also developing external leadership to strength influence to society and military's the reason for being. So for these alternative I'm suggesting a digital leadership of national defense which fits digital era. This digital leadership is the leadership which can accept and understand digital technology and lead the digital organization. To construct digital national defense we need a practical leadership. The leadership has to be digital leadership with digital competence that can direct vision of digital national defense and carry out the policy. A leader who ha s digital leadership can lead the digital society. The ultimate key to construct digital government, digital corporate and digital citizen depends on digital leader with digital mind. To be more specific, digital leadership has network leadership, next generation leadership, knowledge driven management leadership, innovation oriented leadership. A leader with this kind of leadership is the real person with digital leadership. From now on, to rise this, we have to build up human resource development strategy and develop educational training program.

N-terminal GNBP homology domain of Gram-negative binding protein 3 functions as a beta-1,3-glucan binding motif in Tenebrio molitor

  • The Toll signalling pathway in invertebrates is responsible for defense against Gram-positive bacteria and fungi, leading to the expression of antimicrobial peptides via NF-$\kappa$B-like transcription factors. Gram-negative binding protein 3 (GNBP3) detects beta-1,3-glucan, a fungal cell wall component, and activates a three step serine protease cascade for activation of the Toll signalling pathway. Here, we showed that the recombinant N-terminal domain of Tenebrio molitor GNBP3 bound to beta-1,3-glucan, but did not activate down-stream serine protease cascade in vitro. Reversely, the N-terminal domain blocked GNBP3-mediated serine protease cascade activation in vitro and also inhibited beta-1,3-glucan-mediated antimicrobial peptide induction in Tenebrio molitor larvae. These results suggest that the N-terminal GNBP homology domain of GNBP3 functions as a beta-1,3-glucan binding domain and the C-terminal domain of GNBP3 may be required for the recruitment of immediate down-stream serine protease zymogen during Toll signalling pathway activation.
