A Study on the Energy Planning Technique of Smart Green City : Focus on Application Condition in Multi-functional Administrative City, Korea (에너지 측면의 스마트 그린시티 계획기법에 관한 연구 : 행복도시의 적용실태를 중심으로)

  • The goal of this research is to identify the energy planning techniques of Smart Green City and to establish the realized plan through the analysis of Multi-functional Administrative City. For the research, eighteen planning techniques were derived and categorized into three sectors and six basic direction through literature review and Brain-storming analysis considering correlation between three goals of Smart Green City and expectation of planning technique. And Multi-functional Administrative City was analyzed for the current status of application of planning techniques focus on two application aspects. In conclusion, 'Establishing Integrated Management Center for Urban Energy', 'Building Energy Management System', 'Building Automation System', 'Green Transport System', 'Intelligent Transport System', 'Introduction of Eco-friendly Transportation' planning techniques in reduction of building energy consumption sector and green-intelligent transport system sector were identified as important techniques for Smart Green City.

Land Cover Classification of Multi-functional Administrative City for Hazard Mitigation Precaution (행정중심복합도시 재해경감대책을 위한 토지피복분류)

  • In this study, land cover classification and NDVI evaluation for hazard mitigation precaution are carried out in surrounding areas of Yeongi-gun, Chungcheongnam-do ($132\;km^2$) where a project for multi-functional administrative city is promoted by government. Image acquired from KOMPSAT 2, LANDSAT and ASTER is utilized and comparative evaluation on limitation in classification based on resolution was carried out. The area mainly consists of arable land including mountains, rice fields, ordinary fields, etc thus special attention was paid to the classification of rice fields and ordinary fields. For the classification of image acquired from KOMPSAT 2, segmentation technique for classification of high-resolution image was applied. To evaluate the accuracy of the classification, field investigation was conducted to examine the sample and it was compared with the land usage and classification of land category in land ledger of Korea. Acquired results were made into theme map in shape file format and it would be of great help in decision making of policy for the future-oriented development plan of multi-functional administrative city.

  • Post-Occupancy Evaluation (POE), which is one of the construction environment evaluation methods, is a series of processes that ask about the functional requirements and satisfaction of an object from a life cycle perspective such as design/construction/residence. However, there are no POE research activities targeting large-scale units. On the other hand, large-scale third-phase new towns are being developed. Therefore, this study conducted a post-residence evaluation (POE) research activity in a large-scale unit (Multifunctional Administrative City). The procedure of this study is to conduct a literature survey on the current status and implications of the multi-functional administrative city area, and based on the research data, derive the Happy City evaluation index for the major issues and special issues of the Happy City. Afterwards, 450 questionnaires were conducted for the residents of Happy City, and POE analysis was performed on the derived data for each module. And based on the analysis results, implications such as problems and improvement points for the current status of the Happy City were derived. This can be used as a basis for the expansion of a large-scale new city into a self-sufficient city, and it can be used as a basic data for the development and improvement of a happy city that meets social needs in the future.

Research on the Number of Households and Population Estimates of Administrative Composite City (행정복합도시의 인구수 및 유형별 가구수 추정에 대한 연구: 1단계 사업성과를 기반으로)

  • The Sejong Metropolitan Autonomous City is launched on July 1, 2012, and Phase 1 of the Multifunctional Administrative City Construction Project was completed in late 2015. Therefore, it is necessary through the results of the first phase of the project to check whether Sejong city can achieve the target population and number of households by 2030 and to use to determine the number and type of housing to be supplied next. Based on the presented results of the Phase 1 project period, this study estimate the population and number of households in 2030. For forecasting future population the population growth rate seen in the future of Sejong City's population forecast published by the National Statistical Office and the performance against plans Step 1 were used for forecasting future population. The results of analysis showed that the Multi-functional Administrative City is difficult to attract five hundred thousand people and two hundred thousand houses. In the analysis of households by type The Multi-functional Administrative City is The large proportion of 3-4 person households and high-income earners and Homeowners. But it increased the proportion of households with 1-2 people and rent house of the city grows in size and it is likely to change the level of income. Therefore, it is determined that there is a need to reflect these elements in next housing.

