Survey on the Adoptability of IT and Smart Sensor Technologies into the Next-Generation High-Speed Train (차세대 고속전철에 적용할 IT 및 스마트센서 기술의 수용성에 관한 조사 연구)

  • To join the leading four countries in high speed railway technology, the next generation high speed railway technology development project is undergoing. And, applying the IT for the safety and convenience of a passenger and an attendant is one of the research topics of the project. From the 24 derived candidate IT applications, the seven applications, such as information on an individual LCD monitor, an emergency or reminder notification, an Internet connection, remote communication with an attendant, air quality monitoring, extraordinary noise detection, and detection of an emergency in the lavatory, were selected to be implemented on the next generation train. In this paper, we presented the survey that was performed to make the selection process to be objective. Additional findings, such as what other services a passenger wishes to be provided, what activities passengers prefer to do based on duration of the trip, and things that make a passenger discomfort, were summarized.

Research on the Number of Households and Population Estimates of Administrative Composite City (행정복합도시의 인구수 및 유형별 가구수 추정에 대한 연구: 1단계 사업성과를 기반으로)

  • The Sejong Metropolitan Autonomous City is launched on July 1, 2012, and Phase 1 of the Multifunctional Administrative City Construction Project was completed in late 2015. Therefore, it is necessary through the results of the first phase of the project to check whether Sejong city can achieve the target population and number of households by 2030 and to use to determine the number and type of housing to be supplied next. Based on the presented results of the Phase 1 project period, this study estimate the population and number of households in 2030. For forecasting future population the population growth rate seen in the future of Sejong City's population forecast published by the National Statistical Office and the performance against plans Step 1 were used for forecasting future population. The results of analysis showed that the Multi-functional Administrative City is difficult to attract five hundred thousand people and two hundred thousand houses. In the analysis of households by type The Multi-functional Administrative City is The large proportion of 3-4 person households and high-income earners and Homeowners. But it increased the proportion of households with 1-2 people and rent house of the city grows in size and it is likely to change the level of income. Therefore, it is determined that there is a need to reflect these elements in next housing.

  • Fast track completion of urgent typhoon damage recovery construction project is becoming crucial for the prevention of the secondary damage from the next year typhoon, prompt psychological stabilization of flood sufferers, the early recovery of damaged infrastructure condition and so forth. As the recovery learning process has been continued for last consecutive typhoons and experts suggested, the keys in attaining the goals of the project (preventative, sustainable, cleaner and fast tracking development) are found to be the early contracting and improved competencies in project management especially during the design phase. It can be presumed that the former is attainable through administrative supports in the form of government guidelines, but the latter necessitates more research efforts. In this regards, this study aims to find a way how to lift up the current level of project management capability facing ever changing project mangement environment of urgent typhoon recovery project. By comparing the current level of application of government guidelines in flooded districts and analyzing the time required for each phase from design contracting to construction starting, several reformative ideas are illustrated in association with the necessity of adopting CM method in the deign phase. It is highly expected that CM application in the design phase can be an effective alternative in overcoming current limits in improving the quality of the project and prevent the delay due to the lack of expertise and professional workers in the owner side.

  • As internet traffic increases, the problem that it should be efficiently accepted in to the existing voice network in the pending problem importantly to the existing communication corporations. The feature of next generation exchange network is made up of the form of integration network that connect data traffic(internet service. Etc) with the existing voice network and it can be showed with very diverse aspects according to the constitution time of network or the characteristics of business. The progress strategy that develop the existing circuit based communication network into packet-based communication network can be divided into two in a large scale according to the application position These are VoDSL application method(Technology that packetize access network) and softswitch technology application method(after packetizing relay network, packetizing that into the access network). In this paper, we will deduce the desirable technology that can construct packet-based next generation exchange networks in the structure of the existing communication network environment. We will perform the research on a device to offer the necessary core technique VoSDL service with realistic resolutions primarily.

  • This paper analyze the DEA(Data Envelopment Analysis) efficiency of government budget to HRD program(ITRC) and correlation and regression between its inputs and outputs in the field of information technology. First, empirical results show that the relationship between the supporting period of government budget and scientific research & HRD outputs is respectively irrelevant. Second, another finding is that the relationship between government budget and HRD output is positive. Finally, DEA efficiency analysis implicates that SW/digital contents, digital TV, information security, intelligence robot, next generation PC, next generation mobile telecommunication, home network, mathematics, IT SoC are more efficient than any other technology fields.

