WTO system has just begun and the development for fishing industry is being carried out. The task of National Federation of Fisheries Cooperatives(NFFC ) is not only to support producers' competitive edge, but also to realize the efficiency embodied in the businesses of NFFC itself. Then it can continue to compete other firms and offer the comprehensive services only when it achieves its efficiency. The efficiency of NFFC is the economies of scale and scope. NFFC should achieve its scale and scope economies to be efficient. NFFC needs to expand its size in fish distribution and banking business to have scale economies. Also, the communication and coordination systems among member-supporting, fish distribution, and banking business need to be strengthened to get its scope economies. It is interesting theoretically and in policy making to test the hypotheses that cooperatives are capable of offering the comprehensive services such as distribution, credit, and insurance to the members. It is meaningful to their development for agricultural and small businesses cooperatives as well as fisheries cooperatives to survive the fierce competition under WTO system. National Federation of Agricultural Cooperatives(NFAC) is much greater in business size than NFFC. The estimation and test in the multiproduct cost function of NFAC will show interesting results.
The amendment of regulation affecting the Governing Body of NFFC (National Federation of Fisheries Cooperatives) has been known to the public in May 2008. Its essential points are as follow: 1) the President of NFFC shall be a non-standing officer. 2) the Full-Time Directors shall have the authority to deal with all subjects except for those especially reserved for the General Meeting or Board of Directors, while minimizing the authority of NFFC President. By providing this amendment, the government seeks to make the Governing body becomes professionalized and the management functions carried out by full-time professional board members. However, the amendment seems to pay no attention to the co-operative's identity and principles. In this context, five issues will be discussed: 1) Strengthening the separation between ownership and control of NFFC. 2) Weakening the authority of General Meeting. 3) The bounds of Audit Committee. 4) Consolidating the management control of the Full-Time Directors. 5) The loss of NFFC's Identity, followed by a summary and conclusion.
This study aims to examine problems of retail business operated by primary fisheries cooperatives and provide some suggestions for enhancing their retail business function. It reveals that although sales business function of fisheries cooperatives is very important for the members of Korean fisheries cooperatives, their performance and efficiency outcomes have been disappointing. The research offers six suggestions in two categories to resolve the issues. In the first category as a marketing plan for retail business of primary fisheries cooperatives, first, enhance of marine products business using local specialty goods. second, expanded of on-line shopping mall and third, joint marketings among primary cooperatives are necessary. In second category as an assistance plan of National Federation of Fisheries Cooperatives(NFFC) for primary fisheries cooperatives, First, we needed to making logistics system for fisheries. Second, conducting retail business consulting for primary fisheries cooperatives. Finally, human resource development programs are needed. Primary fisheries cooperatives have to discipline faithfully as a cooperatives for NFFC roles as a cooperatives. So making marine products sales business as a core of a economy business of primary fisheries cooperatives in Korea is very important.
Initially, the system of outside director of cooperative has the object of consulting an external specialist. Recently, it takes a serious view of monitoring about securing clean management on the operating crisis. Nevertheless, in the field of NFFC(National Federation of Fisheries Cooperatives), it is difficult that the system of outside director of cooperative attains that is initial object. And in the field of FC(Fisheries Cooperative), it isn't in force about the outside director of cooperative. Therefore, it is important to make a following system improvement. (1) The ratio of outside directors among the member of board of directors has to be increased. (2) Outside director's term of office has to be amended from lyears to 2years and the current method of selection should be reformed to be a strict one with high standard of requirement and substantial screening for membership. (3) Outside directors' wage system must be actualized by adopting incentive system' etc. A measure of appointing an executive in a similar business line or organizations to ours as an outside director must be considered. FC have to introduce the system of outside director. (4) A recognition of proper management of outside directors and putting in practice is essential.
This paper aims to understand the points which the Board of Directors of the National Federation of Fisheries Cooperatives System has proposed, and to find some improvement. This Fisheries Cooperatives previously had a single board system operating two small board rooms which became independent within the two sectors of credit and .provision in addition to the existing board of directors. This is a very unique board of directors system which is not found in cooperatives in our country nor in the business world. This change of the board of directors of the Fisheries Cooperatives is ascribed to the reorganization of the system into a completely independent division system, which operates business separately based on each sector as opposed to the previous multiple cooperatives system. However, a plural board of directors system does contribute to the improvement of managerial efficiency by strengthening the self-control of each independent business section, but deepens conflicts between its internal organizations, and brings about a reverse function which might deteriorate both the controlling power of a systematic organization and the coordinating power between sectors. This paper made an analysis of acceptors' attitudes toward the board of directors of the fisheries cooperatives system by regulating all the staff directly related to the operation of the board of directors of the fisheries cooperatives system as a group of acceptors and by selecting one hundred and fifty persons among the staff as a sample. The inquiry into acceptors' attitudes was made using questionaries, and the data for this investigation was processed and analyzed using a statistical method. The contents of this paper are composed of I. an introduction, II. the findings of the questionary investigation, III. the overall opinion for the improvement of the board of directors system, and IV. a summary and conclusion.