  • The Purpose of the study is to analyze the change of the unbalanced national development by the construction of multifunctional administrative city and innovation cities. In this study, index of unbalanced national development is measured by unbalanced distribution of population on national land. Gini's coefficient is used to measure the unbalanced distribution of population. As a result, the construction of multifunctional administrative city and innovation cities will relieve the unbalanced national development. but the effect will be insignificant. For the relief of unbalanced national development, various policy and strategy will have to develop.

A Study on the Inter-Relational Interpretation of Street Plant Issues - Focus on Central Park Road in Incheon Metropolitan City - (가로수관련 문제유형의 관계론적 해석 - 인천광역시 중앙공원길을 중심으로 -)

  • Generally, trees lining the streets are the most easily accessible green areas in the city and constitute the smallest basic unit in the formation of the urban linear green axis. This study attempts to interpret issues related to city trees from a comprehensive and relational viewpoint. The site of this study is Central Park Street in front of Incheon Metropolitan City Hall. This street is representative of those in Incheon City. This study is an inter-relational interpretation of issues by measuring the vitality of these trees. The following are results of this study: First, the vitality of city trees is higher in those trees growing in natural ground than those growing in plant gratings. This observation can lead to budget savings and increased natural areas in the city. Also, if planter and multi-layering planting methods are introduced where damage to trees is predicted, variation to urban landscape can be achieved while linking to reinforced rearing foundation of street-side trees. Second, there is need for a holistic approach to caring for street-side trees regarding the damage caused by drastic pruning and strong street lights. The typical functions of these trees, like supplying freshness in summer, absorbing solar radiation, and controlling the urban micro-climate are closely related to the vitality of the trees. Accordingly, the function and ecology should be understood holistically, not separately. In this aspect, the functional and ecological use of the multi-layering planting method is effective in protecting pedestrians from vehicles as well. Third, the fallen leaves of monotonous rows of trees have different ecological and functional effects. Not only is the index of greenness in the urban setting increased, but there are also aesthetic and symbolic effects. Fourth, in spite of being the street along which Incheon Metropolitan City Hall, major administrative buildings and Central Park are located, this street does not have its own special identity to discriminate it from other streets. It fulfills only functional criteria based on uniformity. If there is no paradigm shift from today's street system based on vehicles, the role of landscape architecture will be very passive in regards to street-side trees, the minimum unit of urban green. Fifth, on this particular street, many trees were planted in December, which reflects a deficiency of short and long-term strategy, like a street-tree master plan. In this aspect, we still lack a mature culture concerning these trees as a basic unit in urban greenery. Furthermore, there needs to be cultural introspection concerning present administrative practices.

Planning the New City Based on the Geomancy: A Case of the Design of the New Multi-functional Administrative City (NMAC) (경관풍수에 입각한 신도시의 개념적 설계 : 행정중심복합 예정도시를 사례로)

  • The Republic of Korea is planning to build the now Multi-functional Administrative city (NMAC). The purpose of this paper is to suggest the conceptual framework for this new city that relies on the Korean geomancy, oriental viewpoint on man and nature relationship, particularly in Korea. According to the Geomancy which could conceptualize the human-environment relationship in the site, the overall landscape image of the city could be symbolized by two flying crane with three Taegueks. In transforming the overall landscape image to urban form, two diamonds which means eternity and strength arises from the western spatial viewpoint, as means to protect and harmonize the human, land and mountain relationship in this site and the symbolic meaning of this site as generative and sacred place in Korean people's mind. On the one hand, through juxtaposing of the two diamonds a geometric structure shows up, on the other hand the main axis of the city could be established from two crane and three Taegueks. On the North-South axis from the core of the symbolic green axis, symbolic things will be located, and the administrative offices will be Placed on the East-West axis. Peripherals of the central axis also play a role in developing overall land use from image. The buildings and residents could be arranged and located according to undulations and this is based on the oriental theory of geomancy. We can build cultural amenities on the head part of the crane and on the core area.

