This paper analyzes the effects of globalization on growth gaps between regions. Using openness and FDI as measures of globalzation in Korean 16 broad autonomous territories the study estimates the effects of the variables on growth gaps between regions. Estimation results show that FDI is significant in explaining the regional gaps while openness is not. The results of the study reveal that attracting FDI to weaker regions, especially the investment in New Industries, is inevitable to resolve growth gaps and for balanced growth among regions. Also, policy makers should use FDI as an important tool for correcting regional gaps as well as the vehicles for regional development.
This article examines features and implications of 'new northeast phenomenon' in China's new normal period. Different from previous studies with economy as a single factor, this paper regards the northeast phenomenon as not an single economic phenomenon but a compound socio economic phenomenon that economic, demographic and financial issues are linked together. This study finds that since 2014 decline of economic growth, deepening of population decline and brain drain, accelerated aging, the increase in fiscal deficit and a surge in social security spending, these phenomena occur simultaneously and influence each other, forming a vicious cycle in northeast China, and also finds that the difficulty of 'new northeast phenomenon' lies in this compound features. If so, what are the implications of 'new northeast phenomenon's' these features for China as a whole? This study proposes two points. First, based on the recent changes in some relevant situations in China, northeast region can be regarded as a microcosm of China, northeast phenomenon is likely to spread to other regions of China in the near future, it will become a common phenomenon all over China. Second, the emergence of the 'new northeast phenomenon' in the new normal period requires deep reflection and rethinking about the fundamental effect of the regional development strategies, such as 'The Development of the Western Region', 'The Rise of Central China', 'The revitalization of the Northeast', implemented since the reform and development. The 'new northeast phenomenon' has become one of the most urgent problems to be solved by the Chinese government, if the solution is successful, it can be a very useful direction for reconstructing regional development strategies in contemporary China.

This article is written in the viewpoint of landscape ecological geography. The coast of South Chung-chong Province will make new characters of region in the development strategies program. This study is to describe geomorphological landscapes of South Chung-chong Province relating with it's environment based on the coast. Although landforms constitute prominent landscape features as tidal flats and rock cliff do, it is nonetheless the features such as beaches, sanddunes, and coastal plains that have various ramifications for human communities. Tidal flats, beaches and coastal sanddunes are special in that their formation is attributable to the combined action of tidal flows, waves and winds. To some extent, the erosion of sand has been a global phenomenon. Human impact are involved. The influence of globalization and expansion of liberal trade appears in regions variously. Individual regions need to secure its competitiveness in the world market. Regions are not value-neutral abstract conception, but must be informal commercialized characters of region. The coast of South Chung-chong Province has experienced rapid and dramatic changes. In industrial times, the middle of west coast Korea turned into a major reclamation at larger scale. Reclaimed land was based on location of industry and mechanized agriculture. The west coast highway and bridges between island and land contributed to the development of west coast transportation. As information society matured, trend and value are changing. Environment and ecology emphasize and rediscover the value of tidal flats and sanddunes. The west coast region now receives attention as eco-tour and sustainable course.

Provincial boundary regions need differentiated strategies from non-provincial boundary regions because they form multilayered regional networks with boundary cites and provinces. This paper aims to analyze the attributions of provincial boundary regions' regional networks in the dimensions of commuters, companies, and government and to explore their political strategies. At commuters level, Okcheon, a case study area, forms the strongest regional networks with Daejeon and does not have any regional network with Honam region. At companies level, it forms the regional network with Daejeon, Gyeonggi, and Chungbuk, and with Daejeon(Donggu, Daedukgu), and Gyeonggi(Bucheon) at government level. This paper suggests the following conclusive policies. First, provincial boundary regions should be postulated as the new policy targets. Second, Population and Housing Census should be constructed pan-regionally as the base data of regional network studies. Lastly, cooperation system among local government of the provincial boundary regions should be constructed.
Recent conditions in North Sulawesi Province (NSP) have become favorable for the development of tourism. In this paper, we present the recent status of biodiversity and tourism in NSP as a basic consideration towards integrative biodiversity conservation strategy. Overall, biological accounts suggest that NSP is important for the world biodiversity conservation program. NSP's biodiversity makes the area a major nature-based tourism (ecotourism) site in the world. Development of diverse tourism programs in NSP has provided new opportunities for balancing development and conservation of regional ecosystems. However, the excessive tourism growth in some particular areas in NSP has been identified as the primary factor of environmental degradation. Nowadays, biodiversity of North Sulawesi regions are suffering from the number of tourist impacts and facilities. Based on those conditions, tourism planning and development in NSP is needed to formulate a proper strategy to protect the ecosystem and biodiversity from degradation and extinction. This will be a new challenge of sustainable island tourism development and biodiversity conservation in NSP.
How to protect the environment without sacrificing the human environment and economy at the level of region is on of the most difficult issues of recent times. The dynamic Interactions between economic activities and environmental pollution control activities determine whether social welfare is increased of decreased by such activities and provides a basis for saying whether they help or hurt the economy. Bureaucratic Approach of Local government has failed, and an Impetus has arisen to develop new tools of analysis, useful for finding policy leverages focused on sustainability. This paper focus on understanding dynamic relationships between regional economic system and environmental system, and presenting possible framework for finding policy leverages in dynamic interaction behaviors. The case, selected in this study, is Nacdong river regions case, which is related many meaningful issues about sustainable development: two big metropolitan government and dwellers have different opinion with regard to construction of large scale Industrial pack, drinking water supply, and environment model consisting of three sectors: regional economy sector, river pollution and drinking water sector, environmental protection and investment policy sector Finally, this paper deal with how to link policy leverage to causal loop structure for the sustainable development of two regions.