In this study, the risk factors of coastal purse seine fisherman were analyzed through a survey of fishery workers of coastal purse seine fishery and the accident compensation insurance data of the fisheries workers of the National Federation of Fisheries Cooperatives (NFFC). The classified fishing operation accident data was analyzed through 4M (Man, Machine, Media, Management) model of the National Transportation Safety Board (NTSB) and the accident prevention measures were presented using Harvey's 3E (Engineering, Education, Enforcement) model. The rate of accidents on coastal purse seinens each year was 75.8‰, 36.7‰ and 74.8‰ from 2015 to 2017. The accident frequency resulting from slipping was the highest, and the risk of a contact with gear was low. When comparing each insurance data, the average value of the contact with gear accident was the highest. This research result is expected to be important data in identifying and preventing safety hazards of coastal purse seiner fisherman in the future.

The trawl fishery is an important fishery accounting for around 30.0% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen's safety of offshore trawler was conducted to serve as basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=464). As a result, the occupational accident occurrence rate of large powered trawl fishery was 241.4‰ in east sea trawl fishery, 6.9 times the rate of that. In addition, death and missing rate was found to have very serious level management to 97.7‱ in east sea trawl fishery of death at 6.2 times. The accident occurred in 91.7 to 100.0% was happened at sea. The slipping, others and struck by object and son on occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred more frequently while death and missing risk was not high. The fall in the waters was low while death and missing risk was high. The results are expected to help identify and assess safety hazard occurred in offshore trawlers.

In this paper, I would present a using method for The Fishing Operation Information(FOI) of National Federation of Fisheries Cooperatives(NFFC) through the availabilities analysis and put out the similarities by the section of the sea through classifying characteristics of fishing patterns by their locations. As a result, although the catch of FOI is nothing more than 33% level to National Fishery Production Statistics(NFPS), FOI data is useful in understanding the patterns of fishing operation by the location because both patterns and correlation were very similar in the usability analysis, comparing the FOI data with NFPS. So I classified optimal clusters for catch, the number of fishing days and the number of fishing vessels through 2 step cluster analysis by the big marine zone and divided fishing patterns.

The coastal composite fishery has the highest rate of around 30.0% in registered fishing vessels of Korea for the last three years. The risk analysis for the fisher's safety of coastal composite fishing vessels was conducted to serve as a basic data for improving the healthy and safe working environment of fisher using fisher's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2016 to 2018 (n = 1,105). As a result, the occupational accident occurrence rate of coastal composite fishery was 3.76% in all industries, 7.8 times the rate of that. In addition, death and missing rate was found to have a serious level management to 10.10‱. Among the accidents, 76.0% occurred at sea. The slipping, others and contact with machinery or fishing gear occurred more frequently in order in the frequency of accident occurrence pattern. In the risk assessment using frequency and severity, slipping, contact with machinery and others showed high risk during fishing. The results are expected to contribute to identification and assessment of safety hazard occurred in coastal composite fishing vessels.
The policy of suppling tax-exempt fishery oil in Korea has a history of almost 40 years, which was initiated by the National Federation of Fisheries Cooperatives in 1965. In 1999 the volume of fishery oil supplied to the earning fishermen and fishing entrepreneurs amounted to 8,390 thousand DM, 500 billion won in total. This paper analyzes the oil supplying system to fishermen in Korea and shows that the structural obstacles to the stable provision of fishery oil lies in the ineffective bargaining power (fixing price). Provided that the NFFC as a buyer, which is not equipped with the storage facilities for oil bids for a unit-price contract of fishery oil, there exists a possibility of collusion among 5 local oil refineries corporations to influence the oil price, making it difficult to reach a resonable price of oil. Though the international bids and direct imports following the liberalization of oil imports would help lower the unit price, purchasing and importing the oil out of season at a lower price would not be guaranteed without the oil storage facilities. Furthermore, the current supply system of oil is quite vulnerable to the extraneous factors and, say when the oil price soars unpredictably, it is almost impossible to supply low - priced fishery oil to fishermen. The National Federation of Fisheries Association of Japan(Zengyoren), for instance, possesses 10 oil storage facilities, which had been built across the country during the last 20 years (1964-1984). The storage capacity of these facilities reaches 0.6million DM(by kind, 0.56million DM for A heavy oil, 38thousand D/M kerosene, 5thousand D/M for diesel fuel oil). Allowing no intermediary of production associations(fisheries cooperatives) the NFFA's capacity for keeping oil in reserve rises much higher. As these storage facilities can keep the oil amounting to as much as of 70 days demand in reserve, a stable supply of fishery oil on favorable terms is secured. In contrast with Japan case, unequipped with the storage facilities for fishery oil, Korea does not have much bargaining power for bringing down the price of fishery oil. To make matters worse, the oil storing capacity of the member cooperatives is the volume of only 8 days demand. In case the oil price rises, it is almost impossible to supply the oil to the fishermen at a price lower than the price risen.