A Study on the Planning Technique of High-rised Housing Estates Applying Smart Green City Concept : Focus on Multi-functional Administrative City 2-1 Neighborhood (스마트 그린시티 개념을 적용한 고층주거단지 계획기법에 관한 연구 : 행정중심복합도시 2-1생활권을 중심으로)

  • The goal of this research is to identify the planning techniques of high-rise housing estates applying a smart green city concept in order to understand the necessity of integrating 'planning & building' planning techniques and 'smart system' planning techniques and to analyze the current status of application. For the research, firstl, the definition of smart green city was established and high-rise housing estates planning was categorized according to a three space hierarchy, seven planning directions and 17 major features through literature review. Second, 28 'planning & building' planning techniques and 'smart system' planning techniques were derived through literature review and FGI analysis. Last, four cases in Multi-functional Administrative City were analyzed for the current status of application of planning techniques. In conclusion, planning techniques in 'Transportation Network', 'Environment-friendly layout planning of housing', 'Revitalization of green transportation', 'Utilization of new & renewable energy', 'Crime prevention and accident reduction', 'Use of high performance, and efficiency facility' main feature were identified as important planning techniques for Smart Green City and its implications were estimated.

Design Strategies of Large Park in the International Design Competition for Central Open Space in Multi-Functional Administrative City, Korea (행정중심복합도시 중앙녹지공간 국제설계공모에 나타난 대형 공원의 설계 전략)

  • Although competitions for large parks are increasing rapidly across the world, theoretical research and critiques of these competitions are as yet insufficient. The 'International Design Competition for Central Open Space in Multi-functional Administrative City, Korea', a representative competition for large park design, can be a significant resource for examining the contemporary design strategies that go into the design of a large park. In this study, the authors make a framework for analysis by looking at the competition's design guidelines and literatures on 'large parks', and by then analyzing the ten finalists. Four questions that were derived from the framework were: 'what are the approaches to large parks?', 'what is the process of design?', 'what is the sustainability of the park?', and 'what are the relations between city and park?' The results of the study are as follows. First, the design concepts for large parks are primarily site-specific. It is particularly important in ensuring the identity of the large park. Second, it is difficult to find design proposals which satisfy the four main questions sufficiently, and works submitted tend to be visual-oriented, form-oriented, and results-centered. Third, the notion of 'sustainability' in large parks is a comprehensive one which includes various aspects such as ecology, finance, programming, and community. However, the notion remains ambiguous, and plans for operation and management are not concretely proposed. Finally, design proposals for large parks accompany positive relations with the city. Especially, 'productive parks' and 'city self-sufficiency' are very important demands in regards to large parks.

  • 최근의 정보통신기술의 급격한 발전으로 인해 향후 도시를 건설할 때 도시운영 및 관리뿐만 아니라 도시민들이 향유할 각종 서비스에 정보통신기술 변화를 반영하여야 할 것이다. 행정중심복합도시를 건설하기 위해서도 이러한 정보기술의 변화를 전망하고, 이를 구현하기 위한 추진방안이 모색되어야 한다. 행정중심복합도시는 과거의 전형적인 도시개발방식에서 탈피하고, 새로운 방식과 모델을 도입하여 21세기의 모범적인 도시를 건설하는 것이 필요하다. 그리고 IT의 비약적인 발전에 따라 도시의 물리적 거리와 시간에 구애받지 않고 무한한 정보를 매체로 새로운 도시공간으로 구현되어야 한다. 또한 이러한 정보기술의 발전을 통해 행정중심복합도시의 가치를 높이고 새로운 비즈니스 기회를 창출할 필요가 있다. 이를 위해 본 연구에서는 u-행복도시의 비전을 '사람과 자연과 기술이 하나되는 세계제일의 지능정보도시'로 정의하고 이러한 비전을 토대로 행적 효율과 시민 편익이 제고되는 전자 행정중심 도시, 자연과 인간이 함께 하는 지능형 환경 도시, 시민 안전을 도모하는 첨단정보관리 도시, 사람과 사물이 연결되는 정보 네트워크 도시에 대한 구현방안을 모색하였다.