The purpose of this paper analyzes the characteristics of economic space in Gyeonggi border regions. Especially, this study focuses on understanding the environment enveloped the enterprises because today, largely influenced factor for regional economic development is enterprises. Since 1990's the change of the spacial organization in Korean Capital region has been inducing the functional transformation in Gyeonggi border regions so that new function -beyond military functions- is developed in these regions. By the disindustrialization in core region contributed to the industrialization in periphery, border regions are developed as a concentrated space of traditional industries and small size manufactural firms. The most important pull factor is facility for obtain a factory site and favorable condition of land price. Globally, the reasons to locate enterprise in these regions are found not in positive and progressive strategies but in passive and defensive strategies. Therefore few enterprise carried about influences of economic cooperation between North and South Korea at the moment of decision of their site. The survey reveal that enterprises didn't highly estimate the environment in border regions as their business activities. The first dissatisfied condition is insufficiency of labour and difficulty of access for administrative and high level services, due to geographical separation. Considering the recent tendency of spacial reorganization in Capital region is not always good for border regions, border regions have to employ a policy with the object of ameliorating regional business environments and growing up a potentiality of endogenous development.
PURPOSES : One of the main components of road projects funded by the Economic Development Cooperation Fund (EDCF) is the improvement or rehabilitation of existing pavements. The result is that pavement structures are critical to the success of a project. There is, however, no design standard available at present that reflects a region's specific features including climate conditions and quality of pavement materials. For this reason, a comparative study of the major EDCF borrowers' flexible pavement design standards was conducted. This study led to the proposal of a new method for applying flexible pavement designs which can be used for EDCF-funded projects in Asia. METHODS : The method has been produced by adjusting some input data of the "AASHTO Interim Guide for Design of Pavement Structures" in accordance with certain Asian countries' geometrical features, tropical and subtropical weather, and strength of pavement materials. The Philippine regional factors, having five different grades, have been selected after taking into consideration the amount of rainfall, strength of pavement materials, and characteristics of the Asia and Pacific regions. Structural layer coefficients have been prepared for two different regions according to the geometric difference between Southeast and Southwest Asia. The Philippine and Sri Lankan coefficients have been used for Southeast Asia and Southwest Asia, respectively. CONCLUSIONS : Owing to applying this new method, it was verified that the thickness of the pavement was underestimated by between 11 cm and 16 cm compared with the originally designed thickness. Having discovered that the use of the Korean and American-oriented factors and coefficients is not appropriate for other Asian countries, the new method is expected to enhance the quality of pavement in future projects.
Some of the remarkable accomplishments mentioned in the special lecture recalling 38 years of my research on the development of herbicides can be summarized as follows; 1) The physiology, movement in the soil, and decomposition and/or inactivation of the phenoxy and other herbicides by the invention of the Raphanus test were elucidated. And these findings led to the establishment of the theory of herbicidal treatment layer with the result of the origination of the application of PCP in flooded lowland paddy, which opened new era of soil application of herbicides in lowland paddy. 2) The granulation of herbicides for lowland paddy including PCP urea was developed. 3) The fact that propanil has generic selectivity in gramineae was found. And propanil was distributed in rice growing regions of the world. In addition, satanil for upland and propanil/NAC for flooded lowland paddy, propanil mixtures, were developed. 4) 15 kinds of new herbicides derived from plant hormones developed in my laboratory were develop ed, and the research trends in the future were presented.
Defense industry as 'a new dynamics of economic growth' policy implies driving policy of defense products' export. The purpose of this study is to suggest suitable strategies to meet with such policy in terms of region and individual nation. The strategies towards advanced region are joint sale strategy for the third countries, extension strategy of trade-off and development strategy of products to exploit niche markets. The strategies towards non-advanced regions are package strategy including exchange of economic development know-how, strengthening strategy of relationships to leading groups in national decision-making processes, exploit strategy of sales market through transfer discard and surplus equipments to other nations, government to government sale strategy towards countries holding low leveled equipment maintaining and management abilities. Finally, successive strategies require leaders' will, active sales diplomacy and active international cooperations of defense industry.