  • The national defense electronic procurement system is an information system supporting DAPA, services (Army, Navy and Air Force), and the procurement companies in the electronic bidding. It has contributed greatly to improving the efficiency of the national defense electronic procurement process by providing various information services based on inter-operation among the related parties. However the national defense electronic procurement system is expected to be upgraded to the next version in accord with rapidly evolving infrastructure based on high technology and increasing various communication channels. This paper investigates the satisfaction level of the system users and proposes directions for the next-generation procurement portal.

  • Information system development projects are increasingly enlarging in size and are becoming more complex in the development environment. The traditional approaches for the development of information system, however, haven't shown the expected performances in the management for them and many researchers have been trying to find a new approach for overcoming this challenges. And one of the new approaches is the PMO and it is introduced to solve the problems of project management and the related organizational, technical, and administrative problems. This study attempted to find the efficient information system establishment plan. In particular, this study wants to research the practicality of PMO and the detailed utilization plans. As a result, this study proposes the structure of project implementation, the requirements, the direction of the basic system design, the scope of system development, and the budgeting for the systems. It is expected to contribute the successful implementation of the project.

  • This study begins with emphasis on the approach to public policy development and the extent to which a GIS framework can be used to evaluate projects objectively. This paper relates to public policy making and the use of GIS as a strategic management tool rather than the development of GIS technologies which has been the focus of attention since the advent of the first generation GIS systems in the 1960s. In order to consolidate a view towards public policy, the aim of this study is to show the advantages of using GIS to generate results which could be evaluated by cost and benefit analysis giving options of the alternative methods to estimate the feasibility of projects (both tangible and intangible) in a real public policy scenario. This study also reports that the tangible benefits associated with the GIS projects are better information processing, the easy analysis of data and the cost savings of map updates and printing, whilst the intangible benefits include quality decision making, and precise management of data through computing networks. In GIS context, the task of analysing and evaluating GIS projects is assumed in order to facilitate scientific and quantitative cost-benefit analysis. Previous methods of the cost-benefit analysis has not fully supported the evaluation of the intangible benefits and it has not been possible to make public policy realistic or scientifically understandable limiting decision makers in public domain. With the GIS decision makers are able to explore the potential of projects with this powerful decision supporting tool in practical application. On the basis of its potentials and limitations to cost-benefit analysis, therefore, it can be concluded that more flexible analysis and evaluation methodologies are needed to extend into the intangible benefits. In order to balance the evaluation of both quantitative and qualitative approaches on the cost-benefit analysis new or additional utilities will be required for the next GIS generation appraisal tool.

A study on the indicator development for the selection of urban regeneration areas through analytic network process : a case study of Gong-ju (ANP 분석을 활용한 도시재생 활성화지역 선정지표 개발 : 공주시를 대상으로)

  • The purpose of this study was to develop an indicator for the selection of urban regeneration areas through an analytical network process. Therefore, this study derived five criteria and 58 indicators based on previous studies. Five criteria and 16 indicators were derived by taking into account the region and city characteristics of Gong-ju. Next, a survey from 63 urban regeneration experts was performed. The weight values of the criteria were calculated using the super decisions 2.0 program. As a result, population characteristics (0.244) was the most important criteria, followed by the industry economy (0.218), condition of promotion policy (0.193), social culture (0.188), and physical environment (0.158). These results will be used to select potential urban regeneration areas, and will contribute to overall effective urban regeneration.

  • Gyeonggi-Do launched the 'Achievement Royalty System(ARS)' in 2011 to promote the refund of excess profits from those firms to local system. The purpose of this study aims to analyze the effect of new royalty system in the public R&D program. From the analysis, commercially successful firms appear to have maintained the same level of innovation incentives even after introduction of ARS. It can be explained that they have given a priority in taking part in the next R&D projects as well as a benefit of systematic supports in technology commercialization and marketing. It is, therefore, fully expected that the policy makers can make ARS an additional funding source in the period of decreasing S&T budget, and have a better chance to gather evidences of successful policy practices to the firms. However, the institutional improvements are required to develop the ARS, which include the incentives of ARS payment and the lower total royalty expectation through the reduction of fix-payment ratio and the exemption of ARS.
